1 General
1.1 Word from the Clerk of the Course
Dear SM Pohjanmaa Ralli competitor,
Welcome to the Pohjanmaa Ralli in the capital of Ostrobothnia, Seinäjoki. This year there have
been challenges in the organization of the Rally due to Covid -19 pandemic. We recommend
following recommendations of THL (Finnish institute for health and welfare) and our instructions
which are mentioned later in this guide.
The Rally route is completely new this year.
Like previous years, the Rally Office is located at Hotelli Sorsanpesä where also the start of the
Rally is happening.
The scrutineering and the service are taking place at Rengastien Autotarvike.
On Friday, the refueling is located at Sydänmaan nuorisoseura, Alavus. On Saturday morning, the
refueling is located at ST1 Rengastie, Seinäjoki and during the other times on Saturday at
Koveron Shell, Lapua.
Three Special Stages will be driven on Friday. On Saturday, six Special Stages will be driven and
two of them will be driven twice. The VIP area is located at the Finish of Special Stage 6/9.
All classes will be driving all the nine Special Stages of the Rally.
On Saturday afternoon, the Finish is taking place at Hotelli Sorsanpesä where also the prize
giving ceremony is being held.
Partners, owners of the lands and roads, and numerous people working voluntarily are extremely
important as they are creating the Rally with us. Cooperation with the authorities, City of Seinäjoki
and partners happened in a good spirit and this year we have especially invested in the health
and safety of the audience.
I wish a speedy but safe rally for all the competitors and a memorable rally experience from the
safe viewing locations for all the audience and motorsport fans.
Please remember social distancing and a good hand hygiene and I recommend wearing a face
mask.

2.2 Parking of the Race equipment There is a reserved area for the transportation equipment (trailers etc.) in close proximity of the
Service park at Seinäjoen Ravikeskus (Ravitie 9, 60120 Seinäjoki). The area is available for the
competitors from Friday 25 September 2020 08:00. The transportation equipment should be parked in
the sides of the area next to each other so that there will be a free space left in the middle of the area
for driving. The area is close to the Safety Scrutineering and the Service park of Friday. There is no
guarding in the area. You are not allowed to bring trailers into the Rally Center/Service
Park/Scrutineering parking areas.
2.3 Administrative check Administrative check for competitors of classes 1-6 and 14-18 will be performed together with handing
out the reconnaissance material in the Rally Office (Hotelli Sorsanpesä, Törnäväntie 27) on Thursday
24 September between 18:30 and 20:30 and on Friday 25 September from 6:30.
Administrative check for competitors of classes 7-13 and 19-22 will be performed in the Rally Office
(Hotelli Sorsanpesä) on Friday 25 September between 14:00 and 18:30.
The following documents will be checked:
• Driving license of the driver and official ID of the co-driver
• Competitors in the Young class: ID and driving license of the co-driver
• Entrant license (if the entrant is someone else than driver or co-driver)
• Certificate about the validity of the traffic insurance
Both, driver and co-driver, must be present in person.

