IFC-IOR is premised on mutual collaboration and cooperation and aims to advance maritime

safety and security in the Indian Ocean Region. The Centre aims to work closely with national

and regional agencies as well as like-minded organisations/ Centres to generate

comprehensive Maritime Domain Awareness. The mutual collaboration is further enhanced

with the presence of International Liaison Officers (ILOs) from partners nations positioned at

the Centre. The Monthly Maritime Security Update (MMSU) is a comprehensive effort by the

Centre to generate an overarching picture to assist the maritime community in better

understanding of the maritime challenges and threats in the region. While the various

maritime security threats are monitored on a daily basis by the integrated team with ILOs and

disseminated through the IFC-IOR website, the maritime security analysis culminates in the

form of MMSU. The maritime security incidents for the duration of 01 Jul – 31 Jul 21 have been

categorised under the following heads: -

(a) Piracy and Armed Robbery

(c) Contraband Smuggling

(e) Illegal Unreported Unregulated Fishing

(g) Natural Events

(b) Maritime Terrorism

(d) Irregular Human Migration

(f) Maritime Incidents

(h) Environmental Security

220 maritime security incidents were

recorded in the wider Indian Ocean Region in

the month of Jul 21. Maritime incidents

comprised nearly one-third of the total and

were followed by Irregular Human Migration,

Contraband Smuggling, IUU Fishing and

Piracy & Armed Robbery.

Additionally, the Centre also monitors the maritime traffic in IOR. As per data observed, in

2020, approximately 145,000 vessels were monitored to be operating in the region. In the

month of Jun 21, an average of 22,000 – 24,000 distinct vessels have been observed in IOR, at

any given instance.

The maritime security situation in the wider Indian Ocean region has been monitored under various maritime security threat categories for the month of Jul 21.

• Piracy & Armed Robbery – In Jul 21, the Centre observed a 17% decrease in the number of incidents as compared to Jun 21 and Jul 20 (12 incidents in each month). Four incidents were recorded in Gulf of Guinea, two each in the Straits of Malacca and Singapore (SOMS) and South China Sea and one incident each in Bay of Bengal, Persian Gulf and Malacca Strait. Gulf of Guinea saw equal number of incidents with respect to Jul 20; however, a 100% increase as compared to Jun 21. One incident of sea robbery (Guinea) and three incidents of suspicious approach (Gabon, Ghana & Sierra Leone) were recorded in the GoG. Both incidents recorded in the Straits of Malacca and Singapore (SOMS), were attempted sea robberies in the Eastbound Lane of Traffic Separation Scheme in the Singapore Strait. One incident each of sea robbery in Philippines and Indonesia and sea theft in India and Philippines were recorded. The revised limit of piracy High Risk Area (HRA) comes in force from 01 Sep 21. • Contraband Smuggling – The Centre observed a 19% reduction in the number of incidents as compared to Jun 21. Majority of these incidents were related to drug smuggling followed by smuggling of tobacco, wildlife and domestic products. 16% reduction from Jun 21 was observed in drug seizures. The drugs seized include Cannabis (1535kg), Heroin (968kg), Methamphetamine (396kg), Ketum (1002kg) and

Narcotic Pills (8.7 Million). The Centre continued to monitor seizures of turmeric (banned import commodity), off Sri Lanka. • IUU Fishing – 19% decrease in IUU incidents and 59% decrease in poaching incidents as compared to Jun 21 was recorded. Presently, there are two nine-month fishing bans in force off Oman viz. Shrimp ban from Dec 20 to Aug 21 and lobster ban from June 21 to Feb 22. The 65-day annual fishing ban imposed by Bangladesh from 20 May 21 has ended on 23 Jul 21. • IHM Incidents – 30% decrease in the incidents as compared to Jun 21 was recorded wherein, about 90% of the incidents occurred in the Mediterranean region. Three incidents off Mayotte and one incident each off Malaysia, Djibouti and Cambodia were recorded. The onset of South-West monsoon coupled with rough weather is likely to challenge migration attempts in South Asia.

• Maritime Incidents – 30% decrease in reported incidents as compared to Jun 21 were recorded. 29% of these incidents involved sinking/capsizing of vessels, predominantly small vessels. Three incidents of detention view unauthorised anchoring off Malaysia were recorded. Also, only four collisions, a 43% decrease as compared to Jun 21 were recorded, wherein an incident oil spill was reported in Malacca Strait.

• Marine Environment Pollution - Two incidents of oil spill were recorded in this month. First incident followed the sinking of an abandoned oil tanker anchored off Yemen and the second incident involved a collision in the Malacca Strait.

• Cyber Attack – One Ransomware attack was recorded on the port operating systems of the South African company Transnet.

• West Asia – Three non-piratical maritime security incidents were recorded in West Asia, wherein the death of two crew members was reported in one of the incidents.

• Piracy And Armed Robbery

10 piracy and armed robbery incidents (actual as well as attempted) were recorded by the Centre in Jul 21. Majority of these incidents were reported in Gulf of Guinea followed by Straits of Malacca and Singapore and South China Sea. This is a 17% decrease in reported incidents as compared to Jun 21 and Jul 20 (12 incidents in each month), driven by a drop in incidents in the SOMS. Incidents in GoG – Four incidents (one of sea robbery and three of suspicious approach) were recorded in GoG in Jul 21. This is a 100% increase from Jun 21 (02 incidents) and same as Jul 20 (04 incidents). A notable incident of sea robbery in the GoG was boarding a bulk carrier Conakry Roads, at anchor with seven perpetrators. Incidents in SOMS – Two incidents were reported in the SOMS, all in the Eastbound Lane of Traffic Separation Scheme. These included one incident each of attempted sea robbery and sea robbery. This is the lowest number of reported incidents in a single month in 2021. Carriages of weapons (knives) were reported in both the incidents. Incidents in South and SE Asia – One incident each of sea theft was reported in India and off Philippines. Also, one incident each of sea robbery was reported in Indonesia and off Philippines. Incidents in GoA – No piracy related incident was reported in the Gulf of Aden.

Following piracy and armed robbery incidents were monitored in the region in Jul 21: -

• Sea Robbery/ Off Conakry Roads, Guinea / 08 Jul 21. (GoG)

An incident of sea robbery onboard a Bahamas flagged Bulk carrier MACHITIS off Conakry Roads, Guinea was reported on 08 Jul 21. Reportedly, seven perpetrators armed with a gun and knives boarded the vessel whilst at anchorage. Subsequently, an onboard search was conducted and it was established that that perpetrators had escaped the ship with crew’s personal belongings. The incident was reported to the local authorities. All crew members were reported to be safe.

• Sea Robbery/ Off Belawan Anchorage, Indonesia/ 08 Jul 21. (Malacca Strait)

An incident of sea robbery onboard a Singapore flagged chemical tanker, OCEAN MORAY at Belawan Anchorage, Indonesia was reported on 08 Jul 21. Reportedly, two perpetrators armed with a knife and a rod boarded the vessel via the hawsepipe whilst at anchorage. Subsequently, the alarm was raised and a search was conducted onboard. It was reported that the perpetrators escaped the ship via fire hoses attached to bollards, with two fire hose couplings. All crew members were reported to be safe. The incident was reported to the local authorities.

• Sea Theft/ Off Manila, Philippines/ 10 Jul 21. (SCS) An incident of sea theft onboard a Portugal flagged container ship MV AS ROMINA off Manila, Philippines was reported on 10 Jul 21. Reportedly, two perpetrators boarded the vessel whilst at anchorage. The duty roving crew noticed the two persons on the forecastle deck lowering some materials into their motorbanca using a rope. Upon seeing the roving crew, the two persons jumped into the water and escaped. It was reported that the perpetrators escaped with four angle grinders, one electric drill and one portable welding machine. All crew members were reported to be safe. The incident was reported to the local port authorities.

• Suspicious Approach/ Off Sierra Leone / 12 Jul 21. (GoG)

An incident of suspicious approach onboard a Malta flagged container ship ANL WANGARATTA, off Sierra Leone was reported on 12 Jul 21. Reportedly, seven to eight perpetrators approached the vessel closed to 1.5 nm onboard a skiff. Upon sighting the skiff, the vessel carried out evasive manoeuvres. Subsequently, the skiff aborted the approach and fled away. No weapons or ladders were sighted. The crew and the vessel were reported to be safe.

• Sea Theft/ Off Haldia, India/ 13 Jul 21. (BoB)

An incident of sea theft onboard a Singapore flagged Bulk carrier NORD PENGUIN at the port of Haldia, India was reported on 13 Jul 21. Reportedly, unknown number of perpetrators boarded the vessel while berthed at Haldia Port. A duty crew member noticed that the padlock of the entrance door to the engine room was broken and spares were missing. An alarm was raised and the crew mustered. Subsequently, a search was conducted onboard and no perpetrators were found. All crew members were reported safe and the incident was reported to the local authorities.

Summary Of Piracy and Armed Robbery Incidents

Comments. A total of 10 incidents were recorded in Manila port and anchorage in 2020, with a total of seven such incidents till Jul 21.

Comments. Three incidents were recorded in Belawan port and anchorage in 2020, with a total of two such incidents till Jul 21.

Comments. This is the first such incident recorded in the area in 2021. No incident was recorded in 2020.

