COMMUNITY LIFESTYLE
Regional Arts Development Fund Grants
Council has approved Regional Arts Development Fund (RADF) 2017/2018 Round 1 grants for 11 applications, totalling $46,000.
Mirani Chillax 35 young people attended the ‘Chillax’ program at Mirani State High School this month. The group, which is supported by the Valley District Youth Council, meet weekly at lunchtime, giving those students struggling to fit in an opportunity to meet regularly in a safe environment.
MECC & EVENTS Pathways to performance MECC Engagement team has secured $5000 sponsorship for 2018 to continue the Pathways to Performance program which assists with bus transport from remote schools to attend live performances.
Educators' Launch MECC hosted an Educators' Launch for 40 of the region’s educators, giving them an insight into the live performance program for young people in 2018.

Mackay Draws the Line campaign
A council driven community campaign working towards the prevention of domestic and family violence, launched in November. Businesses now encouraged to embrace and help drive the campaign

HEALTH & REGULATORY SERVICES
Pest Management Officers continue to work hard this month responding to wild dog and pig complaints across the region, in particular assisting land owners with baiting and trapping. This has helped reduce numbers during this period when wild dogs and pigs are highly mobile.
Responsible Pet Ownership Officers visited Central State Primary School and MacKillop Catholic Primary School and delivered information about responsible cat and dog ownership through the PetPEP information sessions to students.

Monthly Safety Review – November 2017
Summary
As at 24 November, three incidents were reported.
No lost time injuries have been reported this year, which is a very positive result.
Incidents and Injuries
There was one injury to an MRC employee recorded in November.
• A worker hyper-extended his thumb while setting up a trestle table.
The other two incidents were:
• A contractor working on a ladder in a ceiling man-hole, slipped and grazed his elbow.• A member of the public reported that dogs being kept at the pound may have contracted lyssavirus.
Precautions were taken. Follow-up tests proved negative.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

JP Services provided to community 22
Council has approved Regional Arts Development Fund (RADF) 2017/2018 Round 1 grants for 11 applications, totalling $46,000. Supported project include: internationally-acclaimed sculptor Neil Brookes creating 30 new sculptural works using reclaimed timber from the old Finch Hatton Show Society grandstand for an art trail through Finch Hatton and; Peter Santo making didgeridoos and cultural hand tools for the 2018 Commonwealth Games while providing skills training and bush skills to our local community. RADF 2017/2018 Round 2 opened on November 22 and closes 7 February 2018.
The CAMS worker is currently working with Heritage Collection staff at Dudley Denny City Library around planning of a workshop for ASSI youth and young people in December 2017. Participants will have the opportunity to view shipping records and other ASSI documents in the Heritage Collection and will be able to collect information about their family history.
Plans are underway for the 2018 Community Strengthening: Board Development Conferences, which will take place in Sarina on Friday, 16 March and Mackay on Saturday, 17 March 2018. Mackay Regional Council was successful in obtaining funding to the value of $4,672 through the Hail Creek Mine Community Development Fund for the conferences and a series of professional development workshops. The Sarina Community Bank® Branch Bendigo Bank are also a partner in the project, contributing an additional $2,000 towards the project.
Community Meetings / Events / Interagency Meetings
95 meetings and events were held, highlights included:
Community Programs will host an event at the new Jubilee Community Centre and in the Civic Precinct Grounds to celebrate and acknowledge International Day for People with a Disability on Monday December 4. The event is being co-hosted by Mackay Regional Council and Feros Care and will include a sausage sizzle and ice cream truck in the Civic Precinct grounds, as well as an exhibition of artworks by local artist David Conway in the Jubilee Community Centre foyer.
The final Seniors Interagency Network meeting for 2017 was held on November 21. Participants were provided with a tour of the new Jubilee Community Centre facilities following the interagency meeting.
The Whitsunday Isaac Mackay Housing and Homelessness Action Network (WIMHHAN) is a new network, which brings together representatives from the homelessness and housing sectors to work collaboratively. A Community Development Officer attended a WIMHHAN meeting on November 2. The network is currently developing Terms of Reference and a governance structure following the release of the new State Government Housing Strategy.

