Thank you for your interest in applying for an SDSU CNSA Board Position! Please review the
following pages prior to filling out the application. Please send completed application, questions,
and/or concerns to Legislative Director, April Lembi, at [email protected].
CNSA Applicant Requirements:
1. Must be a current SDSU Nursing Student for the full term
2. Must be a current member of good standing in CNSA
3. Any member running for an elected position shall be a nursing student for the entire term
of office and maintain good academic standing. Good academic standing shall be
ultimately determined by the Faculty Advisor on behalf of the SDSU School of Nursing,
which will include evaluation of any circumstances related to existing learning contracts,
previous or concurrent failure of core nursing courses, or unprofessional behavior.
4. Must attend:
a. New Student Orientation
b. White Coat Ceremony
c. Pinning Ceremony
d. At least two Breakthrough to Nursing events in one school year

ARTICLE I
Names and Auspices
Section 1. The name of this organization shall be the San Diego State University- California
Nursing Students’ Association, a local constituent chapter of the California Nursing Students’
Association and the National Student Nurses’ Association, Inc., hereinafter referred to as SDSU-
CNSA, CNSA, and NSNA respectively.
ARTICLE II
Objectives and Purposes
Section 1. The objectives and purposes of this association shall be:
1. To assume responsibility for contributing to nursing education in order to provide for the
highest quality health care;
2. To provide programs representative of fundamental and current professional interest and
concerns;
3. To aid in the development of the whole person, his/her professional role, and his/her
responsibility for the health care of people regardless of social, religious, or ethnic
background.
4. To have direct input into standards of nursing education and influence health care
through legislative activities at the chapter, state and national level;
5. To promote and encourage participation in community affairs and activities toward
improved health care and the resolution of related social issues;
6. To represent nursing students to the health consumer, institutions, and other
organizations;
7. To promote and encourage students’ participation in interdisciplinary activities;
8. To promote and encourage recruitment efforts, participation in student activities, and
educational opportunities regardless of a student’s race, color, creed, sex, age, sexuality,
national origin, or economic level;
9. To promote and encourage collaborative relationships with the Americans Nurses’
Association/ California Nurses’ Association, National League of Nursing, International
Council of Nurses, as well as other nursing and health related organizations;
10. To serve CNSA/SDSU members in being a source of information, support, and
encouragement regarding job search, state board licensure exams and graduate education.

ARTICLE III
Consistency Status
Section 1. For recognition as a CNSA constituent chapter and NSNA constituent chapter, SDSU-
CNSA shall submit annually the Official Application for CNSA constituency status and NSNA
constituency status which shall include the following areas of conformity: Objectives and
Purpose, Membership, Dues, and Representation.
Section 2. SDSU-CNSA will participate in the CNSA Membership North/South meetings
according to State Bylaws. For an explanation and definition of the structure of Membership
North/South meetings, see CNSA Bylaws (Article VII).
ARTICLE IV
Membership
Section 1. Individuals identified in Article IV, Section 2, and declaring membership on a voting
ballot, shall constitute the voting membership in the elections of the SDSU-CNSA Board of
Directors. Eligibility for membership or appointed or elected student officer positions may not be
limited on the basis of race, religion, national origin, ethnicity, color, age, gender, gender
identity, marital status, citizenship, sexual orientation, or disability. The organization shall have
no rules or policies that discriminate on the basis of race, religion, national origin, ethnicity,
color, age, gender, gender identity, marital status, citizenship, sexual orientation, or disability.
Section 2. Member of the SDSU-CNSA shall be:
A. Active Members:
1. Students enrolled in the SDSU state approved nursing program leading to a
baccalaureate degree with a major in nursing;
2. Registered nurses enrolled in the SDSU State approved nursing program leading to a
baccalaureate degree with a major in nursing;
3. Active members shall have all the privileges of membership.
B. Associate Members Are:

