L’Association des Anciens accueille avec plaisir les 400 et quelques étudiants de la promotion Anna Politkovskaya & Hrant Dink au sein de la grande famille des Anciens du Collège d’Europe. 2008 était l’Année européenne du dialogue interculturel. 54 nationalités différentes se sont côtoyées sur les deux campus, illustrant la richesse des brassages et des échanges. Cette année encore, nous avons eu la grande joie de constater que “l’esprit du Collège” se maintient au-delà du temps et des frontières, que ce soit dans l’enthousiasme des retrouvailles lors du Dîner des Promotions Anniversaires, l’aide aux étudiants par le biais du programme mentoring ou les soirées Networking, la participation élevée aux autres activités ou événements tels que le Prix de l’Ancien, les bars nights et les formations aux concours européens.

The Moot Court team of the College of Europe (Bruges) European law department has won the All-European fi nal of the European Law Moot Court Competition 2007-2008, which took place in Luxembourg on 4 April. The team pleaded before a panel of seven members of the European Court of Justice (including Judges and Advocate Generals) and gave an outstanding performance. Congratulations to Benedetto BRANCOLI BUSDRAGHI, Quiterrie GONDELLON, Clare MORIARTY, Julia WAMBACH and to their coaches Cristina FREITAS DA COSTA and Sébastien THOMAS (see photo on the cover). This is the second year in a row that a team of law students of the College has won this European competition.

Closing ceremonies of the academic year 2007-2008

The closing ceremonies of the academic year 2007-2008 took place on 19 June in Natolin and on 20 June in Bruges. As in the past, prominent alumni of the College were invited as guest speakers to the ceremonies to share with students their refl ections on how their year spent at the College infl uenced and helped shape their professional careers. In the course of the ceremony best students of the year were named.

In Natolin, the Rector and the Vice-Rector welcomed Mr Ardian Hackaj, manager of the Cross Boarder Cooperation Programmes in Albania (EC Delegation) and a former Director of UNMIK in Kosovo. In Bruges, the Rector received H.E. Ambassador Chris Hoornaert, Permanent Representative to the OECD and Ms Samantha Rullan Rosanis, visiting researcher at INSEAD.

The Rector, and in Natolin the Rector and the Vice Rector, congratulated students on their hard work and the number of initiatives undertaken during this academic year. The Rector welcomed them to the family of the alumni of the College and wished them good luck with their professional careers plans. Laureates of the year are named on page 2.

Prof. Dr. Sari Nusseibeh, President of Al Quds University and former negotiator for the Palestinian Authority, delivered the 2008 Piet Akkermans Memorial Lecture on 8 May. In ‘Once Upon a Country: a Palestinian Life’, he wrote his own history as well as provided a political memoir of the Israeli - Palestinian confl ict. Nusseibeh is a proponent of ending subsidies that makes Palestinians rely on help because true reforms must come from within. He also believes that an agreement between the present Israeli and Palestinian leaders could resolve the stalemate if they have the determination to do the right thing, and not the easy thing and look beyond the next elections to the next generation.

Chaire UNESCO sur le Droit à l’éducation

Une chaire UNESCO sur le Droit à l’éducation a été créée au Collège d’Europe (Bruges). Son titulaire est le professeur Jan De Groof, Chargé de mission à l’UNESCO pour le Droit à l’éducation et spécialiste internationalement reconnu de la matière. Depuis plusieurs années, Jan De Groof est professeur visiteur au Collège où, dans le cadre du programme d’études générales, il a organisé des colloques internationaux portant sur le Droit à l’éducation. En sa qualité de Président de l’ « European Association for Education Law and Policy », il organise également chaque année à Bruges la « Piet Akkermans memorial lecture ». Le professeur De Groof est Commissaire du Gouvernement auprès de l’Université d’Anvers.La Chaire UNESCO sur le Droit à l’éducation comprendra, en plus de colloques et de conférences, l’organisation annuelle d’un programme de formation international et comparatif d’une durée de deux semaines portant sur le Droit à l’éducation et les droits dans l’éducation dans le monde, qui devrait attirer une participation internationale.

InBev-Baillet Latour EU-China Chair

In response to the growing academic and public interest in Europe’s relations with the emerging great power China, the InBev-Baillet Latour Fund has granted fi nancial support to the College of Europe to establish a new part-time Chair as of the academic year 2008/09. The “InBev-Baillet Latour EU-China Chair” will be based in the Department of EU International Relations and Diplomacy Studies in Bruges. The Chair holder is expected to teach an optional course on EU-China relations in the framework of this study programme as well as a compact seminar in the European Interdisciplinary Studies programme at the Natolin (Warsaw) campus. Many candidates applied for the position. The candidate chosen by the Academic Council is Professor Jing Men, whose work as the Chair holder will be supported by a half-time research assistant Mr Giuseppe Balducci.As part of the Chair, a full scholarship will permit a Chinese student to pursue postgraduate studies in Bruges or Natolin. In addition, the College will admit a second qualifi ed Chinese student free of charge. The Chair also provides for an award for the best Master’s thesis on EU-China relations to a College student at the end of each academic year.

Conférence franco - allemande

Les 3 et 4 avril s’est tenu à Bruges un séminaire international sur le thème « Le rôle du tandem franco-allemand dans la relance européenne ». Ce séminaire a été organisé par le Collège d’Europe en partenariat avec l’Institut Franco-Allemand de Ludwigsburg (http://www.dfi .de/fr/start.shtml) et avec le soutien fi nancier de l’Organisation Internationale de la Francophonie (http://www.francophonie.org/) ainsi que, entre autres, de Café Babel (http://www.cafebabel.com/fr/) pour la diffusion de l’événement.

Le séminaire, qui réunissait 25 personnalités issues du monde politique, diplomatique et universitaire, comprenait trois événements majeurs : une conférence politique consacrée aux priorités de la future présidence européenne de la France, une table ronde académique sur la direction stratégique de l’Union européenne et une série de groupes de travail thématiques.