• Attempted Sea Robbery/ Eastbound Lane of TSS, Singapore/ 17 Jul 21. (SOMS)

An incident of attempted sea robbery onboard a Marshall Island flagged bulk carrier STAR NIKE in Eastbound Lane of Traffic Separation Scheme in Singapore Strait was reported on 17 Jul 21. Reportedly, the duty crew noticed five perpetrators in the steering room while underway. One of the perpetrators was armed with a knife. An alarm was raised and the crew was mustered. Subsequently, a search was conducted and no perpetrators

Shipping Industry Agrees to Reduce Size of Indian Ocean ‘High Risk Area’ for Piracy

Current HRA HRA wef 01 Sep 21 ➢ With a continued downward trend in Somali piracy incidents, a group of the leading shipping organizations have agreed to reduce the geographic boundaries of the ‘High Risk Area’ in the Indian Ocean. ➢ In broad terms, the changes agreed by BIMCO, ICS, INTERCARGO, INTERTANKO, and OCIMF, representing the global shipping and oil industries, will reduce the HRA boundaries to the Yemeni and Somali Territorial Seas and Exclusive Economic Zones in its eastern and southern reaches. The changes will apply from 1 September 2021.

➢ The new coordinates of the HRA are:

• From position A (Latitude of 01° 30’S on the Somali coast), a line to

• Position B (01° 30’ S – 046° 00’ E), a line to

• Position C (01° 00’ N – 049° 30’ E), a line to

• Position D (09° 00’ N – 055° 00’ E), a line to

• Position E (14° 20’ N – 057° 30’ E), a line to

• Position F (the Yemen coast at longitude 053° 00’ E), then Follow the Yemeni coast westwards and northwards, to

• Position G (the Yemeni Red Sea coast at latitude 15° 00’ N), then a line to

• Position H (the Eritrea territorial sea border at latitude 15° 00’ N), then

• Follow southwards first Eritrea’s and then Djibouti’s territorial sea borders, to

• Position I (the coastal border point between Djibouti and Somalia), then

• Follow the Somali coast eastwards and then southwards, to Position A.

were found. All crew members were reported to be safe and nothing was reported to be stolen. The incident was reported to the local authorities.

• Attempted Sea Robbery/ Eastbound Lane of TSS, Singapore/ 17 Jul 21. (SOMS) An incident of attempted sea robbery onboard a Liberia flagged bulk carrier ADVENTURER in Eastbound Lane of Traffic Separation Scheme in Singapore Strait was reported on 17 Jul 21. Reportedly, five perpetrators armed with knives were sighted inside the engine room while underway in the Eastbound lane of the Traffic Separation Scheme in the Singapore Straits. An alarm was raised and the crew mustered. Subsequently, a search was conducted and no perpetrators were found. All crew members were reported to be safe and nothing was reported to be stolen. The incident was reported to the local authorities.

• Sea Robbery/ Off Manila, Philippines / 17 Jul 21. (SCS) An incident of sea robbery onboard a Panama flagged container ship MV MAERSK NUSSFJORD off Manila, Philippines was reported on 17 Jul 21. Reportedly, a perpetrator armed with a gun boarded the vessel whilst at anchorage. The perpetrator pointed an improvised gun at the back of duty watcher’s head, took away his two-way radio and tied him up to the railing of the ship. Subsequently, seven other perpetrators boarded the ship and broke the padlock of boatswain’s locker. The perpetrators escaped with one roll of new spare rope mooring line. The alarm was raised and informed to local authorities. Subsequently, a patrol vessel dispatched for investigation.

Incidents in East Bound Lane of TSS in Singapore Strait

➢ Comments. The location and timing of incident on STAR NIKE and ADVENTURER (2.2 nm and 24 min apart), raises the possibility that these were sequential attacks by the same group of perpetrators. ➢ A total of 21 incidents were recorded in the East bound lane of Singapore Strait TSS till Jul 21. In 2020, a total of 31 such incidents were recorded in the area.

10 PIRATES SENTENCED IN NIGERIA ➢ On 27 Jul 21, the Nigerian Navy has handed over 10 pirates convicted by a Nigerian Federal High Court for the hijack of FV HAILUFENG II to the Nigeria Correctional Service, Kirikiri, Lagos. The Nigerian Navy had rescued 18 crew members from the pirates on 15 May 2020.

➢ The suspects were charged to 4 counts on piracy with the offence contravening the provisions of Section 3, 10 and 12 of the Suppression of Piracy and Other Maritime Offences Act 2019. • Suspicious Approach/ Off Sao Tome and Principle / 27 Jul 21. (GoG)

An incident of suspicious approach onboard a Panama flagged oil tanker MV ISLE DE BIOKO, 63 nm SE of Sao Tome and Principle in Gulf of Guinea was reported on 27 Jul 21. An unknown number of perpetrators reportedly approached the vessel from a fishing vessel and two skiffs with bright lights. The vessel managed to deter the approach, with the suspect vessels no closer than 2 nm. The crew and the vessel were reported to be safe.

• Suspicious Approach/ Off Tema Anchorage, Ghana / 31 Jul 21. (GoG) An incident of suspicious approach onboard a Liberia flagged container ship MSC TARANTO off Tema Anchorage, Ghana was reported on 31 Jul 21. Reportedly, three perpetrators approached the vessel onboard a skiff whilst at anchorage. Upon sighting the skiff, fire hoses were directed at the skiff. Subsequently, the skiff aborted its approach. Approximately 30 minutes later, the crew noticed the skiff approaching again, but due to hardening measures, the skiff again aborted its approach. The crew and the vessel were reported to be safe. The incident was reported to the local port authorities.

Gulf of Guinea Maritime Collaboration Forum Shade Inaugural Plenary – Communique

➢ The GOG-MCF/SHADE mission is to Strengthen National, Regional & International Naval Cooperation to Combat Piracy & Armed Robbery in the Gulf of Guinea (off the West Coast of Africa). ➢ The mission has been set to work towards the forum’s vision of a Gulf of Guinea maritime environment free from incidents of piracy and armed robbery. ➢ Three dedicated working groups: Coordination at Sea, Information Sharing & Reporting and Air Deconfliction will work together in order to protect seafarers and ships operating off the coast of West Africa. ➢ The website can be accessed at: www.shadegog.com

Contraband Smuggling

57 contraband smuggling incidents were recorded by the Centre in Jul 21 with a 19% decrease as compared to Jun 21 (70 incidents). Majority of these incidents were related to drug smuggling followed by tobacco smuggling and wildlife and domestic product smuggling. Drug Seizures – 27 drug seizures were recorded in Jul 21 with a 16% decrease from Jun 21. The drugs seized include Cannabis (1535kg), Heroin (968kg), Methamphetamine (396kg), Ketum (1002kg). The major seizures of narcotic pills include 8.7 million captagon pills in Saudi Arabia and 9600 unspecified narcotics pills in Kuwait. Domestic Product Smuggling – Six incidents of domestic product smuggling were recorded in Jul 21; three in Sri Lanka, two in Malaysia and one in India. Three incidents involved seizures of turmeric (two in Sri Lanka and one in India). The Centre also monitored a seizure of about 5747kg of turmeric and about 650 tonnes of rice. Cigarette Smuggling – Ten incidents of cigarette smuggling were recorded in Jul 21; five in Philippines, one in Malaysia and one each in Brunei, Kuwait, Oman and Qatar. Fuel Smuggling – Three incidents of fuel smuggling were recorded in Jul 21. One incident each in Malaysia, Vietnam and Oman, a total of about 53,000 liters fuel was seized. Weapon Smuggling – Two incidents recorded seizure of M-16 rifle, pistols and Ammonium Nitrate in Philippines. Natural Resource Smuggling – One incident of seizure, eight containers containing precious stones smuggling was recorded in Madagascar. Alcohol Smuggling – One incident of alcohol smuggling was recorded in Malaysia.

• Domestic Product Smuggling/ Off Mannar, Sri Lanka/ 01 Jul 21. (Turmeric)

On 01 Jul 21, it was reported that the Sri Lanka Navy apprehended four suspects and seized 777 kg of turmeric off Mannar, Sri Lanka. Reportedly, the contraband was packed in 28 gunny sacks and was smuggled into the country via sea route. The suspects and the seizure were taken into custody for further investigation.

• Drug Smuggling/ Navi Mumbai, India/ 01 Jul 21. (Heroin)

On 01 Jul 21, the Indian authorities apprehended a suspect and seized 260 kg of heroin in Navi Mumbai, India. Reportedly, the contraband was found in containers and believed to be smuggled from a foreign country via sea route. The suspect and the seizure were handed over to the local authorities for further investigation.

• Drug Smuggling/ Mumbai, India / 01 Jul 21. (Heroin)

On 01 Jul 21, the Indian authorities apprehended two suspects and seized 294 kg of heroin from two containers in Mumbai, India. Reportedly, the two containers were declared as cargo of semi-processed talc stones and had 700 gunny bags. Six of these gunny bags had the drugs inside. The estimated value of the seizure was reported to be worth USD 268,450. The suspects and the seizure were handed over to the local authorities for further investigation.

• Drug Smuggling/ Ras Laffan Port, Kuwait / 01 Jul 21. (Narcotic Pills)

On 01 Jul 21, it was reported that the Kuwait authorities seized 9,600 prohibited pills at Ras Laffan Port, Kuwait. Reportedly, the contraband was found hidden inside the luggage of a passenger. The seizure was taken into custody for further investigation.

