FOrEWOrD On behalf of the Community & Voluntary Forum Committee I am delighted to present the “Co. Carlow Directory of

Facilities”. The main aim of the directory is to highlight the number and range of community and sport facilities available

in the County. The information will be useful to community groups, the general public and community workers, guiding

people in their search for details of facilities available throughout the County and the activities taking place therein.

Carlow Community & Voluntary Forum was established in January 2000 to represent the community & voluntary sector

in the County. The forum provides an information service to community and voluntary groups, identifies training needs

and organizes training where appropriate. The forum also engages in specific initiatives from time to time in response to

an identified need, e.g. the development and publication of a funding handbook and the development of a directory of

indoor community and sports facilities, which is the focus of this publication.

The directory also highlights the huge number of volunteers involved in the maintenance and operation of facilities.

Sincere gratitude and admiration must be expressed to all volunteers who give so willingly of their time and energy. I am

sure that this directory will be of assistance to them promoting their facilities and increasing usage.

INTrODUCTION This facility directory provides accessible information to local people with regard to the indoor sports and community infrastructure in County Carlow. A joint initiative between Carlow Community & Voluntary Forum and County Carlow Sports Partnership, the directory is a comprehensive listing of the wide range of indoor community and sports facilities available for use. To compile the necessary information, a site visit was made to each individual facility listed, and the designated contact person for the facility was consulted. Facilities covered include: community halls, parish halls, school halls, college halls, meeting rooms and sports halls. The co-operation and support received from representatives of these facilities must be acknowledged. The facilities in the directory are grouped in three categories for ease of use: (i) Tullow; (ii) Carlow Town; and (iii) Borris & Bagenalstown.

While every effort has been made to include all relevant community centres, sports halls and school halls within County Carlow in this directory, and to adequately represent their relevant facility details, we cannot guarantee that such information has not changed or is without error. Inclusion in the directory is optional and some facilities chose not to be included. This directory represents the information held at the time of going to print and we cannot accept responsibility for information or circumstances changed in the interim period. There is a form at the end of this booklet that can be completed to add a new facility or change the details of an existing facility. Co Carlow Sports Partnership intends to establish an online, internet based, version of this booklet which will be updated on a yearly basis.

In addition to the directory, a further research report was also produced which identifies opportunities for development and examines issues arising (such as access, maintenance, funding, vandalism, staffing, etc). The report, which was completed with the assistance of Humphrey Murphy (Irish Leisure Consultants Ltd), highlights best practice examples, explores the potential for shared facility use between schools, clubs, communities, and will enable improved targeting of facility development in the future. Copies of the full report are available from the Sports Partnership Office or the Community & Enterprise Department of Carlow County Council.

Owned by the Parish and administered by a hall committee elected annually from the local community.

DescriptionSmall rural hall used for a variety of activities. Building in addition to a hall also has a kitchen and rudimentary dining area. There are no outdoor facilities aside form the tarmac car park. Hall is suitable for minor sports activities due to small size and wall mounted radiators.

LocationIn Ardattin village, the facility is across the road from the national school, close to a small housing estate and accessible by footpath. Site is approx 1/3 acre and has off road parking for about fifteen cars.

AccessThere is wheelchair access to all facilities except the stage area. There is no wheelchair toilet

DescriptionA community hall with a small side hall. The facility is suited and used for active sports. Balcony is suitable for meetings and table tennis.

LocationIn Ballon adjacent to a community childcare complex. Shared off road parking for about 20 cars and accessible by footpath within the village. Across the main road from the National School and approx-two miles from the soccer pitch and club. Site is less than a half acre.

AccessWheelchair access to ground floor facilities but not to the upper floor.

Owned and operated as a community sports facility. Administered by a BOM. Committee elections take place annually. With the exception of the part time FAS worker, all staff are voluntary.

DescriptionNew indoor sports facility with two soccer and one GAA pitch. The GAA pitch has training floodlights and one of the soccer pitches is sand based. Small gym area within the building as well as an upstairs kitchen and dining/meeting/play area with views over the pitches.