Ce séminaire a permis de mieux saisir la portée concrète et les limites de la capacité du tandem franco-allemand à infl uencer les politiques européennes. Du fait de la mutation de l’Union européenne, l’accord préalable entre Paris et Berlin est devenu une condition nécessaire mais non suffi sante : si le tandem franco-allemand conserve toute son importance dans la prise de décisions stratégiques telles que les élargissements ou le fonctionnement des institutions, les développements récents ont montré que de nouvelles coalitions jouent un rôle croissant dans la conduite des politiques sectorielles. Les participants ont cependant rappelé qu’il n’existait pas encore d’alternative crédible à long terme pour la relation franco-allemande, car l’Union se trouve toujours en phase de transition après les derniers élargissements. La France et l’Allemagne ne pourront continuer à exercer un rôle moteur que s’il existe une convergence stratégique sur les fi nalités de la construction européenne.

EU Counter-terrorism Coordinator visits the College

On 27 March, the Natolin (Warsaw) campus welcomed Mr Gilles de Kerchove, EU Counter-terrorism Coordinator, who delivered a speech entitled “Activities of the EU in the area of combating terrorism” to students of the College and members of the Warsaw-based international diplomatic corps. Mr de Kerchove recalled the importance of EU institutions in leveraging and coordinating the practices of Member States, following a legal-based, multilateral and comprehensive approach to the fi ght against terrorism.

In his speech, Mr de Kerchove assessed EU action in the fi eld as being so far moderate. However, he underlined that a closer cooperation among Member States through mutual-recognition had already been fostered, thanks to the introduction of, for example, the European arrest warrant or information sharing. In addition, he emphasised that the extension of the Schengen area also marked a reinforcement of external border controls, which would have an effect on the protection of EU citizens. On the other hand, according to Mr de Kerchove, it has been diffi cult to prevent so-called “home-grown terrorism”, fuelled by a worrisome radicalisation inside the EU territory but also outside, in Iraq notably. He stated that a common response to terrorism was still to be found: the “solidarity clause” in the Lisbon Treaty constituted a major step in this respect. The “solidarity clause”, according to Mr de Kerchove, also offers possibilities for more coordinated and integrated policies in the fi eld of civil protection or foreign affairs.

Mr de Kerchove concluded by saying that counter-terrorism implied that both a right balance between security and privacy as well as a better cooperation with fi nancial actors had to be found and that there was no better way for the EU to promote its values than by sticking to them.

The College of Europe is very pleased to host the Kunstclub Groeninge permanent exhibition. The Kunstclub Groeninge, a group of investors in modern art, has, since September 2007, entered into an agreement with the College of Europe in order to expose their artwork and painting collection in the spacious corridors of the Hendrik Brugmans building of the new Verversdijk campus extention in Bruges.

The ‘Kunstclub Groeninge’ has already invested in over 50 art pieces. The main ones, which are exposed, are painted by Mr Daniel Buren, Mr Jacub Julian Ziolkowski, Mr Michel Majerus, Mr Olaf Holzopfel, Mr Giuseppe Gabellone, Mrs Marijke van Warmerdam, Mrs Victoria Morton and many others.

How to translate a burden into a competitive edge? European Commissioner in charge of Multilingualism addresses the College students at the Natolin campus

On 6 March, the Vice-Rector welcomed Mr Leonard Orban, Commissioner for Multilingualism, at the Natolin (Warsaw) campus during the study visit of the students of the EU International Relations and Diplomacy Studies programme. Commissioner Orban stressed that the College’s students were a fi tting audience for his speech entitled “Multilingualism – Essential for the Unity in Diversity of the EU”, as they represented “a vivid proof of how multilingualism can build bridges between people from different countries and different cultures”.

Outside the College, however, European everyday reality is rather bleak. As the Commissioner pointed out, only 2% of EU citizens live and work outside their country of origin, an astonishing 44% are monolingual, while only a mere 28% meet the Commission’s goal of being able to communicate properly in two languages as well as in their mother tongue. Faced with these serious challenges, the Commissioner displayed unyielding determination that multilingualism constituted “an essential feature we must hold on to at all costs”, and in his view, parity between Europe’s languages remained “an absolute”. And this is so for good reasons: not only is the improvement of language skills an indispensable cornerstone of an intercultural society but also it is to be seen as providing the EU with a “competitive edge” in business. In a simple analogy, he stressed that whereas English might be suffi cient for someone who knew what s/he wanted to buy, a smart seller (or exporter for that matter) would need to speak the language of his clients.

In the discussion session, Mr Orban decidedly rejected the frequent criticism of allegedly bloated translation machinery in Brussels: by bolstering democracy, transparency and legitimacy of the EU, multilingualism helps to keep “the door open between the EU institutions and citizens.”

A successful bid for the European Parliament’s future Visitors Centre

The Development Offi ce of the College of Europe is writing the script for a role play game for young visitors of the future European Parliament’s Visitors Centre. In cooperation with Media Farm, a Norwegian fi rm, the College of Europe presented a successful bid to run an interactive multimedia game in the future visitors centre at the European Parliament premises in Brussels, which is scheduled to open its doors in autumn 2009.

Visitors playing the game will take up the role of Members of the European Parliament. They will have to decide on fi ctitious proposals for European legislation in important policy areas where the European Parliament has a decisive say. Like in real life, time pressure, various requests from citizens, interest groups and lobbyists, as well as the media, are brought into the game. Arguments have to be won and compromises have to be made. The European Commission and the Council of the EU also play virtual roles in a game that has the ambition to make the basic principle of co-decision in the Union understandable to citizens aged 14 to 84.

