OBJECTIVE

A committee has been constituted with 3 depot managers namely, DM/Narsapuram,

DM/Bhimavaram, DM/Tanuku, to study on the restructuring of the routes in the west Godavari

regions, with the following objectives.

1 . Eliminate unnatural routes

2. Extend routes (change of origin and destination) to increase catchment and productivity

3. Equitable distribution of schedules in all depots

4. without involving increase of buses or crew.

5. Reduce unremunerative opearation.

With the above objectives the committee has worked, given the following report.

METHODOLOGY

The committee has been assembled on 13th

may 2008 in Eluru with regional manager, Dy ctm, and

other three depot managers of the region and discussed broadly on the areas where , restructuring

has to be done.

Committee assembled on 19th

may, 22nd

may, 28th

may and 3rd

june 2008 and collected following

information from all depots.

1. Plan of operation of may 2008

2. ABCD statement of april 2008

3. Service wise and route wise performance of depot of 2007-08

4. 141 book.

5. Route map of depot.

Based on the above primary information on routes, services, and their performance, discussions

were carried out in the committee and a draft was prepared by 6th

june 2008.

A meeting was conducted on 10th

June 2008 with all depot managers of the region to discuss on the

draft and necessary modifications was carried out and final report was submitted to regional

manager on 12th

June 2008.

Report consists of depot wise tasks to be carried out, in improving vehicle productivity, crew

productivity and depot wise results of the changes is summarized .

In some cases, schedules of the proposals were drawn to show the flow, running times and nature of

schedule. Timings can be modified at depot level as the proposed schedules may clash with existing

timings of other buses.

Page 7: committee report on restructuring of routes

Routes restructuring Page 7

Changes in RTC schedules necessitate a change in timings of hire schedules. In the rescheduling

exercise, all hire schedules were not taken into account, as the procedure for change of route, kms is

not possible at regional level.

Following tableno.2 summarizes depot wise buses held and schedule kilometers in the month of

may 2008.

Following tasks are proposed for Eluru depot for implementation.

Page 10: committee report on restructuring of routes

Routes restructuring Page 10

TASK.1.ELR OPERATION OF IDLE SUPER LUXURY BUSES ON ROUTE VIJAYAWADA

AS NON STOP SERVICES.

Eluru depot has 16 RTC super luxury schedules to Hyderabad. All are operating as night by

night services except 2 buses. So it makes 7 buses idle at depot every day. It is proposed to

transfer 2 schedules to Jangareddygudem discussed in TASK.19.ELR. So 6 buses will be idle

at depot.

Now it is proposed to utilize these buses in 2 different routes.

1. ELURU –VIJAYAWADA nonstop super luxury with TIMS.

2. ELURU –JANAGREDDY GUDEM super luxury with TIMS.

In the first route 3 day out will be operated with 6 singles each gives 1098 kms. Permissible

over time may be granted.

In the second route, 2 buses will be proposed with 4 single trips to Jangareddygudem as 2

stop service in morning peak. If the performance is encouraging, one additional round trip

may be added with permissible over time. Numbers of representations are there to operate

fast services in between Eluru and Jangareddygudem. So this task will satisfy this need. If

the performance is not satisfactory in this proposed route, these buses will also be operated

on Vijayawada nonstop route duly saving one express or deluxe bus.

Only 5 buses are proposed for operation. One idle bus is kept in depot as spare for

preventive maintenance.

This task increases 1538 kms without increase in buses. It requires, 5 additional drivers.

TASK.2.ELR INCREASING CREW PRODUCTIVITY IN ELR-VJA NON STOP DELUXE

SERVICES.

The running time between Eluru and Vijayawada is 1hour 20 minutes for non stop services.

Crew is permitted to operate 2 round trips as day out service. This gives only 6hours of duty

hours making 2 unused hours at the disposal of crew. Now it is proposed to increase one

round trip in deluxe route, in 3 buses. This gives an increase of 366 kilometers.

Change over at Vijayawada for the driver or 2+3 format of day out duties can be planned

after discussing with unions.

It is proposed only for deluxe type of non stop services as the waiting time for loading the

bus is less because of less number of seats.

TASK.3.ELR SAVING OF ONE BUS IN VIJAYAWADA –NON STOP ROUTE.

At present 73 round trips are present, addition of 12 round trips through exercises in

TASK.1.ELR and TASK.2.ELR will result in number of round trips increased to 85. So it is

Page 11: committee report on restructuring of routes

Routes restructuring Page 11

proposed to reduce one RTC express bus with 4 round trips. This makes a total of 81 round

trips in this route.

TASK.4.ELR INCREASING 2 ROUND TRIPS IN ASWARAOPETA ROUTE WITH IN 4

BUSES

In Aswaraopeta route, each bus operates 4 singles between Eluru – Aswaraopeta. The route

length is 84kms. This makes a vehicle utilization of 336. Out of 4 buses, one bus makes night

out at Aswaraopeta and another at Dammapeta which is having similar route length. Total

duty hours come to 6.45 hours. Running time given is 2 hours 45 minutes.

Now it is proposed to operate, these 4 buses as 2 pairs with alternative night maintenance

schedules. Each bus makes 5 singles in a day and makes 10 singles in 2 days. One day it

makes night out at Aswaraopeta/Dammapeta and 2nd

day it makes incoming to the depot.

This gives additional kilometers of 336(in 4 buses ) in this route with the existing buses. The

total duty hours comes to 7.30hrs when treated as a 4 day link duty.