1. Pre-nursing students, including registered nurses, enrolled in college or university
programs designed as preparation for entrance into the SDSU State approved nursing
programs leading to a baccalaureate degree in nursing;
2. Afforded membership in CNSA except the right to hold office as President or Vice
President at local, state and national levels.
3. Post-graduate students enrolled in SDSU approved graduate nursing programs.
C. Honorary Membership
1. Honorary membership may be conferred by a majority vote of the Board of Directors
to persons who have rendered distinguished service or valuable assistance to SDSU-
CNSA, nursing and/or nursing education.
2. Honorary members have none of the obligations or privileges of membership.
Section 3. Dues:
A. Each member, to be in good standing with NSNA, CNSA, and SDSU-CNSA, must pay,
within the time frame determined by SDSU-CNSA and in accordance with NSNA dates,
annual dues in an amount fixed by the NSNA Board of Directors and approved by its
membership.
B. Initial dues shall be payable directly to SDSU-CNSA which will then remit to the state
dues collected on behalf of the constituent.
C. Renewal membership fees shall be payable directly to the NSNA in accordance with the
renewal notifications and deadlines provided by the NSNA.
D. SDSU-CNSA may charge additional chapter dues to its members, but only with a
majority rule from the SDSU-CNSA Board of Directors.
E. Any member who fails to pay annual NSNA dues shall forfeit all privileges of CNSA
membership.
Section 5. Termination of membership:
A. The membership of any member shall terminate upon occurrence of any of the following
events:
1. The resignation of the member;

2. The failure of a member to renew his or her membership for the following year by
paying annual dues before the expiration of membership;
3. The occurrence of any event which renders such member ineligible for membership,
provided that termination for such cause shall take effect only upon expiration of the
member’s current membership period;
4. The determination by the Executive Board or a committee designated by the
Executive Board to make such determination that the member has engaged in conduct
materially and/or seriously prejudicial to the interest of SDSU-CNSA;
B. In case of resignation or expulsion as identified in Items 1 to 4 above, the Legislative
Director, or other designated office, shall appropriately notify CNSA and NSNA within
30 working days.
Section 6. Transfer of memberships:
A. No member may transfer a membership or any right arising from it.
ARTICLE V
Delegate Representation
Section 1. NSNA representation:
A. SDSU-CNSA, as a recognized constituent determined by CNSA bylaws, shall be entitled
to two voting delegates and two alternates, and in addition, shall be entitled to one voting
delegate and one alternate for every 30 members;
B. The School chapter delegate(s) and alternate(s) shall be members in good standing, and
shall include the President. Other delegate(s) and alternate(s) shall be elected according
to Article IX, Section 2, at a proper meeting;
C. SDSU-CNSA shall be entitled to delegates according to the number of members in good
standing in NSNA. Delegates shall be computed on the basis of the number of members
as evidenced by the annual dues received by NSNA on a date 8 weeks prior to the annual
meeting;
D. The SDSU-CNSA chapter President, or designee, shall attend all CNSA and NSNA
conventions, to the extent possible, as a representative of the SDSU-CNSA chapter.

Section 2. Delegate Responsibilities
A. Any delegate being financed by SDSU-CNSA has the following responsibilities:
1. Assist the Legislative Director in the announcement of and gathering of opinions
about the resolutions that will be presented at the national and state conventions.
2. Be in attendance at all times when the House of Delegates and States Caucus are in
session, and vote on all issue, except for times when relief by an alternate is deemed
necessary.
3. Inform the nursing student body about convention activities.
ARTICLE VI
Board of Directors
Section 1. Composition
A. The Executive Board of Directors of the SDSU-CNSA chapter shall be comprised of the
President, Vice President, Secretary, Treasurer, and the Legislative Director (which can
be substituted by any director at large).
B. The remaining General Board of Directors (Directors at Large) shall be comprised of the
Breakthrough to Nursing Director, Fundraising Directors, Communications Director,
Community Health Director and Mentorship Director.
C. The President has the authority to appoint Co-directorship to any Board position if
deemed necessary.
D. A member of SDSU-CNSA shall be eligible to be a candidate for office provided he/she
shall be a nursing student for the entire term of office and is in good academic standing in
the SDSU School of Nursing, with clearance provided by the SDSU-CNSA faculty
advisor on behalf of the SDSU School of Nursing.
E. No individual shall hold more than one voting position on the Board of Directors. Any
Board of Director position comprised of co-directorship shall only constitute one vote.
F. All officers shall be elected by the self-declared members of the SDSU-CNSA chapter, at
the official election in the spring according to the election schedule, and shall serve a
one-year term.