All of this will happen in a specially designed interactive environment using multimedia designed by Media Farm. The Stavanger-based company designed and runs the visitors centre at the Norwegian Parliament in Oslo. Based on the same technology and game principles, the European game will be more complex. It will allow players to understand what is at stake in European politics and how important it is to look beyond language barriers and both cultural and political sensitivities.

Promouvoir le capital social en vue d’une société d’inclusion: conférence européenne sur l’inclusion sociale

La conférence européenne “Promouvoir le capital social en vue d’une société d’inclusion” organisée par le Collège d’Europe et Cera s’est tenue à Bruges le 14 mars 2008 et a réuni plusieurs institutions européennes et centres académiques pour discuter des partenariats nécessaires entre pouvoirs publics, secteur privé et société civile afi n d’atteindre les objectifs de la stratégie de Lisbonne dans le domaine de l’inclusion sociale.

Un premier volet de la conférence a porté sur l’analyse de la stratégie de l’inclusion sociale de l’UE et comment les Etats, d’un côté, et la société civile et les entreprises, de l’autre, peuvent y contribuer. Une deuxième session, à l’aide de différents critères, a porté sur l’analyse de l’effi cacité et les résultats transposables d’expériences innovantes, telles que celles présentées par la Commission Européenne, la Fondation Européenne pour l’amélioration des conditions de vie et de travail (EUROFOUND) ou le Conseil de l’Europe, parmi d’autres. La conférence s’est conclue par une discussion avec des partenaires sociaux et civils comme la Plateforme européenne contre la pauvreté, la Confédération Européenne des Syndicats ou CSR Europe et des académiques sur des visions de sociétés plus inclusives.

Les débats ont montré la nécessité d’une réelle mobilisation de l’Europe pour promouvoir l’inclusion sociale puisque, ces dernières années, le nombre de personnes pauvres en Europe n’a pas diminué. Le point fort de la conférence était d’encourager des initiatives créant du capital social qui, sous certaines conditions, tout comme les valeurs de cohésion sociale et démocratique, favorisent la participation et l’insertion politique, économique et sociale. Les actes de cette conférence seront publiés dans “Collegium” au mois d’octobre.

The EU Executive Seminar on “EU-Russia Relations: Business Perspective” was held on 17 and 18 April in Brussels. Ambassador Vladimir Chizhov, Permanent Representative of Russia to the EU, and Sir Andrew Wood, former British Ambassador to Russia, opened the seminar. The high-level speakers and well-informed participants together created a stimulating environment for a lively discussion and encouraged a frank exchange of views. There were also rich and diverse discussions with various speakers during different sessions about how to defi ne a real strategic dialogue. It was recognised that there were uncertainties on both the EU and Russian side. The participants also recognised the need for a predictable regulatory environment and the creation of a broader partnership based on mutual respect and convergence of common values. The seminar exceeded the expectations of the participants and led many speakers to remain at the seminar and join the continuing discussions.

During the organisation of the traditional College of Europe National Days, National Committees, composed of students, invited a large number of very interesting and important guests during the academic year 2007-2008.

The German-Polish Committee invited Mrs Danuta Hübner, Commissioner for Regional Policy. The French-British Committee had the pleasure to welcome Vice-President of the European Commission and Transport Commissioner Mr Jacques Barrot as well as Mr Graham Watson, MEP and head of the ALDE Group at the European Parliament. The Balkan Committee welcomed Mrs Marina Kuneva, Commissioner in charge of Consumer Protection; while the Greek-Turkish Committee welcomed H.E. Ambassador Volkan Bozkir, Permanent Representative of Turkey to the EU. The Latin-American-Iberic Committee hosted Mr Joaquin Almunia, Commissioner for Economic and Monetary Affairs; and last but not least the Austrian-Swiss-Hungarian Committee invited Mrs Benita Ferrero-Waldner, Commissioner for External Relations.

Regulatory Impact Analysis: 6-10 October 2008 in BrugesFollowing the success of the fi ve previous editions, the College of Europe’s Development Offi ce, in cooperation with Jacobs and Associates Europe will organise its sixth RIA training course in October 2008. This is a practice-oriented course, tailored for policy offi cials coming from all over the world who use RIA in their daily work, as well as executives wanting to get an insight into the RIA process to better infl uence policy decisions.

Voyage d’études IRD à Natolin

Pour la deuxième fois, les étudiants du programme d’études en relations internationales et diplomatiques de l’Union européenne ont passé deux semaines au campus de Natolin. La réussite de ces deux semaines témoigne de la pertinence de ce nouveau programme et des liens qui unissent nos deux campus.

Dans le cadre de ce séjour, les étudiants ont suivi un cours sur la Politique européenne de voisinage (PEV). Le cadre se prêtait bien à cet enseignement : quel meilleur endroit, à moins de 300 km de la frontière ukrainienne, pour appréhender cette nouvelle approche de l’UE ? D’autre part, la présence d’étudiants boursiers des pays de la PEV a enrichi les nombreux débats.

Dans un second temps, les étudiants ont participé à une simulation de gestion de crise internationale. L’intensité du travail (une semaine sans relâche et peu de sommeil pour nos négociateurs) a permis aux étudiants de comprendre, presque de l’intérieur, les mécanismes de prise de décision dans ces champs d’intervention nouveaux de l’Union que sont la PESC et la PESD.

Ces deux semaines furent ponctuées de nombreuses conférences avec des invités de prestige, d’activités festives co-organisées par les étudiants des deux campus, et de la visite de Cracovie et des camps d’extermination d’Auschwitz-Birkenau - un élément ressenti comme essentiel par les étudiants, comme symbole terrible de la nécessité du projet européen.

Ce voyage permit de réaliser pleinement l’idée « d’un Collège, deux campus », et de mieux cerner les réalités de cette Europe enfi n unifi ée.

