Merits:1. Links to PubMed, ChemPort, CrossRef -> strong incentive2. Google full text search -> high visibility3. Free from server maintenance -> light duty4. Online submission/review system -> quick publication5. Free of charge -> low cost
Immediate target,Double number of papers at a half cost,seems feasible