• Drug Smuggling/ Sharjah, UAE / 01 Jul 21. (Crystal Meth & Heroin)

On 01 Jul 21, it was reported that the UAE authorities apprehended six suspects and seized 209 kg of crystal meth and 6.9 kg of heroin from a dhow off Sharjah, UAE. Reportedly, the contraband was hidden under the wooden vessel's deck. The estimated value of the seizure was reported to be worth USD 9.5 million. The suspects and the seizure were taken into custody for further investigation.

• Domestic Product Smuggling/ Off Port Klang, Malaysia/ 02 Jul 21. (Zam-Zam Water)

On 02 Jul 21, it was reported that Malaysian authorities seized 27,500 ltr of zam-zam water from a container off Port Klang, Malaysia. Reportedly, the contraband was smuggled from a foreign country without a valid import permit. The estimated value of the seizure was reported to be worth USD 49,270. The seizure was handed over to local authorities for further investigation.

• Wildlife Smuggling/ Off Port Klang, Malaysia/ 03 Jul 21. (Eel & Ribbon Fish)

On 03 Jul 21, it was reported that the Malaysian authorities seized 1,349 crates of frozen eels and 951 crates of ribbon fish weighing 27,955 kg off Port Klang, Malaysia. Reportedly, the contraband was believed to be smuggled into the country via sea route and smuggled into the country without a valid import permit. The estimated value of the seizure was reported to be worth USD 34,999. The seizure was taken into custody for further investigation.

• Tobacco & Weapon Smuggling/ Off Palawan, Philippines/ 04 Jul 21. (Cigarette & Ammonium Nitrate)

On 04 Jul 21, it was reported that the Philippine authorities seized cigarettes stored in four Styrofoam boxes and 125 sacks of ammonium nitrate from a boat ESCARIO EXPRESS off Palawan, Philippines. Reported, the vessel was not in possession of a valid permit. The seizure was taken into custody for further investigation.

• Drug Smuggling/ Off Kuala Perlis, Malaysia/ 05 Jul 21. (Ketum Leaves)

On 05 Jul 21, it was reported that the Malaysian authorities seized two kg of ketum leaves from a boat off Kuala Perlis, Malaysia. Reportedly, the contraband was hidden within a package of plastic and believed to be smuggled to a foreign country. The estimated value of the seizure was reported to be worth USD 90. The seizure was taken into custody for further investigation.

• Fuel Smuggling/ Off Kuala Perlis, Malaysia/ 05 Jul 21. (Diesel)

On 05 Jul 21, it was reported that the Malaysian authorities seized 3000 ltr of diesel from a boat off Kuala Perlis, Malaysia. The vessel was reportedly transporting the diesel without a valid permit. The estimated value of the seizure was reported to be worth USD 1550. The seizure was taken into custody for further investigation.

• Fuel Smuggling/ Off Muscat, Oman/ 05 Jul 21. (Fuel)

On 05 Jul 21, it was reported that Iranian Coast Guard detained tanker WINSOME, 70 nm North west of Muscat, Oman for fuel smuggling. The vessel was taken to Bandar Abbas Port, Iran for investigation.

• Drug Smuggling/ Off Chon Buri, Thailand/ 05 Jul 21. (Heroin)

On 05 Jul 21, it was reported that Thai authorities apprehended a suspect and seized 314 kg of heroin off Chon Buri, Thailand. Reportedly, the contraband was hidden inside 135 paint buckets in a shipping container and believed to be smuggled to a foreign country. The estimated value of the seizure was reported to be worth USD 29 million. The suspect and the seizure were handed over to local authorities for further investigation.

• Wildlife Smuggling/ Off Ramanathapuram, India / 06 Jul 21. (Sea Cucumber)

On 06 Jul 21, it was reported that Indian authorities apprehended unknown number of suspects and seized 500 kg of sea cucumbers from a boat off Ramanathapuram, Tamil Nadu, India. The suspects and the seizure were taken into custody for further investigation.

• Tobacco Smuggling/ Off Al Wajajah, Oman/ 06 Jul 21. (Cigarette)

On 06 Jul 21, it was reported that the Omani authorities seized 40,552 boxes of cigarettes at the port of Al Wajajah, Oman. Reportedly, the contraband was found inside the shipment. The seizure was taken into custody for further investigation.

• Drug Smuggling/ Off Umm Al Quwain, UAE/ 06 Jul 21. (Drug)

(Turmeric) On 07 Jul 21, it was reported that the Indian authorities apprehended three suspects and seized 2,610 kg of turmeric from a boat off Tuticorin, India. Reportedly, the contraband was stuffed inside 87 bags of 30 kg each and believed to be smuggled to a foreign country via sea route in a fishing vessel. Comments. Charas is a cannabis concentrate made from the resin of a live cannabis plant (Cannabis sativa or Cannabis indica) and is handmade in/around the Indian subcontinent and Jamaica. The difference between charas and hashish is that hashish is made from a dead cannabis plants while charas is made from live plants.

Comments. Shabu or syabu is a slang term for the drug methamphetamine (sometimes mixed with other ingredients). Syabu is an odorless, crystalline form of meth and is more lethal than any other stimulant drugs. It is reportedly more addictive than cocaine.

Comments. As per reports, ketum leaves are believed to be smuggled by sea for a neighbouring country due to high demand there with a market price of around RM180 (43 USD) per kg compared to RM40 (9.5 USD) per kg in Malaysia.

Comments. The common packaging of cigarettes has 20 cigarettes per packet. 20 packets make up a carton or ream. A master case consists of 50 cartons/reams. In total, a master case usually contains 10,000 cigarettes.

WILDLIFE TRAFFICKERS EXPLOIT THE MARITIME SHIPPING INDUSTRY

➢ According to World Wildlife Fund (WWF) and illegal wildlife watchdog, Traffic, the global maritime shipping industry is being exploited by illegal wildlife traffickers, with some shipping companies not even aware they are being misused.

➢ As per the report, Wildlife trafficking networks regularly attempt to exploit relationships with a small number of complicit or unscrupulous transport company employees to facilitate the smuggling of wildlife products ➢ According to WWF-New Zealand, 72–90% of wildlife products are trafficked by sea and around 90% of international trades in goods by volume are carried by sea.

• Drug Smuggling/ Off Thondamanaru, Sri Lanka / 31 Jul 21. (Cannabis) On 31 Jul 21, it was reported that Sri Lankan Navy apprehended two suspects and seized 109 kg of cannabis from a boat off Thondamanaru, Sri Lanka. Reportedly, the contraband was packed inside two sacks and authorities also seized one more sack from the sea. The estimated value of the seizure was reported to be USD 430,049. The suspects and the seizure were handed over to the local authorities for further investigation.

Comments. The container carrying food items originated from a neighbouring country. While checking the container on arrival, officials found imbalances in the distribution of goods inside the container and subsequently, drugs were found hidden inside iron cylinders.

Task force to tackle wildlife trafficking in the Sulu and Celebes Seas

➢ A new task force focused on taking down piracy, abductions and marine wildlife trafficking is set to be launched in the sub- region between Indonesia, Malaysia and the Philippines. The program, dubbed Tripod, will focus on the shared territory around the Sulu and Celebes Seas to develop cross- border regional collaboration and improve procedures for handling seized wildlife.

➢ The project is supported by US State Department Bureau of International Narcotics and Law Enforcement Affairs. It aims to ensure that criminal rings can no longer find the region’s wildlife an “easy target’’.

➢ For the purpose, Enforcement officers will be trained to use specialist devices such as the WildScan and Care-for-Confiscate Wildlife Kits (CCW). The WildScan is an app that allows enforcement officers to quickly identify what species they are looking at, whether it’s alive or dead and to know if that species is a legal or illegal trade. While the CCWs are designed to guide authorities to provide good first responder care for animals they discover on smuggler’s boats

Illegal Unreported and Unregulated (IUU)Fishing

22 IUU fishing incidents were recorded by the Centre in Jul 21; a decrease of about 19% from Jun 21. The Centre also observed about 59% decrease in the number of poaching incidents (07) as compared to Jun

21 (17). Presently, there are two nine-month fishing bans in force off Oman viz. Shrimp ban from Dec 20 to Aug 21 and lobster ban from June 21 to Feb 22. The 65-day annual fishing ban imposed by Bangladesh from 20 May 21 has ended on 23 Jul 21. Local IUU Fishing – The Centre monitored a total of 15 incidents of local IUU. Majority of the incidents were reported in Malaysia (09) followed by Philippines (03) and Bangladesh, Thailand and Sri Lanka (one each). The arrests and subsequent legal actions by the local agencies were aimed to curb illegal fishing using banned nets, trawling, blast fishing and fishing outside the designated areas without license. Some fishermen were apprehended for fishing of banned species and fishing during the period of seasonal ban. Poaching – Arrest of foreign fishermen undertaking poaching in waters of another country were reported in Indonesia, Malaysia, Pakistan and Oman. Three incidents of poaching were recorded off Malaysia, two off Indonesia and one each off Oman and Pakistan.

