The Florida Bicycle Association is a 501(c)(3) non profit, membership driven, state wide bicycle education and safety advocacy association, established in 1997. Complete Streets Savvy is a general outreach program that covers the basics of the Florida Department of Transportation’s Complete Streets policy and how bicyclists play a role.

FLORIDA’S PEDESTRIAN & BICYCLE FOCUSED INITIATIVEThe goal of this coalition is to reduce crashes

serious injuries and fatalities of pedestrians and bicyclists on Florida’s roadways.

The reality is that too many are dying on our public roads. The Florida Department of Transportation initiates a safety coalition to address traffic fatalities. The Florida Bicycle Association is one of several stakeholders to actively be part of the solution. Other stakeholders include Florida Department of Health, Public Transit, Education, and various law enforcement agencies.

FL Statute 316.003(1) A person in control of a vehicle on a street or highway is a driver.

FL Statute 316.003(2) A bicycle is defined as a vehicle for purposes of the Uniform Traffic

Control Law.

FL Statute 316.2065(1) A cyclist has all the rights to the roadway applicable to any driver,

except as to the special regulations for bicycles.

Florida Department of Transportation admitted their past policies were auto centric. FDOT has adopted Complete Streets policy and recently published a two-year implementation plan. Complete Streets is design for all road users: motorists, bicyclists, pedestrians and transit. Retrofit and infrastructure changes will take time.

Complete Streets policy is not a cookie-cutter application, it is based on context, project by project. Can you spot the “cookie-cutter” design flaw in the photo on the left? Do you see how context design works in the photo on the right?

Road design emphasis needs to shift to lives saved, not seconds saved. “Road diets” are now referred to as “Right-sizing” lanes. Right-sizing lanes and managing speeds are key to saving lives.

Thinking outside the bicycle lane: A bicyclist may leave a bike lane to take control of the travel lane and avoid a motorist right hook. A bicyclist should never pass a motor vehicle on the right, especially just before an intersection. A bicyclist needs to leave the bike lane to properly make a left-hand turn.

The “take home” slide: A bicyclist may use full lane when there is no bike lane. Position in the travel lane is determined by the cyclist in the moment. A bicyclist too far to the right may create a “squeeze play” scenario. Please note: the average lane width according to FDOT is 12 feet. This width is not enough space for a motor vehicle, the 3-foot passing law and the bicyclist. A bicyclist positioned in the lane will motivate a motorist to “move over”, often times giving more than the 3 feet required by law.

Sharrow is short-form for "shared lane bicycle marking".This pavement marking includes a bicycle symbol and two white chevrons and is used to remind motorists that bicyclists are permitted to use the full lane.

SHARROWS ARE GOOD FOR BOTH DRIVERS AND CYCLISTS

Assist bicyclists with lateral positioning in a shared lane with on-street parallel parking in order to reduce the chance of a bicyclist's impacting the open door of a parked vehicle,

Assist bicyclists with lateral positioning in lanes that are too narrow for a motor vehicle and a bicycle to travel side by side within the same traffic lane,

Alert road users of the lateral location bicyclists are likely to occupy within the traveled way,

Encourage safe passing of bicyclists by motorists, andReduce the incidence of wrong-way bicycling.