Voyage d’études en Ukraine

En mars 2008, les 29 étudiants de la Promotion Politkovskaya/Dink du campus de Natolin ayant opté pour la spécialisation « L’UE comme acteur régional » ont effectué un voyage d’études en Ukraine, à Kiev ainsi qu’à Lviv.

Outre un panel d’intervenants de marque, dont l’ancien Ministre des Affaires étrangères Borys Tarasyuk, les étudiants ont pu rencontrer un certain nombre de jeunes professionnels ukrainiens actifs au niveau européen.

Ces rencontres ont permis de mettre en lumière les évolutions considérables à l’œuvre au sein de la société ukrainienne, mais aussi les infl uences diverses, et parfois contradictoires, qui la traversent encore aujourd’hui.

Ce voyage a, en outre, contribué à promouvoir le Collège d’Europe et à inscrire encore davantage son campus de Natolin au centre des relations croissantes entre l’Union et son proche voisinage.

ENP Challenges Workshop

The “ENP Challenges Workshop” was held on 15-16 December 2007 at the Natolin (Warsaw) campus. The workshop was coordinated by Prof. Erwan Lannon. Experts and practitioners from the EU and neighbouring countries, as well as civil servants from the European Commission and the Council of Ministers, discussed selected aspects of the European Neighbourhood Policy and other EU proximity strategies.

The European Neighbourhood Policy has become of top priority on the EU agenda. The College of Europe is therefore aware of the importance of these issues and the need to analyse them both at educational and research level. The objective to avoid the emergence of new dividing lines between the enlarged EU and its neighbours and of strengthening the prosperity, stability and security of all concerned are indeed key challenges for the future of Europe, including Southern Caucasus and the Mediterranean region.

A number of students of the Natolin campus, preparing their Master Thesis on a topic related to the ENP, were also invited to participate in the discussions. The contributions will be published in 2008 by Peter Lang Publishers.

Communicating in Europe - Communicating Europe - European Journalism Today

The Natolin students inspired by the name of their promotion ‘Anna Politkovskaya and Hrant Dink’ organised a conference entitled “Communicating in Europe, communicating Europe - European Journalism Today”, which took place on the Natolin (Warsaw) campus on 30 January.

Three international correspondents, namely Jean Quatremer (France) from Libération, Federico Fubini (Italy) from Corriere della Sera, and Krzysztof Bobinski (Poland) from Unia&Polska, depicted the European Union as a topic which is still diffi cult to cover for a number of reasons, among which the technicality of certain issues and the national fragmentation of the press. Nevertheless Elsa Vidal, in charge of the European desk at NGO Reporters sans frontières, showed that some countries of the EU still did not exactly rank highly in what was called “press freedom”.

The conference was warmly welcomed by students, who actively participated. They did not hesitate to take the fl oor and ask thoughtful and often challenging questions.

Les activités du Service Carrière

Quelques chiffres: Préoccupation importante des étudiants, la recherche d’un emploi fait l’objet d’un programme particulier au Collège: des séminaires répartis tout au long de l’année leur permettent de se familiariser avec l’ensemble du processus de recrutement allant, de la rédaction du cv et des lettres de motivation aux entretiens d’embauche. Plus de 20 ateliers ont été organisés, qui mettent l’accent sur la pratique.L’intérêt de la part des recruteurs potentiels pour les activités du Service Carrière continue de croître. Cette année 36 recruteurs s’étaient déplacés, dont plusieurs de l’étranger, pour rencontrer les étudiants dans le cadre des journées Carrières. Les « Networking evenings » donnent à l’ensemble des étudiants des deux campus l’occasion de rencontrer des professionnels de tous les secteurs d’activité pour des échanges informels. Elles ont à nouveau remporté un franc succès. Près de 60 Anciens y ont pris part. En outre, partant de la défi nition des objectifs professionnels des étudiants du département IRD, près de 70 « parrains et marraines » leur ont été trouvés

parmi les professionnels des relations extérieures, pour les encadrer dans leurs futurs choix de carrière. Enfi n, les offres d’emploi présentes sur le site web des Anciens ont également été mises à la disposition des étudiants à partir du mois de mai, ce qui améliore l’accès des étudiants au marché du travail au terme de leur année académique.

L’Europe vous est contée

M. Etienne Davignon, ancien commissaire européen, auteur du fameux “rapport Davignon” et homme d’affaires belge, était invité sur le campus de Natolin le 23 avril 2008 pour la conférence “L’Europe vous est contée”. Cette conférence est née d’une initiative des étudiants de Natolin. Après un déjeuner avec le Recteur, la Vice-Rectrice, l’Ambassadeur de Belgique Jan Luykx, ainsi que des étudiants et professeurs de Natolin, deux étudiants lui ont posé des questions sur les 3 étapes importantes de sa vie professionnelle: au Ministère des Affaires étrangères, à la Commission européenne et sur sa vie d’industriel et lobbyiste. En réponse, l’orateur a indiqué les personnalités et les expériences qui l’avaient plus particulièrement marqué. Il a insisté sur le rôle joué par la qualité des rapports humains et a émaillé ses propos d’anecdotes témoignant des grands et petits côtés de la vie européenne et internationale. Ensuite dans une seconde partie de sa conférence, ouverte à un nombre restreint d’étudiants, M. Davignon a livré ses opinions sur les développements actuels de l’intégration européenne ainsi que sur son avenir, en traçant des parallèles avec son expérience passée. Cette journée a permis de prendre de la hauteur et du recul vis-à-vis des enseignements traditionnels en portant un regard différent sur l’intégration européenne et sa dynamique.

A lecture on Operational Work of Frontex

On 3 March, Mr Ilkka Laitinen, Frontex Executive Director, visited the College of Europe, Natolin (Warsaw) campus and delivered a lecture on ‘Operational Work of Frontex’. In his speech Mr Laitinen gave an overview of the structure of Frontex, its tasks and objectives, recent activities and perspectives of the agency’s development. He stressed that Frontex promoted the European model of Integrated Border Management, which not only comprised border control as such, but also a range of activities starting far from the borders such as, for example, interagency cooperation, risk analysis, information exchange measures in third countries and cooperation with the neighbouring countries. Mr Laitinen also underlined that one of the Frontex’s major objective was to bring into line the operational cooperation between Member States in the fi eld of management of external borders.

