CASBO will be holding its 17th

Annual Fall Conference at the Keystone Lodge, September 5-7, 2012. The

activities will begin on Wednesday September 5th with the “Welcome Hospitality Receptions” by our

“Prestigious Partners” where you can interact with our membership and special vendors in a casual setting.

The value of the 17th Annual CASBO Fall Conference can’t be beat! This conference has 10 hours of direct

professional development in sessions targeted at improving your effectiveness within your job, as well as

numerous opportunities to network with your peers from across the state who are dealing with the same fiscal

and operational challenges. Be a hero and discover a great new idea from another CASBO member to bring

back to your district that saves money, improves a process or adds a needed service to your organization.

School District budgets are tight yet professional learning opportunities are important now more than

ever. Consider the following ideas to help bring down the costs:

Small Districts and Charter Schools: Focuses on financial, budgetary, public relations, and the legal issues that affect small districts and charter schools where one individual has many areas of responsibility.

2012-502 Disaster Recovery Mitigation by Poudre School District & SERVPRO

2012-503 HRAs Mitigate Employer Costs and Provide Tax-Free Funds for Retirees

Speaker(s): Lawrence T. Stein, Retirement Plan Services of America, Inc

Description: HRAs (Health Reimbursement Arrangements) are ideally suited to save

employers money when used to complement or incentivize employees' retirements. The most

common source of funds for HRAs comes from unused sick, vacation or personal leave payouts.

Portions of these payouts can be deposited into the exiting employees' accounts to be used for

qualified unreimbursed, health related expenses (IRS section 213(d). Approved expenses

include deductibles, co-pays, medications, procedures as well as health insurance, Medicare

supplemental and long term care premiums. Deposits, earnings and distributions are completely

TAX-FREE: Federal, FICA, and State (if applicable). Balances carry over year-to-year without

a use-it-or-lose-it proviso. Learn more about HRAs and how to establish a plan with turnkey

implementation. TPA services are available that off-load all the implementation and ongoing

work from the employer - complete with plan documents.

Description: Donations to schools can be an excellent way to supplement the budget especially

in these tough economic times. Most, if not all, school districts have guidelines and rules

regulating donations and gifts. Are you aware of the exposure you are about to receive along

with the donation? Caution should be exercised in accepting donations. This presentation will

help identify when you should and when you shouldn’t accept donations.
