The Plantations Labour Act, 1951 and its rules have been framed to
provide for the welfare of the plantation labour and to regulate the conditions
of work in plantations. The Additional Commissioner of Labour
(Administration) / Chief Inspector of Plantations is supervising and

monitoring the enforcement of Plantations Labour Act 1951. Chief Inspector
of Plantations is assisted by ten Assistant Commissioners of Labour
Natural Death Assistance of Rs.25,000/- and Funeral Expenses of Rs.5,000/- to the Legal Heir of the worker.

11. Hearing Aid, Artificial Limbs and Three Wheelers
Upto Rs.1000/- for Hearing Aid, Government prescribed price for artificial limbs and free supply of three wheelers.

14. Uzhaippavar Ulagam- The Board brings out a monthly

Magazine for Workers magazine “Uzhaippavar Ulagam”, which consists of Court Judgements, Labour Acts, question and answers, Consumer Price Index for the benefit of the workers, employers and also to the public. The price of the magazine is Rs.10/- per copy and an annual subscription Rs.100/-, Life subscription Rs.1000/-.

TAMIL NADU MANUAL WORKERS (REGULATION OF EMPLOYMENT
AND CONDITIONS OF WORK) ACT, 1982
Tamil Nadu Government enacted Tamil Nadu Manual Workers
(Regulation of Employment and Conditions of Work) Act, 1982 to regulate
the conditions of Work and to provide Social Security to Manual Workers In
exercise of the powers conferred by sub-section (1) of section 32 of the Act,
the Tamil Nadu Manual Workers (Regulation of Employment and Conditions
of Work) Rules, 1986 were framed.
TAMIL NADU CONSTRUCTION WORKERS WELFARE BOARD
In the year 1994, the Government of Tamil Nadu established the Tamil
Nadu Construction Workers Welfare Board for the welfare of manual workers
engaged in construction industry. The Scheme framed for this purpose lists
53 categories of workers involved in construction activities.

Under the above said Act, Government of Tamil Nadu constituted
Tamil Nadu Manual Workers Social Security and Welfare Board on
17.03.1999 and framed Tamil Nadu Manual Workers Social Security Welfare
Scheme 2001 which has been replaced in 2006, to provide various welfare
assistance to the manual workers. In addition to the above said 2 Welfare
Boards, the Tamil Nadu Government established 15 other separate Welfare
Boards and framed separate Social Security Welfare Schemes. These
Schemes were framed for Manual Workers engaged in 60 categories of
employments.
There are 17 Unorganised Workers Welfare Boards functioning under
the administrative control of the Labour and Employment Department.

1. Registration of Inter State Migrant construction workers in Tamil Nadu Construction Workers Welfare Board
The Government issued orders to register the inter-state migrant construction workers in the Tamil Nadu Construction Workers Welfare Board vide G.O. (Ms) No.153 (Labour and Employment (I2) Department) dated:08.12.2014. The Government has also issued guidelines to register inter-state migrant construction workers vide G.O. (Ms) No.154 (Labour and Employment (I2) Department) dated.08.12.2014.
21,764 Inter-state migrant construction workers have been registered in the TNCWWB upto 31.05.2019.

Mobile Health Clinics to benefit Construction Workers at site.
The Government issued orders for establishing 50 mobile health clinics to provide health care at work sites to the construction workers vide G.O. (Ms) No.150 (Labour and Employment (I2) Department) dated: 08.12.2014.
In first phase 3 Mobile Health Clinic allotted to Chennai, Kanchipuram and Tiruvallur District and it has been rolled out by Hon’ble Chief Minister on 08.02.2016.
The DPH Offices have been sending the Medical Camp details to the Construction board. So far 80,934 Construction workers have been screened through 1,874 mobile health camps up to 31.05.2019.
3. Anganwadi facilities for wards of construction workers
The Government issued orders to establish temporary Anganwadi facilities to address the nutritional and development needs of the children of construction workers at 50 construction sites by utilizing the funds of the Tamil Nadu Construction Workers Welfare Board in Convergence with Integrated Child Development Scheme (ICDS) vide G.O. (Ms) No.158 (Labour and Employment (I2) Department) dated: 11.12.2014.
Rs. 1,25,751/- has been released to Director, ICDS. 1036 children were benefited in 37 centres upto 31.05.2019.

4. School Education facility to the children of Construction Workers by Providing suitable transport facility.
The Government issued orders for providing transportation facility cost per child Rs.300/- per month for 10 months to the children of the workers in construction sites to attend the schools run by Sarva Shiksha Abhiyan(SSA) vide G.O. (Ms) No.152 (Labour and Employment (I2) Department) dated: 08.12.2014.