G. Each officer shall hold their position from the transition meeting until the transition
meeting of the following year. At the end of term each officer will meet with the newly
elected officer to go over their job description and responsibilities, in addition each
officer shall act in an advisory capacity to the newly elected officer until August 31st.
Section 2. Director Meetings:
The Executive and General Board of Directors, and one Faculty Advisor, shall meet at a
minimum of once per month during the Fall and Spring Semesters and shall consist of
discussion, planning, and voting on items of SDSU-CNSA chapter functions .
Section 3. Executive Meetings:
Executive meetings of the Executive Board of Directors may be called for any purpose by
any predetermined member of the Executive Board to discuss and vote on items known to
be of a sensitive or urgent nature. The faculty advisor will not be excluded from any
executive meetings, and will have knowledge of the details related to an executive
meeting. A generalized report regarding the Executive Meeting will be made to the
General Board of Directors at the next scheduled Director meeting consistent with all
laws, rules and regulations related to disclosure of information.
Section 4. Membership Meetings:
Membership meetings will be open to all SDSU School of Nursing students and
designated invitees. The purpose of the membership meeting is to discuss, share, and
present information regarding chapter activities. There will be a minimum of three
membership meetings per semester and all members will be notified in advance of the
meeting.
Section 5. Quorum:
A. For the purpose of voting at Director Meetings, a minimum quorum is derived
from six of the ten combined Executive and General Board of Directors. Any Co-
directors get one combined vote.

B. For the purpose of voting at Executive Meetings, a minimum quorum is three of
five members meeting in a common location.
Section 6. Vacancies
A. Events causing vacancies: A vacancy or vacancies in the Executive or General Board
of Directors shall be deemed to exist on the resignation, removal, and disqualification
including academic or by terms of membership, of any Director. Except as otherwise
set forth in these bylaw as, a vacancy in any office shall be filled only in the manner
prescribed in the bylaws for regular appointments to that office.
B. Removal of Directors: Subject to the rights under these bylaws, any Director may be
removed with cause, by a majority agreement of the General Board of Directors, at
any Director Meeting.
C. Resignation of Directors: Except as provided in this paragraph, any Director may
resign, whose resignation shall be effective immediately on giving written notice to
the President or Vice President, unless the notice specifies a later time for the
resignation to become effective.
D. Replacement of Directors: A majority of the General Board of Directors remaining in
the office may elect a successor to a vacancy, except for a vacancy in the office of the
President. The Vice-President shall assume the office of the President in the event of
a vacancy.
E. Temporary vacancy: Should a vacancy of a position occur any willing Board member
can assume the responsibility of the position, until a qualified replacement can be
found, but will only constitute one voting position.
Section 8. Unfinished Business: Before the current board transacts unfinished business from the
previous semesters there must be documentation (official minutes) that the previous board had
said business on the agenda. If no documentation can be provided the decision to carry out topic
is up to the current Board of Directors.
Section 9. Attendance to all meetings is mandatory. Attendance may be excused by contacting
the President 24 hours in advance. The President will make the sole determination of excusing
the absence, or can delegate this authority to the General Board of Directors. If a Board member
sustains two unexcused meetings in a semester, it is the duty of the President to reaffirm if the