The proposed schedules are here under.

TASK.5.ELR MAKE ALL CHINTHALAPUDI SINGLE CREW TO DOUBLE CREW .

3 buses operating in this route makes 3 round trips every day. VU is 312 kms. For crew all 3

buses are single crew duties with 3 hours over time.

Now it is proposed to operate all these buses as double crew schedules, as the performance

of the route is above Rs.14.00. in order to compensate increase in crew requirement, single

crew duties were proposed in some other needy routes, mentioned in TASK.9,10,11 and 12

of Eluru depot.

The exercise increases 3 round trips in between Eluru and Chinthalapudi and kms increases

by 312. 1hr 30 min running time is adopted which can be changed depending on the route

condition.

TASK.6.ELR REDUCTION OF RUNNING TIME IN SATHUPALLY ROUTE.

At present the running time between Eluru and Sathupally is 2hrs 50 mintues the route

length is 86kms via sithanagaram and 82kms via gurubatlagudem. In both the routes,

revision of running times is needed as the road condition is excellent.

It is proposed to adopt 35kms per hour running time in this route and 2hrs 35min can be

given. Similarly Sathupally depot also has to change their running times.

Page 13: committee report on restructuring of routes

TASK.7.ELR INCREASE ONE ROUND TRIP PER 2 BUSES IN SATHUPALLY GB

GUDEM AND SITHANAGARAM ROUTES.

Similar to exercise in TASK.4.ELR, existing Sathupally schedules can be relooked. Each bus

can be operated 5 singles a day. This gives one round trip increase in this route per 2 buses.

A total of 2 round trips increase can be seen per 4 buses.

As the route is inter zonal and reciprocal operation is existing it is advised to discuss these

schedules with the depot/regional authorities of Khammam region and saving of a bus can

be planned on either side besides increasing vehicle and crew productivity.

The proposed schedules are given here under.

TASK.8.ELR SAVE ONE BUS IN CHINTHALAPUDI SECTOR.

With the above exercises in Aswaraopeta, Sathupally and Chinthalapudi routes, whole

sector faces an increase of 7 round trips in between Eluru and Chinthalapudi. Hence it is

proposed to reduce one bus in Sathupally via Gurubatlagudem route.

Page 14: committee report on restructuring of routes

Routes restructuring Page 14

It is advised to appraise the same to Sathupally depot, ask them to carry out similar exercise

and save one bus in this route, besides increase in trips.

TASK.9.ELR MAKE VANGUR –JAGANADHAPURAM SCHEDULE –SINGLE CREW

It is proposed to cancel existing round trip to Dwarakathirumala and kilometers would be

292. It can be converted as a single crew schedule with eligible over time payment.

TASK.10.ELR MAKE T.NARSAPURAM SCHEDULES AS SINGLE CREW

This hire bus schedule can be directly converted as a single crew schedule by adopting

30kms per hour running times. The road condition is good in this route. Relevant over time

may be paid.

TASK.11.ELR MAKE GUDIPADU SCHEDULE AS SINGLE CREW.

This hire bus schedule is operated as a night out service. On review of star documents it is

revealed that the number of passengers in the night trip is very low. Hence it is proposed to

operate it as a day out schedule with relevant over time.

TASK.12.ELR MAKE NARASANNA PALEM SCHEDULE SINGLE CREW.

The schedule kilometers of this schedules is 322. There is one trip going to Lingapalem via

Rangapuram. This trip can be curtailed up to Rangapuram and slight adjustments in timings

without affecting the interest of student passengers; this can be made as a single crew

schedule with 302 vehicle utilization.

TASK.13.ELR INCREASE 1 ROUND TRIP IN DTL-BHIMADOLU ROUTE.

At present 2 buses are operating in this route with 4 round trips each. The vehicle utilization

is only 320kms. The route course is very good and running time is only 1hr 20min. daily 5

round trips can be operated with a vu of 400kms.

TASK.14.ELR CHANGE 3 HIRE BUSES ON ROUTE DTL-B TO DTL-DENDULUR AND

INCREASE RTC BUSES ON THIS ROUTE AND SAVE ONE BUS.

In the same route (Dwaraka thirumala via Bhimadolu) 3 hire buses are also under operation.

As it is not possible to increase 80 kms in hire bus, It is proposed to change the route course

of this services from Bhimadolu to Dendulur, which is of same route length through sanction

from competent authority.

This makes us to shift 3 RTC buses in the route dwaraka thirumala(dendulur) to bhimadolu

route and viceversa. It is not possible to increase one round trip in dendulur route as the

running time given is 1hr 30minutes.

On processing a case to head office for getting sanction to change the via of the operation

only, this task can be handled. But due to this 3 round trips to Dwaraka thirumala can be

increased without increase in buses.

Page 15: committee report on restructuring of routes

Routes restructuring Page 15

At present 20 round trips are operating with 5 buses. Now 20 round trips can be operated

with only 4 buses. So one bus can be saved.

TASK.15.ELR TRANSFER GUDIVADA SCHEDULES TO TADEPALLIGUDEM.

2 buses are operated to Gudivada with 4 round trips each. Route length is 45kms from old

bus stand/Eluru. Now it is proposed to operate these trips from Tadepalligudem with 4

buses. The route length would be 97kms. The vehicle utilization will increase from 360 kms

to 388kms.

The proposed schedules are given here under.

TASK.16.ELR TRANSFER OF PALAKOL SCHEDULES TO NARSAPURAM.