On 04 Jul 21, it was reported that the Malaysian authorities apprehended five suspects from a foreign fishing boat about 42.7 nm of Tok Bali, Malaysia. Reportedly, the boat was involved in illegal harvesting of sea cucumbers inside the country’s waters without a valid permit. Authorities also seized 200 kg of sea cucumbers, 2,000 ltr of diesel and the boat. The estimated worth of seizure was reported to be about USD 72,110. On 09 Jul 21, the Malaysian authorities apprehended five fishermen from a fishing vessel for fishing illegally about 7.4 nm South East of Pulau Jarak, Malaysia. Reportedly, the suspects were observed to be fishing in the restricted area without a valid permit. Authorities also seized 80 kg of fish. Reportedly, the suspects were observed to be fishing inside the country’s waters without a valid permit. Authorities also seized 9,000 ltrs of diesel and seafood. The estimated value of the seizure was reported to be worth USD 334,090. The suspects and seized boat were handed over to the local authorities for further investigation.

• IUU Fishing/ Off Gwadar, Pakistan/ 11 Jul 21. (Poaching)

On 11 Jul 21, the Pakistan authorities seized five foreign fishing trawlers fishing off Gwadar, Pakistan. Reportedly, the fishermen were fishing inside the country’s waters without valid permit. The seized boats were handed over to the local authorities for further investigation.

Summary Of IUU Fishing Incidents

Comments. The Bangladesh government had imposed a 65-day ban on fishing off the Bay of Bengal to try and preserve the fish stock and boost their breeding. The ban from 20 May to 23 Jul 21, was timed to occur with the breeding season. All types of fishing vessels were covered under that restriction.

On 13 Jul 21, the Malaysian authorities apprehended 23 fishermen from three local fishing vessels for illegal fishing about 40 nm off Kuala Terengganu, Malaysia. Reportedly, the vessels had foreign fishermen without valid documents. The authorities also seized 3,500 ltrs of diesel and 5.5 tonnes of sea food. The suspects and the seized boats were handed over to the local authorities for further investigation.

• IUU Fishing/ Off Duqm, Oman / 14 Jul 21. (Poaching)

On 14 Jul 21, the Omani authorities seized several unauthorised fishing boats and 50 nylon fishing nets off Duqm, Oman. Reportedly, the nylon fishing nets were prohibited for fishing in the area. The seized boats and nets were handed over to the local authorities for further investigation.

• IUU Fishing/ Off Miri, Malaysia / 15 Jul 21. (Poaching) On 15 Jul 21, it was reported that Malaysian authorities apprehended 14 fishermen and seized a foreign fishing boat about 2.4 nm West of Miri, Malaysia. Reportedly, the fishermen were fishing in the country’s water without a valid permit. Authorities also seized fishing equipment, 3,000 ltrs of diesel and 800 kg catch worth USD 236,970. The suspects and the seizures were taken into custody for further investigation.

On 15 Jul 21, the Malaysian authorities seized 58 bubu nagas (China prawn traps) off Langkawi, Malaysia. Reportedly, the prawn traps were tied with two buoys in the waters. The estimated value of the seizure was reported to be worth USD 1,657. The seizure was handed over to the local authorities for further investigation.

On 17 Jul 21, it was reported that the Malaysian authorities seized two local Class A fishing boats for engaging in illegal fishing about 0.3 and 0.5 nm South East off Sungai Bernam Estuary, Malaysia. Reportedly, the boats were fishing using trawls without valid permit. The seized boats were handed over to the local authorities for further investigation.

On 30 Jul 21, it was reported that Thai authorities apprehended a fisherman from a local fishing vessel off Nakhon Si Thammarat, Thailand. Reportedly, the fisherman was observed to be fishing using illegal fishing gears. Authorities also seized the fish catch from him. On 31 Jul 21, it was reported that Sri Lankan authorities apprehended 89 fishermen from 30 fishing vessels off Sri Lanka. Reportedly, the fishermen were engaged in fishing using illegal practices. Authorities also seized several fishing accessories from them. The suspects and the seized boats were taken into custody for further investigation.

Comments. It was reported that from Jan - Jul 21, the Indonesian Ministry of Marine Affairs and Fisheries (KKP) has arrested 125 illegal fishing vessels consisting of 44 foreign vessels and 81 local vessels.

On 31 Jul 21, it was reported that Philippine authorities seized two motorbancas; MBCA JERRY ROSE-3 and MBCA JERRY ROSE-10 off Antique, Philippines. Reportedly, the fishermen were observed to be fishing using fine mesh nets and other fishing equipment. The seized boats were taken into custody for further investigation.

Irregular Human Migration

57 IHM incidents were recorded by the Centre in Jul 21; a 30% decrease from the 81 incidents as recorded in Jun 21. About 90% of these incidents occurred in the Mediterranean region. Three incidents were recorded off Mayotte and one each off Malaysia, Djibouti and Cambodia.

Crossings off Mayotte – The Centre monitored a 73% decrease in the recorded incidents of migrant crossings off Mayotte in Jul 21, as compared to Jun 21. The incidents reported off Mayotte involved detaining of traditional local boats “kwassa-kwassa” along with the suspected smugglers and irregular migrants.

Mediterranean – Incidents reported in Mediterranean in Jul 21 were monitored off Greece, Libya, Tunisia, Lebanon, Malta & Turkey with 90% increase as compared to Jul 21. The Centre monitored 51 migrant crossings (both attempted & successful) in the region; a drop from 60 in Jun 21. The regional distribution recorded 36 incidents off Turkey, five off Libya, four off Tunisia, two each off Malta and Morocco and one each off Greece and Lebanon. The onset of South West monsoons coupled with the rough weather, is likely to challenge migration attempts in South Asia.

On 20 Jul 21, it was reported that the Djibouti Coast Guard apprehended 30 irregular migrants from a boat in Gulf of Aden, Djibouti. Reportedly, the migrants were attempted to reach Yemen via sea route. The apprehended migrants were transferred to the local authorities for onward legal processing.

On 21 Jul 21, it was reported that the Tunisian navy rescued more than 160 irregular migrants off Tunisia. Reportedly, the boat with 185 migrants capsized during its attempts to cross the Mediterranean to reach the European shores. Reportedly, 17 migrants lost their lives. The rescued migrants were shifted ashore and transferred to local authorities for onward legal proceeding.

On 21 Jul 21, it was reported that the Mayotte authorities apprehended 11 irregular migrants from two kwassa-kwassa boats off Mayotte. The suspects were handed over to the local authorities for further investigation.

• Irregular Human Migration/ Off Tunisia/ 21 Jul 21.

On 21 Jul 21, it was reported that Tunisian Coast Guard rescued 380 irregular migrants from a boat off the coast of Tunisia. Reportedly, the boat with 397 migrants enroute to Italy encountered heavy weather and eventually sank. 17 migrants reportedly lost their lives in the incident. The rescued migrants were transferred back to the Tunisia shore.

On 21 Jul 21, it was reported that Libyan Coast Guard apprehended 500 irregular migrants from four boats off the coast of Libya. Reportedly, the migrants attempted to cross the Mediterranean to reach the European shores. The apprehended migrants were shifted ashore and transferred to the provincial migration office for onward legal proceedings.

On 22 Jul 21, it was reported that Greek authorities rescued 36 irregular migrants from a boat off Crete, Greece. Reportedly, the migrants attempted to cross the Mediterranean to reach the European shores when their boat sank due to heavy weather prevailing in the area. The rescued migrants were shifted ashore for onward legal proceedings.

On 24 Jul 21, it was reported that the Tunisian Coast Guard rescued 155 irregular migrants from a boat off Tunisia. Reportedly, the migrants attempted to cross the Mediterranean to reach the European shores when their boat experienced water ingress. On 24 Jul 21, it was reported that the Cambodian navy apprehended 36 irregular migrants from a ship off Sihanoukville, Cambodia. Reportedly, the migrants were trying to enter the country illegally. The apprehended migrants were transferred to the local authorities for onward legal processing.

On 25 Jul 21, it was reported that the Libyan navy rescued 182 irregular migrants from rubber boats off Libya. Reportedly, the migrants attempted to cross the Mediterranean to reach European shores. The rescued migrants were shifted ashore and transferred to local authorities for onward legal proceeding.

On 26 Jul 21, it was reported that the Libyan navy rescued 18 irregular migrants from a boat off Libya. Reportedly, atleast 75 migrants attempted to cross the Mediterranean to reach the European shores when their boat encountered engine failure and eventually capsized. Atleast 57 migrants were presumed dead. The rescued migrants were shifted ashore and transferred to the local authorities for onward legal processing.

On 26 Jul 21, it was reported that the Libyan and Maltese authorities rescued 35 irregular migrants from a boat off Malta. Reportedly, the migrants attempted to cross the Mediterranean to reach the European shores when

On 27 Jul 21, it was reported that Malaysian authorities apprehended five irregular migrants from a passenger boat about 2 nm South West of Tawau, Malaysia. Reportedly, the passenger boat capsized due to high speed. The authorities also apprehended skipper of the boat. The apprehended migrants were transferred to the local authorities for onward legal processing.