member still wants to serve on the Board. The President will then present the situation and
findings to the General Board of Directors. The General Board of Directors will decide by a
majority vote if the said member will still be able to serve as an elected official.
ARTICLE VII
Officers, Directors and Committee Members
Section 1. Qualifications
A. Any active or individual member in good standing may be nominated to serve in any
elected position of the association.
B. Any associate member in good standing may be nominated to serve in any elected
position except for the offices of President and Vice President.
C. Any member running for an elected position shall be a nursing student for the entire term
of office and maintain good academic standing. Good academic standing shall be
ultimately determined by the Faculty Advisor on behalf of the SDSU School of Nursing,
which will include evaluation of any circumstances related to existing learning contracts,
previous or concurrent failure of core nursing courses, or unprofessional behavior.
Section 2. Duties:
A. The President shall:
1. Preside at all SDSU-CNSA meetings.
2. Stay informed of all CNSA local, state, and national activities, by monitoring new
issues of NSNA News, Imprint, and Range of Motion, and by reporting relevant
information such as scholarships, contests, programs, and activities.
3. Publish articles for each issue of Vital Signs to include relevant SDSU-CNSA, CNSA,
and NSNA events.
4. Appoint a committee chairperson to a committee or create a committee as deemed
necessary with a majority approval of the Board, serve as an ex-officio member of the
committees.
5. Register SDSU-CNSA as an On Campus Organization with the Student Resource
Center as designated to avoid late fees or loss of status. Obtain a copy of the SDSU

Student Organization Handbook from the Resource Center and maintain it in the
President’s file.
6. Submit an Officer Change Form to the student Resource Center in the event of a
change of officers during the term of office.
7. Co-sign SDSU-CNSA checks for approved expenditures.
8. Submit the Official Application for CNSA Constituency Status as designated.
9. Submit the Official Application for NSNA Constituency Status as designated.
10. Represent SDSU-CNSA as head delegate at state and national conventions as budget
appropriations and personal schedule allow.
11. Assume the duties of the Project in Touch recruiter should a vacancy occur in that
office.
12. As appropriate, apply for all CNSA and NSNA Awards on behalf of SDSU-CNSA.
13. Notify CNSA of career fairs, speaking engagements, and other events in order to
encourage the participants of other local Student Nurses’ Associations, as deemed
appropriate.
14. Coordinate the new officers’ turnover/training meeting after the election and prior to
May 31st.
15. Coordinate volunteers as needed for the Pinning Ceremony and White Coat
Ceremonies each semester
16. Maintain communication with CNSA Membership Directors North/South regarding
important dates, deadlines, the submission of resolutions, and CNSA procedure when
applicable.
17. Perform all other duties pertaining to the office and represent SDSU-CNSA in all
matters relating to CNSA and NSNA.
18. Will be responsible for accountability of Board members (Article 6: Section 9 and
Article VII: Section 4).
B. The Vice-President shall:
1. Assume in rank the duties of the President in the absence or disability of the
President.
2. Assume the duties of the President should a vacancy occur in that office.
3. Be coordinator of SDSU-CNSA activities to include New Student Orientation.

4. Notify RN-BS faculty advisor of CNSA activities and the opportunity to have RN-BS
representation at CNSA meetings.
5. Perform all other duties as assigned by the President.
6. Co-sign checks on CNSA accounts as needed.
C. The Legislative Director shall:
1. In the absence of the President and Vice-President, preside and perform only
necessary duties until return of the officers, board appointments, or an election can be
arranged.
2. Be chairperson of the bylaws Committee and be responsible for updating, reviewing
and recommending changes in the bylaws by the end of fall semester.
3. Coordinate the new officer election to be held.
4. Coordinate Class Representatives for each semester.
5. Be parliamentarian at all meetings and provide parliamentarian introduction each
semester. Keep a current copy of Robert’s Rules of order in the Legislative Director’s
file box.
6. Select, instruct, and supervise tellers at elections.
7. Monitor legislative bills pertaining to health care, especially nursing, and present
legislative information in each issue of Vital Signs.
8. Maintain communication with the CNSA Membership Directors North/South
regarding important dates, deadlines, the submission of resolutions, and CNSA
procedures when applicable.
9. Coordinate the Voter Registration drive in conjunction with NSNA’s Voter
Registration Week during fall semester.
10. Provide the Class Representatives with an outline of the resolutions that will be
submitted at conventions, in order to survey opinions of the nursing body; summarize
the opinions of the nursing student body; and present the summary to the SDSU-
CNSA delegates.
11. Act as chairperson of the Legislative Committee, including Speaking of Nursing
D. The Secretary shall:

