A tour will take place in a typical residential setting with the audience experiencing the convenience and aesthetics of lighting and shade automation. The automated system works to save energy costs, extend lamp life, reduce heat gain and UV damage to interior fabrics, art, and furniture by operating on an astronomical time clock. This technology is completely retrofit-able and scalable, using existing wiring, controlling all load types, and interfacing with third-party devices within the home. A cell phone app makes monitoring and controlling the entire system from a remote location easy. Speaker James Cheng is part of the Chicago Specification Team and the Government Team and has extensive experience in Lutron lighting control for both the private and public sector. Since becoming the Los Angeles Specification Manager in 2011, James leads a team of specification sales personnel throughout Los Angeles and Orange County, working with end-users, architects, electrical engineers, lighting designers, and others concerned with energy-saving and construction. He is a graduate of both West Point and Northwestern’s Kellogg School of Management, and is Lutron Electronics’ Commercial Sales Leader for Southern California. Originally from Chicago, Mr. Cheng attended the military Academy and became a Combat Engineer officer in the Regular Army upon graduation. After a tour in Iraq and the Philippines, he joined Lutron in 2006. Lutron is a privately-held lighting control manufacturer, which originated in 1958 with the invention of the solid state dimmer by founder Joel Spira, a Smithsonian inductee. This month’s presentation is Commercial Building Automation forenergy savings and design enhancement, both in new and retro-fitapplications with a Title 24 update.

A tour will take place in a typical residential setting with the audienceexperiencing the convenience and aesthetics of lighting and shadeautomation. The automated system works to save energy costs, extend lamp

life, reduce heat gain and UV damage to interior fabrics, art, and furniture by operating on anastronomical time clock. This technology is completely retrofit-able and scalable, using existingwiring, controlling all load types, and interfacing with third-party devices within the home. A cellphone app makes monitoring and controlling the entire system from a remote location easy.

Speaker James Cheng is part of the Chicago Specification Team and the Government Team andhas extensive experience in Lutron lighting control for both the private and public sector. Sincebecoming the Los Angeles Specification Manager in 2011, James leads a team of specification salespersonnel throughout Los Angeles and Orange County, working with end-users, architects, electricalengineers, lighting designers, and others concerned with energy-saving and construction. Last month’s meeting went well. Paragon Industrial Controls’ Doug Raff gave an informative one-hourpresentation on machine safety. Practical in his approach, he reviewed OSHAand ANSI regulations on machine safety and illustrated poor and bestpractices with examples. His videos, some of which werefrightening to watch, conveyed manysalient points of his talk more clearly anddistinctly than PowerPoint slides alone.

Credit goes to Bis Mitra for introducing the speaker andmaking sure food and beverages were delivered to LutronElectronics on time. Likewise, I want to thank Winnie Ababat, Craig Lanternier,Sergei Seleznev, and Jenny Xu for their participation in thepresentation. Their questions to Doug helped clarify safetyconcepts and create a stronger imprint of the material learned. ISA99 Cyber SecurityStandard Defines KeyTechnical Requirementsfor Secure IndustrialControl Systems

The ISA-62443 series of standards, being developed by the ISA99committee and adopted globally by the International ElectrotechnicalCommission (IEC), is designed to provide a flexible framework toaddress and mitigate current and future vulnerabilities in industrialautomation and control systems (IACS).

The most recent standard in the series, ISA-62443-3-3-2013,Security for Industrial Automation and Control Systems Part 3-3:System Security Requirements and Security Levels, addresses risksarising from the growing use of business information technology (IT)cyber security solutions to address IACS cyber security in complex anddangerous manufacturing and processing applications.

IACS security goals typically focus on control system availability,plant protection, plant operations, and time-critical system response.IT security goals, in contrast, often focus more on protecting informa-tion than physical assets. For this reason, use of IT cyber securitysolutions to address IACS security must be implemented knowledgablyto prevent unintended vulnerabilities that could lead to potentiallydisastrous health, safety, environmental, financial, and/or reputationalimpacts in deployed control systems.

The new ISA99 standard addresses this concern with an approachto defining system requirements that is based on a combination offunctional requirements and risk assessment, and an awareness ofoperational issues. The standard provides detailed technical controlsystem requirements associated with seven foundational requirementsdescribed in the groundbreaking first ISA99 standard, ISA-62443-1-1(99.01.01), including defining the requirements for control systemcapability security levels. Those responsible for IACS cyber securitywill use these requirements in developing the appropriate control systemtarget security levels for specific assets.