Migrant deaths on maritime routes to Europe in 2021

➢ According to International Organization for Migration (IOM), in the first half of 2021, at least 1,146 people lost their lives on maritime routes to Europe. This is a substantial increase compared to the fatalities recorded in the same period from 674 and 513 in 2019 and 2020 respectively. ➢ The number of people attempting to cross to Europe via the Mediterranean increased by 58% between Jan - Jun this year compared to the same period in 2020. The Mediterranean Sea was the main site of fatalities (at least 896 people – 130% increase from 2020). 74 maritime incidents were recorded by the Centre for the month of Jul 21; a 30% decrease as compared to Jun 21. 29% of these incidents involved sinking/capsizing of vessels, predominantly small vessels. Three incidents of detention off Malaysia for unauthorised anchoring were recorded. This month saw four collision incidents; a 43% decrease from the previous month. Aground – The Centre recorded eight incidents of vessels running aground. Five of these were reported at various locations in the waters of SE Asia (about 25% higher as compared to Jun 21). This possibly is attributable to localised heavy weather phenomenon in the region. Two incidents of vessel aground were monitored in Indian Ocean and one incident each in Andaman Sea and Arabian Sea. Capsize and Sinking of Vessels – Ten incidents of capsizing and eleven incidents of vessels sinking at sea were recorded by the Centre (around 29% reduction than Jun 21). SAR Operations – Six SAR and four MEDEVAC operations undertaken by various maritime agencies were monitored during the month of Jul 21.

• SAR/ Off Port Blair, India/ 01 Jul 21.

On 01 Jul 21, it was reported that Indian Coast Guard rescued seven fishermen from a fishing boat RSN-2 about 180 nm south Port Blair, India. Reportedly, the fishing boat encountered an engine failure due to defect in the gear box. The fishing boat was towed ashore by Indian Coast Guard and all crew members were reported safe.

• Sunk/ Off Maguindanao, Philippines / 01 Jul 21.

On 01 Jul 21, it was reported that two motor vessels with seven passengers onboard, sank off Maguindanao, Philippines. Reportedly, the motor vessels’ outrigger broke in the prevailing heavy weather, eventually causing their sinkage. The stranded personnel raised a distress alert after their boats sank. Subsequently, another boat PRINCESS responded to the distress call and rescued all passengers.

• Fire/ Off Samar, Philippines/ 01 Jul 21.

On 01 Jul 21, it was reported that a passenger vessel with seven passengers including three minors onboard caught fire about 2 nm South West of Samar, Philippines. Reportedly, the engine of the boat overheated, causing it to explode and eventually sink. The authorities rescued all passengers safely and shifted them ashore.

• Mechanical Failure/ Off Phuket, Thailand / 02 Jul 21.

On 02 Jul 21, it was reported that a fishing boat WOR CHOKMANA1 with nine crew onboard encountered engine failure off Phuket, Thailand. Reportedly, the boat was about to sink due to the influx of seawater due to unrepairable leaks in the cooling system disabling the engine to restart. Another fishing boat, PORNPINIT 19 towed the boat back to shore.

• Sunk/ Off Bangka Belitung Islands, Indonesia / 02 Jul 21.

On 02 Jul 20, it was reported that a small boat with a fisherman onboard sank off Bangka Belitung Islands, Indonesia. Reportedly, the boat sank due to heavy weather prevailing in the area. The fisherman survived by hanging on the remaining debris for four days. He was later rescued by the search and rescue team.

• Mechanical Failure/ Off Djibouti/ 02 Jul 21.

On 02 Jul 21, it was reported that reefer cargo ship THORN1 with 11 crew onboard, encountered engine failure in Gulf of Aden, Djibouti. Reportedly, all the equipment on board were either inoperative or in very poor condition and the fuel was exhausted. It was subsequently reported that the vessel was disabled while enroute from Suez to Alang, where it was planned to be dismantled.

• Death/ Off Djibouti/ 02 Jul 21.

On 02 Jul 20, one person lost his life after suffering a cerebral thrombosis onboard a reefer cargo ship THORN1 in Gulf of Aden, Djibouti. Reportedly, the vessel was disabled while enroute from Suez to Alang, where it was planned to be dismantled.

• Vessel Detained/ Off Tanjung Penawar, Malaysia / 03 Jul 21.

On 03 Jul 21, the Malaysian authorities detained a Saint Kitts and Nevis flagged tanker with 10 crew onboard about 10.5 nm North East of Tanjung Penawar, Malaysia. Reportedly, the vessel was anchored without a valid permit. The crew members and the vessel were taken into custody for further investigation.

• Sunk/ Off Sarangani, Philippines / 03 Jul 21.

On 03 Jul 21, it was reported that the Philippine Coast Guard rescued two fishermen from two boats MBCA HELENA and MBCA JIO off Sarangani, Philippines. Reportedly, the boats encountered heavy weather and eventually sank. Subsequently, the authorities rescued the fishermen and provided medical assistance.

• SAR/ Off Dhevvadhoo, Maldives / 04 Jul 21.

On 04 Jul 21, it was reported that coastal authorities rescued 25 personnel from a fishing vessel MOAHIRI about 98.9 nm off Dhevvadhoo, Maldives. Reportedly, the vessel encountered heavy weather and broke into two parts. The coastal authorities and boat DAISY VIEW in vicinity rescued all personnel safely.

• Death/ Off Vasai, India/ 04 Jul 21.

On 04 Jul 20, two personnel died after drowning off Vasai, India. Reportedly, two individuals went for swimming and were swept away by strong currents. The mortal remains of both individuals have been recovered by the authorities.

• SAR/ Off Tuticorin, India/ 04 Jul 21.

On 04 Jul 21, it was reported that Indian Coast Guard (ICG) ship ABHIRAJ rescued seven personnel from a boat EDVIN about 58.3 nm off Tuticorin, Tamil Nadu, India. Reportedly, the wheel house of boat was damaged due to heavy weather prevailing in the area. Indian Coast Guard provided medical assistance to the crew and escorted the boat back to shore.

• Mehanical Failure/ Off Palawan, Philippines/ 04 Jul 21.

On 04 Jul 21, it was reported that a motorboat encountered mechanical failure while transiting about 9.9 nm South East of Palawan, Philippines. The vessel was reportedly half-submerged.

On 04 Jul 20, it was reported that a fisherman went overboard from a fishing vessel SOR CHOKMECHAI 111 about 12 nm off Surat Thani Province, Thailand.

On 04 Jul 20, a fishing boat with seven fishermen onboard capsized off Kerala, India. Reportedly, four fishermen swam to the shore and three were missing.

PLACES OF REFUGE" - ADDRESSING THE PROBLEM OF PROVIDING PLACES OF REFUGE TO VESSELS IN DISTRESS

➢ The issue of "places of refuge" is one aspect of contingency planning in the consideration of which the rights and interests of coastal States as well as the need to render assistance to vessels that are damaged or disabled or otherwise in distress at sea ought to be taken into account

➢ The IMO Assembly adopted two resolutions addressing the issue of places of refuge for ships in distress - an important step in assisting those involved in incidents that may lead to the need for a place of refuge to make the right decisions at the right time. ➢ A first resolution, A.949(23) Guidelines on places of refuge for ships in need of assistance are intended for use when a ship is in need of assistance but the safety of life is not involved. Where the safety of life is involved, the provisions of the SAR Convention should continue to be followed.

➢ A second resolution, A.950(23) Maritime Assistance Services (MAS), recommends that all coastal States should establish a maritime assistance service (MAS). The principal purposes would be to receive the various reports, consultations and notifications required in a number of IMO instruments

On 04 Jul 21, it was reported that one person died and another went missing while swimming off Salcete, Goa, India. Reportedly, two personnel went for swimming in rough sea and were swept away by strong currents. The coastal authorities recovered the mortal remains of one drowned person.

• Aground/ Off Nolhivaranfaru, Maldives / 04 Jul 21.

On 04 Jul 21, it was reported that a cargo vessel ALISAAFU with three personnel onboard ran aground off Nolhivaranfaru, Maldives. All the personnel onboard were reported to be safe.

• Aground/ Off Vung Tau, Vietnam / 05 Jul 21.

On 05 Jul 21, it was reported that a Bahamas flagged container ship MOL CHARISMA ran aground about 180 nm South of Vung Tau, Vietnam. Reportedly, the vessel was refloated 10 hours after grounding.

On 05 Jul 21, it was reported that the Comros Coast Guard rescued two fishermen off Grande Comore, Comoros. Reportedly, the boat encountered heavy weather prevailing in the area and was missing since 04 Jun 21.

• Capsize/ Off Boossa, Sri Lanka / 07 Jul 21.

On 07 Jul 20, it was reported that a boat with six fishermen onboard capsized off Boossa, Sri Lanka. Reportedly, the boat encountered heavy weather prevailing in the area and eventually capsized. Subsequently, the coastal authorities and fishing boats in vicinity approached the distress boat and rescued all fishermen. One fisherman with serious injuries was shifted ashore for medical assistance.

• Fire/ Dubai Port, UAE/ 07 Jul 21.

On 07 Jul 20, it was reported that a Panama flagged container ship OCEAN TRADER caught fire in Dubai Port, UAE. Reportedly, the local authorities extinguished the fire and no crew was injured in the incident.

• Medevac/ Off Mahe, Seychelles / 07 Jul 21.

On 07 Jul 21, it was reported that the Seychelles Coast Guard evacuated two personnel including one woman from a boat about 50 nm South West of Mahe, Seychelles. Reportedly, the woman required urgent medical assistance and was transferred to a local hospital.

• Collision/ Off Malampaya, Philippines / 08 Jul 21.

On 08 Jul 21, it was reported that a cargo vessel PALAWAN PEARL collided with Cyprus flagged dredger BKM 140 off Malampaya, Philippines. Reportedly, the authorities provided necessary assistance to distress cargo vessel. No oil spill was reported.

• Vessel Detained/ Off Tanjung Siang, Malaysia / 08 Jul 21.

