• Also resist attempts to deny or corrupt it
We have several Rights• Fundamental Rights• Right To Information……….…………………………………………………..…………..
But why most of the people are unable to
exercise these?
• They have not been allowed to understand, own and exercise
• Lack of education, awareness• Intervention of vested interest• Socio-cultural situation
So…….. We should not expect people to
understand, own and exercise RTE simply because we TELL them.
We have to weave it into their real life so that they can feel it, experience it………
But How?
What is Community Mobilisation
• Rigorous awareness building for critical understanding of RTE
• Developing capability to involve in every aspect of implementation of RTE
• Demystification of legalize (legal language)

For example…• How RTE is related to their burning
problems like poverty, exclusion, voicelessness, helplessness
• Make it visible and audible so that they all start discussing or debating about Rte, SMC, SDP etc.
• Create environment for their participation (Kalajatha etc.)
• Create platforms for participation (Siksha Adhikar Samitis)
How community is mobilised
Depends on the nature of the community, its cultural, socio-economic aspects. But, common tools are relevant
1.Cultural Media (songs, dances, dramas, traditional theatres)
2.Festivals (Holi, Dewali, Onam etc.)3.Intensive interactions4.Visibility5.Local culture…………..

an one time programme• Continuous, constant• Generate High Temperature• Like a sine curve
Result• Creative ownership by Community• Then Community fully
understands, owns, exercises it• Creates new oppurtunities• Corrects deficiencies
