ICAO PERFORMANCE FRAMEWORK - WHY
11th Air Navigation Conference in 2003 urged ICAO to develop a performance
framework for Air Navigation Systems
35th General Assemby in 2004:
• Called upon States, PIRGs and the aviation industry to use the ICAO Global
ATM Operational Concept (Doc 9854) as the common framework
• Requested ICAO to develop the transition strategies, ATM requirements and
SARPs necessary to support implementation of a global ATM system
• Urged ICAO to ensure that the future global ATM system is performance
based and that………
37th General Assembly in 2010 stressed again the importance of the
performance framework
Global Indicators are under development at ICAO Montreal

• Based on clear principles: – Produce improvements to the aviation system – Avoid duplication of efforts and make maximum use of existing

THE PROPOSAL IN SHORT
Performance framework shall produce improvements for the aviation system within the Region Based on ICAO documents and on going regional activities: • pragmatic approach - first step • identification of a common ground (HCF) – single approach • maximum use of existing arrangements Realistically applicable within our wide Region (and also NAT) Reflect regional performance status to be able to identify areas where improvements are possible Baseline for future evolution based on changing objectives, priorities, capabilities
