Dear f.ir. Boardman:

Thank you for your letter requesting that the President reconsider his position with regard to Federal funding for Amtrak. You are correct in stating that Amtrak has made considerable progress during the Reagan Administration to decrease its dependence on Federal subsidies.

However, the Administration continues to believe that Federal subsidies to Amtrak are not justified. Since Amtrak was established in 1972, it has cost the Federal Government over $12 billion. In 1986 the estimated average subsidy per Amtrak passenger was $27. This huge Federal expenditure has subsi­dized mostly middle- to upper-income citizens. For example, Amtrak admits that a sizable portion of Northeast Corridor passengers have incomes of $40,000 a year or more and that one third of these passengers have had post-graduate studies. These people do not need the subsidy that is provided them through Amtrak. ln addition, despite Amtrak's virtual monopoly of intercity passenger rail transportation, Amtrak carries less than 0.5 percent of intercit;i passenger travel.

The President's 1988 Budget proposes to dispose of some or all of Amtrak's assets to one or more private sector companies. If Congress approves this proposal, such transactions would be designed to preserve viable intercity rail passenger service. In our view, this free market approach is preferable to the current process that maintains uneconomical routes.

While the Administration does not agree with your analysis, we recognize your position and thank you for your input.