1. Record the minutes of all meetings and reproduce copies within one week of each
meeting. Copies will be sent to the Faculty Advisor, Executive and General Board of
Directors, and one copy will be posted on the SDSU-CNSA Website.
2. Coordinate updating the website with the School of Nursing Media Lab
3. Maintain permanent records of all minutes in the Secretary’s file.
4. Keep records of all correspondence and reports.
5. Conduct the general correspondence and reports for SDSU-CNSA as requested by the
President.
6. Develop and update the phone list with emails, phone numbers and RED ID’s within
one week of elections at the beginning of each semester.
7. Reserve rooms (either through School of Nursing secretary for HT rooms or through
Aztec Center Reservations Secretary) for all SDSU-CNSA meetings and events.
8. Inform Faculty Advisors of events and meetings via memos in their mailbox.
9. Be responsible for the appearance of the CNSA bulletin board across from HT 72 and
update it as appropriate.
10. Be responsible for the appearance of the CNSA display case in Hardy Tower and
update it as appropriate.
11. Keep a master calendar of all SDSU-CNSA, CNSA, and NSNA activities and provide
all General and Executive Board members and Faculty Advisors with a copy. Submit
a calendar for each issue of web site.
12. Perform all other duties as assigned by the President as necessary to assist Board
members and SDSU-CNSA.
E. The Treasurer shall:
1. Act as chairperson of the Finance Committee.
2. Act as custodian of all SDSU-CNSA funds.
3. Receive all monies, and deposit funds in a bank approved by the Board, and maintain
a file containing canceled checks, and monthly statements.
4. Make all approved monetary disbursements with the co-signature of the President or
Vice-President (Prior approval by the president is required). All SDSU-CNSA

expenditures over $100.00 per event must have prior approval by a Faculty Advisor
and two signatures.
5. Bring requests for reimbursements greater than $25 before the SDSU-CNSA board
for approval.
6. Ensure that all expenses and reimbursements are accompanied by appropriate
receipts, and store the receipts in the Treasurer’s file.
7. Keep accurate financial records of acquisitions, reimbursements, expenses, and
disbursements, and make bimonthly reports of those records to be submitted to
Faculty Advisor and President.
8. Collect and deposit all monies generated by fund raising activities.
9. Submit appropriate receipts to the Treasurer of the College of Health and Human
Services Student Council for reimbursement in accordance with the budget allotted
by Associated Students.
10. Develop the SDSU-CNSA budget and appropriate justification for submission to the
College of Health and Human Services Student Council for Associated Student funds.
11. At the close of the term of office ensure all financial business (reimbursements,
deposits, etc.) is closed. A list of items pending should be submitted along with all
books of account for audit as specified by the Executive Board.
12. Obtain a roster of all members in good standing of SDSU-CNSA.
13. Continually update the budget by stating the current balance, and future expenditures
that can be expected at each open meeting.
14. Submit a balance of the bank account, the previous year’s budget and a list on any
financial items pending at the close of term to the newly elected Treasurer at the
turnover/training meeting for new General and Executive Board of Directors.
15. Charge a fee equivalent to the bank fee; first bounced check and there after a
cashier’s check is only acceptable.
F. The Communications Director shall:
1. Publish and distribute the newsletter two times per year with special editions as
deemed necessary.
2. Collect and publish new pertaining to SDSU-CNSA, CNSA, NSNA, Nursing and the
SDSU School of Nursing. Advertising shall not comprise more than 40% of the issue.

