Helping kiwi families at the heart of GovernmentWere already a
quarter of the way through 2015, despite it feeling like the summer
break was only a few weeks ago.
Already schools are back in full swing, and Easter is about to
knock on the door - signalling the end of Term One for 2015.
Were investing more than ever in education - recognising the
impact a good education can have on the future of our young
people.
Investment in Early Childhood Education (ECE) has doubled since
we came into office - and were aiming to have 98 per cent of
children taking part in ECE to help boost their future educational
success.
Our partnership with Fonterra and Sanitarium means that any New
Zealand school that needs or wants to offer free breakfasts is able
to do so five days a week, regardless of the schools decile.
Were also closing in on our target of having 95 per cent of
eight-month-olds fully immunised to protect them from potentially
life threatening diseases. At 92 per cent, were definitely on our
way to achieving this goal.
From 1 July this year, free GP visits will be available to all
children under the age of 13. A parent shouldnt have to worry about
the cost of taking a sick child to the doctor and this
Government
is taking that worry away.
With over 300,000 homes insulated under the Governments Warm Up
New Zealand initiative, were expecting our kids to be healthier and
warmer - and therefore needing less time away from the classroom
and fewer visits to the doctor.
Paid Parental Leave is also increasing from 14 weeks to 16 weeks
from 1 April to help young families make choices
that work for their families.
This Government understands that helping kiwi families can have
a significant impact on the futures of our younger generations -
and the small things we can do now, will pay off in the long
run.
I know these are important initiatives for families in the
Papakura electorate and as the local MP Im focussed on making sure
we have real solutions to
make a difference to your day-to-day lives.
I hope you have had a fantastic summer and are settling in for a
successful 2015.

A World War II heroine was honoured in the Papakura electorate
by being presented with the Knight of the French National Order of
the Legion of Honour medal by French Ambassador to New Zealand
Laurent Contini.
Pippa Doyle, 93, received Frances highest honour for her work
during WWII collecting information about the position of the German
forces ahead of the D-Day landings in June 1944.
Mrs Doyle was just 23 when she was selected for training to
prepare her for work with the French resistance.
Local MP Judith Collins says it was an honour to be able to
acknowledge the work Mrs Doyle did helping to liberate France.
She is a true heroine and someone I deeply admire, Ms Collins
says.
It was a very special evening and it was fantastic that the 1st
New Zealand Special Air Service Regiment was able to host the event
here in the Papakura electorate.
The event was also attended by New Zealands most trusted person,
Willie Apiata VC and 99-year-old Tom Ritchie, who is the last
member of the original Long Range Desert Group of which Ms Collins
is an honorary life member.

selwyn oaks Homestead opens new entrance
Judith Collins MP opened the new entrance to the Selwyn Oaks
Homestead recently.
The Selwyn Foundation runs a programme for people over 65 and
living alone out of the building and the new entrance will improve
access for the elderly guests.
This is a fantastic programme which was born here in the
Papakura electorate and is now helping people across Auckland,
Waikato and Canterbury, Ms Collins says.
The new entrance was funded by
donations from Rotary and Lions Club members and local
businesses. Lions and Rotary members completed the construction
over the Christmas break.
We are so lucky to have such a strong sense of community here in
the Papakura electorate, where people happily give up their time to
help others.
This new entrance is going to make a significant difference to
the guests, staff and volunteers of this programme and I know they
are very grateful to those who took part in its construction, Ms
Collins says.

Counties Manukau Police honour Pay Parade tradition

Judith Collins MP attended the Counties Manukau Police Districts
annual Pay Parade recently, inspecting the lines of Police Officers
in their dress uniforms.
The traditional Pay Parade takes place every year and its
fantastic to come out and support our officers and keep this
tradition alive, Ms Collins says.
The tradition stems from a time when Police Officers were
required to march to the local magistrates office in their dress
uniforms and pass an inspection in order to receive their
fortnightly pay cheque.
Im so proud of having been the Minister of Police who delivered
300 extra Police for Counties Manukau.
Our local Police do such a fantastic job and are dedicated to
keeping us safe. This was a chance to thank them for their
work.
In the Counties Manukau South area the recorded crime rate
dropped by 2.3 per cent in the last year. This is thanks to the
passion and determination of our local officers, Ms Collins
says.
The total drop across the whole Counties Manukau district was
4.1 per cent on the 2012/13 year.
These are fantastic results which reflect the falling crime
trend across the country. Nationally crime has dropped 18 per cent
since 2011 - thats 67,000 fewer crimes nationwide, Ms Collins
says.

randwick Park Community celebrates Christmas together
The holiday season means plenty of invitations to community
events and Judith Collins MP enjoys the opportunity to meet with so
many people in the Papakura electorate.
With the Papakura Santa Parade, community Christmas events, the
Karaka light show and the end
of the Parliament sitting term its a very busy time of year, Ms
Collins says.
But its such a wonderful chance to catch up with the community
and enjoy the festivities.
It was fantastic to see the incredible work that went
into the Rotary Papakura Santa Parade there were so many amazing
floats and costumes on display.
Many communities get together at this time of year and its
always an honour to be invited to events such as the Randwick Park
Community Christmas event, Ms Collins says.
Christmas is a great time for communities to get together and
celebrate the end of the year. The Randwick Park community did just
that with a family-focused Christmas event with local MP Hon Judith

In a few weeks New Zealand will mark the centenary of the
Gallipoi landings with major services across the country, and
around the world.
I have been very fortunate in my time in Parliament to have
visited some very significant places in New Zealands military
history. Each of these trips has been a truly special opportunity
to honour those who have sacrificed themselves for this country.
Judith Collins says.
Our service men and women - both past and present - are people
we can be very proud of. We must continue to
support them unreservedly for their courage and sacrifice.
We are very fortunate to have a proud military history in
Papakura.
I encourage everyone to get involved in the WW100 events
happening around Papakura and the rest of the country.
Lest we forget. We will remember them, Ms Collins says.

