• ABILITY: United Nations Security Council Resolutions (UNSCRs), endorsed by the

Government of Iraq, authorizes Coalition Forces and Iraqi Security Forces to detain

individuals who are ‘imperative threats’ to security and stability in Iraq.

detained for acts such as: attacks on coalition forces and Iraqi Security Forces,

Criteria for release? ؼب١٠ش االفشاج؟

• When an individual is no longer seen as an ‘imperative threat.’

• When there has been enough engagement while in detention to believe

that they will not threaten the safety and security of those working and

living in Iraq.

After seven days of detention,

the Magistrate’s Cell and

Central Criminal Court of Iraq

reviews the detainee’s record.

The Combined Review and Release

Board looks at the detainee’s record

What is detention like? • Detainees are currently kept at two locations: Camp Cropper in

Baghdad and Camp Bucca in southern Iraq. (Detainee

Operations at Abu Ghraib ended in August 2006.)

• MNF-I adheres to applicable provisions and standards of

Geneva Conventions IV regarding the care and custody of all

civilian internees.

• International Committee of the Red Cross reviews and inspects

our procedures and actions routinely and frequently.

• Detainees are not only provided the same medical care as military

service members but they also receive specially-prepared meals to meet

nutritional, cultural and religious standards.

dedicated to the welfare of the

detainees. The highest

standard of custody and care

is given, to include allowing

visitors, receiving mail and

unannounced visits by the

International Committee of

the Red Cross. We hope that

our programs here at TF 134

will help detainees and their

families prosper in the Iraqi

society.

The Inner-Compound School is

taught in concert with hired

teachers and volunteer

detainees.

The curriculum is varied among

many subjects including Arabic,

English and math.

An education center

provides juvenile

detainees with a basic

education program up

to a 12th grade level.

The curriculum is

based on a core of six

subjects: Arabic,

English, math, science,

civics and geography.

and brick manufacturing

compensate detainees for

their labor, enabling them

to send money home to help

Family visitation is provided

to the detainees, as well as

letters and phone calls.

The International

Committee of the Red Cross

also coordinates

communication with

detainees and their families.

Task Force 134 Rule of Law

attorneys working in conjunction

with various military, governmental

and non-governmental entities to

promote and strengthen the

Rule of Law in Iraq.

Senior Coalition Forces officers

review each detainee’s case on a

periodic basis.

Pledge Program

The judicial pledge is the detainee’s

promise to an Iraqi judge to maintain

peace and good conduct.

األسدفجر

This special program celebrates the release

of a group of detainees. It’s conducted as a

public release ceremony for the detainees.

Iraqi VIPs attend the ceremony and

typically invite Iraqi/Pan-Arab media to

cover. Nine ceremonies have taken place so

far and a 10th is scheduled to be conducted

in June.