During the meeting great attention was paid to recent trends in the sphere of illegal migration, the old illegal migration routes and how the recent EU enlargement had changed the pattern and led to the creation of new channels of illegal migration. During the reception which followed, students had the opportunity to talk to Mr Ilkka Laitinen in a more informal manner.

On Europe Day, Friday 9 May, the Local Committee for the College of Europe organised its 14th European Concert at the St. Walburgha’s Church of Bruges. Camerata Encabara, under the direction of Henry Raudales, featured different musical masterpieces. Katarina Bassez (violin) was invited to perform as a soloist. The profi ts from ticket sales and sponsorship are donated to the Students’ Fund of the College of Europe which is used to provide a scholarship for a Belgian student to study at the College. Guests had a chance to visit the Vijversdijk buildings, a newly opened extension of the campus.

On 19 April the Belarus Working Group of the Natolin (Warsaw) campus held a conference entitled “Belarus: reality and perspectives”. The following topics were addressed: the EU-Belarusian relationship (Dzianis Meliantsou, lecturer at the European Humanities University), the internal political situation in Belarus (Pavel Usov, Academic and Political Analyst), the press situation in Belarus (Andrej Dynko, editor-in-chief of the Belarusian weekly “Nasha Niva”) and a presentation of the activities of “Belsat TV”, the Belarusian television station in Warsaw, (Aliaksej Dzikavitski, Responsible for the information department of Belsat). This conference was part of the visit and training session of fourteen Belarusian students on the Natolin campus (18 - 20 April). The aim of this visit was to promote awareness of the EU in Belarus and of Belarus in the EU and among College students. The Belarusian students also participated in political workshops and a simulation game “Belarus in the EU foreign policy”.

RunforChange, a sports day with a cause: Empowering women, Ensuring stability, took place on 18 May in Bruges. This was a fi rst-time event organised by College of Europe students and the European Youth for Development. RunforChange offered an opportunity for students to show support for an organisation, which works for women around the world, to facilitate their possibilities of education and of getting a job. The participation fee of €10 was donated in full to the partner charity Women for Women International’s fi eld operations in Kosovo to support the women survivors of the war.

Promotions anniversaries 2008 The Alumni from the promotions Henri Le Navigateur (1957-58), Comenius (1967-68), Karl Renner (1977-78), Altiero Spinelli (1987-88) and Hendrik Brugmanns (1997-98) met in a happy and emotional atmosphere on Saturday, 21 June to celebrate their 50th, 40th, 30th, 20th and 10th promotion anniversary respectively.

After the Alumni Association’s annual General Assembly, around 250 former students from the College gathered in Concertgebouw in Bruges. They were welcomed by the Rector of the College of Europe and the President of the Alumni Association. The dinner was followed by an unforgettable dance party. Some came from as far as Mexico or the USA to see their friends again, among them, eight celebrated their 50th promotion anniversary. The youngest re-established a music band from 10 years ago, whose leader has become a professional actress and singer.

The Alumni who will, in 2009, celebrate the 10th, 20th, 30th, 40th and 50th anniversary of their leaving from the College (promotions: Leonardo da Vinci, Christopher Dawson, Paul-Henri Spaak, Konrad Adenauer and Fridtjof Nansen) are invited to update their personal data on the website and show if they are interested in taking the role of a promotion anniversary co-ordinator.

Le Conseil remercie chaleureusement Irène Janssen (Montesquieu), Aude Rousselot (John Locke) et Katrien Uyttersprot (Copernic) pour le soutien qu’elles ont apporté à l’Association des Anciens pendant leur mandat.Le nouveau Site Internet a permis d’augmenter considérablement le nombre de coordonnées tenues à jour, d’automatiser les procédures d’inscription aux différents événements et d’envoyer deux fois par mois une Newsletter électronique présentant les événements à venir, des nouvelles des Anciens et une rubrique réservée au Collège, que les Anciens apprécient également. L’emploi reste le grand pôle d’attraction des Anciens vers l’Association, avec la diffusion d’offres d’emploi et l’organisation de formations ciblées en fonction des concours européens.

En plus des traditionnelles Networking Evenings, du programme mentoring pour le département IRD, du Prix de l’Ancien et du Dîner des promotions Anniversaires, l’Association a organisé au cours de cette année académique deux Bar Nights, un Career Lunch et une rencontre-débat avec l’Ambassadeur Monsieur Pierre Sellal à la Représentation Permanente française.

L’Association des Anciens participe aux réunions du Conseil d’Administration, du Comité Exécutif et du Conseil Académique du Collège ainsi qu’au Conseil d’Administration de la fondation de Madariaga, dont elle est membre du comité exécutif. Ces représentations assurent une liaison permanente entre l’Association et le Collège et permettent à l’Association de participer réellement et activement à la vie du Collège et de la Fondation.

Le bilan fi nancier présente cette année un solde négatif dont il importera de tenir compte au cours des mois à venir.

L’Association ne peut continuer à développer des projets, à fournir des services et à animer le réseau des Anciens que grâce à vos cotisations. Pensez-y!

Le Prix de l’Ancien 2008

L’Association des Anciens organise cette année, toujours grâce au soutien de Norsk Hydro ASA, la sixième édition du Prix de l’Ancien du Collège d’Europe.

La procédure de sélection des trois fi nalistes se terminera au mois de septembre.