Sport & Recreation
Planning is underway for the February 2018 Sports Expo and Sign-On Day, which will take place on Sunday, 11 February from 9am – 1pm at the MECC. The launch of North Queensland Games (being held in Mackay in 2018) will held at next year’s Sports Expo.
Community Recovery
The Community Development Officer (CDO) – Recovery attended a Sarina Range Progress Association meeting to provide information about current recovery services available and to discuss ideas for recovery activities in the region. The Progress Association meeting was well attended by the local community, with 45 people in attendance. The CDO – Recovery also attended a meeting with the Executive Committee of the Bloomsbury Progress Association to discuss ideas for recovery activities in the region.
A series of indoor/outdoor movie nights are planned as community-building and recreation in affected communities. The movie nights will be held at Koumala State School, Swayneville State School (Sarina Range Campus), Seaforth Sports Grounds, and Eton State School in 2018. These activities have been funded through the State Government’s We Are Queensland small grants program.
Museums
Sarina Museum Open: Tuesday, Wednesday and Friday from 9am to 2pm. Visitors: Nil (due to Field of Dreams re-development) Volunteer hours contributed: museum currently closed
• Volunteers have been approached by the planning committee to present a historical displayfor the 30th anniversary of the Bob Wood Cultural Hall, which will be commemorated on January 26, 2018;
• Volunteers are working on a display to mark Armistice Day 2018.
Mackay Museum Open: Tuesday, Thursday and Sunday from 10am to 2pm. Visitors: 67 Volunteer hours contributed: 149
• 15 year 1 students from Carlisle Adventist Christian College visited the museum onNovember 9 for a special guided tour of the facilities;
• 43 scouts from the Banksia Scout Group in Andergrove visited the museum on November 21& 22. Two volunteers opened the museum especially for these late afternoon/evening tours of the museum.
Pioneer Valley Museum Open: Tuesday to Thursday 9.30am to 2.30pm Visitors: 29 Volunteer hours contributed: 217
• Developing content for inclusion in the 1918 cyclone display and attending several combinedmuseum planning meetings for the exhibition.
Greenmount Homestead Open: Sunday - Friday 9.30am - 12.30pm Visitors: 55 Volunteer hours contributed: 134

Library Highlights Aurora in the Cloud
Library Services is migrating one of its core systems, Aurora, to the Cloud to improve operational efficiency by streamlining backend procedures and reducing costs.
• Library systems staff are receiving excellent support from IT with the migration of all Aurora functions to the Cloud. The go-live date is planned for 4 December.
• A new Modern Public Catalogue will improve the experience for customers including access to 500 photographs from the Heritage Collection.

Artspace Mackay Exhibitions Gallery One - William T. Cooper: Brought To Life Legendary wildlife filmmaker Sir David Attenborough viewed William T Cooper as ‘‘Australia’s greatest living scientific painter of birds,’’ adding, ‘‘he is possibly the best in the world.’’ Cooper spent a great deal of time in the field observing birds in the wild before capturing them in lively sketches brought to life in his studio. In this exhibition, the focus is on his book illustrations with a selection of original watercolour paintings from the publications Parrots of the World and Pigeons and Doves of Australia. Gallery Two A – Samuel Tupou: The Wall Cairns based artist, Samuel Tupou is the first artist to create a work on The Wall as part of the Artspace Artist in Residence Program. The Wall is an ongoing series of temporary, site-specific works where Queensland based artists are commissioned to create an artwork that has relevance to either the current exhibition or the Mackay region. The idea revolves around conversations and collaborations with the artist as he or she is supported by members of the local community to complete the work.