LocationIn a rural area approx two miles outside Clonegal on 11 acres. The facility can not be reached by footpath. There is off road parking for over thirty cars and the facility is not near any significant housing.

AccessThere is wheelchair access to the ground floor but not to the upper floor. There is a wheelchair toilet in the building.

DescriptionA single court small hall with an upstairs meeting room and a large external car park.

LocationA rural area with some scattered housing nearby, the facility can not be reached by footpath. The site is approximately two acres and has sufficient parking for over thirty cars.

DescriptionA two story drop in youth facility, part of the Tullow Youth Project, the facility is primarily a youth space with no sports facilities as such. The building includes a pool table, darts, computers and gaming.

LocationAccessible at the rear from the Tullow Parish Centre and at the front of the building off the main road in Tullow.

Built on the grounds of the old convent and owned under trust.Facility is partially financed by the HSE and administered by a BOM elected annually from parents. The facility has a full time manager.

DescriptionDirected by local parents of adults with special needs, the Centre is a day facility offering training opportunities. The facility includes an outdoor grass play area as well as a garden. Indoor facilities include a dining, classroom and general purpose room

LocationIn the centre of Tullow town, the building is adjacent to the cluster of community facilities surrounding the church car park. There is on site parking for approximately ten cars and additional off road parking in the church car park for approximately 100 cars.

AccessThe facility is on a ground floor and is fully wheelchair accessible.

Owned by the community. The Parish are the main trustees and un-derwriters of the hall. Administered by a committee elected annually from the local community, however this committee tends to roll over each year.

DescriptionA community hall with an upstairs snooker room. The hall is well maintained and is capable of being used primarily for the arts and to a lesser extent minor sports activities. The hall lighting and abutting walls along with the absence of floor markings, does not facilitate the use of the hall for formal sports such as badminton, basketball and indoor soccer. The snooker club is upstairs with two tables.

LocationJust off the main street in Tullow Town, the facility is accessible by footpath. All parking is on street, however there is a nearby car park.

AccessStep at the front door. The downstairs facilities are wheelchair accessible via a side door to hall. Snooker hall is not W/C accessible.

DescriptionPreviously a school with two classrooms that have now been adapted as small halls.

LocationIn a small semi urban area close to local housing, the facility can be reached by footpath. The building is beside a run down castle.

AccessThe facility is wheelchair accessible (ramp) and all facilities are on the ground floor.

DescriptionThe facility comprised originally of two mirror image schools within one building. The left wing for the girls (girls classroom and female teachers living area.). While the right hand side is an identical copy for the boys and male teacher, including a separate basement level kitchen and food store. It was established in 1988, and its mission is “to support and promote community based youth work. LocationThe service operates out o five locations in Carlow: Montgomery House (main office base), New Oak Community Centre, The Vault Youth Centre, Cillan Oir Community Centre, and the Bishop’s House Tullow. Apart from Montgomery House, CRYS staff co-ordinate bookings for Cillan Oir Community Centre in Graiguecullen, The Vault and John Sweeney Community House

Youth Service complex on Kennedy StreetAt present the head office of the Youth Service however this may move in a year. An administration base as well as a counseling and a drug prevention service, the building also hosts a youth café “The Hub” which is open all day. Youth at the Hub have access to a number of unstructured and structured activities such as pool, table football, music, after school and wood crafts (Students undertake a structured training programs such as learning how to make couches etc.)John Sweeney Community House.

Cill an Oir Community CentreGraiguecullen Youth Project is based here. Centre open to other community or residents groups in the evening time.

John Sweeney Community HouseCommunity facility primarily for the residents of John Sweeney Park. A number of other agencies operate projects from the house including Barnardos, Open Door CDP and Carlow Town Council. Limited arking.

The Vault Youth CentreCentre open to all post-primary age young people in Carlow. Facilities available include a Drop-in Youth Cafe, Counselling Service, and a wide and varied pro-gramme of activities for the social and personal development of young people. Other targeted services for young people in difficulties are also proviced here. There are two large group work rooms and one small room available to other youth work related organisations.

