VTOS eligibilityPlaces are available on this scheme forthose receiving: • Job Seekers Benefit / Allowance • One-Parent Family Payment • Disability Allowance / Benefit• Farm Assist• Invalidity Pension, or• Widow/Widower’s Contributory/Non

Contributory Pension.• Other social protection payments may

qualify, contact centre for details• Those signing for credits, or• Those for whom adult dependant

allowances are payable.However, neither of these categories iseligible for the additional trainingallowance payment.

To participate on the VTOS scheme, allcandidates must be in receipt of one ofthe above for a minimum of six months(this time period can be waived forpersons who receive statutoryredundancy) and be at least 21 years ofage. Travel allowances are available whereapplicable. Childcare assistance is alsoavailable through the CETS (ChildcareEmployment and Training SupportScheme) operated by the TipperaryCounty Childcare Committee.

VTOS Full Time ProgrammeThe VTOS programme at Coláiste Éile isoffered over one or two years on a full-time basis. There are three full-timeoptions available in Coláiste Éile to adultsreturning to further education.

Each of the three programmes isdesigned to support the adult studentreturn to formal learning by building theirconfidence and providing them with asolid learning foundation. Theprogrammes give the adult student asmuch choice as possible in terms ofrealising their learning goals. Each

additional subject achieved is furthercredit towards their overall award.

Each programme is divided into foursemesters over a two year period.Enrolment takes place in September &January. Applications may be made inadvance. Places are strictly limited andare allocated firstly on VTOS eligibility andthen on the basis of educationalachievement at the time of applicationand finally on the basis of date applicationis received. In addition to the twosemesters there is a summer projectduring the summer where the emphasis ison more holistic subject content givingthe student a wider educationalexperience.

There are additional supports available inthe afternoons to assist students withtheir work as well as having computerfacilities available. Potential studentsshould note that to complete thenecessary programme, students shouldallow for thirty hours per week.

Each semester is 16 weeks long and thefirst week is an introductory week. Thetimes of the classes are available on thecourse timetable which you may requestfrom the coordinator or administrator.

Please note the college reserves the rightto alter the full-time programme detailand any amendments to the programmewill be notified to the relevant students.

The summer project can include subjectssuch as;

Vocational Training Opportunities Scheme (VTOS)VTOS is the Vocational Training Opportunity Scheme and is funded by the Department of Education &Skills to encourage adults to return to full time learning. Under the VTOS programme eligible adults canparticipate in full-time training, without losing their benefits. This, in effect, means that people who are in receipt of social protection payments prior to going on VTOS will retain their entitlements. The VTOSallowance will be paid for the duration of the course including all holiday periods. As VTOS is not means-tested, VTOS participants may also take up part-time work without affecting their payments.

VTOS Frequently Asked Questions

When will I know if I have a place?Once you complete the application processat the college the application is forwardedto the Dept. of Social Protection forapproval and then to the Tipperary ETB.After this process each applicant is writtento and informed as to the status of theirapplication. Every applicant has the right toappeal a decision if they are not satisfiedwith the process or the outcome.

How much does VTOS cost?There is no cost to the student once thestudent satisfies the following tworequirements;• Be at least 21 years of age (from date

of application).

• Be in receipt of a social protectionpayment for the appropriate duration.

Will I lose any of my existing entitlements?No.

Is childcare available?Yes, childcare assistance is available toVTOS students under the ChildcareEducation and Training Support (CETS)scheme administered by the TipperaryCounty Childcare Committee.

How will I be paid?VTOS students on admission must providebank account details as all VTOS moniesare paid by ‘pay path’ which means directlyinto your bank account. Monies are lodgedto students’ accounts on a weekly basis ona Friday morning. Students are informed inwriting when their VTOS payments willcommence and when students finish theircourse they are again informed in writingwhen their payment finishes. Students alsoreceive a weekly payment advice slipdetailing exactly how much has been paidinto their bank account. These advice slipsare emailed to nominated addresses.

How is my subject assessed?Each subject option is assessed on acontinuous basis with students building upa portfolio of evidence which is submittedfor assessment after the subject has beendelivered and after agreement has beenreached between the student and thetutor.

What is expected of me?There is a code of practice which is anagreement between the student and thecollege which each new VTOS studentmust accept and sign as part of theadmission process. A copy of thisagreement is included in this booklet and ispresented in detail at induction.

At what times are the courses on?Classes start at 9.05am and finish at1.50pm, with afternoon classes starting at2.20pm and concluding at up to 4.20pm.We have a 15 minute morning coffeebreak.