Much justification is not necessary in transferring these schedules from Eluru to

Narsapuram depot. It is only 10kms from Palakollu to Narsapuram. It would be natural if

Narsapuram operates these services which will increase vehicle utilization from 352 to 392

kms.

Page 16: committee report on restructuring of routes

Routes restructuring Page 16

TASK.17.ELR INCREASE BUSES IN RAVULAPALEM ROUTE BY WITH DRAWING AT

TANUKU AND TADEPALLIGUDEM.

Similar to the task above, it would be natural, to operate Ravulapalem services from Eluru

depot, instead of operating from Tanuku or from Tadepalligudem. So it is proposed to shift

all RTC services on route Ravulapalem of the region to Eluru depot. At present 4 buses are

present in both Tadepalligudem and Tanuku depots each.

This will make 11 buses in Eluru – Ravulapalem route to Eluru depot. There is no change in

vehicle utilization.

A separate exercise has to be done in drawing a revised flow in this sector which has

operation of Eluru, Ravulapalem depots as Eluru-Ravulapalem route, Tadepalligudem depot

as tpg-vijayawada, tpg-gudivada, tpg-eluru and Tanuku depot as Tanuku-Eluru route.

TASK.18.ELR TRANSFER VIJAYAWADA ORDINARY SCHEDULES TO

TADEPALLIGUDEM DEPOT.

Eluru depot is operating 5 buses on route, Eluru – Vijayawada as palle velugu type. In

addition to this, Eluru depot is operating 6 more round trips in the name of

Dwarakathirumala - Vijayawada , and Vijayawada region is operating 7 buses with 3 rounds

each.

Eluru depot also operates 2 more round trips in kudaravalli – Vijayawada making 17 round

trips from Eluru to Vijayawada.

Now it is proposed to operate these 17 round trips with 9 buses from Tadepalligudem depot

as Tadepalligudem to Vijayawada. The route length is 66kms from Eluru to Vijayawada. The

distance from Tadepalligudem to Vijayawada via Eluru is 118kms.

As the whole route length is 4 lane express way, 35kms per hour running time can be

adopted and schedules can be implemented at Tadepalligudem. But this requires 9 buses. 5

buses will be transferred from this route. Another bus is proposed to cancel in Eluru is

kudaravalli – Vijayawada. So another 3 buses has to be pooled from the saved buses in

Tadepalligudem depot.

TASK.19.ELR TRANSFER 2 SUPER LUXURY BUSES TO JANGAREDDYGUDEM DEPOT

TO OPERATE VIA DWARAKA THIRUMALA.

At present Eluru depot is operating one Hyderabad service from Dwarakathirumala. For this

bus has to go to Dwarakathirumala in both up and down trips which makes 80kms un

remunerative.

This can be avoided if we transfer these schedules to Jangareddygudem and operate via

borrampalem x roads, kamavarapukota, Dwarakathirumala, bhimadolu, Eluru to Hyderabad.

Page 17: committee report on restructuring of routes

Routes restructuring Page 17

The same authorized ticket booking agents can handle reservation activity in this route. This

makes no un remunerative operation.

TASK.20.ELR CLUB PATHIKOLLALANKA AND PYDICHINTHAPADU SCHEDULES AND

SAVE ONE BUS.

Pathikollalanka and pydichinthapadu services have common destination to

pydichinthapadu with 2 different route courses. As the performance of both the buses is

low, it is proposed to operate necessary trips in one bus only and save one bus.

TASK.21.ELR TRANFER KUDARAVALLI-VJA TO TADEPALLIGUDEM DEPOT.

There are 2 obligatory trips present in kudaravalli-vijayawada bus. They are to kudaravalli. It

is proposed to operate these trips in naidugudem schedule and this bus can be saved and

transferred to Tadepalligudem depot to operate in Vijayawada route.

After completing all the above said tasks, the schedules in the Eluru depot would be 121

and schedule kilometers would be 49590. There will be a reduction of 29 conductor duties

and 26 driver duties and 9 buses in Eluru depot when compared to the existing position.

The route wise details of proposed operation is given in table no.

Following are the proposals to implement in Jangareddygudem, so that its overall performance will

be improved.

TASK.1.JRG :OPERATION OF SUPER LUXURIES IDLE AT DEPOT IN DAY TIME TO

VIJAYAWADA

Jangareddygudem depot is operating 3 super luxury services to Hyderabad as night by night

services with 6 buses, making 3 buses idle at depot. Now it is proposed to utilize these idle

buses to operate on route Vijayawada as 3 individual day out duties with TIMS and with

super luxury fare.

Present EPK of Vijayawada route is Rs. 19.86 (for april2008).This will improve schedule

kilometers by 708 kms.It requires 3 additional driver duties. Proposed schedules are given

TASK.2.JRG INTRODUCTION OF NEW EXPRESS ROUTE JANGAREDDY GUDEM –

The route length between Jangareddygudem and Eluru is 55 kms. The distance between

Eluru and Bhimavaram is 65 kms. At present Narsapuram is operating 25 express round

trips between Bhimavaram and Eluru, Jangareddygudem is operating express services to

Eluru and Vijayawada via Eluru. Still these 2 routes are highly potential and needs to be

augmented. Hence a new route has been carved between Bhimavaram and

Jangareddygudem with a route length of 120kms, which is aptly suitable for express

operation.