If there are any changes to the registration (driver, entrant or car will change), please fill in the form
for amendment which is attached to this Competitors’ guide. The changes should preferably be
reported in advance via email to the Secretary of the Rally [email protected].
Reconnaissance material will be handed out to the competitors of classes 1-6 and 14-18 in the Rally
Office (Hotelli Sorsanpesä) on on Thursday 24 September between 18:30 and 20:30 and on Friday 25
September from 6:30. All the other materials will be given in the Scuritneering area (checking point for
driving equipment).
Race material for competitors of classes 7-13 and 19-22 will be given in the Rally Office (Hotelli
Sorsanpesä) two hours prior to the competitors’ start time in exchange for approved Safety
Scrutineering.
Material to be given:
• 1 pc roadbook
• 2 pcs route maps
• 2 pcs number identifiers for the reconnaissance car (classes 1-6 and 14-18)
• 1 pc identifier for the service car
• 2 pcs competition numbers
2.4 Safety scrutineering and car documentation check Each competitor must book a time slot for the Safety scrutineering at the latest on 22 September at
22:00 from https://slotti.fi/booking/rallism/. Safety scrutineering is on Friday 25 September between 11:00 and 19:00 according to the time
booked in advance by the competitor.
Safety scrutineering is performed at Rengastie 28, 60120 Seinäjoki.
Safety scrutineering ends 10 minutes after the last time booked.
ONLY 2 PERSONS/CAR ARE ALLOWED TO GO TO THE SAFETY SCRUTINEERING
The following car documentation will be checked in the Scrutineering:
• Scrutineering card
• Homologation certificate/passport
The scrutineering minutes will be given within the Scrutineering entrance.
When arriving to the Scrutineering, all organizer advertisements and competition numbers must be
attached to the vehicle. At the Scrutineering, all competitors’ personal safety gear (helmets,
undergarment, Hans, gloves, (driver’s) shoes, socks and race suit) will be checked.
The spare parts to be registrated (spare turbo and spare pop-off valves) will be inspected, possibly
measured and sealed after the Safety scrutineering at 19:00-20:00 in the Scrutineering hall.

Finnish championship and CUP classes have the possibility to use 8 pieces of tyres. Tyre bar code
form to be filled in is available in the official notice board. The form should be returned by 25
September 2020 at 18:00.