How long is the course?VTOS is a grant assisted course which isavailable for a period of 2 years. Each yearis broken into semesters. In exceptionalcases, students may apply for a third year.

What are the holidays like?Coláiste Éile students get their holidays inline with the nationally agreed school year.Usually that means one week atHalloween, two weeks at Christmas, oneweek in February and two weeks at Easter.

Do I have to do exams?It depends, there are some examinationassessments as part of the overallcontinuous assessment process. Themajority of assessment is by coursework inthe form of assignments.

Will I be the only student whohas not studied for many years?No, many of our students have been awayfrom education for many years. Our VTOSstudents range in age from their earlytwenties, up to their mid-sixties.

When should I call in?Any weekday morning between 9.30amand 12 noon. If these times do not suitplease telephone to make anappointment at a more suitable time foryou. Coláiste Éile is closed to the publicduring the standard school holidays.

How do I enrol?Each applicant must call into the collegeto fill in an application form. Applicationforms are available on request fromreception.

What is the NFQ - NationalFramework of Qualifications?The NFQ provides a structure (aframework) to compare and contrast thelevel and standard of different qualifi-cations. This helps you to make informeddecisions about your qualification choicesand to consider progression opportunitiesavailable to you. The NFQ also makes iteasier for you to explain to others whatqualifications you hold, or are studyingfor. This becomes very important whenyou are considering further learning orwhen you are applying for a job - athome or abroad.

As a student, you need to be aware ofkey questions you should ask to identifyqualifications that are recognised throughthe NFQ. This information should be usedto influence your education and trainingdecisions for the future. The NFQ,illustrated by the “fan diagram” below is asystem of ten levels. It is based onstandards of knowledge, skill andcompetence and it incorporates awards

made for all kinds of learning, wherever itis gained. School qualifications (awards)awarded by the State ExaminationsCommission, further education andtraining qualifications awarded by FETACand higher education and training qualifi-cations awarded by HETAC, DIT, otherInstitutes of Technology and theUniversities are all included in theFramework.

Qualifications in the NFQ are qualityassured. This means that you, the learner,can have confidence that your course,and the college at which you arestudying, are reviewed on an ongoingbasis. Quality assurance is intended toensure that all learners have a high qualitylearning experience regardless of whereyou are studying.

What is the QQAI – Qualifications and Quality Assurance Authority of Ireland?The Qualifications and Quality AssuranceAuthority of Ireland is to be an amalga-mation of the National Qualifications ofIreland (NQAI), the Higher Education andTraining Awards Council (HETAC) and theFurther Education and Training AwardsCouncil (FETAC).

This agency (at the time of print) isawaiting the passing of governmentlegislation to put the agency into effectand once the legislative process iscomplete the Minister for Education &Skills intends establishing this singleagency.

The establishment of a single unifiedagency to assure the quality of qualifi-cations and of students’ experience ofeducation and training at all levels inIreland will make it easier for employersand others to make sense of Irish qualifi-cations, including within a global context.The strength of current qualifications andquality assurance systems will grow,opening up new opportunities for peopleto engage and succeed in learning.

What is the ECDL?The ECDL is the European ComputerDriving Licence and is a nationallyrecognised award in basic computing.The ECDL is the world’s mostsuccessful IT skills certificationprogramme. Almost three millionpeople are participating in theprogramme today in over 60 countriesworldwide. In Ireland, the ECDL isadministered by ICS SKILLS. ColáisteÉile is a recognised ECDL centre andhas delivered this programme to manylocal adults for many years and theECDL is an optional extra qualificationfor VTOS students.

The ECDL establishes a standard foreveryone who uses a computer ineither a professional or personalcapacity. It is a certificate that verifiescompetence in computer use, makingthe holder readily mobile within Irelandand internationally. Employers and jobseekers all agree on the importance ofthis standard definition of practicalcompetence in InformationTechnology.

Coláiste Éile is also a recognisedAdvanced ECDL centre and these courses are scheduled when sufficientdemand arises.

What is Sloas?SOLAS is the new Further Educationand Training Authority in Ireland. It isresponsible for funding, planning andco-ordinating training and furthereducation programmes. SOLAS (AntSeirbhís Oideachais Leanúnaigh agusScileanna) was formally established on27th October 2013 by Ruairí QuinnT.D., the Minister for Education andSkills. SOLAS is tasked with ensuringthe provision of 21st century highquality Further Education and Trainingprogrammes which are responsive tothe needs of learners and therequirements of a changed andchanging economy.