Les prestigieux membres du jury apprécient beaucoup l’expérience et restent fi dèle au Prix de l’Ancien malgré leur agenda chargé. Il s’agit de: M. Pat Cox, Ancien Président du Parlement européen ; M. Vaclav Havel, Ancien Président de la République Tchèque, M. John Hume, MEP et Lauréat du Prix Nobel de la Paix 1998, M. Lionel Jospin, Ancien Premier Ministre de la France; M. Javier Solana, Haut représentant de la Politique Extérieure et de Sécurité Commune (PESC) et Secrétaire Général du Conseil de l’Union européenne; M. Le lauréat se verra personnellement invité à assister à la cérémonie de remise du Prix Nobel de la Paix à Oslo le 10 décembre ainsi qu’au prestigieux concert du lendemain. Il recevra également une statuette de l’artiste norvégien Nico Widerberg.

Pour permettre au plus grand nombre personnalités et d’Anciens d’y participer, la cérémonie de remise de Prix se déroulera à nouveau au Parlement européen à Bruxelles le jeudi 27 novembre.

Dynamisme et diversité : les Groupes Régionaux

Les Groupes Régionaux se multiplient et intensifi ent leur rôle de relais de l’esprit du Collège d’Europe.

Un nouvel outil mis à leur disposition par l’Association des Anciens à Bruxelles leur permet désormais de diffuser leurs annonces, leurs invitations ou leurs idées grâce à un portail commun.

En effet, chaque groupe dispose dorénavant de sa propre page sur www.coleurope-alumni.eu, ce qui crée une réelle dynamique : en quelques clics, les Anciens peuvent s’informer de ce qui se passe près de chez eux.


Alumni Association

Les Groupes Régionaux représentent les intérêts de l’Association des Anciens à l’étranger et s’emploient, au travers de diverses activités, à promouvoir et à développer les valeurs chères à l’Association et au Collège d’Europe, notamment la solidarité, la tolérance, la générosité et la paix entre les peuples.

Pour les Anciens, dont 80% habitent hors de Belgique et de Pologne, les Groupes Régionaux constituent de véritables relais de l’esprit du Collège.

Les activités varient suivant le groupe et les membres qui le constituent :

A l’occasion de la fi n du mandat de la présidence française de l’Union européenne, le Groupe Régional de Paris organisera un ‘Bal de clôture’ en décembre 2008. Les détails de l’événement seront disponibles ultérieurement sur la page parisienne du site web de l’Association et seront envoyés par le biais de sa newsletter bimensuelle.

Nous tenons tout particulièrement à remercier Morgane Lesage qui a assuré la représentation parisienne du Groupe Régional durant ces dernières années et pour l’énergie qu’elle a déployée à le dynamiser

HongrieResponsable: Balint Bassola

Dans le cadre de la coopération entre deux réseaux d’Anciens, le Groupe Régional hongrois et l’association hongroise des Britanniques, une conférence/débat conjointe a été organisée le 19 mars 2008. L’orateur était M. Szilveszter E. Vizi, président de l’Académie des Sciences de Hongrie.

Lors de son discours, M. Vizi a insisté sur l’importance de la coopération scientifi que internationale et sur le bénéfi ce que cette collaboration représente pour l’ensemble de la société. Il a également précisé que, selon lui, les gouvernements devraient octroyer des ressources plus considérables dans les domaines des sciences appliquées et des sciences fondamentales. Le débat s’est clôturé par une réception dans la célèbre salle Bolyai de l’Académie des Sciences de Hongrie.

Le 9 avril 2008, le Groupe Régional hongrois invitait les Anciens à le rejoindre pour une conférence au sein de l’Ambassade d’Irlande en Hongrie : “La transformation de l’économie irlandaise dans la seconde moitié du 20ème siècle : un modèle pour la Hongrie ?”

Chaque événement a attiré un grand nombre d’Anciens installés en Hongrie.

Le Groupe Régional italien organisait à Rome son ‘Una serra all’Osteria’ le 13 mars. Tout comme les organisateurs s’y attendaient, les retrouvailles entre Anciens à Rome connurent un aussi grand succès que leur ‘Xmas cocktail’.

La Délégation de la Commission européenne en poste au Canada a invité les Anciens du Collège d’Europe à sa ‘Journée de l’Europe’ à Ottawa, le 13 mai.

The new agenda for the Madariaga - College of Europe Foundation

Besides its well-established focus on confl ict prevention, the Foundation will be exploring two new avenues in updating its working programme: stirring up the European citizen’s interest for EU-wide issues in the run-up to the 2009 election and reconciling

EU’s international economic policy with its foreign policy. The rationale behind the Foundation’s two new threads is addressed hereunder.

EU democracy through engaged European citizens

Whether democracy is receding in Europe is not a question to be taken lightly. The gap between EU policies and the citizen is certainly on the increase as evidenced by two indisputable clues which establish the depth of the trust crisis: the Irish No vote to the Reform Treaty, following French and Dutch rejection of its predecessor, and the continuous declining rate of participation in the European election since 1979 from 63% to 47.5% in 2004. But the democratic defi cit stems less from institutional shortcomings than from a worrying citizenship defi cit.

A disquieting paradox stands here: designed and built for broadening the capacity of infl uence of the European citizens in a globalizing world, the EU institutions fail miserably in mobilising their interest and participation. Yet the majority of European citizens actually support further integration, including on sensitive and emblematic issues, such as defence, vindicating EU efforts, under Javier Solana’s stewardship, to move towards a common foreign policy. But vague common aspirations do not suffi ce to construct a European demos: 80-odd national parties still form the underlying power structure of the political groups within the European Parliament as pan-European parties are still in a state of limbo. Thus the question must be asked: why is it so diffi cult to make a European citizenship emerge? There are at least three reasons that one can offer.

The fi rst reason is perhaps the disenchantment with politics born of the tragic failure of the 20th Century’s totalitarian utopias. Two decades of neoliberal exaltation of the market and discrediting of collective action are also leaving their mark on the estrangement of the layman from politics. Most people tend

nowadays to behave more as political consumers, as users or as victims than as committed citizens. They miss the formidable opportunity offered by Europe to make policy more relevant.

