Gentlemen: We respectfully recommend that the last hydrant on Jackson-av. be moved to such place as the Chief of Fire Dept. may designate as it cannot be used in present lo- cation on account of interurban track being so close to curb. To the Honorable Common Coun- cil, Ann Arbor, Michigan. Gentlemen; Whereas there remains an unpaid balance of $1500 due Olmstead Brothers for work on the C.ty plan for Ann Arbor. And since the University of Michigan will undertake to pay $750.00 on this balance due and the Detroit Edison Company agrees to pay $375.00. Be it resolved that the Common Council be requested to appropri- ate $375.00 as the city share in payment of the amount still due on the Olmstead Plan. Board of Park Commissioners, E. A. Gallup, Secretary. Moved by Aid. Lutz, that rec- ommendation of Park Board be approved and City Clerk instruct- ed to draw warrant for $375.00 from Park fund. Adopted by following vote: Yeas, Aid. Your Rai lway commit tee p re sents the lo^lowino; repor t with regard to the local street car Unes. At the last meo-ing of the Council a verbal repor t was made as to t h e progress of negotiat ions w. th the Detroit , Jackson & Chicago Railway. It had been hoped t h a t the company might furni.^h figures which would show clearly the cos. of doing business m Ann Arbor, and allow the council to judge to Vvhat extent t h e company nilght properly be asked to make fu^-ther expenditures for the paving and main tenance of its t racks . The company has submit ted an analysis of cost, but its methods of account ing a re such tha t the costs given a re for m a n y i tems "al located" in stead of actual cost. These allocated costs are , as we unders tand , liractically the average costs of all the i r city lines, including those in Detroit, FUnt, as well as Ann Arbor. I t is manifest t ha t such figures can have ht t le value when ap plied directly to Ann Arbor conditions. The company is also unable to tell us the n u m b e r of Inteirurban passengers carr ied t h rough Ann Arbor, so t h a t we can form no es-atinp^ costs on the Packard -Main-t imate of the proport ion of oper-West Huron lines which should be charged to the In t e ru rban traffic and to the local traffic. The situation is, therefore , not all t ha t could be desired.

2. The company to pave between both t--acks of the switch on HU-st., between Forest-av, and Churcli-st.. and also be ween the tracks at the inte: section of H-l -s t . and L.n-coln-av. and at the intersecjon of HIU- t. and Washtenaw-av
3. The company to pave on De-troit-st . between ' h e t racks for the d-Stance between the lot lines of Div-sicn-st. extended and the distance between the lot l.nes of Kingsley-st . extended.
4. The t r acks not now paved or not to be paved as above outhned to be maintained in a similar manne r to the t racks on Wood-ward-av . in the City of Highland P a r k and on Grand River-av. beyond the old City L 'mlts in the City of Detroit as the same are at present.
5. The Company to operate busses from the new hospital, when put in operation, to the nearest convenient point for making connection with street cars or such o ther routes as may be hereafter a r ranged by muHial agreement.
6. The city to grant to the company a day-to-day r g h t to maintain the t rackage on the streets where the same now exists. Such

day-to-day right to be te rminable by the city ui)on s.xty days' notice to the company.
7. The rate of fare under such day-to-day right shall be determined on the basis provided in the Glaspie Act enacted by the last legislature. If the city and the company cannot agree on the ra te of fare the same to be referred to the Michigan Public Utilities Commission for determinat ion. In determinating the rate of fare the n-terurban cars to pay a proper charge for the use of the t r acks and for any power used from any power station which may be a par t of the city system.
8. If the city shall at any t ime determine to engage in the ownership and operation of s treet rai lways, the t rack and equipment then in the s t reets shall be pu r chased by the City at the then fair value of the physical p roperty thereof to be agreed upon between the City and the Company or failing such agreement to be determined by the Michigan P u b lic Utilities Commission.
While the foremost outline is very brief and general and would require the working out of m a n y details, it is believed to fairly cover the situation and offer the p roper basis from which to draft an ordinance defining: the r ights and obligations of the part ies and the terms and conditions upon which service shall be continued to be rendered to the public in the City of Ann Arbor.