Karaka in the Papakura electorate is home to the New Zealand
Bloodstock Centre.
It was wonderful to take a full tour of this facility before the
sale season and then to return and see it full of people and
excitement for auction day, Ms Collins says.
This is just one example of an excellent Papakura business that
is succeeding nationally, growing our local economy and
contributing to the great sense of community we have in the
Papakura electorate, Ms Collins says.
Auckland-based MPs have been keeping up to date with local
service providers, such as Police and District Health Boards,
Papakura MP Judith Collins says.
Its been fantastic to catch up with the Counties Manukau Police
and the Counties Manukau District Health Board. Both are working
very hard for those
in their care and its great to hear about some of the
initiatives theyre putting in place, Ms Collins says.
There is a real sense of determination and passion to make a
difference in our community and Im so grateful for the hard work
our emergency services and health care workers put in.
Its easy to see how this is translating into real results. Total
crime is down nationwide by 18 per cent on June 2011 levels and
Counties Manukau has exceeded four of six health targets.
We are very fortunate to have so many good people working for
our community, Ms Collins says.

Minister dr nick smith visits Papakura electorate
Minister for Building and Housing Dr Nick Smith met with housing
developers in the Papakura electorate to discuss what can be done
to streamline the process for building homes.
Local MP Judith Collins says it was beneficial to bring the
Minister to the electorate to see what improvements could be made
to simplify and
standardise plan-making and reduce compliance costs.
Affordable housing is a major issue in our community. Weve got
six Special Housing Areas (SHAs) in the Papakura electorate but
this was an opportunity for those building affordable homes to
discuss the bottlenecks theyre facing with the Minister, Ms Collins
says.
It was fantastic to host Nick Smith in the Papakura electorate
and introduce him to some of the people who are making these SHAs a
reality.
The visit also included a trip to Pacific Rubber Ltd, New
Zealands only large scale on-site tyre recycler.
As Nick is also the Minister for the
Environment it was great to tour the recycling plant, which
until recently was based in the Papakura electorate, Ms Collins
says.
The plant recycles waste tyres by turning them into rubber
granules which can be used to make a number of things, including
sports turfs.

Auckland-based MPs David Seymour, Simon OConnor, Dr Parmjeet
Parmar, Hon Judith Collins MP, Wellington-based Paul Foster-Bell
and Epsom-based Hon Paul Goldsmith at the Holy Trinity Cathedral
celebrating Commonwealth Day.
The Holy Trinity Cathedral in Parnell invited all New Zealanders
to an annual Commonwealth Day Commemoration Service on the Sunday
before the second Monday of March. This day is marked with a
multi-faith service in Westminster Abbey and with many others
across the Commonwealth. The Queens address is broadcast around the
world too.
Judith Collins, Hon Paul Goldsmith Simon OConnor, Dr Parmjeet
Parmer and Paul Foster-Bell attended to commemorate the day with
its special focus being A Young Commonwealth this year.
The Pipes and Drums of Saint Kentigern College, the Cathedral
Choir and
the Auckland Girls Choir provided a musical setting. The Queens
Speech was read by Mrs Leonie Lawson MNZM and focused on the
importance of the 52 Commonwealth Countries simply talking between
themselves to achieve mutual benefits for their people and the
world.
The head girl and boy of Selwyn College spoke about being part
of the Commonwealth despite having diverse backgrounds.
It is not often that we take time to appreciate our place in the
world and how we got here - this Commonwealth Day Commemoration
Service was an opportunity to do that, Ms Collins says.

Flag survey results:The results of the December 2014 survey on
changing the New Zealands flag are in.
Seventy-four per cent of respondents strongly disagree with
changing the flag; 10.6 per cent disagree, 5.3 per cent agree and
6.6 per cent strongly agree.
Common reasons for keeping the status quo included the cost
involved in the change
and New Zealands military history of fighting under the current
flag.
Reflecting a current identity was the most common reason given
in favour of changing the flag.
Everyone will have the right to have their say about this issue,
Ms Collins says.

Modernising communication to reflect digital world
resource Management Act reformThe need for affordable housing
has been a significant concern for constituents in the Papakura
electorate for some time.
We have a number of Special Housing Areas, but as we wait for
homes in these developments to be built we still lack affordable
housing options.
Reforming the Resource Management Act (RMA) will simplify and
standardise plan-making, while striking a balance between
environmental effects and the impact on housing affordability, jobs
and economic growth and the development of our cities.
The reforms are the most significant in the 25 years since the
laws inception and target ten areas for reform outlined in question
two of the survey above.
Currently the RMA can add between $30,000 and $110,000 in extra
costs to each apartment and $15,000 and $60,000 to each section.
This is driving up the cost of homes and significantly decreasing
the supply of affordable housing.
This is why I believe the RMA reforms are essential, especially
for our community, but I want to know your thoughts as well.