The second reason is the growing suspicion among the public that the elites running Europe are using globalization as a way to strike a wedge between profi ts and wages as well as to undermine the welfare state at a time of unemployment and of rapid change without providing a credible alternative. That is the way the ordinary citizen understands competitiveness, the key message of the ailing Lisbon Strategy.

The third reason is the de-politization of issues as they are transferred to the EU level: a political debate stops at the gates of Europe. For their part, national governments tend to present the EU as a schoolmaster, a judge, or a controller of national policies, but never as a new policy space where citizens accede to a higher level of empowerment. But moreover, the propensity of the EU Executive branch to behave and speak as an agency does not help. Because of its institutional obligations and its need for consensus among Member States as well as between the largest political groups within the European Parliament, the Commission uses a language that blurs the substance of issues and does not stir up controversy, which is a key tool for raising citizen awareness. And lastly, the substantive political matters, i.e. changes of leadership and policy, are not even at stake in European elections. Consequently the election for the European Parliament remains a national polling day devoid of EU-wide momentum. The best way to mobilize public opinion would be to focus the political debate at the EU level on trans-border issues so as to generate the perception of a European common good which is far more than the sum of national interests.

The Madariaga - College of Europe Foundation will take on this task: striving, through research and action, to secure fair and contrasting views on key EU issues so as to make the pan-European political debate more substantive and proactive. By pointing out options and trade-offs on key topics, it will highlight the political stakes present in each necessary compromise between, for example: competitiveness and solidarity; harmonization and social or tax competition; rivalries among Member States and common or cooperative policies; industrial interests and environment; a vision of the world stressing security and power politics or one emphasizing sustainable and fair development; a technology-led or an ethics-based society; a market-driven uniformity or cultural diversity; a fl at materialism or spiritual progress.

Bridging the EU’s role in global economic governance and its strategic agenda

The world is presently facing up to an unprecedented mix of six uprising crises: fi nancial, monetary, economic, energetic, food, environmental, all closely interconnected and therefore confronting the global economy with its fi rst systemic shock.

The time of market auto-regulation has gone and politics will have to step in and take over one way or another. This is also the time for Europe: its sheer economic weight makes it still a potential major player before Asia’s rise dwarfs it over the coming decades. Moreover its stakes are high: the unity of the Single Market and of the eurozone might be at risk while the European social model might undergo collateral damage from the looming crisis. Projecting its economic power raises three challenges for Europe. Firstly, can the 27 Member States share the same vision of society and of the world so as to gather their considerable forces and speak with one single EU voice not only within the WTO, but in all instances of global economic governance, ranging from Bretton-Woods institutions to the upcoming successor to the G7? The synergy between EU international economic and common foreign policies will be a key dimension of the upcoming new European Security Strategy while their coordination will be a central task for the new EU ‘double hat’ High Representative.

Secondly, can Europe move beyond tackling the insecurity syndrome through US-led power politics at the risk of sucking Europe into a confrontational stance with other cultures or other blocks? Can it do better in addressing the root-causes of violence and confl ict which fi rst and foremost lay in harsh and unfair social and environmental conditions?

Success in managing world economic affairs would indeed release the pressure on the security front for which the EU has also to strengthen its preparedness and enhance its active role: for there is no way for Europe to escape from a Hobbesian world by taking shelter in a Kantian one. Confl ict prevention is more effective when backed up by military might.

The third challenge raised here, is whether Europe can confront a world in crisis without putting its own identity at risk? Can it successfully fi ght critical challenges, such as terrorism, criminal traffi cking, clandestine immigration, climate change, or oil and food shortages, by relying on the weapon of participatory democracy and in full consistency with its own fundamental values, such as human dignity, freedom and justice. In an increasingly open and multicultural Europe, these values deeply rooted in European history and civilization provide the matrix for the EU’s unity and cohesion.

The Madariaga - College of Europe Foundation will contribute through research and debate to make the consistency between the role of the EU in the global economic governance and the CFSP an effective dimension of its external action.

The common thread

The assertion of European values provides the common thread which links together the three chapters of the Foundation’s programme: confl ict prevention, engaging the European citizen, and putting the EU at the heart of global economic governance. This embodies the inspiration our new work programme draws from the spirit of humanism which led Madariaga and his fellow founders to set up the College of Europe yesterday in Bruges, and more recently their successors, Chairman Jean-Luc Dehaene and Rector Demaret, in Natolin.

In carrying out our strategy we will bet on close cooperation with the College and with its unique network of Alumni. From now on we are grateful for your comments and suggestions.

Workshop on Confl ict Prevention and Climate Change

On 24 and 25 April 2008, a two-day event was organised by the Madariaga - College of Europe Foundation and the Folke Bernadotte Academy to analyse the security implications of climate change.

The workshop addressed the threat multiplier dimension of climate change and the fundamental role of good governance in handling the challenge of adaptation and mitigation. On 25 April, a restricted Dialogue Forum focused on the rebounds of the problem in Africa. This timely workshop launched a new phase of events that the Madariaga - College of Europe Foundation will organise with its long-term partner the Folke Bernadotte Academy, in cooperation with the EU Presidencies, the General Secretariat of the Council of the EU, the European Commission and the European Peacebuilding Liaison Offi ce (EPLO).

Fidèle à ses engagements jusqu’au bout, ce n’est qu’après avoir assuré à la Fondation un avenir solide, en la remettant aux mains expérimentées de son successeur Pierre Defraigne, que Raymond Georis a décidé de mettre un terme à sa carrière à près de 78 ans.

Au terme de son odyssée professionnelle, le jeune retraité a souhaité partir quelques jours sur les traces du roi d’Ithaque, à la découverte d’une Europe méditerranéenne chère à son cœur. Après ce beau voyage, il s’en est maintenant retourné dans son petit village vivre entre ses petits-enfants le reste de son âge.

