Three Levels of Planning
• Individual Utility
– The bulk of the projects are developed at this level
• Subregional Planning Group (SPG) Level
– Plans transmission additions for a group of utilitiesin a region as if they were all one utility
• Interconnection-wide Planning
– Addresses seams between SPGs by planning theentire Western Interconnection as if it were oneutility