Gallery Two B – Davida Allen: Focus on The Collection In 2016, award-winning artist Davida Allen donated three paintings to the Mackay Regional Council Art Collection. Allen is known for her distinctive style of painting where she eschews brushes for her fingers. While other methods of painting allow for changes to be made, Allen’s technique disallows reform, as to do so would destroy the immediacy of the image. An intensely personal painter, her subjects in this case are what she sees when walking near her home in South East Queensland or her studio in Zilzie. Gallery Three – Emma Lindsay: Great Barrier Reef Anthropocene Project Emma Lindsay is a Brisbane-based visual artist whose practice explores critical contemporary issues regarding globally endangered species and their habitats. In the exhibition, Great Barrier Reef: Anthropocene Project Lindsay expands the focus further, developing work of regional significance in an art and science encounter with vulnerable species on Queensland’s Great Barrier Reef and Wet Tropics. Public Programs Exhibition Opening: The official opening of the four current exhibitions was held on 9 November. The event was very successful with over 160 attendees. The Fiji community choir provided entertainment for the evening and a representative for each exhibition travel to the region to attend the opening. Speed Date the Collection: Following the success of its first three collection focussed events, Artspace has had ongoing public and volunteer interest in Speed date the collection ensuring the continuation of the program on the last Thursday of each month. Outreach: A Kidspace ‘to-go’ Christmas workshop in the Pioneer Valley will be held on 12 December, at the CWA hall in North Eton. The event is being supported and promoted through the local primary school, playgroups and mother and toddler groups. In addition to Kids-Space to go, an outreach classes will be held at the Botanical Gardens as part of the Saturday Kids Art Club program. BMA Kidspace: Continues to be Artspace Mackay’s ever-popular art, craft and music program for toddlers and their carers. The November event attracted over 90 participants. Christmas Kidspace will be held on 5 December. Kids Art Club: The last class of Term Four with Rosemary Payne will be held on 26 November at the Botanic Gardens. Feedback from students and parents about the program across the year has been positive and inquiries for the 2018 program have already been received.

Mackay Entertainment & Convention Centre and Events
Overview Overall November attendance was similar to November 2016. This is not reflected in reporting due to the early cut-off date for November report. All attendance figures will adjust once December, January are reported and full year to date figures are included. MECC Engagement team has secured $5000 sponsorship for 2018 to continue the Pathways to Performance program which assists with bus transport from remote schools to attend live performances. MECC hosted an Educators' Launch for 40 of the region’s educators, giving them an insight into the live performance program for young people in 2018. The educators responded very favourably to the program and to the planned engagement activates, and believe that there are strong links to curriculum which will assist them in rounding out their teaching projects for 2018.
Business Events Development
MECC Management attended DestinationQ in Brisbane. Representatives from TEQ Management will visit Mackay early 2018 to engage with industry regarding further improvements to business events attraction. Glowing feedback was received from organiser and participants in the Invest Mackay funded Caravan Parks Association of Queensland Conference which brought 130 delegates into the region. This year saw the return of the Dalrymple Bay Coal Terminal (DBCT) end of year function and we are hosting the Haynes Mechanical end of year function next month. This is the first return of major corporate end of year functions since 2012. DBCT has booked for the following two years.
Festival & Events New Year’s Eve River Party Event preparations are almost complete with final touches being put on marketing which will begin in December. A feature will be promoted through the Daily Mercury and also via printed collateral throughout the city, highlighting the many venues providing entertainment options for New Year's Eve 2017. The team has also secured sponsorship through BB Print to assist with funding the event. Performers Joshua Vine and Vama Fatiaki will represent the local Mackay element and headline act for the family entertainment PJ Masks – an extremely popular licenced character show, will entertain families through until the 9pm fireworks. Other entertainment includes free amusements, mask giveaways, free face painting, local food vendors and market stalls. The midnight fireworks will take place over the Pioneer River post event.

