Currently, scheduling for new patient appointments exceeds 2.5 weeks. Funding streams are decreasing and questionable due to North Carolina and 20 other states’ con- siderations in regard to decisions related to federal Medicaid expansion. Meanwhile, demand for clinic and pharmacy services has experienced a steady increase. In 2014, Community Free Clinic assumed the patient eligibility, enrollment, and recertification process (that provides program in- tegrity to investors, donors, and community partners). This was due to county and state funding cuts to the county’s healthcare safety net network that assures that all enrolled patients meet fed- eral poverty income guidelines and other eligibility criteria to access medical care and medications at no cost. North Carolina’s HealthNet Funding at Risk HealthNet—NC’s healthcare safety net for low income uninsured residents living with chronic health conditions started in Cabarrus County ten (10) years ago. Infrastructure funding is provided by NC Office of Rural Health. It is a county wide public/private collaborative partnership that as- sures that the working poor have access to needed healthcare services and prescribed medications to maintain and improve their health status.