3. Seek outside funding for payment of Vital Signs; keep a copy of the contract in the
Vital Signs Editor’s file box; and forward a copy of the contract to the advertising
source; Fundraising Coordinator, and Treasurer.
4. Send articles of interest to Range of Motion and Imprint Magazine.
5. Coordinate the E-mail Blasts each month. Deadlines for submission will be the first
Friday of Each month. The Vital Signs editor will then send out the e-mail blast to the
semester representatives by the following Monday.
G. The Fundraising Director shall:
1. Coordinate all fundraising projects.
2. Establish a list of fundraising activities for the year by the first membership meeting.
3. Conduct equipment sales during New Student Orientation, White Coat Ceremony,
Pinning Ceremony, and any other special sales throughout the semester. Order,
arrange for pick-up, and distribute the equipment; maintain accurate records of
inventory, sales invoice, etc., and conduct appropriate correspondence with the
participating firms.
4. Coordinate with the Treasurer in the payment of vendors, depositing of fundraising
monies and tracking of SDSU-CNSA inventory on hand.
5. Seek outside funding for payment of website, keep a copy of the contract in the
Fundraising Coordinator’s file box; and forward a copy of the contract to the
advertising source, website Editor, and Treasurer.
6. Inform all students of items for sale
H. The Mentorship Director Shall:
1. Serve as the Chair of the Mentorship Committee
2. Coordinate mentors and mentees
3. Coordinate two mentoring events throughout the semester
4. Coordinate recruitment and retention of future and past members of SDSU-CNSA.
5. Register, or designate one member to register as the Project In Touch Recruiter by
June 15; order membership applications from NSNA, and enter the Recruiter number
in each application; participate in new student orientation as the Project In Touch

Recruiter; and forward all applications to the processing center in Ohio by the third
week of a new semester.
6. Maintain a current membership list and will provide a list of members in good
standing as needed
7. In the event of a vacancy, the duties of this position will by filled by the President.
K. Community Health Director shall:
1. Coordinate Community Health Projects.
2. Form and act as chairperson of the Community Health Projects Committee.
3. In the event of a vacancy, the duties of this position will be filled by the Vice-
President.
L. Breakthrough to Nursing Director shall:
1. Promote a positive image of nursing students;
2. Promote diversity in nursing;
3. Promote recruitment and retention of men and minorities;
4. Serve as the chairperson of the BTN Committee;
5. Serve as a Liaison between CNSA/NSNA Breakthrough to Nursing chairpersons;
6. Coordinate activities with the CNSA/NSNA Breakthrough to Nursing projects;
7. Identify and compile a listing of state and national financial aid resources for nursing
students;
8. Write articles related to Breakthrough to Nursing for each issue of Vital Signs;
9. Perform other duties as assigned by President
M. The following positions are not voting members of the General or Executive Board of
Directors and will be appointed by the President based on interest and schedule:
College of Health and Human Services Liaison
1. Serve as the primary CNSA/SDSU representative on the College of Health and
Human Services Student Council and represent CNSA/SDSU interests (Career Fair,
World Health Day, Council Bylaws, and Budget Appropriations).
Committee on Cultural Awareness Chair

Coordinate and facilitate weekly Medical Spanish class, update CCA website, chair
CCA meetings, coordinate CCA committee, create monthly Cultural Awareness
flyers.
Program Committee Representatives:
1. Serve as the representatives from CNSA on the School of Nursing Program
Committee.
2. There can be three representatives and two voting members on the Committee.
3. These members will be the liaison between CNSA and the Program Committee.
N. All officers, Directors and Committee Members shall:
a. Submit all receipts and bills to the Treasurer within the designated time frame.
b. Attend all SDSU-CNSA meetings.
c. Upon termination of office, turn over to his/her successor all official record;
submit a written report of activities accomplished, and recommendations for the
following year; be available for training of the newly elected officers at the
turnover/training meeting.
d. Submit articles for each issue of Vital Signs
e. Attend office hours (if an office is available), the number of times designated by
the president.
ARTICLE VIII
Board of Directors
Section 1. Definition and Qualifications:
A. The governing body of SDSU-CNSA shall be the elected General and Executive Board
of Directors.
B. To be eligible to serve on the Board of Directors, a person shall:
1. Hold current membership
2. Be a nursing student for the entire term of office