Toute l’équipe de la Fondation lui souhaite une très heureuse retraite.

Dernier clin d’œil aux incrédules: cette décision a pris effet un 1er avril.

Preventing Genocide and Mass Atrocities: our Responsibility to Prevent

On 13 March 2008, the Madariaga - College of Europe Foundation and the Folke Bernadotte Academy convened a distinguished panel of speakers to highlight current efforts and challenges in building an effective global architecture for the prevention of genocide and mass atrocities. Gathering over 70 participants, this was the fi rst public event to take place in the framework of the Programme for the Prevention of Genocide and Mass Atrocities, which seeks to engage EU Member States and Institutions in a common effort to address this major challenge of our time.

Sitting on the panel were Francis Deng, UN Special Adviser on the Prevention of Genocide and Mass Atrocities, Riina Kionka, Javier Solana’s Personal Representative on Human Rights, and Andrea Bartoli, of George Mason University’s Institute of Confl ict Analysis and Resolution. James Smith, CEO of the Aegis Trust, acted as moderator to the debate. The event was supported by the Evens Foundation and Columbia’s University Center for International Confl ict Resolution.

Raymond Georis a pris sa retraite!

Cette improbable nouvelle en fera sans doute sourire plus d’un, tant cet éternel préretraité, sur lequel le temps ne semble pas avoir de prise, avait l’art d’accepter responsabilités et autres missions, l’éloignant toujours plus de son jardin, passion bien connue de ses collaborateurs.

« Ancien » par excellence, Raymond, par son action, apportait un contenu au mystérieux concept d’ «Esprit de Bruges ». Digne héritier du Recteur Brugmans, il a ainsi dédié une grande partie de sa vie active au Collège et à ses anciens. Nombre d’entre eux ne lui doivent-ils pas un coup de pouce dans leur carrière, le fi nancement d’un projet ou tout simplement une oreille bienveillante ou quelques conseils pour rédiger un mémoire?

Raymond s’est retrouvé dans toutes les instances du Collège, avec toujours en fi ligrane la notion de service. Du Conseil d’Administration en passant par la Présidence de l’Association des Anciens, qu’il assura pendant près de deux ans, il occupera pendant plusieurs années le poste de Président du comité exécutif du Collège, qu’il aidera à franchir un moment diffi cile, avant d’apporter son expérience à la fondation Madariaga, étant successivement Membre fondateur, Trésorier et Secrétaire général depuis 2004.

Pour l’équipe de la Fondation, le passage de Raymond a surtout marqué un ancrage croissant au sein du monde des fondations, le renforcement des liens avec le Collège ainsi qu’une vision politique orientant nos activités autour de la prévention des confl its, sujet moteur pour une Europe en panne de visibilité. Dans un contexte diffi cile, Raymond a également su maintenir à la Fondation un équilibre fi nancier essentiel au développement futur de ses activités.

Maniant avec aisance belgitude breughélienne et érudition européenne, cet ancien Secrétaire général de la Fondation européenne de la Culture a toujours défendu avec Léo Moulin la place importante de la gastronomie comme ciment de l’identité européenne, un rôle qu’il continuera certainement à explorer dans les prochains mois …

Elevé par ses pairs au rang de « Père de la Philanthropie européenne », l’homme de vision et d’intuition défendra avant l’heure la valeur de la coopération dans la construction de l’Europe. Jouant les alchimistes, ce roi du partenariat créait ainsi avec un égal bonheur les alliances les plus improbables. L’Europe doit d’abord être une réalité à notre niveau si on veut la construire en grand. C’est fort de cette conviction qu’il deviendra fondateur du Centre européen des Fondations et du Network of European Foundations.

La coopération entre le Collège d’Europe et le Comité international de la Croix Rouge (CICR) se poursuit et s’amplifi e. Depuis 2001, le CICR et le Collège, grâce au concours du service Développement, organisent au début de chaque année académique un Colloque international portant sur un sujet d’actualité dans le domaine du Droit international humanitaire. En outre, depuis 2004, à l’initiative du recteur, un séminaire d’introduction au droit international humanitaire d’une durée de trois jours a lieu chaque année à Bruges durant le second semestre. Ce séminaire est ouvert aux étudiants du Collège ainsi qu’aux étudiants d’universités belges et des pays voisins. Depuis 2007, le CICR a accepté la proposition de soutenir l’organisation d’un séminaire semblable à Natolin, ouvert aux étudiants du Collège et des universités polonaises voisines ainsi qu’à de jeunes chercheurs en droit international public.Ci-après, un écho particulier est donné au second séminaire d’introduction au droit international humanitaire qui s’est déroulé à Natolin du 9 au 11 avril 2008. Les interventions présentées par le Professeur Elzbieta Mikos-Skuza (Université de Varsovie) et par le Professeur Yves Sandoz (Université de Genève) étaient consacrées à la question de la protection des personnes dans les confl its armés, anciens et actuels. Au cours du colloque, les participants ont eu l’occasion de se familiariser avec les activités les plus importantes du CICR et d’apprendre les plus récents développements de la PESC ainsi que les règles et les méthodes de mise en œuvre des dispositions du droit international humanitaire.

New working papersThe Department of EU International Relations and Diplomacy Studies publishes the EU Diplomacy Papers dedicated to the interdisciplinary study of the EU’s external relations. Recently, Davide Bonvicini edited the fi rst issue involving current students. “Playing Three-Level Games in the Global Economy” features eight case studies from the EU’s foreign economic relations. In addition, the Department is launching the Bruges Regional Integration & Global Governance Papers together with UNU-CRIS, which address regionalism from a comparative perspective and the role of regional organisations in global governance. For both series a call for papers is available on the Department’s website www.coleurope.eu/ird (Research).