On 08 Jul 21, the Malaysian authorities detained a Mongolia flagged oil tanker NEW LAUREL with four foreign crew about 10.4 nm North of Tanjung Siang, Malaysia. Reportedly, the vessel was anchored without a valid permit. The suspects and the vessel were handed over to the local authorities for further investigation.

• Capsize/ Bay Of Bengal/ 10 Jul 21.

On 10 Jul 21, a Sri Lanka flagged fishing boat capsized in Bay of Bengal. All crew members were reported to have been rescued.

• Death/ Off Perumathura, India / 11 Jul 21.

On 11 Jul 21, it was reported that a fisherman died off Perumathura, Kerala, India. Reportedly, the fisherman along with two other fishermen went fishing when their boat experienced engine failure due to heavy weather prevailing in the area. Two fishermen managed to swim safely to shore while one fisherman drowned at sea. Mortal remains of the drowned fisherman were recovered later.

• Collision/ Off Sungai Muar, Malaysia / 11 Jul 21.

On 11 Jul 21, it was reported that a Malta flagged bulk carrier MV GALAPAGOS collided with a United Kingdom flagged container ship MV ZEPHYR LUMOS about 14.1 nm Southwest of Sungai Muar, Malaysia. Reportedly, MV GALAPAGOS experienced a steering failure and collided with MV ZEPHYR LUMOS. No injuries were reported in the incident; however, an oil spill was reported in the incident.

On 11 Jul 21, a Marshall Island flagged bulk carrier SKYLIGHT encountered engine failure off Le Morne, Mauritius. Reportedly, the ship proceeded to Port Louis for defect rectification.

• Sunk/ Off Narathiwat, Thailand / 11 Jul 21.

On 11 Jul 21, it was reported that a fishing vessel AU SOI SAKULPHET with three crew members onboard sank about 30 nm off Narathiwat, Thailand. Reportedly, all the crew members were rescued by a fishing boat in vicinity and transferred to a Royal Thai Navy vessel. They were then transferred to a local hospital for further treatment.

• Fire/ Off Sumatra, Indonesia/ 12 Jul 21.

On 12 Jul 21, an Indonesian flagged ferry GUNSA 8 with 86 personnel onboard caught fire off Sumatra, Indonesia. The fire was reported in engine room. All personnel were rescued safely and shifted ashore.

Voyage Data Recorders

➢ Passenger ships and ships other than passenger ships of 3000 gross tonnage and more, constructed on or after 01 July 2002, must carry voyage data recorders (VDRs) to assist in accident investigations, under regulations adopted in 2000, which entered into force on 1 July 2002. ➢ The mandatory regulations are contained in chapter V on Safety of Navigation of the International Convention for the Safety of Life at Sea, 1974 (SOLAS). Under regulation 20 of SOLAS chapter V on VDR, the following ships are required to carry VDRs:

• Passenger ships constructed on or after 01 July 2002.

• Ro-Ro passenger ships constructed before 01 July 2002 not later than the first survey on or after 01 July 2002.

• Passenger ships other than Ro-Ro passenger ships constructed before 01 July 2002 not later than 01 January 2004.

• Ships, other than passenger ships, of 3,000 gross tonnage and upwards constructed on or after 1 July 2002.

➢ The Voyage Data Recorder (VDR) system, including all sensors, shall be subjected to an annual performance test. • Death/ Toliara Port, Madagascar/ 12 Jul 21.

On 12 Jul 21, it was reported that a person has lost his life at the port of Toliara, Madagascar. Reportedly, a lifeless body washed ashore.

• Collision/ Off Bhasan Char, Bangladesh/ 13 Jul 21.

On 13 Jul 21, a cargo vessel HANG GANG-1 with 14 crew onboard collided with a sunken vessel MV FULTOLA about 10 nm South of Bhasan Char, Bangladesh. Reportedly, the vessel developed cracks and eventually sank. All crew members were rescued by the fishing vessels in the vicinity.

• Death/ Off Uvari, India/ 13 Jul 21.

On 13 Jul 21, two people died after drowning off Uvari, Tamil Nadu, India. Incident occurred when three members of same family were swept away by strong currents prevailing in the area. One person was rescued by the fishermen in vicinity. Mortal remains of the two drowned individuals were recovered subsequently.

• Sunk/ Off West Kalimantan, Indonesia / 13 Jul 21.

On 13 Jul 21, it was reported that 17 fishing boats with 134 crew onboard sank off West Kalimantan, Indonesia. Reportedly, the boats encountered heavy weather prevailing in the area and eventually sank. Eight boats have been recovered while nine others remain missing. 77 fishermen have been rescued, 42 remained missing and 15 have lost their lives.

• Capsize/ Off Cavite, Philippines / 13 Jul 21.

On 13 Jul 21, a motor banca with 21 personnel onboard capsized off Cavite, Philippines. Reportedly, the motorboat encountered heavy weather prevailing in the area due to engine failure and eventually capsized. All personnel were rescued by a fishing boat in the vicinity.

• Fire/ Persian Gulf / 14 Jul 21.

On 14 Jul 21, an Iraqi ship with nine crew onboard caught fire in Persian Gulf. Reportedly, all the crew members have lost their lives. The cause of fire was not reported. The vessel was reported to be carrying crude oil.

• Capsize/ Off Bakkhali, India/ 14 Jul 21.

On 14 Jul 21, a fishing trawler with 12 fishermen onboard capsized about 100 nm off Bakkhali, West Bengal, India. The trawler reportedly capsized after it encountered heavy weather in the area. The skipper and a fisherman of the trawler were rescued by another fishing vessel in the vicinity. Ten fishermen were reported missing.

On 15 Jul 21, it was reported that the Philippine Coast Guard evacuated a seafarer from a vessel off Sarangani, Philippines. Reportedly, the seafarer experienced vomiting and vertigo and required urgent medical assistance. The evacuated seafarer was shifted to local hospital for further treatment.

• Capsize/ Off Sulu, Philippines/ 15 Jul 21.

On 15 Jul 21, a local JUNGKONG boat with 19 personnel onboard capsized off Sulu, Philippines. Reportedly, the boat encountered heavy weather prevailing in the area and eventually capsized. It was reported that 17 individuals were rescued by the coastal authorities and shifted ashore. Two deaths were reported in the incident.

• Collision/ Off Kattupalli, India/ 18 Jul 21.

On 18 Jul 21, it was reported that a fishing boat with seven fishermen onboard collided with a boat off Kattupalli, Tamil Nadu, India. Reportedly, the fishing boat sank after the collision. All the fishermen were rescued by three other fishing vessels in the vicinity.

• Sunk/ Off Aden, Yemen / 18 Jul 21.

On 18 Jul 21, it was reported that an abandoned tanker DIA sank off Aden, Yemen. Reportedly, the tanker was anchored for seven years, was abandoned and unmanned. It was reported that an oil leak was also observed during the incident.

• Medevac/ Off Great Basses Reef Lighthouse, Sri Lanka / 18 Jul 21.

On 18 Jul 21, Sri Lankan Navy evacuated a fisherman from a local fishing trawler SGS about 610 nm North West of Great Basses Reef Lighthouse, Sri Lanka. Reportedly, the fisherman was seriously injured and required urgent medical assistance. Later, the patient was transferred to a local hospital for further treatment.

On 19 Jul 21, a dredger MV SHI XIAN 156 with 11 crewmembers caught fire about 0.3 nm off Pulau Indah, Malaysia. Reportedly, the fire was extinguished by local authorities. All the crew members were rescued and safely shifted ashore. The cause of fire was not reported.

On 20 Jul 21, it was reported that eight crew members were rescued from boat MB ROXANE-L about 3 nm off Caluya, Philippines. Reportedly, the boat experienced engine failure due to heavy weather prevailing in the area and eventually sank. Subsequently, the Philippines Coast Guard rescued all crew members.

• Medevac/ Off Lhokseumawe, Indonesia / 20 Jul 21.

On 20 Jul 21, it was reported that Indonesian authorities evacuated a crew member from a Singapore flagged vessel KOTA BISTAR off Lhokseumawe, Indonesia. Reportedly, the crew member was unconscious and required urgent medical assistance. Later, the crewmember was transferred to local hospital for further treatment.

• Fire/ Off Koh Rong, Cambodia/ 21 Jul 21.

On 21 Jul 21, it was reported that a boat with 11 personnel onboard caught fire off Koh Rong, Cambodia. Reportedly, a pipe connected to the boat engine broke causing gasoline to leak and was the suspected to cause the fire. Authorities rescued 10 individuals, including six who suffered injuries. One death was reported in the incident.

• Aground/ Off Karachi, Pakistan/ 21 Jul 21.

On 21 Jul 21, it was reported that a Panama flagged cargo ship HENG TONG 77 ran aground off Karachi, Pakistan. Reportedly, the vessel while awaiting crew change dragged her anchor after encountering heavy weather and eventually ran aground.

• Sunk/ Off Umargam, India / 22 Jul 21.

On 22 Jul 21, it was reported that an Indian cargo vessel MV KANCHAN sank about 7 nm west of Umargam, Gujarat, India. Reportedly, the vessel encountered heavy weather prevailing in the area due to engine failure on 21 Jul. MV HERMEEZ was directed to the incident location and rescued all 12 crew members. Subsequently, an emergency towing vessel WATER LILY reached the spot but could not locate the vessel. The vessel was reported to have sunk on 22 Jul 21. Reportedly, MV HERMEEZ disembarked the survivors at Mumbai.