What is the Tipperary ETB?North Tipperary VEC amalgamatedwith South Tipperary VEC on 1st July2013. The amalgamated organisationis known as Tipperary Education andTraining Board (TETB). These changeswere brought about by thecommencement of the Education andTraining Boards Act on 1st July, 2013.Education and Training Boards havetaken over the functions of what wereknown as Vocational EducationCommittees.

Back To Education Initiative

BTEI The Back To Education Initiative (BTEI) is a part-time programme consisting of a range of courses designed to meet the education and training needs of adults looking to enhance their level of qualifications.

The aims of BTEI are to increase the participation in a range of accredited learningopportunities and to facilitate access, transfer and progression to other education oremployment pathways.

BTEI offers you a chance to continue your education and training, to develop new skills, to gain certification at a range of levels and to improve your chance to find good employment.

To qualify for our BTEI part time programmes students must be over 18 years of age.

BTEI Part Time ProgrammeThe BTEI programme at Coláiste Éile is offered in a flexible manner with courses rangingfrom a number of weeks up to two years in duration. There are major and minor awardoptions available under BTEI to adults returning to Further Education. The majority ofcourses are offered at Levels 3 & 4 on the National Qualifications Framework but thereare options available from Levels 1 to 5.

Our BTEI programmes are designed to support the adult student return to formallearning by building confidence and providing a solid learning foundation. Theprogrammes give the adult student as much choice as possible in terms of realisingtheir learning goals. Each additional subject achieved is further credit towards theiroverall award.

The college year is divided into three semesters allowing for enrolment throughout theyear. The majority of students enrol for the September term but enrolment also takesplace for the January term and the June term. Applications may be made in advance.Places are strictly limited and are allocated firstly on BTEI eligibility and then on thebasis of educational achievement at the time of application and finally on the basis ofdate application is received.

The BTEI subjects are delivered over a variety of course lengths and times and aredelivered in as flexible a manner as possible to ensure the widest level of participation.The times of the classes are available on the course timetable which you may requestfrom the coordinator or administrator.

Courses under BTEI are free of charge to adults in receipt of a social protectionpayment, or who hold a medical card or who have not yet achieved upper second levelqualifications. There are no grants payable to students on BTEI and students will notincur any charge for class materials or examination fees whilst on their course. The localsocial protection office will be notified of relevant persons participating on BTEIprogrammes and persons should continue to receive their social protection entitlementsin the normal manner. BTEI students are eligible for pro-rata childcare assistancethrough the Childcare Employment and Training Support (CETS) scheme administeredby the Tipperary County Childcare Committee.

Programme OverviewThis programme is ideally suited to thoseadults with an interest in Sciencereturning to education after a length oftime and unable to commit to a full-timeprogramme. This programme offers thestudent an opportunity to develop abroad range of scientific knowledge andskills to enable progression to furtherstudies at Level 5 (Post LeavingCertificate) on the National Framework of Qualifications and Third Level as wellas enhancing the employability of thestudent.

Programme Objectives• To provide a programme of learning of

a broad scientific nature that is flexiblein structure so that the student hasthe maximum opportunity to explorethis vocational area of learning

• To provide the student withvocationally specific scientificknowledge, skill and competence atthis level, thus affording the studentthe opportunity to progress toprogrammes leading to awards at Level 5 on the NQF

• To systematically enable the student todevelop the scientific language, literacyand numeracy skills embedded in theprogramme objectives and content

Programme OverviewListed below are stand-alonesubject options which may ariseduring the academic year wherefunding and minimum numberspermit the running of thesecourses.

These stand-alone programmes areideally suited to those looking for aminimum time commitment andwith a specific area of interest inmind. These options can becombined with other certificationto realise further qualifications andthis option can be discussed withthe BTEI administrator. Theseprogrammes offer the student anopportunity to develop theirknowledge and skills in specificareas to enable progression tofurther studies at various NFQlevels as well as enhancing theemployability of the student.

To enrol in any of the above optionsstudents are required to completean application process and whenthe minimum numbers required torun the course and the funding hasbeen secured for the delivery of thecourse then applicants will beinformed as to the times andduration of the programme.

Community EducationThe community education serviceprovides opportunities for intergen-erational learning, building self-confidence and self-esteem and isalso aimed at adults wishing to joina taster course before starting intoother further education courses.

There are a wide range ofuncertified community educationcourses that can be set up with agroup directly, or set up dependingon demand in Coláiste Éile.
