Aberdeen’s vibrant new Merchant Quarter will be launched with an event later this summer, after a major restoration project is completed. Work has been carried out to regenerate the historic quarter - which includes The Green and surrounding streets - with improvements to roads and pavements, new lighting and signage. The city council has been working with a consortium of independent businesses in the area to establish the Merchant Quarter as an attractive cultural destination for shopping, dining and socialising. “Most of the businesses in here are either a bit funky, a bit contemporary or a bit bohemian and that resonates quite well with the historical aspect of the buildings,” says Mr Jonathan Day, chairman of the Merchant Quarter Association. The idea is to promote the quarter as a ‘grown up’ destination with venues staging live music and cultural events, as well as occasional markets and festivals. “We want to set a very high standard, which I think you have to do if you are attracting visitors,” says Mr Day. The area has been given a facelift with a £2.8million Green Townscape Heritage Initiative, a partnership between the Heritage Lottery Fund, Aberdeen City Council, Historic Scotland and Scottish Enterprise. As well as enhancing the area as a destination for visitors, the work will improve the environment for shoppers and diners and upgrade the routes for pedestrians travelling between Union Street and Union Square and the city’s bus and rail station. He said: "Merchant Quarter is located at the gateway to Aberdeen and is flanked by the city's Green and harbour waterfront. The arrival of Union Square and the refurbishment of the street infrastructure has attracted unprecedented investment to the area. Aberdeen launchesnew Merchant QuarterAberdeen’s vibrant newMerchant Quarter will be launched with an eventlater this summer, after a major restoration project is completed.

Aberdeen’s vibrant new Merchant Quarter will be launched with anevent later this summer, after a major restoration project iscompleted.

Work has been carried out to regenerate the historic quarter -which includes The Green and surrounding streets - withimprovements to roads and pavements, new lighting and signage.

The city council has been working with a consortium ofindependent businesses in the area to establish the MerchantQuarter as an attractive cultural destination for shopping, diningand socialising.

“Most of the businesses in here are either a bit funky, a bitcontemporary or a bit bohemian and that resonates quite well withthe historical aspect of the buildings,” says Mr Jonathan Day,chairman of the Merchant Quarter Association.

The idea is to promote the quarter as a ‘grown up’ destinationwith venues staging live music and cultural events, as well asoccasional markets and festivals. “We want to set a very highstandard, which I think you have to do if you are attracting visitors,”says Mr Day.

Construction workloads rising

Success for Kinnarpsin Scotland

Workloads in the construction industry have risen for thefirst time in two years, according to the latest nationalsurvey by the Royal Institution of Chartered Surveyors.

Five per cent more chartered surveyors reported rising ratherthan falling workloads for the first quarter of 2010, accordingto the RICS industry survey.

This compares with 12% reporting falls in the last quarter of2009 and reverses the decline of the past seven quarters sincethe first quarter of 2008 when a 1% decline was reported.

But the improvement masks considerable sector variation, withsome surveyors reporting concerns over a lack of developmentfinance. Private commercial workloads increased from –11 to+17 and both private housing and public housing workloads

made modest recovery into positive territory.

There was significant variation in regional performance thoughwith surveyors in London and the South East and Londonreporting a sharp turnaround in workloads shifting from –15 to+21. In the North and in Scotland net balances remained innegative territory at –7 and – 6 respectively.

“The construction sector seems to be finally lifting its headabove the recession parapet, but the continuing lack ofdevelopment finance remains a major obstacle to a sustainablerecovery with surveyors still pessimistic about future prospects.Concerns over likely cuts in public sector capital spendingprogrammes is another factor contributing towards thecautious stance of respondents to the survey, ” said RICS chiefeconomist, Simon Rubinsohn.

Work started today on a new, £3million headquartersbuilding that promises to bring new jobs to Aberdeen.

Hallin Marine UK Ltd’s managing director,Mike Arnold, dug thefirst shovel of soil for the foundations of the subsea contractor’soffice and workshop complex in the Westhill area of the cityand promised new jobs would follow.

Mr Arnold said: ‘We started our business from nothing somefour years ago and have grown it at a fantastic rate, a rate thatresulted in us recently being chosen to receive the Queen’sAward for Enterprise.

‘We intend to carry on growing it at the same rate and for thatwe need great premises, like the purpose designed buildingswe have started on today, and great people.

‘The vast majority of our Hallin team have come from Aberdeenand the surrounding area and, by the time this building is readyto move into in 2011 we will need another 50!’

The state of the art development will provide Hallin and sisterengineering design company, Prospect, with 18,000 squarefeet of office space and 12,000 square feet of workshop

facilities and house some 180 staff.

The location of the £3 million development is ideal for HallinMarine as a number of its biggest clients are already based atWesthill.

The development was designed by Tinto Architecture incollaboration with Hallin and is located on the Arnhall BusinessPark.

Tinto Architecture is managing the design process throughoutthe duration of the project, estimated for completion by Spring2011. It is the biggest single new build that Tinto has workedon since the launch of the company seven years ago.

Tinto have worked closely with Hallin Marine and its majorequity holder, Gresham House, over several months to helpsecure the former Scottish Water site.

Imaginative ideas are being sought for the future use ofAberdeen’s historic Bon Accord Baths which was put onthe market earlier this year.

The B listed building is renowned for its art deco features and wasbuilt in 1937 and designed by Alexander McRobbie of the CityArchitects Department.

There are few examples of pools of the era remaining in Scotlandand a noted feature is the underwater lighting which is one of theearliest examples of this kind of illumination.