It is proposed to operate, this route by both Jangareddygudem and Bhimavaram depots

with 2 express buses each, duly saving 2 palle velugu buses in each depot. Details of saving

of buses are discussed in TASK.5.JRG, and TASK.7.JRG. This gives a VU of 480 per bus and

expected EPK is 16.00

TASK.3.JRG RESTRUCTURING JANGAREDDYGUDEM-BHIMAVARAM-PALAKOL

FOR BETTER PERFORMANCE

At present, 2 RTC schedules are under operation to Bhimavaram as palle velugu type. Each

bus operates one round trip to Bhimavaram and one round trip to Palakollu making 398 VU.

Now it is proposed to operate this route with buses making 5 round trips to Bhimavaram

TASK.13.JRG OPERATION OF JRG-TANUKU INSTEAD OF TADEPALLI GUDEM AND

GIVING TPG DEPOT SCHEDULES TO TANUKU.

Before going to the new proposal, let us understand the existing operation on the route,

Jangareddygudem – Tadepalligudem. The route length of this route is 55kms. This route is operated

by both Jangareddygudem and Tadepalligudem depots with 6 buses each making 4 round trips. So a

total of 48 round trips are under operation with 20 minute frequency.

It is observed that, many passengers are asking to extend the services up to the canal point of

Tadepalligudem as canal point is nearer to the market area. Now the passengers are alighting at b/s

itself as the destination is Tadepalligudem. If the destination is beyond bus station, it is possible for

passengers to alight at the market area i.e canal point.

Now it is proposed to operate 10 buses as Jangareddygudem – Tanuku route with 5 buses from

each depot and 4 schedules of hire buses, upto Tadepalligudem. Proposed schedules are mentioned

here under.

Similarly, Tanuku depot also operates the same schedules, with same timings at their end.

Jangareddygudem and Tadepalligudem depot operates their hire buses as it is in Tadepalligudem-jrg

route. Necessary timing changes may be done to hire buses to accommodate Tanuku schedules.4

schedules of Tadepalligudem depot will be transferred to Tanuku depot to operate

Jangareddygudem route.Another 2 buses are needed to maintain previous frequency between, jrg

and Tadepalligudem one in each depot.(jrg, tnk)

TASK.14.JRG INTRODUCTION OF NEW EXPRESS ROUTE JANAGAREDDYGUDEM TO

NARSAPURAM.

The route length between janagareddygudem and Narsapuram via koyyalagudem, nallajerla,

Tadepalligudem, pippara, attili and marteru is 120kms. At present this is under operation as 3

different pallevelugu type segments. The first segment of Jangareddygudem - Tadepalligudem is

giving good earnings and the last segment of marteru – Narsapuram is also giving higher earnings. As

Page 26: committee report on restructuring of routes

an express route this is believed to give good returns. So it is proposed to operate with 2 buses each

by janagareddygudem depot and Narsapuram depots. Vehicle utilization will be 480kms.

After implementing all the above tasks in jangareddigudem depot, the possible operational planner

will be like this. To sum up, in janagreddygudem depot, an increase of 8 schedules, 13 conductor

duties, and 18 driver duties is proposed. Vehicle utilization will increase to 417 on schedules from

389kms.

TASK.7.TPG ADDING TADEPALLIGUDEM- GUDIVADA - A NEW ROUTE WITH 4 BUSES.

The need and possible schedules are discussed in task no.15of Eluru depot. However 2 buses

transferred from Eluru depot and 2 buses available in Tadepalligudem – Eluru – Ravulapalem route

will be used to make it as Tadepalligudem – Gudivada route.

Vehicle utilization is 388kms. There will not be any increase of trips between Eluru and Gudivada.

TASK.8.TPG MAKE TPG-ACHANTA ROUTE INTO 2 SEPARATE ROUTES – FORM A NEW ROUTE

TPG-PALAKOL.

In Achanta route, Tadepalligudem operates 7 buses out of which 2 buses are hire in nature.

Performance of this route is not satisfactory. So it is proposed to operate this route with only 3

buses. The balance 4 buses will be operated as Tadepalligudem – Palakollu route having a common

flow between Tadepalligudem – Marteru.Existing operation is given in table no.23.

The trips to pullaiah gudem, attili via meena valluru, and ramannagudem has to be given in other

obligatory buses or cancelled if there is less patronage by the depot authorities after thorough

verification of other single bus route schedules.

TASK.9.TPG OPERATE 2 TRIPS TO PALAKOL IN NARSAPURAM –RAYAKUDUR SCHEDULE

This schedule has one round trip to nallajerla, and 2 round trips to Narsapuram via rayakuduru.

Schedule kilometers comes to 312 operated as restoff duty. Nallajerla trip is not necessary as

number of trips are operating on this route as a part of Jangareddygudem route.

It is proposed to convert it as Tadepalligudem -Palakollu via rayakuduru schedule with 272 kms and

operating as single crew schedule.

TASK.10.TPG STOP OPEARATING TPG-PALAKOL – TANUKU

Tadepalligudem has 2 buses on route Tadepalligudem –Palakollu via Tanuku. Already Tanuku depot

is operating number of schedules in between Tanuku and Palakollu. In between Tanuku –

Tadepalligudem number of trips are present. So it is felt that there is no need to operate these

schedules. Hence the schedule is proposed for cancellation.

TASK.11.TPG TRANSFER 4 RAVULAPALEM BUSES TO ELURU DEPOT.

