Introduction (2)

Background/Context of IDRC Support for CCaR2 (Philippines) 2018-2020

1) International Research Initiative for Climate Change: Coastal Cities at Risk (IRIACC-CCaR), 2011-2016;

2) Coastal Cities at Risk: Vancouver, Bangkok, Lagos, Manila

3) CCaR2 (Philippines): Knowledge generation (concepts and tools of climate and disaster science for resilience knowledge mobilization/transfer (MDRR, NRC) Philippines thru Transdiciplinal action research, involving multi-stakeholder partnerships (science-policy-practice/community)

Objectives

The project aims to enhance the capacity of coastal cities in Metro Manila, Iloilo, and Naga through better understanding of the complexity and dynamics of climate and disaster risk by

(1) undertaking new trans-disciplinary action research,

(2) building capacity of resilience scientists and practitioners,

(3) strengthening public-private partnerships, and

(4) informing the resilience plans of cities.

Project Cities

Metro Manila

- Characterized by rapid urbanization and population growth

- Has weak infrastructural and economic bases (Porio, 2014)

- Rising Prosperity and Widening Inequality (Porio2015, 2017)

Project Cities

Iloilo

- Plays a critical role in socio-economic development in the region

- Identified to be at risk to climate change based on the city’s local climate change action plan

Project Cities

Naga

- Bicol region’s commercial, industrial, and economic center

- Recognized as one of the “Most Competitive Cities in the Philippines”

- Regularly faces climate and weather-related hazards

Expected Outcomes

The project will generate solutions-driven and actionable science that is consumable by vulnerable populations:

(i) through trans-disciplinary and multi-stakeholder support in the preparation of “Resilience 2022” plans;

(ii) by bringing the science of climate and disaster risk and resilience to inform core business of the private sector, government and civil society organizations; and

(iii) by supporting the priorities of the Sendai Framework for Disaster Risk Reduction 2015-2030, the Paris Agreement, the APEC Disaster Risk Reduction Framework, the New Urban Agenda, and Sustainable Development Goals 7, 11 and 13.