2.5 Safety tracking device collecting and returning GPS tracking devices will be given to the competitors of classes 1-6 and 14-18 within the delivery of
the reconnaissance material and the device must be used during the reconnaissance. In the
reconnaissance car, there should be an USB power source for the tracking device and the device
should be plugged in during the whole reconnaissance. Each Special Stage, including the once which
will be driven twice during the Rally, can be visited only 2 (times) during the reconnaissance. The
organizer supervises the amount of reconnaissances with the tracking device. After the
reconnaissance, before their start time for the Rally Part 1, the competitor must relocate the GPS
tracking device into the Rally car.
Competitors of classes 7-13 and 19-22 should pick up their tracking device from the Rally Office one
hour prior to their own start time.
On Saturday, the tracking devices will be collected at the finish-TC in Hotelli Sorsanpesä. When
retiring, the whole device should be delivered to the Rally Office without delay or left to the TC or
demolition car with the retiring announcement.
2.6 Reconnaissance Reconnaissance for all Special Stages is performed on Friday 25 September between 07:00 and
18:00.
Organizer performs monitoring of Special Stages in advance and supervises the Stages with trail
cameras before the reconnaissance starts. The reconnaissance car must have two number identifiers
given by the organizer attached (top middle of the windshield and on the co-drivers rear window).
They must be clearly visible during the whole reconnaissance. During the reconnaissance there is a
speed limit of 80 km/h on all Special Stages during unless the speed limit is marked lower by the
traffic sign or by the signs installed by the organizers. The competitors should consider the people
living by the route and must not endanger other traffic. The police and the organizer will supervise the
traffic in the Stages and in the Liaisons during the reconnaissance paying attention to the speed and
driving manners. Like the other users of the roads, the supervisors can drive against the Rally
direction. Stopping request by the officials marked with the identifiers of the organizer, must be
obeyed on the threat of refusal of start. Possible speeding will be informed immediately by stopping.
Amount of reconnaissances will be limited to two (2) times on each Special Stage. This applies also to
the Special Stages driven two times. Tyres used during the reconnaissance must be according to the
traffic code.
NB! Competitor is responsible for damages caused by himself during the reconnaissance.
2.6. To be noted during reconnaissance During reconnaissance ALL signs marked to the road book are in place in the Special Stages as
follows:
• Turning signs etc. are measured to their right locations and marked with official signs.
• Check point and interval safety point signs are at their right locations
• TC-, Start-, Finish- and stop- signs are at their right locations and marked with temporary signs.
3.1 Competitors’ dressing rooms
There are dressing rooms reserved for the competitors on Friday 25 and Saturday 26 September in
Hotelli Sorsanpesä. The dressing rooms are available on Friday between 18:00 and 01:00 and on
Saturday between 17:00 and 20:30.
3.2 Start maneuver So-called light start is used in the Rally. Jump start will be recognized with photocell and it will be
notified at the finish of the special stage. If the lights won’t work for any reason, the start will be done
traditionally with a flag.
3.3 Stopping at Special Stage and Retiring
Using the warning triangle: If a competitor has to stop during Special Stage due to driving off the road
or any other reason, warning triangle has to absolutely be placed to warn other competitors.
SOS & green OK
Show the A3-sized red SOS sign to the other competitors and officials if you need help in case of
personal injury (medical help). When they see the sign, they will know to call the help. If you see other
competitor asking for help, you must stop and help the injured with a threat of exclusion from the
event. If you don’t need medical help, show the green OK sign to the officials and the other
competitors.
3.3.1 Retiring If you have to retire the competition, you should immediately inform the Result Officer, phone
+358400 231840. In addition, a written Retiring announcement must be given to the Special Stage
start, finish, check point or to the demolition car. Retiring announcement can be found on the back
side of the time card.
3.3.2 Discontinuation of Special Stage If a Special Stage has to be discontinued or cancelled due to accident or any other crucial reason, the
Special Stage can be used as a liaison or the detour according to the road book will be used for
transferring to the next Special Stage. Rally officials will instruct which way is used.
4 Description of the Rally and Service
4.1 Start of the Rally Part 1 Start for the Rally Part 1 happens at Hotelli Sorsanpesä on Friday 25 September starting from
19:01pm. Before start, the competitors must make sure they have collected GPS-tracking device and
Timing device from the Rally Office according to the rules. At the start of the Rally, there is a
gathering area where you should arrive at the earliest 10 mins before your start time. From the
gathering area, the organizer will have the competitors driven underneath the starting arc at Hotelli
Sorsanpesä once a minute. Starting list with starting times is published at official electronic notice
board at www.pohjanmaaralli.fi.
Time card is given to the competitors at Hotelli Sorsanpesä Start-TC. 4.2 Retiring and night break If a competitor retires in the Part 1 or his/her right to start the Part 1 is denied due to the Scrutineers’
proposal, the competitor has the possibility to repair the car and participate in the Part 2 of the Rally.
Competitor must give a written notice of their willingness to continue the competition at the latest on
Saturday 26 September at 01:00. Safety Scrutineering will be done to the cars of these competitors
on Saturday 26 September, 30 minutes before their start time after TC 3F (Parc ferme out) at
Törnäväntie 24, 60200 Seinäjoki. Performance time given for the competitor for undriven Special
Stage will be the fastest time of their class +5 minutes. For those retired on the last liaison of the Part
1 of the Rally, 5 minutes time penalty will be given. Overnight Parc ferme area is used and it is
located at SEDU, Törnäväntie 24, 60200 Seinäjoki.
4.3 Start of the Rally Part 2 The start list for Rally Part 2 is published in the official notice board at www.pohjanmaaralli.fi on 26
September at 09:15. If a competitor retires in the Part 1 and wishes to continue the Rally in the Part 2,
the Rally car will be scrutineered close by TC 3F on Saturday 26 September 2020, 30 minutes before
the competitor’s start time. The Scrutineering needs to be agreed in advance with Chief Scrutineer
Mikko Nikkari tel. +358409684648. Only the cars accepted in the Scrutineering are allowed to start
the Rally Part 2. The starting order for Part 2 is determined by the starting order for the Part 1.
4.4 Service park and Service There is one Service park used in the Rally.
There is a one-way traffic in the Service Park. The travel directions in and out have changed from the
last years.

Service is allowed only in these areas. In the other areas, only the driver and co-driver are allowed to
do any reparations using only the tools that are in the Rally car. Organizer reserves an area from the
service park for every competitor according to Finnish rally championship rules. Only one (1) service
car for driver/co-driver is allowed at the service park. "Huoltoauto" identifier given by the organizer,
must be attached to the windshield of the service car. It must be visible for the whole duration of the
Rally.