The Bishops House ProjectOffers similar services to above and is outlined seperately in the report.

AccessThere is ground floor access for wheelchair users in the Vault Youth Centre, however, the upstairs meeting rooms are not accessible. Cill an Oir Community Centre is accessible, while John Sweeney Community House is not.

DescriptionAn adult training centre for people with a learning disability the facility is funded to 80% of its operating costs by the Department of Health. The facility is a mix of an outdoor garden centre / gardens and an indoor training centre. The sensory garden theatre might be suitable for meetings and small conferences.

LocationOn the edge of Carlow town in an industrial estate area, the facility is not accessible by footpath. The site is approximately 3 acres and there is off road parking for circa 10 cars.

Located across the road from the church and swimming pool where off street parking is available. The site is less than a quarter acre.

The facility offers a diverse range of resources including a potters wheel and small kiln. A number of community type organisations have their offices in the building.

LocationIn an urban area of Carlow town and part of a cluster of schools adja-cent to the railway station the site is approximately an acre in size, has parking for over 30 cars and is accessible by footpath.

DescriptionConsisting of two halls interconnected, this is a large facility. The changing rooms are in reality administration areas and are very lim-ited with no showers. The original smaller hall is quite unique in its design, due to its origins as a church. Both halls are marked and there are spectator viewing areas in both halls.

LocationIn Graiguecullen, Carlow Town, located amidst a residential and com-munity area (Swimming pool, nursing home, church and community centre.). The facility can be reached by footpath and has off road parking for less than ten cars. There is on-road parking in the area, however it is quite limited, especially during the day.

AccessWheelchair access to the main hall is possible, however there is no wheelchair toilet. All facilities with the exception if the unused bal-cony area in the small hall, are on the ground floor.

DescriptionTintéan provide a variety of housing in County Carlow for people with special needs, elderly and low income families. The Community Centre houses the administration centre for the Tinteán houses and a Community meeting and interaction space. The building includes a large multi-purpose room, with a large TV and projection facilities as well as a smaller meeting room. The small meeting room is used primarily as an Irish speaking preschool.

LocationThe Centre is located in a residential area, which has a mixture of affordable, private and social housing. Off street parking is available to the front of the building for approximately twenty cars and linking footpaths connect to adjoining estates. There is a green area adjacent to the facility.

AccessThe Community Centre is fully accessible to people with disabilities including a wheelchair toilet.

LocationOff Green Road in Carlow town amidst a residential area, the facility can be reached by footpath and has parking for circa 100 cars. The building is hidden off the main road and can be difficult to find for non locals. The scout hall is on the grounds of the building.

DescriptionThe club has no ownership of facilities and relies on access to the changing rooms and pitches of the Presentation school in Askea, Carlow town. The changing rooms are old but sufficient while the two outdoor pitches are smaller than ideal.

LocationOn the edge of the cluster of community and sports facilities in Askea (Adjacent to the Gaelscoil, the boys and girls national schools and the running trip.). The facility is accessible by footpath and is within a dense housing area.

AccessWheel chair access is possible to the changing rooms. There is no wheelchair toilet in the changing rooms but there is one in the adja-cent school.

LocationOn the edge of the residential area of Carlow town, close to Oak Park and also amidst a significant sports facility area (hurling, rugby and football clubs.). The facility is best reached by car and there is on site parking for circa 30 cars. The site is approx 4 acres.

DescriptionAn inland rowing club with a large club house and a social area which includes a bar (club members only), and a function room. The main building is primarily a boat store as well as a changing, meeting and fitness suite area. The function room in the neighbouring social area, is also used as a circuit training area.

LocationIn the centre of Carlow town on the banks of the Barrow river. The facility is accessible by footpath and while in the midst of the com-mercial retail and office area of Carlow is also close to residential areas. There is no off street parking and the on street parking is busy during the week.

AccessThere is access to the downstairs area of the club and the club has as-sisted individuals with disabilities to take part in rowing at the club.

