I.OVERVIEW
The nomination of Laura-Lynn V. Dacanay to serve as a Member of the Guam Banking and Insurance Board, for a term of six (6) years, was made by Governor Edward J.B. Calvo on August 31, 2015. The nomination package was received by the Office of Speaker Judith T. Won Pat, Ed.D., on September I, 2015, and was subsequently refeffed by the Committee on Rules to the Committee on Finance & Taxation, General Government Operations, and Youth Development on September 2, 2015.
The Committee on Finance & Taxation, General Government Operations, and Youth Development held a public hearing on September 15, 2015, in J Liheslatura's Public Hearing Room. Among the items on the hearing agenda was the nomination of Laura-Lynn V. Dacanay to serve as a Member of the Guam Banking and Insurance Board. The hearing convened at 2:05 p.m. and was adjourned at 2:45 p.m.
Public Notice Requirements
Public Hearing notices were disseminated via electronic mail to all senators and all main media broadcasting outlets on September 8, 2015, and again on September 11, 2015. Notice was also posted on I Liheslatura's website beginning on September 8, 2015.

II. TESTIMONY & DISCUSSION
Chairman Michael San Nicolas convened the hearing on the nomination of Laura-Lynn Dacanay. He called the first panel forward, including Ms. Dacanay, to provide testimony.
Ms. Marie Benito spoke in favor of the nomination and mentioned that Ms. Dacanay is confident in her role as a banker. She pointed to the nominee's experience in the area of banking and vouched for her moral character which is important when applying fairness and equality to all relevant stakeholders.

Mr. John Carlos submitted written testimony and spoke in support of the nomination. He pointed to the nominee's past experience on the Board. He stated that she possesses the technical knowledge that will help address the complexities of the banking laws and regulations in Guam.
Ms. Laura-Lynn Dacanay stated that she was honored to be nominated to serve on the Board and mentioned her previous tenure as a member. She stated that her previous experience dealt with upgrading many of the banking laws and how upgrades are still needed because technology and regulations are constantly changing. Ms. Dacanay stated that she wants to assist in ensuring that regulations arc up to date which can maximize the use of Guam's strategic location to improve the ccono1ny.
Chairman San Nicolas joked that Ms. Dacanay is the icon of First Hawaiian Bank in Guam. He stated that the nominee is a trailblazer for women executives in the banking industry. He mentioned that her experience and insight within the industry will serve as a valuable asset on the Board. He stated that the knowledge she possesses cannot be learned or taught in a classroom but has been acquired through many years of trainings and seminars. Chairman San Nicolas spoke in favor of the nomination and concluded the hearing.
III. FINDINGS AND RECOMMENDATIONS
The Committee on Finance & Taxation, General Government Operations, and Youth Development hereby reports out the nomination of Laura-Lynn V. Dacanay to serve as a member of the Guam Banking and Insurance Board. for a tenn of six (6) years, with the recommendation

My name is John Carlos. I am the Regulatory Administrator of the Department of Revenue and Taxation (ORT).
Mr. Chairman, I fully support the confirmation of Laura Lynn V. Dacanay to be a member of the Banking and Insurance Board.
As a regulator I have known Ms. Dacanay in a her professional capacity around 1995 as a manager for First Hawaiian Credit Corp. It is my understanding that currently, Ms. Dacanay is a Senior Vice President for Guam & CNMI Regional Manager for First Hawaiian Bank. Since 1995 to present, our office has not received a consumer complaint against Ms. Dacanay for discrimination or some form of unfair dealings against consumers in Guam.
It must noted that Ms. Dacanay was a member of the Guam Banking Board around 1995.
For all of the foregoing, I respectfully support the confirmation of Laura-Lynn V. Dacanay to be a member of the Banking and Insurance Board.

San Nicolas, Chairman of the Committee on Finance & Taxation, General Government Operations, and Youth Development, will be convening a roundtable discussion on Tuesday, September 15, 2015, 10:00 a.m., in I Uheslaturan Guahan's Public Hearing Room. Representatives from the Guam Homeless Coalition, the Guam Housing and Urban Renewal Authority, the Department of Youth Affairs, the National Association of Social Workers - Guam Chapter, Child Protective Services under the Department of Public Health and Social Services, and the Mayors' Council of Guam have been invited to discuss child homelessness. The general public is also invited to participate at the roundtable, and public input is encouraged and will be accepted.
Additionally, the Committee will conduct a public hearing later that day beginning at 2:00 p.m., in I Liheslaturan Guahan's Public Hearing Room, on the following items:

Underwood, Ph.D.: AN ACT TO AMEND SECTION 18(i) OF PUBLIC LAW 31-277 AND ITEM (q)(1) OF SECTION 22425 OF TITLE 5 GUAM CODE ANNOTATED, RELATIVE TO APPROVING LEASE-LEASEBACK AGREEMENTS BETWEEN THE UNIVERSITY OF GUAM AND THE UNIVERSITY OF GUAM ENDOWMENT FOUNDATION FOR THE CONSTRUCTION FOR THE CONSTRUCTION OF THE STUDENT SERVICES CENTER AND ENGINEERING ANNEX AT THE UNIVERSITY OF GUAM.
Resolution No. 177-33 (COR), introduced by Senator Michael F.Q. San Nicolas: Relative to expressing I Liheslatura's support for the passage of H.R. 9, the Innovation Act, which offers a host of critical fixes to the problem of abusive patent litigation by adding transparency around patent ownership, making defending against a patent suit less prohibitively expensive, and ensuring local businesses engaged in e-commerce shall not be victimized by such abusive litigation.