We recommend avoiding going to the service areas of the other competitors.
4.5 Refueling Refueling is allowed only in the petrol stations/refueling areas marked in the Road Book (also from the
own container, E85, FIA- or 2T gasoline). Refueling time is included in the driving time of the liaison.

4.6 Handling fluids in the Service park Because motorsport has to take environmental matters seriously, we ask the competitors and their
crew to pay extra caution handling oils or other fluids while doing service on their cars. In the service
cars, there must be a driver-specific inspected 6 kg fire extinguisher which is suited to extinguish fire
involving liquids and oil blotting rug ready for use. During service procedures, there must be a liquid
proof cover under the race car. Handling fuels in the Service park is only allowed if the car has such
malfunction that repairing it requires removing fuel tank and emptying it. This should be performed
under the supervision of the officials. Precautions must be sufficient, and you can only add the
amount of fuel which is needed for driving to the refueling area. During this procedure, it’s not allowed
to do other reparations for the car. In the service area, smoking is allowed only in the designated
areas.
5.1 Results The provisional results for Rally Finnish Championship classes and Young Finnish Championship
classes will be published starting around 18:30 in the official notice board. For the additional classes
the provisional results will be published around 19:00 in the official notice board. The final results will
be published after they are approved.
5.2 Finish of the rally, prize-giving and FRC medal ceremonies As many of the championships in different disciplines have been cancelled altogether and the current
pandemic has affected our economy, the Finnish ASN has decided not to organise its annual prize-
giving gala this year. Hence, all championship medals and trophies will be awarded at the final event
of any given championship – like here in Pohjanmaa Rally.
As the medals will be awarded during the prize-giving of the rally, all retired competitors must
remember to be present at the prize-giving, in case they are to receive a medal. The same goes for
the medal winners in the Teams’ Championship.
The event finish podium will be located at Hotel Sorsanperä. Before the podium, all cars will be
gathered to a waiting area, where the final TC (free early arrival) will be located, too. Here the cars will
be grouped for the podium. Cars will only be driven to the podium under marshals’ orders. All drivers
will drive to the podium, where those receiving a prize will step out of their cars. Other drivers will
drive through the podium without stepping out.
The class order to the podium will be SM1 – SM2 – SM3 – SM4 – Suomi Cup – Young Drivers –
RSJM 4 – RSJM 1 – RSJM 2 – RSJM 3 – Ladies’ Cup. The drivers receiving a prize (see list on ONB)
from each class will drive up to the podium in reverse order, e.g. fourth placed car first, then third,
second and finally the winner – following marshals’ orders.
The drivers will receive the event trophies and have the traditional champagne fight under the FRC
podium arch. After the prize-giving of their class, the FRC medal winners will move to an Olympic
style podium placed nearby to receive their Championship or Cup medal and prizes. The medals for
the Finnish Junior Championship will be awarded after the podium of RSJM 3 class, all others
immediately following their classes’ prize-giving. Immediately after the medal ceremonies, the drivers
must move their cars away from the podium area, so that the ceremonies may proceed with the next
class – please follow marshals’ orders.
In the Finnish Rally Championship the best three drivers and co-drivers, as well as the top three in the
Teams’ Championship will receive medals. Winners in Suomi Cup will receive their trophies as per
Art. 4.1.4 of the Championship. In the Junior Championship, the drivers and co-drivers will receive
medals as per Art. 6.1 of the Championship regulations.
More information on the ceremonies may be given in the rally office.
The combined ceremonies of the rally and the championships will obviously extend the overall time
taken by the prize-giving from normal, but let’s try to enjoy a successful finish to the season and
celebrate the winners without hurrying home!
None of the classes have a parc fermé at the finish, but all protests against any car must be called in
before the arrival to the final TC of the car in question. The protests must be called in to tel. +358
40 500 7492 according to ASN Rally Regulations, Art. 29.
