• Originally overseen by theTameside Compact Group and

later the Cross Sector PolicyGroup

• Compact Voice and the Office for Civil Society have

produced a joint action plan, which sets out clear

activities for both to strengthen use of the Compact

across government departments.

• The National Audit Office’s report into government

implementation of the Compact, published in 2012,

included a number of recommendations that the joint

action plan aims to address

• Government departmental business plans for 2013-14

were published in June, and for the second year

running, the Compact is included as a cross-

departmental priority.

• Commitment to the Compact was accepted as a ‘high

priority’ for the Ministry of Justice's ‘Transforming

Rehabilitation’ agenda following a report from 3SC

• The Open Government Partnership (OGP) NationalAction Plan has now been published.

• It sets out a series of commitments the UK governmentis making to improve transparency, participation and

accountability.

• The plan makes reference to Compact principlesthroughout, particularly Principle 2, which outlines theneed for effective and transparent design and

developments of policies, programmes and publicservices.

• Survey results reveals highest ever level of support for

the Compact

• 89% of respondents to the survey from both the

voluntary and statutory sector agreed that the‘Compact is important and effort needs to be made to

implement it in full’ 

• Resourcing, publicity, awareness and leadership from

local senior officials seen as most important toimplementation

• Oldham – Statutory Providers and the sectordeveloped a Cooperative Charter, an ethical framework

for Commissioning and a range of cooperative pilots to

test new ways of delivering Council services.

• The leadership shown by the Council and its key

partners to create a Cooperative Borough has created

an exciting, dynamic environment – one in which the

values and benefits of working with voluntary andcommunity sector is recognised and embedded into

mainstream practice.

• Bury/Rochdale - Greater Manchester Fire and RescueService joined with ADAB, a local voluntary

organisation in Bury, to make the community safer. 

• Community workshops were held in Bury and Rochdale

to recruit and train BME volunteers, who have then

delivered home safety checks, fitting thousands of

smoke alarms.

Awareness raising sessions and a DVD were produced• Community Participation from a diverse range of

groups has increased

•Manchester – The Safer Streets project delivers streetoutreach twice weekly to individuals and communities

that are affected by sex work, anti-social behaviour

and child sexual exploitation. The outreach is planned,

timetabled and delivered collaboratively by SurvivorsManchester, The Men’s Room and Mancunian Way.

• This way of working can open up clearer pathways for

individuals to begin a journey of change in their lives.• This project was shortlisted for an annual Compact

Impact award 2013