The facility is modern and well maintained.

The hall is owned by the parish but is operated by a local committee (Elected annually), as a Company limited by guarantee.. Recently renovated and rejuvenated by the committee, the facility is well maintained and an informal development plan is in place. All staff are voluntary.

DescriptionPreviously the CYMS hall constructed in 1966 and up until the past few years used as a playschool/crèche. The facility is located adjacent to the centre of the village off the main street, here is ample on street car parking as well as some limited off street parking. Comprising one small hall (Badminton court size.) and a billiards room (Two tables.), there is also a small meeting room available and a modern well equipped kitchen.

The Billiards room is located adjacent to the hall and is only used for billiards, this room has a separate entrance directly to the street. The floor of the billiards room needs to be replaced as does the present heating system. The Billiards room operates as a separate unit within the facility and is open to juniors (7 -9:30 twice a week) and seniors. Some of the senior members have a key for the facility and in addi-tion to evening billiards sessions, informal day time play also takes place year round.

The Kitchen is used for food preparation mainly for funeral recep-tions. The meeting room is quite small and will seat ten at maximum. This room is also used as a TV room for billiards players. Meetings are mainly in winter (ICA, Camogie Club Residents Assoc , TD surgery etc.) and this room tends to be well booked but spaces are available

DescriptionAn old school constructed of cedar wood as a temporary structure. The school was closed and relocated adjacent to this building in 2004 and the community were in the process of converting it to a hall. However recent vandalism has resulted in a decision to knock the building and seek to build a new hall on the site. The local drama group are the main drivers behind the redevelopment of the facility.

LocationIn the small village of Drumphea with limited surrounding housing, accessible by footpath. The site is adjacent to the new Drumphea school (Approx 50 yards away) and is less than a half acre in size.

DescriptionA modern hall built in 2004, this facility is community owned and operated. Located in the village of Old Leighlin (Population approxi-mately 300), this facility is one of the larger sports halls (4 Court Hall), in the area. While no staff are employed at present, the committee has targeted the future employment of a full time member of staff. Some courses have been subcontracted by the hall committee how-ever the significant majority of hall usage is by individual hour hire. The building has a toilet suitable for people with a disability, however there is no lift in the building to the first floor.

Some courses (Aerobics), have been subcontracted by the hall com-mittee however the significant majority of hall usage is by individual hour hire. The upstairs meeting room has proven effective for yoga classes.

Main Hall

The Four court hall has two small cross hall basketball courts and one full size Basketball court all equipped with hoops. The hall is operated as a one pitch indoor football facility. A first floor balcony provides the main viewing area.

Used mainly for 5 a side, camogie, athletics and soccer training as well as basketball train-ing and competitions.

The Gym is ‘L’ shaped and includes free weights, resistance and cardiovascular machines. Gym membership is approximately 60% male and 40% female. There are also four ground floor changing and shower rooms.

Hall Hire on demand, 6 – 11 midweek

Gym 6 – 9:30 midweek 10 – 12 noon Saturday.

Special InterestThe heating system for the building is an underfloor wood chip burner (100 kwh). This system was installed at the building stage. This type of heat source is sufficient for both space and water heating and is less expensive per kilowatt hour (Kwh) than most alternatives.

The cost of the hall construction (Circa €800,000 in 2007), was reduced through the use of local skills and careful attention in the design and fit out process. Comparable scale facilities more typically cost circa €1,200,000.

This facility is a worthwhile reference for similar organisations at the design, planning or build stage of a similar building type.

DescriptionA large National School surrounded by approximately one acre of grounds (Mix of grass, concrete and tarmac playing surfaces.). The school has limited indoor sports facilities with a small single court hall more suited to plays and light activities. This hall is marked for a badminton court, however radiators are at floor level.

LocationIn the Centre of Bagenalstown with limited off road parking for staff.

AccessThere are access points in the school for wheelchair users, all facilities are at ground floor level.

Classrooms have the potential as meeting rooms however these have greater restrictions on their use by external groups due to the students work and the general classroom infrastructure in place.