4 RTC buses are under operation to Ravulapalem –Eluru route. Operation of these schedules from

Tadepalligudem makes one cut trip to Eluru and one cut trip to Ravulapalem and one direct trip in

between Eluru –Ravulapalem. In order to eliminate this kind of unnatural operation it is proposed to

operate these 4 buses from Eluru depot .see task.17.ELR

TASK.12.TPG SAVE ONE BUS IN ANANTHAPALLI ROUTE.

Earnings per kilometer in this 2 bus route is Rs.10.68(april 08). one can not operate this route with

so many round trips as this route is highly loss making. Hence it is proposed to save one bus in this

route. Depot authorities have to exercise on these schedules and give only needy trips and cancel all

other trips.

TASK.13.TPG MAKE AYYAVARAM – DWARAKA THIRUMALA SCHEDULE AS SINGLE CREW

SCHEDULE.

By cancelling the existing Tadepalligudem – Tanuku trip in this schedule will make directly as a single

crew schedule. Vehicle utilization would be 300kms.

TASK.14.TPG TRANSFER TADEPALLIGUDEM JANGAREDDYGUDEM SCHEDULES TO

TANUKU DEPOT.

See TASK.13 of Jangareddygudem depot.

TASK.15.TPG TRANSFER BHDRACHALAM SCHEDULES TO TANUKU.

At present, on Bhadrachalam route, 2 buses are under operation with a vu of 350. It is proposed to

operate these 2 schedules from Tanuku so that additional catchment is generated besides improving

productivity.

Page 33: committee report on restructuring of routes

Routes restructuring Page 33

TASK.16.TPG MERGE 2 BUSES OF TPG-NDVL-POLAVARAM TO NDVL-THALLAPUDI ROUTE.

3 buses are operated to Polavaram from Tadepalligudem via Nidadavolu . But the performance is not

satisfactory. Moreover the performance of 2 bus route, Tadepalligudem –Nidadavolu –tallapudi

satisfactory and more than the Polavaram route. Hence it is proposed to curtail operation upto

thallapudi for 2 buses as single crew schedules. So it makes thallapudi as 4 bus route and Polavaram

as single bus route.

TASK.17.TPG CANCEL TPG-POLAVARAM-TEKURU BUS.

Up to Polavaram, Tadepalligudem is having enough trips on thallapudi and koyyalagudem routes.

However operation of tekuru from teadepalligudem is not necessary and already Jangareddygudem

is operating one bus to tekuru which satisfies the needs of the public. Hence it is proposed to cancel

this schedule.

TASK.18.TPG REDUCING UN REMUNERATIVE OPERATION IN VILLAGE ROUTES.

On analysis of schedules of Tadepalligudem, it is revealed that number of buses are operating in

village routes in which depot is losing heavily. Many routes does not even fetch variable cost.

Bhimavaram depot is having 5 buses to amalapuram route as pallevellugu type. It operates 11 round

trips to amalapuram. The route length is 75kms from bhimvaram to amalapuram. If we could

operate these trips from Tadepalligudem, the route length would be 109kms. So schedules can be

operated as day outs and conveniently schedules can be transferred to operate from Bhimavaram

to Tadepalligudem with twin advantage of more catchment and improved productivity.

After completion all the above tasks the plan of operation of Tadepalligudem will be like this.(see

Following tasks are proposed at Bhimavaram depot for implementation.

TASK.1.BVRM OPERATE 3 IDLE SUPER LUXURY BUSES ON ROUTE VIJAYAWADA

Bhimavaram depot is operating 3 super luxury services to Hyderabad as night by night services. So it

makes 3 buses idle at depot till evening. Hence it is proposed to utilise these 3 super luxury buses to

utilise as day out services to Vijayawada with super luxury fare and with TIMS. This increases

schedule kms by 684kms. It requires 3 driver duties.

TASK.2.BVRM TRANSFER OF THIRUPATHI SCHEDULES TO NARSAPURAM

Bhimavaram depot is having 2 services to thirupathi. The performance of hire bus service below

60%. Hence it is proposed to transfer 2 RTC buses with hire bus service timings to Narsapuram depot

which gives additional catchment of palakol and Narsapuram. The bus will be operated in the same

timings of Bhimavaram hire service.

TASK.3.BVRM RESCHEDULE AMALAPURAM PALLEVELUGU BUSES TO IMPROVE

PRODUCTIVITY.

This task is not necessary, if the task.20.TPG is implemented. So this task is an alternative hence not

mentioned in the proposed plan of operation.

5 palle velugu buses are under operation to amalapuram along with 2 hire schedules and present

pattern is given here under. In one RTC bus, trips were operated between amalapuram and Palakollu

which is felt unnatural. Hence just by reducing one round trips to amalapuram, it is proposed to have

a schedule with 2 round trips to amalapuram and 2 round trips to Palakollu. This makes a vu of 392

in place of 371 for 5 RTC buses.

TASK.4.BVRM OPERATE BHIMAVARAM –GANAPAVARAM –ELURU AS SINGLE

CREW SERVICE

In the present schedule, there are 4 singles to Eluru via ganapavaram, and 2 singles to ganapavaram

making 366kms. It is proposed to cancel trip of ganapavaram as it is clashing with the mini bus

ganapavaram schedules and felt redundant and make it a single crew schedule with a v.u of 320kms

with relevant over time.

Page 40: committee report on restructuring of routes

Routes restructuring Page 40

TASK.5.BVRM MAKE DONAGA PINDI – SINGLE CREW.

Dongapindi is a single bus route which has, 12 singles with a VU of 252kms. It is proposed to give

only 10singles and make the schedule as single crew duty.