Aberdeen City Council is selling the building and wants to retain itscharacter in future use. There have been three noted interests inthe sale but so far no one has come forward with ideas to meet theplanning brief for the 50,000 square ft two storey site.

“Interest was good initially and there were quite a few inquiries andwe ended up with three noted interests. But no one has beenforthcoming about use for the building and the council wants toknow what the proposed uses are before we set closing dates,”said Andrew Smith, chartered surveyor at Ryden who are handlingthe sale.

The planning brief gives prospective purchasers guidance on useand retention of the property’s key features - concert venue,gallery space, dining, shopping or conference venues are amongsuggested future uses.

“Justice Mill Lane is undergoing considerable redevelopment atpresent with the construction of two hotels, 125,000 sq. ft ofoffices and underground public parking. As such Bon AccordBaths is the last property on the south side of Justice Mill Lanewith the potential for redevelopment, subject to planningpermission, “ Mr Smith said.

The planning brief for the 0.85 acre site prepared for the councilby Ryden says: “It is important that the intrinsic character of thebuilding is retained and enhanced as part of any potential use orconversion.”

Plans to redevelop the centre of Inverurie could bringhundreds of new jobs and new housing, if proposals aregiven the go ahead by Aberdeenshire Council.

The plans are for 150 new homes, including sheltered housingand starter homes for young people. A new supermarket,shops, offices and business units are also planned for the ten-acre brownfield site between Harlaw Road and the railway line.

Property Consultants Knight Frank lodged an application forplanning permission in principle on behalf of Ferguson Modularfor the first phase of the masterplan. The company hasoutgrown its current site and is building £6 million newpremises at Midmill Business Park, Kintore where it will baseits global headquarters, hire division and eventuallymanufacturing.

The Inverurie site currently includes Ferguson Modularpremises, Colony Park and Aberdeenshire Council’s housingdepot. If the second phase of the development goes ahead

Inverurie Locos could relocate to new purpose built facilities,which would increase sport and leisure amenities in the area.

More than 100 people attended a public meeting in Decemberas part of the pre application consultation and a report onconcerns raised has been submitted along with the planningapplication.

Gary Purves, Planner at Knight Frank said: “The proposals willlink the area with the existing town centre, improvingaccessibility along Harlaw Road. The plans fit with the widermasterplan, which has been developed as part of the ongoingLocal Development Plan, and the redevelopment of this part ofInverurie has been identified as a key part of the planningstrategy for future growth of the town.”

He continued: “We will continue to liase with the localcommunity and business groups and we are very aware thatthis is an outline plan and can be adapted to include otherfacilities if needed.”

There aremixed prospects for recovery across Scotland’s propertymarkets, according to Ryden’s 66th Scottish Property Review

“As the recession abates and we move back into growth, thereis a positive trend in the Scottish Property Market. But it’spretty mixed, it’s mixed by location, by sector and by timing,”Dr Mark Robertson, Ryden’s head of consulting said at thereview’s launch in Aberdeen.

“Overall the office market is reduced in terms of demand, butit’s fairly steady. The industrial market’s had a fairly short andshallow recession. The retail market had a recession, whichbegan before the economic recession and continuesafterwards and the investment market is the one sector wherewe have seen a bounce back and we are seeing positivecapital growth and more improved markets,” Dr Robertsonsaid.

In Aberdeen, there is a general feeling of optimism as demandslowly recovers in the office market, according to the RydenReview which reports modest take up figures by historicstandards.

A steady oil price at between $75 - $85 over the last sixmonths has increased confidence in the offshore industry,which has led to an increase in demand for office space.“There has been severe pressure on rental levels, but in generalthey appear to have held steady, although incentive packageshave crept up to support headline rents,” according to thereview.

The stable oil price has also increased optimism in the industrialmarket, after a challenging six months. New-build industrialrental levels in Aberdeen remain firm at £91. 50 per sq.m. forwarehouse space, £183 per sq.m. for offices and £16 persq.m. for concrete yards.

In the retail sector, lettings have continued at Union Squarewith new lettings including Peckhams (186) sq. m. Accessorize(93 sq.m.) Hollister (650 sq.m.) Deichmann (530 sq. m.) PureSpa (372 sq. m.) and Howards Storage World (464 sq.m.)

Inverness

There have been several smalloffice transactions in Inverness,according to Ryden’s April review.These include The Scottish LegalAid Board at Union Street(275sq.m.): The Social EnterpriseAcademy at Margaret Street (41sq. m) and KIP McGrathEducation Centres at Canal Road(104 sq.m.) Rents have rangedbetween £69- £157 per sq.m.

On the industrial side there havebeen several lettings at LongmanIndustrial Estate to tenants including DuBye Ltd (1,617-sq. m.),Tech Direct Scotland Ltd (88 sq.m) and Purplelinda Crafts (103sq.m). Rents have varied between £62 and £113 per sq.m.

In the retail market, Republic has opened 552 sq.m at theEastgate Shopping Centre and Past Times has opened a storewith 189 sq.m.

Dundee

There have been encouraging signs of activity on the industrialmarket in Dundee with a number of new sizeable propertyrequirements emerging and several properties recently goingunder offer.

Uptake of offices has been low however, with a reported43,286 sq. m of available office space in the city. Transactionsincluded the sale of 262 sq.m at Magdalen Yard Road and thefirst letting of 95 sq.m of new build office accommodation toWelcome Financial Services Ltd at Dundee Business Park.

On the retail side, Ryden report the opening of two new storesat Kingsway West Retail Park – Next Home (1,858sq.m) andDunelm Mill (929 sq.m.). And in the Overgate Centre, Topshopand Topman are opening a 1,245sq.m store.