On 23 Jul 20, it was reported that a fisherman went missing after falling overboard from his boat about 27 nm off Banting, Selangor, Malaysia. Reportedly, the mortal remains of the fisherman have been recovered by the authorities.

• Mechanical Failure/ Off Mumbai, India/ 23 Jul 21.

On 23 Jul 21, it was reported that a Panama flagged LPG tanker MV GAS YODLA, enroute from Mongla Bangladesh to Khor Fakkan, UAE encountered mechanical failure about 50 nm off Mumbai, India and was drifting towards offshore oil platforms. It was reported that the vessel was non-operational view insufficient fuel onboard. Under escort by Indian Coast Gurad, the vessel was towed to safe waters by tug ETV WATER LILY and anchored off Mumbai on 27 Jul 21. The vessel thereafter resumed her voyage to Khor Fakkan, UAE.

• Vessel Detained/ Off Tanjung Kelesa, Malaysia/ 23 Jul 21.

On 23 Jul 21, the Malaysian authorities detained a tanker with nine crew onboard about 14.6 nm North East of Tanjung Kelesa, Johor, Malaysia. Reportedly, the tanker was suspected of unauthorised anchoring. The crew members and the vessel were taken into custody for further investigation.

On 26 Jul 21, it was reported that an Indonesian flagged passenger vessel TIDAR ran aground with passengers onboard off Namlea, Indonesia. Reportedly, part of the passengers were evacuated by another vessel.

• SAR/ Off Navotas, Philippines / 26 Jul 21.

On 26 Jul 21, Philippine authorities rescued six fishermen from two motorbancas MBCA TWO SISTER 2 and MBCA TWO SISTER 3 off Navotas, Philippines. Reportedly, the motorbanca MBCA TWO SISTER 2 encountered heavy weather in the area due to engine failure. Subsequently, another motorbanca, MBCA TWO SISTER 3 reached the distressed boat for assistance when it encountered heavy weather prevailing in the area and eventually sank. The Philippine Coast Guard rescued all the six fishermen safely from both motorbancas and both motorbancas were towed to the port.

• Aground/ Off Antique, Philippines / 28 Jul 21.

On 28 Jul 21, it was reported that a tug EVA MARIE with 11 crew members onboard ran aground about 30 nm off Antique, Philippines. Reportedly, the tug was headed to render assistance to a distressed barge APRIL SHEEN MARIE, when the tug encountered heavy weather prevailing in the area and eventually ran aground. All the crew members were rescued safely.

• Sunk/ Off Kutch, India/ 29 Jul 21.

On 29 Jul 21, a Gabon flagged cargo ship SUVARI H with 18 crew onboard sank about 180 nm East of Gulf of Kutch, India. Reportedly, the ship encountered heavy weather prevailing in the area and eventually sank. In SAR operations coordinated by Pakistan, a total of 15 crew members were rescued. Three Crew members were reported missing.

On 29 Jul 21, it was reported that a fishing vessel SALEH MATHA II with seven crew onboard encountered mechanical failure off Carnicobar, Andaman & Nicobar, India. Reportedly, the vessel encountered engine failure and raised a distress alert. Subsequently, Indian authorities responded to the distress alert and Indian Naval Ship AIRAVAT rescued all crew members and towed the vessel ashore.

• Death/ Off Al Masirah Island, Oman / 29 Jul 21.

An incident of death of two crew members was reported onboard a Liberia flagged product tanker MERCER STREET about 60 nm North of Al Masirah Island, Oman on 29 Jul 21. Reportedly, the ship’s master (Romanian) and a security guard (UK national) died after the vessel was hit by an external aerial object.

• Cargo Mishap/ Off Colombo, Sri Lanka / 29 Jul 21.

On 29 Jul 21, it was reported that a Panama flagged container ship MV SEASPAN LAHORE encountered mechanical failure off Colombo, Sri Lanka. Reportedly, the vessel experienced a leak in a container carrying nitric acid. The cargo was reconfigured in a new container by Colombo Port authorities.

• Missing/ Off Pulau Buloh, Malaysia / 30 Jul 21.

On 30 Jul 21, it was reported that a fisherman went missing from a local fishing boat about 24.4 nm South West of Pulau Buloh, Malaysia. Reportedly, the fisherman went missing after departing in a smaller boat from the mother fishing boat on 29 Jul 21.

Comments. On 20 May 21, a new containership MV X-PRESS PEARL caught fire while anchored about 9.5 nm NW off Colombo, Sri Lanka. The vessel suffered an explosion onboard on 25 May and sank during attempted tow by salvors. A leak in one of containers carrying nitric acid is believed to be one of the plausible causes of the incident.

• Oil Spill/ Off Sungai Muar, Malaysia / 11 Jul 21.

On 11 Jul 21, Malaysian authorities reported an oil spill from Malta flagged bulk carrier MV GALAPAGOS after it collided with a United Kingdom flagged container ship MV ZEPHYR LUMOS about 14.1 nm Southwest of Sungai Muar, Malaysia. Reportedly, MV GALAPAGOS experienced a steering failure and collided with the container ship MV ZEPHYR LUMOS, while transiting in the Malacca Strait. No injuries were reported in the incident.

• Oil Spill/ Off Yemen/ 18 Jul 21

On 18 Jul 21, it was reported that an abandoned tanker DIA sank off Aden, Yemen and caused an oil spill in the Gulf of Aden. Reportedly, the vessel was moored since 2014 at Al-Bariqah, west of the main port. Oil was reported to have spread along the coast for 20 Km. A preliminary government report said the spill had reached a nearby nature reserve. Some dead fish were also reported to have washed ashore.

Cyber Attack

Cyber Attack on Transnet South Africa Shipping - Cybersecurity Insiders

Date: 22 July 2021 Locations: Durban, Ngqura, Port Elizabeth and Cape Town (South Africa) Perpetrator(s): Unknown, believed to be linked to international criminal gangs. Victim: State-owned Transnet SOC Ltd - a rail, port and pipeline company. Target: Port operating systems

➢ Type of attack: Ransomware. The hackers left a ransom note on Transnet’s computers claiming they had encrypted the company’s files, including a terabyte of personal data, financial reports and other documents. The note instructed the firm to visit a chat portal on the dark web to enter negotiations.

➢ Impact: Port operating systems used to track containers, book pick-up and delivery appointments or communicate with shippers were disrupted, primarily affecting operations in several container terminals and interrupting cargo movement. It was reported that only the distribution of mining ore and auto parts were affected, while the movement of essential commodities remained unaffected. Also, that operations related to freight rail, pipeline and engineering and property divisions operated normally. Within a few days after the attack, congestion began to worsen at South Africa’s main ports, with waiting times up to 5 days reported in Cape Town, up to 3 days in Port Elizabeth and up to 3 days in Durban. Despite the progress in bringing the operations back online, some carriers decided to divert ships to other ports. Major shipping line Maersk informed customers that a number of their ships were diverted to the Port of Maputo in Mozambique to load and unload cargo. Durban hosts the busiest container port in sub-Saharan Africa and also ships out from Africa most of the copper and cobalt mined in the Democratic Republic of Congo and Zambia.

➢ Response: Transnet acted swiftly to shut down affected systems and take steps to mitigate the effects of the attack. However, in an unprecedented move, it declared force majeure on 26 July 21 following ongoing fallout from the attack. The company initially described the attack as a “disruption on its IT network”, with a force majeure declaration confirming it as “an act of cyber-attack, security intrusion and sabotage”. Transnet group issued a statement on 27 Jul 21 saying: “Significant progress has been made in restoring Transnet SOC Ltd IT systems, with most of the affected applications up by Monday 26 Jul 21”. Container tracking services resumed on 28 Jul 21and the company lifted the force majeure on 02 Aug 21. The major backlog of containers resulting from the week-long disruption is expected to take several weeks to clear, impacting cargo flows at sub-Saharan Africa’s busiest maritime hub potentially until the end of the third quarter.

Maritime Security Incidents

• MV CSAV TYNDALL - On 03 Jul 21, an incident of fire was reported onboard a Liberia flagged container ship CSAV TYNDALL, off Musandam Governorate, Oman on 03 Jul 21. The fire was reported to be caused by an external source. The incident was reported to the local authorities. All crew were reported to be safe.

• MV MERCER STREET - On 29 Jul 21, Liberian-flagged product tanker MERCER STREET was reportedly subjected to two failed aerial drone attacks off the coast of Oman. On 30 Jul 21, reportedly a separate drone attack caused an explosion in the superstructure of the vessel, resulting in the death of two personnel, a Romanian (Master) and a British (Embarked security guard).

• On 31 Jul, the ship was escorted by warships and reached off Khor Fakkan anchorage, UAE on 02 Aug 21. Further investigation into the incident is being progressed.

• MT ALBERTA - On 30 Jul 21, A Bahamas flagged oil tanker MT ALBERTA was reportedly hit by an Unmanned Aerial Vehicle (UAV) off Jizan Port, Saudi Arabia. No significant damage or casualties were reported.

• First Steps for Emission Reduction Project in Asia.

IMO and the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) have launched the preparatory phase for the Blue Solutions Project with a dedicated regional kick-off meeting on 28 June. The preparatory project, which is funded by the International Climate Initiative (IKI) of Germany, aims to help East and Southeast Asian countries to identify opportunities towards preventing and reducing maritime transport emissions in line with their national, regional and international commitments. These will then be integrated into a full-fledged technical assistance project that will focus on demonstration of potential solutions.