TASK.6.BVRM MAKE MODI –SINGLE CREW.

Modi is another single bus route , in which 5 round trips are under operation. Its EPK is 11.55 and

the total loss up to jan 2008 is Rs.6.88laks. It is proposed to operate this schedule as single crew duly

reducing one round trip making 248kms. Eligible OT will be given.

TASK.7.BVRM MAKE ELURU SINGLE CREW SCHEDULES AS DOUBLE CREW

SCHEDULES.

In Eluru route, 3 buses are under operation as single crews with 2 round trips to Eluru and one round

trip to Palakollu making only 306kms. Other 4 buses are already operated as rest off duties with 3

round trips to Eluru with a v.u of 390kms. As the route is highly potential and needs full length

operation of buses, it is proposed to operate existing 3 single crew schedules as double crew

schedules with 3 round trips to Eluru in each bus.

TASK.8.BVRM EXTENSTION OF PALAKOL BUSES TO THE 3 TERMINAL POINTS OF

BHIMAVARAM TOWN.

Bhimavaram –palakollu is an important and major route to Bhimavaram depot. It is operating 63

round trips with 7 RTC and 2 hire buses, making 7 rounds each. Running time given is 55min. Route

length is 23kms. Running time can be reduced to 50 min owing to improved road condition.this

facilitates an additional trip in each bus making all 7 RTC buses run with 8 rounds each. This

excercise saves one bus.

There is another alternative to this proposal. Bhimavaram bus station is located in one town area

which is on the way to Palakollu. But town has developed more on juvvalapalem, undi and

Tadepalligudem routes. colleges like SRKR engineering college on juvvalapalem road, Vishnu college

on Tadepalligudem road, raghavendra institutes on undi road have thousands of students and

coming from Palakollu side are facing problem in breaking their journey and catching another bus to

their destination and reluctant to take passes. In a move attract more bus passes, it is proposed to

extend all 7 RTC bus trips to any of the destination 1.srkr engineering college on juvvalapalem road

or 1.vishnu college on Tadepalligudem road, or 3. Raghvendra institute on undi road. This makes 10

singles extension in each bus makes additional 50km per bus. But having an additional catchment

definitely improves occupancy and number of bus passes.

Proposed extension of routes with in town limits is sketched in the given diagram.

Alternative to the above proposal is to increase one round trip in Palakollu route. At present

Bhimavaram – palkol shuttle services has 7 round trips as schedule in a day. Crew is being given 2

duties for 7 round trips. It is proposed to operate with 8 rounds per day giving 2 duties for crew.

made useful if we could operate it to Vijayawada as by-pass service. For one super luxury

bus, time is not sufficient and proposed for Eluru.

TASK.2.NSP CANCELL OPERATION OF RAJAMUNDRY EXPRESS AND OPERATE

FROM BHIMAVARAM DEPOT TO IMPROVE PRODUCTIVITY AND CATCHEMENT.

Route length of Narsapuram –Rajamundry is 82 kilometers, where as the distance between

Bhimavaram and Rajamundry via Palakollu and Ravulapalem is 93kms. Transfer and

operation of these schedules from Bhimavaram will improve catchment and earnings.

For further details see task no of Bhimavaram depot.

TASK.3.NSP TRANSFER OF THIRUPATHI SCHEDULES FROM BHIMVARAM TO

NARSAPURAM.

In the similar manner extension of Bhimavaram- thirupathi upto Narsapuram increases

catchment and serves the people of Palakollu, veeravasaram, srungvriksham etc,. so it is

proposed to transfer thirupathi schedules of Bhimavaram to Narsapuram and operate with

TIMS.

For further details, see task no 14 of Bhimavaram depot.

TASK.4.NSP INCREASING CREW PRODUCTIVITY IN NARSAPURAM – ELURU

EXPRESS SERVICES.

ELURU – NARSAPURAM route is having 10 buses. Each bus operates 5 singles in a day and a

2 bus- 2 day schedule makes 10singles. So it is a alternative night maintenance schedule. At

present duty is given for a round trip. Duty hours per duty is 6hr 10 min. existing and

proposed duty hours is given in table no30. Total 5 conductor duties will be saved .

TASK.5.NSP TRANSFER TANUKU SCHEDULES TO TANUKU DEPOT.

Tanuku – Narsapuram route is operated by both Narsapuram depot and Tanuku depot. But

the performance of Tanuku depot is better when compared to that of narspuram. Hence it is

proposed to transfer 3 buses of Narsapuram to Tanuku and make all buses operate 4 round

trips. A gist of the proposal is given in table no31.

TASK.6.NSP MAKE NARSAPURAM –BHIMAVARM VIA BOPPANAPALLI SINGLE

CREW DUTY.

The running time given on the route Narsapuram –Bhimavaram via Boppanapally is 1hr

10min. the route length is 30kms only. It is sufficient to have one hour for this route. After

revision of running time, it is proposed to convert this bus directly as single crew with

relevant over time.

TASK.7.NSP EXTENSION OF KAMAVARAPUKOTA SCHEDULE TO

JANGAREDDYGUDEM.

At present this schedule is operated as a single crew with 250kms with one hour over time.

Jangareddygudem is a natural destination rather than kamavarapukota. Hence it is

proposed to increase vu by another 30kms and operated as single crew only.

TASK.8.NSP IMPROVING PRODUCTIVITY IN BHIMAVARAM –MATSYA PURI

ROUTE

See task no 17 of bhimvaram.

