It should, however, be clearly understood that noimportation of citrus or other trees can be permittedunless accompanied by a permit issued by theDirector of Agriculture.Any person desirous of obtaining a permit for the
importation of any trees or plants must in his applica-tion for such permit state—
(a) The name in full of the kind and varietyof each tree or plant it is desired to import and thenumber of each.
(b) The name and address of the nursery orperson who supply the trees or plants.
(c) The reasons thought to justify the grant ofpermit required.