• DNV Approved Samsung’s Design for Fuel Cell-Powered LNG Carrier.

Korean shipbuilder Samsung Heavy Industries (SHI) has received approval in principle from Norway-based classification society DNV for the design of fuel cell-powered LNG Carrier. According to Samsung Heavy, this will be the world’s first large cargo ship powered by solid oxide fuel cells (SOFCs) running on LNG. The shipbuilder sees this innovation as playing a key role in exceeding the 50 per cent emissions reduction target, set by International Maritime Organization (IMO). This kind of ship does not require engines or other equipment that uses oil, thus reducing harmful emissions.

• Ships Reminded to Check Documentation Before Loading Indonesian Iron Ore Fines.

Vessels fixed to load bulk iron ore fines cargo in Indonesia are reminded to make sure that they receive the necessary documentation for carrying Group A cargo in good time before loading commences, the North P&I Club advised. As explained, section 4.64 of the IMSBC Code provides detailed advice on the number and weight of samples required for concentrate cargo but is less detailed with regard to unprocessed ores such as IOF. However, the sampling procedure for concentrates provide a useful guideline for other Group A cargo.

• Illegal Fishing Hotspot Identified in Northwest Indian Ocean.

Nearly 200 foreign vessels detected in Somali and Yemeni waters represent one of the world’s largest illegal fishing operations. Global Fishing Watch (GFW) and Trygg Mat Tracking (TMT) have been working with partners in the Northwest Indian Ocean region, including the Somali government, to identify large-scale illegal fishing that is occurring inside the waters of both Somalia and Yemen. The detailed findings and analysis in form of a joint Fisheries Intelligence Report has been submitted to the Somali government and has also been shared with the relevant states through the Indian Ocean Tuna Commission (IOTC) and Fish-i Africa.

The Ever Given, one of the world’s largest container ships, resumed its journey to leave the Suez Canal on 07 Jul 2021; 106 days after becoming wedged across a southern section of the waterway for nearly a week and disrupting global trade. The development came after its Japanese owner, Shoei Kisen Kaisha Ltd, reached a settlement with canal authorities over a compensation amount following weeks of negotiations and a court standoff.

• Decarbonisation Winners and Losers.

As a sector at the “forefront of the climate change challenge”, the maritime sector is stepping up to its climate change mitigation and resilience building responsibilities, according to United Nations Conference on Trade and Development (UNCTAD). The International Maritime Organization (IMO) framework for its “clear goals, milestones and regulations” on reducing greenhouse gas emissions in shipping, has also warned of the negative impacts of the IMO measures on some developing countries. Achieving the targets of the Initial IMO Strategy on reduction of GHG emissions from ships is crucial for sustainable development in an increasingly fragile, inter-linked and complex global eco-system. This analysis found that small-sized vessels plying short-sea shipping routes will be more negatively affected compared to the large ships travelling longer distances. This could lead to some substitution between ship sizes.

• Caution Urged as Global Piracy Falls to Lowest Level in 27 Years.

The IMB on 13 Jul 21 released its latest global piracy report detailing 68 incidents of piracy and armed robbery against ships in the first six months of 2021; the lowest total since 1994 and down from 98 incidents during the same period last year. The IMB urges caution against complacency, especially in the Gulf of Guinea which continues to pose the highest risk to seafarers. IMB’s Piracy Reporting Centre (PRC) reported 61 vessels boarded, four attempted attacks, two vessels fired upon and one vessel hijacked. Despite an overall decline in reported incidents, violence against crews continued with 50 crew kidnapped, two assaulted, one injured and one killed during the first half of 2021.

• IMDEC 2021 Focuses on Security at Sea to Ensure Free Trade in Gulf Of Guinea.

Chiefs of Navies and Air Forces from across the world attended the two-day International Maritime Defence and Exhibition Conference (IMDEC) 2021 hosted by the Ghanaian Navy between 7 and 8 July, with a focus on combatting piracy and supporting economies. The government of Ghana will endorse a comprehensive National Integrated Maritime Strategy that will enhance interagency cooperation and thereby boost the collaboration among land, sea and air forces and key stakeholders in the country, as the sea is the superhighway for global trade and that Africa’s quest for a Continental Free Trade Area cannot be successful without a secured maritime domain.

• EU Proposes Adding Shipping to Its Carbon Market.

The European Commission on 14 Jul 21 proposed adding shipping to the bloc’s carbon market for the first time, adding pressure on an industry, which had for more than a decade avoided the European Union’s system of pollution charges, to become greener. Shipping is seen as one of the trickiest sectors to decarbonise, with industry groups citing a lack of commercially viable technologies. With about 90% of world trade transported by sea, global shipping accounts for nearly 3% of the world’s CO2 emissions. Under the EU plan, shipping would be added to the European Union Emissions Trading System (ETS) gradually from 2023 and phased in over a three-year period.

• The Persistence of Piracy and Armed Robbery against Ships in the Straits of Malacca and Singapore.

‘Why is Piracy and Armed Robbery (PAR) a persistent problem in SOMS?’ The paper examines the issue by providing a historical appreciation of SOMS and interrogating why the notion of “control” is problematic. It implies causation between counter-piracy measures and the underlying structural causes of PAR. Instead, the problem waxes and wane as a function of counter-piracy measures on the one hand and pull and push factors of the PAR business on the other hand.

• Carbon Recycled Methane Can Be Recognised as Zero Emission Ship Fuel.

The “Ship Carbon Recycling Working Group (WG)” of Japan’s Carbon Capture & Reuse (CCR) Study Group has confirmed that carbon recycled methane produced by methanation technology can be recognized as zero emission ship fuel. Carbon recycling, which is the process of capturing and reusing emitted CO2, is becoming increasingly important as one of the pathways to realize a carbon-neutral society. To explore the feasibility of the concept of utilising methanation technology for zero-emission ship fuels, the WG was formed within Japan’s CCR Study Group and started its activity in July 2020.

• IMO Urges Collaboration for Security in Gulf of Guinea.

The International Maritime Organization has urged its member states, national authorities, the United Nations and other relevant organisations to strengthen law enforcement, arrest and prosecute pirates within their jurisdictions in accordance with International Law and National legal frameworks. The security situation in the Gulf of Guinea remains at the top of IMO’s priorities.

• IMO Welcomes WHO Vaccine Roadmap Seafarer Prioritisation.

IMO Secretary-General Kitack Lim welcomed the World Health Organization’s decision to name seafarers as one of the groups of transportation workers that should be prioritised for COVID-19 vaccination in instances of limited supplies. IMO Secretary General Lim said, “I am glad to see that the WHO recognises the importance of vaccinating seafarers on cargo ships. These individuals are responsible for transporting over 80% of all goods around the world, including food, medicine and vaccine supplies and have continued to do so despite extremely challenging circumstances. Seafarers will play a key role in the global recovery”.

• Container Tracking Solution Launched to Address Shipping Risks.

Windward launched Container Insights, a capability that provide live screening and tracking of containers and (Bill of Lading) BOL verification. The system also provides a validation capability for BOL verification and with insights on the actual delivery status, stakeholders can ensure critical transaction steps. Governments can also leverage Container Insights to investigate leads regarding suspicious containers that are expected to arrive at a port. Ultimately, this data can support border control as well as customs and law enforcement operations in real time.

• AU, Gulf of Guinea Commission Ink Agreement on Maritime Security & Safety.

The African Union (AU) and the Gulf of Guinea Commission have signed a memorandum of understanding (MoU) to reinforce joint efforts of addressing maritime security and safety along the Gulf of Guinea. According to an AU statement on Friday, the agreement includes operationalisation of the integrated strategy for the Seas and Oceans Horizon 2050, dubbed AIM Strategy 2050, and the strategy of the Blue Economy of the 55-member pan-African bloc. “This is indeed a great day for Africa as our Member States pay closer attention

to maritime governance with the aim to protect our seas and our people who must primarily benefit from Africa’s maritime resources,” said the Executive Secretary.

• Final Wakashio Report Held Up One Year After Disaster.

One year after the MV WAKASHIO (IMO: 9337119) grounding that caused the worst environmental disaster in Mauritius’ history, the final accident investigation report, is being held up by a lack of access to the Voyage Data Recorder and to official ship documents, while the vessel’s master remains in custody. A representative from Panama Maritime Authority said that while a report has been uploaded to the International Maritime Organization’s Global Integrated Shipping Information System, which records maritime incidents, it has not been made public because vital information is missing.

• Robust Cybersecurity Solutions for Maritime Transportation.

With growing cyberthreats to the public and private sectors, the transportation industry remains one of the major targets for cyberattacks. Most of these attacks are designed to gain access to sensitive data that contains financial and personal information. Vulnerabilities have been identified in Industrial Control Systems (ICS) and Operational Technology (OT), such as GPS, alarm systems, satellite communications, Automatic Identification Systems (AIS) and Vessel Integrated Navigation Systems (VINS). Organisations should develop strategies, such as configuration of systems that can send alerts when anomalies are detected and constant monitoring of GPS data and cyber awareness processes that can help operators identify threats.

• Weather Forecast. A monthly weather forecast for the month of Aug 21 in IOR region has been uploaded on IFC-IOR website for reference.