TASK.9.NSP MAKE DWARAKA THIRUMALA SINGLE CREW SCHEDULE.

Double crew schedule of Dwarakathirumala can be operated as a single crew schedule by

reducing 20kms in the schedule. Operating one trip to Dwarakathirumala and one trip

between, Dwarakathirumala and Tadepalligudem will make it 326kms. A cut trip to

Tadepalligudem is necessary as the pilgrims will be ready for their return trip with in 3 to 4

hours and this schedule will be more convenient for them.

TASK.10.NSP INCREASE PRODUCTIVITY IN PATHAPADU SCHEDULES.

On this route, 2 buses are under operation. Presently the vehicle utilization is only 320kms.

It is proposed to direct 2 single trips to Palakollu so that pathapadu passengers directly can

go to Palakollu. This adds 20kms in each schedule.

TASK.11.NSP MAKING NARSAPURAM – ASWARAOPETA SINGLE CREW DUTY.

At present this schedule has a round trip to Aswaraopeta and one round trip to perupalem.

It is felt that the trip to perupalem is redundant and proposed for curtailment making it a

single crew schedule.

Page 49: committee report on restructuring of routes

TASK.12.NSP INTRODUCTION OF NARSAPURAM –MACHILIPATNAM EXPRESS

ROUTE.

See task 18 of Bhimavaram depot.

TASK.13.NSP INCREASE PRODUCTIVITY IN PERUPALEM SCHEDULES.

Similarly, in perupalem route also, extending trips to Palakollu increases revenues by having

a direct trip to Palakollu. This increases 20 kms in each schedule.

After completion of all the above said tasks, in Narsapuram depot, there is increase of 4

schedules, an increase of 13 driver duties, 4 conductor duties and an increase of vehicle

utilization to 419 on schedules is seen. Proposed plan of operation is given here under.

TANUKU DEPOT

Tanuku is a town and in West Godavari district of Andhra Pradesh, India. It was known as

Tarakapura in ancient times. The name comes from Tarakasena, who ruled over Tanuku and

the adjoining regions. This town is one of the few centres in the country to produce and

supply UDMH-MMH, a liquid rocket fuel, and thus has its own importance in India.

As of 2001 India census, Tanuku had a population of 87,779.

The historical River Gosthani flows along three sides of the town and gives visual impression

as a peninsula.

Tanuku is essentially an industrial town and is part of the Godavari River basin. The soil is

very fertile. The entire region forms part of the rice bowl of India. Other crops grown are

sugar cane, bananas, coconuts and many different types of vegetables, especially brinjal.

In more recent times the success of the Andhra Sugars Company in producing liquid rocket

fuel (UDMH-MMH) is considered a remarkable achievement. India is the fifth country in the

world to develop this fuel, so there is no dependence on foreign sources.

Tanuku is situated at a distance of 48 km from Narsapur, 74 km from Eluru, 42 km from

Bhimavaram, and 19 km from Tadepalligudem. The town is accessible by train and bus and

there are frequent buses from Narsapur, Palakollu, Tadepalligudem and Eluru.

Tanuku depot was established in the year 1999. It is a new depot with 51 RTC schedules and 16 hire

schedules. Following table gives plan of operation of Tanuku depot as on may 2008.

Following tasks are proposed for implementation at Tanuku depot.

TASK.1.TNK OPERATE IDLE SUPER LUXURIES TO BYPASS VIAJAYAWADA SERVICES

Two super luxury services are under operation to Hyderabad as night by night services making 2

buses idle during day time. As the performance of Tanuku –Vijayawada is satisfactory, it is proposed

to operate these 2 super luxury buses as 2 day outs with TIMS.

This increases schedule kilometres by 540.

TASK.2.TNK OPERATE SINDHANUR FROM ATTILI.

At present in sindhanur schedule, one cut trip is existing in Tadepalligudem before starting from

Tanuku. The rationale having this cut trip is not known. As there are representations from

surrounding places to extend starting point, attili is a better place.

So it is proposed to start this service from attili instead of Tanuku.

TASK.3.TNK INCREASE ONE ROUND TRIP IN VIJAYAWADA BYPASS SERVICE.

This is an important route to Tanuku depot. 8 buses are under operation in route in which 3 buses

are hire in nature. 3 RTC buses and one hire bus are having 3 round trips to Vijayawada and the rest

of the buses have only 2 round trips.

Now it is proposed to convert 3 trips hire bus as night out at Vijayawada and operate RTC bus 3 trips

duly cancelling extension to Palakollu. This increases one round trip to Vijayawada.

See the task no.5 of Narsapuram depot.

TASK.5.TNK TRANSFER RAVULAPALEM SCHEDULES TO ELURU DEPOT.

See the task no17 of Eluru depot.

TASK.6.TNK SAVE ONE BUS IN RAJAMUNDRY ROUTE DULY HAVING 20MIN FLOW.

Tanuku depot is operating to Rajamundry with 13 buses on 5 different directions. It operates 5 buses

via peravali, 5 buses via undrajavaram, 2 buses via Eluru – undrajavaram, and 1 bus as lankalakoderu

– Rajamundry.

It is proposed to operate to Rajamundry, with 12 buses making 20 minute frequency, thus saving

one bus.

TASK.7.TNK RESCHEDULE ELURU ROUTE BUSES TO INCREASE PRODUCTIVITY.

