The dream of making India a developed nation can be fulfilled with a multi-pronged strategy aimed at developing all villages to make them self-sufficient and self-reliant. This can be achieved with decentralized models of development empowering local youth and capitalizing through sustainable management of natural resources – land, water, energy and human resource. India lives in the villages with 60 percent of its population belonging to the rural areas. The targets for India to achieve the Sustainable Development Goals (SDGs) would be difficult without the sustainable, self-sufficient and empowered villages. At least 12 of the 17 SDGs are directly linked to rural sustainable development and governance, and the rest too can only be accomplished through the holistic development of our villages. The Hon’ble Prime Minister has launched the Saansad Adarsh Gram Yojana (SAGY) on 11th October, 2014. This was aimed at improving the wellbeing of selected Gram Panchayats (GPs) through convergence of programmes under the overall guidance of Hon’ble Members of Parliament. The Yojana is about improving access to public services and community action for social and economic development so that the villages can become role models worth emulation by neighboring Gram Panchayats. In this context i.e under the new initiative of ENVIS Scheme, Ministry has launched Community-driven Environmentally Sustainable Villages Programme (CESVP). In this context, Dr. Harsh Vardhan, Hon'ble Union Minister, Ministry of Environment, Forest and Climate Change (MoEF&CC) in consultation with Hon'ble MPs has adopted three villages namely - Dheerpur, Ghoga and Singhola in Delhi and proposed Delhi based ENVIS Resource Partners (RP’s) to run different activities. The Delhi based ENVIS RP’s under the aegis of Ministry of Environment, Forest and Climate Change, GoI provide technical expertise and other inputs on environment related issues to enable villages under the Sanansad Adarsh Garam YOjana (SAGY) to develop into sustainable model village with the idea to make atleat one village “Model Village (Adarsh Gram)” each year respectively.

Introductory meeting with Shri Ram Narayan Bhardwaj, Hon'ble Councillor at Ward No. 5 Bankner, Swatantra Nagar, North Delhi on 31st October, 2017

The meeting was carried out on 31st October in the village Singhola where various points were raised regarding the problems of Singhola. The councilor ensured full support during the campaign. Councilor highlighted that the village has a wire manufacturing factory which its primarily involved in the production of High tension wires. This is looked after Delhi Government.

The Councilor ensured complete participation and support to be extended in the mobilization of villages for the campaign to be carried out by the MCD in the following months.

Meeting with Shri Ram Narayan Bhardwaj, Hon'ble Councillor at Ward No. 5 Bankner, Swatantra Nagar, North Delhi The meeting was carried out on 31st October in the MCD office where various points were raised regarding the problems of Ghoga. The Councillor immediately informed the concerned authorities about the loopholes seen during field survey. Being unhappy with the funds released, he ensured full support during the campaign. Councillor highlighted that the village does not have a functional Park. There is lack of parking space in the village. There is lack of permanent dispensary. Also the main naala of the village is extremely dirty and unhygeinic for villagers. The Councillor also highlighted that people of the village are unaware about cleanliness. Also there initiative from people to clean it. Even MCD trucks do not visit the village on regular basis and collect the waste. The Councillor ensured complete participation and support to be extended in the mobilization of villages for the campaign to be carried out by the MCD in the following months.

Meeting with Shri Naveen Kumar Tyagi, Hon'ble Councillor at Ward No 18-N, Dhirpur, 39, Tagore Marg, Kewal Park, Azadpur, North Delhi The meeting was carried out on 28th October at the Councillors office where various points were raised regarding the problems of Dhirpur. The Councillor highlighted the historic importance of the village of Dhirpur. He also threw light on the fact that maximum Land of peasants in Delhi is located in Dhirpur. He also told that out of 25000 residents of Dhirpur, Only around 2500 were native. Rest were tenants. He highlighted the problem of blocked phirni (road encircling the village co-terminous with lal dora. The Councillor showed enthusiasm for the project and said it would aid him in the development of the village and mobilization regarding healthcare. The Councillor ensured complete participation and support to be extended in the mobilization of villages for the campaign to be carried out by the MCD in the following months.

Delhi based ENVIS RPs organized an Awareness, Cleanliness and survey Programme in Village Dhirpur on 30th November 2017. All the resource partners actively participated in this event. The event organized mainly had four activities:

• Awareness on cleanliness • Cleanliness drive in DDA park • Rally in village on cleanliness • Survey on Solar Home lighting system application in village

There was an effective interaction with the RWA president where all the RPs briefed about their action plan in view to make Dhirpur a model village on few parameters, major one being environment. ENVIS RPs along with village residents and RWA President actively Participated in Cleanliness drive followed by rally to create awareness about Sanitation and Hygiene. Interactive sessions were also conducted like talks, debate etc. Delhi based resource partners initiated the cleanliness activities on November 30th and were accompanied with the RWA President to perform these activities and the rally. TERI ENVIS resource partner visited village Dhirpur with TERI’s technical team to carry out a preliminary survey on solar home lighting system (SHLS) installation. The resource partner had initially interviewed the residents and the RWA president about which place according to them is the best suited for SHLS installation. They suggested three places i.e. Shiv Mandir, Chaupal (community centre) and Hanuman mandir. The resource partner participated in the rally on cleanliness along with visiting these places. TERI ENVIS resource partner then surveyed these places keeping in mind the necessities for solar installation such as roof area, sunlight availability, power connection possibilities and others in the village to identify the best

suitable location for installing SHLS in Dhirpur village. After having a detailed survey, the centre finalized Hanuman Mandir for placing the solar system in Dhirpur village. Few snapshots of the preliminary survey at village Dhirpur performed by TERI ENVIS RP:

JNU ENVIS Resource partner make obvious involvement to sensitize to save water, groundwater pollution & conservation and the importance of rain water harvesting – rooftop among other solutions. With placards, slogans, banners and cleaning & picking up trash/plastics from the park, roads, village etc., all Delhi based ENVIS RPs, community members, villagers and childrens contributed to make this one of the objectives of the CESVP programme successful.