Weather permitting, the team expects an attendance of 10,000 at the event. This will be the first event delivered by new Festival & Events Producer Sonia Andersen. Easter Carnival The team are currently programming and planning for this event. The carnival will be held at Bluewater Quay again in 2018. Discussions are underway with key stakeholders to improve and build on the event delivered next year. Mackay Festival of Arts The Festival is fully programmed for 2018 and preparations are well underway for the program to be launched and on sale late March. The program will see a variety of events hosted drawing visitors to the region and highlighting our local performing arts community through major events but also through the Fringe Events Program. Dalrymple Bay Coal Terminal has confirmed an increase of sponsorship for the return of Illuminate in 2018. The Friends of the MECC have also confirmed renewed sponsorship in 2018. Negotiations with other key stakeholders will continue over the new year period. Tourism Events Queensland – Destination Funding and Festivals Australia funding applications have been submitted for the 2018 Festival for which an outcome is expected in January.

Corporate Communications and Marketing
A number of key initiatives were delivered in November with the launch of a community campaign to put the spotlight on Domestic and Family Violence. The “Mackay Draws the line” campaign forms part of the Local Domestic Violence Taskforce strategies. The slogan and concept were designed and branded by the Corporate Communications and Marketing Team. The launch was held on Wednesday November 22. The team also coordinated the opening of the Jubilee Community Centre and arranged the signage for the refurbished centre. Two resignations in Community Engagement left the team under-resourced, but the remaining officer managed to finalise several critical engagement projects, including the Northern Beaches Safe Swim options. Recruitment is well advanced to fill both vacant positions. The team adopted a different approach to promoting recycling week this year, with the launch of a Facebook competition. It involved promoting several simple tips on recycling and then encouraging residents to answer questions about recycling. The engagement was very good with the reach being 26,000 and culminating in over 500 entries – 71% answering the questions correctly. The promotion partnered with local hardware store Porters-Mitre 10. Council’s Annual Report 2016-17 was formally adopted in late November, providing a valuable snapshot of the initiatives, activities and projects delivered in the past 12 months. It was produced and designed by the Corporate Communications & Marketing team. A Graduate through council’s Graduate Bursary program has spent their first month in the team and has enjoyed the experience. During their time, they produced several videos for social media, which have helped boost engagement on council’s page. The graduate returns for another stint in January. And the soon to be unveiled council Xmas video message was shot and produced during November. Stay tuned for the launch date via social media. Finally, the program’s relocation to the new Jubilee Community Centre occurred in late November and the extra space is greatly appreciated by all staff.

Emergency Management Overview This month the main focus has been around the TC Debbie After Action Review (AAR) with 84 action items and the Gravel Road Communication Report with 14 actions/priorities. To date, the AAR 34 recommendations have been completed with 38 on-track to be completed by predicted timeframes. A working and steering committee have been established to prioritise and implement action/priorities from the Gravelroad report. The Queensland Tropical Cyclone Consultative Committee (QTCCC) Seasonal Outlook Briefing Disaster Preparedness seminar was conducted on the 1st November 2017. The event was well attended by LDMG members, State government and Non-Government agencies. Disaster Preparedness session conducted for the residents of Carlyle Gardens on the 23rd November 2017. Emergency Management staff attended the Mackay Floodplain Management Plan and Study meeting conducted on the 8th November 2017. DM Presentations for Civil Operations and Project staff commenced on the 28th November 2017. This will include two sessions at Paget and one session at Calen, Mirani and Sarina. Queensland Disaster Management Arrangements (QDMA) and Recovery training conducted on the 17th and 24th November 2017 for council staff and agencies representative on the MRC local recovery groups, Human/Social, Infrastructure, Economic and Environmental. Customer Requests Throughout November 2017, 586 requests for service were received, compared with 531 for November 2016. 75% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.

Off Street Car Parking – PayStay
Although there was a steady improvement from week 25 to week 28, the number of sessions at each Car Park has marginally declined since week 29.