“This standard provides highly relevant and practical direction toasset owners, system integrators and suppliers by describing the majorsystem-level technical requirements for a secure IACS,” stated ISA99Co-Chair Eric C. Cosman of the Dow Chemical Company. “It serves as acornerstone in the ISA-62443/IEC 62443 series, complementing otherstandards including ISA-62443-2-1, which addresses the processes andprocedures needed for security.”

The ISA99 committee drew on the input and knowledge of IACSsecurity experts from across the globe in developing the standard. Unlikeprograms targeted at a single industry, ISA99 is applicable to all industrysectors and critical infrastructure in recognition of the interrelated natureof industrial computer networks in which cyber vulnerabilities exploitedin one sector can impact multiple sectors and infrastructure.

“The new standard represents a collaborative effort of experts frommultiple industries around the world,” stated the ISA99 task group leaderfor the project, Jeff Potter of Emerson Process Management. “Ourintensive series of revise-and-review cycles has resulted in a rigorouslyreviewed standard reflecting the best current thinking in control systemssecurity. Our joint work with IEC experts provides users with furtherassurance that this is a truly global standard that can be used to design,

build, operate and regulate with full confidence in its longevity and cross-national applicability.”

ANSI/ISA-62443-3-3-2013 was approved as an American NationalStandard on August 13, 2013. An essentially identical version will bepublished by the IEC later in 2013 as IEC 62443-3-3.

New ISA Technical ReportFocuses on ProcedureAutomation for Continu-ous Process Operations

A new ISA technical report addresses good practices regardingprocedure automation in process operations and strategies for incorporat-ing automated procedures into industrial automation and basic processcontrol ystems (BPCS).

ISA–TR106.00.01-2013, Procedure Automation for ContinuousProcess Operations – Models and Terminology, complements theconcepts in key ISA standards that deal with the use of procedures inspecific applications, including batch processing (ISA-88) and safetysystems (ISA-84). Many such fundamental concepts are common to allprocedures without regard to the context in which they are implemented,but there are needs specific to continuous processes. These needs are

liquid filled case causes other opera-tional difficulties such as dial discolora-tion and potential shift of calibration.

All Series 34 Accu-Drive pressuregauges utilize the finest materials ofconstruction. The bourdon tube isconstructed of Inconel, a highly elasticmaterial with excellent corrosionresistance.

The wetted parts are of 316SS. Thebalance of the gauge hardware isdesigned to minimize corrosion associ-ated with challenging field environ-ments. The extremely robust Direct Drivebourdon tube system offers outstandingoverpressure protection to 150% of fullscale on pressure ranges from vacuum

The good practices documented in the technical report weredeveloped to address many of the human performance limitations that canoccur during procedural operations pertaining to continuous operations.Also described are the elements necessary to implement procedureautomation. Such procedures are less prone to significant deviations inpractice and may also improve response to disturbances.

Procedures represent the knowledge necessary to operate a systemand are critical components of continuous operations. Historically,procedures have been executed by humans reading from a manual,checklist document, or a static display. The new technical reportdescribes the concepts in which procedures are integrated into the BPCS.

The intended audience for the document includes technical andoperations managers and engineering personnel who are responsible forthe operation or automation of continuous process operations, membersof engineering departments of owner/operators, and engineering personnelof engineering and procurement companies, automation vendors andsystem integrators and other process engineering practitioners.

The technical report was developed by ISA106, Procedure Automa-tion for Continuous Process Operations. The committee is now develop-ing a second technical report on the work processes involved withautomating procedures that monitor and control continuous processes.This second technical is intended to be applied to capital projects butcould also be applied to operating expenditures activities to automateindividual procedures.

On October 2, 2013, sixteen Chinese nationals from the HubeiStandard Management and Market Access delegation toured theWilmington Instrument Company calibration lab and facility. Thetranslator was a graduate student from California State UniversityLong Beach. “What an experience, it went very well,” saidWilmington’s John Bowman. Hubei, located in central China, is a major industrial center, anational center of trade and transportation and the location of suchgigantic hydroelectric projects as Three Gorges Dam.