Presently this route is operated with 4 buses making 2 rounds each. Now it is proposed to operate

with 5 buses making 3 rounds each with 445kms vehicle utilisation. Number of maxi cabs are

operating between Tanuku-tadepalligudem-eluru route. This flow will definitely serve the people

and reduce the mance of maxi cabs.

TASK.8.TNK SAVE ONE BUS IN BHIMAVARAM SECTOR.

Tanuku depot is operating 5 buses on via kanchumarru route, 4 buses on via eeduru route, one bus

via kondepudi, and one bus on route unikili to Bhimavaram. It is proposed to save one bus in a total

of 11 buses and make a 10 bus route. This gives 30 min frequency in this route.

TASK.9.TNK MAKE TPG-VLTS BUS AS SINGLE CREW DUTY.

By cancelling a round trip to Ravulapalem in this schedule, it can be made a single crew duty. The

vehicle utilisation would be 284kms.

TASK.10.TNK INTRODUCTION OF BHADRACHALAM SCHEDULES

buses on Ravulapalem route. Routes transferred to other depots include, Vijayawada,

gudiwada and Palakollu. Tadepalligudem gets gudivada, Vijayawada from Eluru depot and

gets Narsapuram matstya puri route from Bhimavaram. While Tadepalligudem transfers

Ravulapalem to Eluru depot, jangareddigudem, jaggiahpeta, bhadrachalam routes to Tanuku

depot. For janagreddygudem depot, it takes 2 super luxury buses from Eluru to operate

Hyderabad via Dwarakathirumala. Bhimavaram transfers one service of thirupathi to

Narsapuram depot, amalapuram route to Tadepalligudem depot. Where as it gets

Rajamundry express route. Tanuku gains more routes from Tadepalligudem. Narsapuram

gains thirupathi from Bhimavaram, Palakollu from eluru and gives Tanuku schedules to

Tanuku and Rajamundry express schedules to bhimvaram.

6. In the total exercise, there is increase of 20 express schedules, mainly at Bhimavaram

(10)and Jangareddygudem(8). Even though there is no increase in schedules in the region,

type wise fleet position shortages will occur in these depots. It is recommended to transfer

available express buses to these needy depots, after commissioning of hire bus schedules in

the region.

7. Still some routes for introduction came for discussion at the committee. Some of the routes

are given below in table no 41. But those routes were not mentioned in the proposed tasks

as it requires prior permission from higher authority or enough data is not available on the

success of those routes. Hence only those routes were added, in which committee felt total

confidence in getting good returns.

10. On analysing the type wise volume, there is more than 50% increase in express kilometres

over its present volume. However there is marginal reduction of2.4% of pallevelugu volume

in the region which is non significant. Table no 42. Gives the type wise volume changes.

There is an increase of 25% increase in super luxury volume. No hire bus schedule is

proposed for restructuring. Hence no volume difference in the exercise.

11. Coming to the number of buses and vehicle utilisation, pallevelugu type showed maximum

increase in kilometres. Deluxe type has shown highest points in vehicle utilisation

improvement of 49kms followed by pallevelugu with 17 kilometres. There is a reduction of

22 buses in pallevelugu and increase of 21 buses in express format resulting in a net

reduction of one bus in the region. An improvement of 5053kms is seen, in pallevelugu

format due to productivity improvement excercises. The impact of reduction of 22 buses is

nullified by vehicle productivity improvement in pallevelugu type. So in a total gain of

14271kms, 5053kms is attributed to improvement in pallevelugu productivity,4836kms

due to improvement in super luxury productivity,1074kms due to express+deluxe type

productivity improvement and the balance 3308kms is attributed to type conversion

excercise of 21 buses from pallevelugu to express.

12. The proposed express routes in the region are carved out from the existing pallevelugu

routes. For example, Bhimavaram – Tadepalligudem(34Kms) is a pallevelugu route and E.P.K

is 14.00(2007-08), Tadepalligudem- Rajamundry via Nidadavolu route(48kms) is a

pallevelugu operating with 14.50E.P.K . Both the routes are good revenue pallevelugu routes

and clubbing these 2 routes will make a new express route with 492 VU. number of

passenger representations are there, to introduce this route since 1992. Few of the paper

cutting ate given here under.

Page 63: committee report on restructuring of routes

Routes restructuring Page 63

The new express buses are introduced in the routes as a flow not as an individual bus. So all

routes are introduced with more than one bus. Main reason for this strategy is that it is not a

new route. It is a well nurtured route in palle velugu format with good passenger patronage.

So it is just an exercise in segregating the market in to 2 different segments i.e one with low

fare, low comfort, high running time journey segment versus high fare, high comfort, low

running time segment. Instead of single bus experimentation, Flow is very much needed, to

segment customers in a fast-track manner. Knowing the needs of the customers, and

serving them with customised products to each segment is the essence of marketing. So it

is recommended to implement all proposed express routes with out exception to get desired

results.

13. If the same tasks are carried out without type conversion exercise, there will be

reduction of 2959kms over existing operation besides reducing 22 buses and consequently

disengaging conductors and drivers. It is recommended to implement productivity improving

exercises coupled with type conversion activity for maximum benefit.

15. The increase in volume in a year would be 52.11 lakh kilometres. Expecting a meagre

earnings of Rs 13.00 per kilometres(Rs 1.00 less over last year average) will fetch

additional revenue of Rs 6,77,15,895.00. Assuming a variable cost of Rs 9.00, this exercise

will fetch Rs 4.00 for every kilometre which directly raises the bottom line. So, an amount

of Rs2,08,35,660.00 is expected to gain from this exercise.
