County Council LegislationThe State of Maryland legalized the use of marijuana, or cannabis, for medicinal purposes in 2013. Many people – such as those suffering from cancer – are seeking themedicinal benefits of cannabis. State regulations prescribe how many growing operations, processers and dispensaries are permitted, along with strict provisions about safety and security. Because medical cannabis operations are not defined in our zoning code, I have offered Bill 97-15, which details which medical cannabis uses are allowed in various zoning classifications and sets conditions such as minimum distances from schools. The public hearing is October 19th.
From the County ExecutiveRecently the County Council approved a very important piece of legislation which may seem technical, but will pay major dividends for our County going forward. The legislation makes a change we call “Jumpstart Anne Arundel,” which allows the County to purchase 30-year bonds for capital projects instead of 20-year bonds. This new bonding authority will accelerate the investments we make in ourselves by allowing us to build more schools, roads, public safety facilities, parks, and libraries.
The 30-year bond financing option is the most-utilized financing option across municipalities. This reform will allow Anne Arundel County to increase capital investment by $150 million over the next six years without increasing our annual debt service. All three rating agencies reaffirmed their ratings of the County after being briefed on this new 30-year bond strategy. This new method of programming capital projects was first introduced in the spring when I delivered my first budget as County Executive. The new quality of life improvement program is designed to accelerate school construction, road repairs and water access, as well as expand our bike trails, water access, and regional park network. There are several specific projects we can point to as benficiaries of this new policy: Crofton High School will require a significant investment, and so will the replacement of Old Mill High School, as well as a new Police Training Academy. Smart, efficient policy will help make these projects a reality.
