Despite his relative youth, Senator Fred R. Harris of Oklahoma has established himself as a leading figure on the American political scene.

As senior United States Senator from Oklahoma and a member of the Senate Committee on Finance and Govern­ment Operations, Senator Harris is an influential legislator. He has led a movement in the Senate to reform the seniority system and other undemocratic practices, and chairs the Senate Democratic caucus committee on Senate reform. He was an active member of the Kerner Commission on Civil Disorders and now is co-chairman of the Commission on the Cities in the Seventies, sponsored by the National Urban Coalition. In 1969 he served as chairman of the Democratic National Committee, launching new efforts to reform delegate selection and national convention procedures.

Senator Harris is a leading proponent of populist causes in the Congress. He believes that America must have a better distribution of income and other good things in our society and a wider distribution of power. He proposes that a new populist coalition, joining Americans of disparate backgrounds, can be put together across race lines and age lines, to move America in the urgent ways he feels are needed.

Senator Harris' interest in reform, his concern for the poor and disadvantaged, and his identification with liberal causes have endeared him to large numbers of college students, including many at John Carroll University. He has provided young people with a personal example of how to work respon­sibly for change within the American system. It is because of this leadership, and his outstanding record of accomplishment as a member of the United States Senate, that John Carroll University honors him today.