5. Dormitories for Construction Workers.
The Government issued orders for construction of dormitories at 5 places in Chennai and its suburban areas and 4 districts each at Salem, Madurai, Coimbatore and Trichy for stay of 7000 workers at the cost of Rs.106 crores by utilizing the welfare fund of Tamil Nadu Construction Workers Welfare Board vide G.O.(Ms)No.156 Labour and Employment (I2) Department dated: 11.12.2014. The dormitory constructed at Kancheepuram District, Sriperumpudur TK, Ezhichur Village,at a cost of Rs.14.90 crore vide G.O. No.43, (Labour and Employment (I2) Department) dated 10.03.2015.
The Hon’ble Chief Minister inaugurated the Dormitory on 04.03.2017.
The dormitory Constructed at Kancheepuram District. Thiruporur TK, Thaiyur “B” Village at a cost of Rs.16.76 Crore vide G.O. No.18, (Labour and Employment (I2) Department) dated 20.01.2015.
The Hon’ble Chief Minister inaugurated

the Dormitory on 05.04.2018. Government issued orders vide G.O.(Ms) No.60, Labour and Employment Department, dated.24.05.2018 to operationalise the dormitories. The rental amount Rs.20/- per worker, per day. Vide G.O (Ms) No,202 Labour and Employment (I2) Department dated : 28.12.2018.
ACL (SSS), Kancheepuram has been
instructed to take over the dormitories vide Letter No. E1/20176/2014, Dated 24.09.2018 and 31.12.2018.
Necessary steps are being taken to put
to use the dormitories.
Administration of welfare schemes
In all the 32 districts the Assistant Commissioner of Labour (Social
Security Scheme) administer the functions of the Boards in all the 35
Assistant Commissioner of Labour (SSS) Offices, such as Registration,
Renewal and Disbursement of Welfare Scheme Assistance to the
Unorganised Workers.
These functions are monitored by the District Monitoring Committee
headed by the District Collector.
The Head Office and District offices of the unorganised workers
welfare boards have been computerised. Moreover, web based application
is being used in the district offices to capture the photo image of the worker
through web camera and gets integrated with other personal details of the
workers for registration and renewal. Identity Cards are issued with system
generated photograph.

All the welfare scheme assistances are directly transferred to the bank
account of the beneficiaries through Reserve Bank of India Electronic
Clearance System (RECS) mode.
Government issued orders vide G.O(Ms) No:126, Labour and
Employment Department, dated:02.03.2016 to create an integrated
application software for all Unorganized Welfare Boards through TNeGA to
enable the unorganised workers to register and get the welfare benefits
easily and Online Cess Remittance payable to the Construction Board
directly. The application software is being developed by TNeGA. The public
services that can be delivered through Electronic Mode has been notified by
sub-rule (1) of rule 5 of the Tamil Nadu Information Technology (Electronic
Service Delivery) Rules,2016.
TAMILNADU INSTITUTE OF LABOUR STUDIES
The Tamilnadu Institute of Labour Studies was established in the
year 1973. It was registered under the Tamilnadu Societies Registration Act,
1975 on 8.10.1987 and started functioning as an autonomous body with
effect from 1.4.1988. This institute is run on Grant-in-aid provided by the
Government. The Institute is being administered by the Governing
Committee under the Chairmanship of the Hon’ble Minister for Labour.
This Institute is conducting academic courses i.e. B.A. (Labour
Management -3 years) and M.A. (Labour Management – 2 years) affiliated
to the University of Madras. The Institute is also conducting a part time
(evening) one year P.G. Diploma Course called “Post Graduate Diploma
in Labour Administration” (PGDLA), “Diploma in Labour Laws with
Administrative Law (week end) (D.L.L.) for the benefit of
the working persons. The University of Madras has recognized this Institute

as a Research Institute to conduct both part time and full time Ph.D.
programmes on Labour Management from the year 2001 onwards.
This Institute periodically conducts Training Programmes, Seminars,
Refresher Courses, Orientation Programmes, etc. to cater to the needs of
the persons employed in private / public sectors, trade unions and the
officials of the Labour Department and the Directorate of Industrial Safety
and Health.
This institute also conducts programmes in collaboration with the
International Labour Organisation (ILO), New Delhi and V.V. Giri National
Labour Institute, Noida.
TAMIL NADU ACADEMY OF CONSTRUCTION, CHENNAI -6
The Tamil Nadu Academy of Construction (TAC) was established with
a view to impart skill training to the workers in construction activities and to
their wards. TAC focuses on retraining and re-skilling workers.
Skill training is imparted through Government ITIs and Private ITIs
approved by the Directorate of Employment and Training ( DET) under
Modular Employable Skill Training Programme in various trades like
electrical, painting, wood work, construction, bar bending, masonry, land
survey, plumbing etc., Certificate by the National Council Vocational Training
(NCVT) is issued after successful completion of the course.