1. Hold no more than one voting position on the Board of Directors.
Section 2. Composition:
A. The Executive Board of Directors of the SDSU-CNSA chapter shall be comprised of the
President, Vice President, Secretary, Treasurer and Legislative Director.
B. The remaining General Board of Directors shall be comprised of the Breakthrough to
Nursing Director, Fundraising Director, Communications Director, Community Health
Director and Mentorship Director.
2. Term of Office
Members of the Board of Directors are elected every spring semester, take office at the
close of the transition meeting, and shall serve on one (1) year term or until a successor is
elected.
Section 3. Responsibilities

ARTICLE IX
Faculty Advisors
Section 1. The organization shall appoint an individual employed as a faculty or staff member by
San Diego State University to serve as the university advisor to this organization as required by
the California State University. Auxiliary staff and student assistants are not eligible to serve as
advisors. The advisor shall fulfill the responsibilities specified in the SDSU Student
Organizations Handbook. Advisors shall serve on an academic year basis or until their successor
has been selected.
Section 2. All SDSU-CNSA expenditures over $100.00 per event must have prior approval by a
Faculty Advisor.
Section 3. Such Advisors shall be appointed by the Board of Directors and shall serve for two
years. The Faculty Advisor shall have all the privileges of membership except one vote. They
shall pay no dues.

Section 4. At least one Faculty Advisor must be present at all SDSU-CNSA meetings during the
Fall and Spring semesters. The Faculty Advisors may alternate meeting attendance.
Section 5. The outgoing Board of Directors shall ensure that at least one Faulty Advisor position
is filled for the term of the incoming Board, prior to the end of the Spring semester.
ARTICLE X
Parliamentary Authority
Section 1. All SDSU-CNSA meetings shall be conducted according to parliamentary laws as set
forth in Robert’s Rules of Order, newly revised, latest edition, where rules apply and are not in
conflict with these bylaws.
Section 2. The General and Executive Board of Directors shall constitute the voting and
motioning members on issues brought to SDSU-CNSA meetings.

ARTICLE XII
Standing Committees
Section 1. Standing Committees shall be composed of members of SDSU-CNSA and shall
assume such specified duties as are assigned by the President and specified in these bylaws.
Section 2. Standing Committee chairpersons shall report to the Board of Directors at each
SDSU-CNSA meeting and shall submit a written report of their activities at such times as
requested by the Board of Directors.
Section 3. There shall be the following Standing Committees, which shall consist of at least three
members per committee:
A. Committee on Bylaws:

1. The chairperson shall be the Legislative Director.
2. The purpose of this committee shall be to review and revise the bylaws as deemed
necessary by the Board of Directors and carry out the procedure for bylaw
amendment.
B. Mentoring Committee:
1. The Chairperson shall be the Mentoring Director
2. The purpose of this committee shall be to plan and implement mentoring events.
C. Community Health Project Committee:
1. The chairperson shall be the Community Health Director.
2. The chairperson shall submit all projects for approval of the SDSU-CNSA Board.
3. The purpose of the committee shall be to plan and coordinate at least one project each
academic year.
D. Finance Committee:
1. The chairperson of the committee shall be the Treasurer.
2. The members of the committee shall be composed of three to five of the elected
officers and one Faculty Advisor.
3. To develop scholarship goals within the budget.
ARTICLE XIII
Finances
Section 1. Under $25 no vote needed.
Section 2. Budget preparing: the beginning of each semester no later than 4 weeks.
Section 3. Money approved in the budget will be disbursed: emergency decision to disburse the
money.
