CMRPC Legislative Affairs Committee

• The Committee shall monitor actions of the Legislature as they

pertain to concerns of the CMRPC and shall convene semi annually, as appropriate, with municipal officials and the central Massachusetts legislative caucus for the purpose of seeking and providing relevant information of interest.

• “The Committee may, at any time, recommend to the Executive

Committee that CMRPC should take a position in regard to any matter under the Committee’s study, by a majority vote of those

Committee members present and voting.” NEW!!

Regional Planning & Public Health: What’s the connection?

• Impacts on Municipal Budgets, School Budgets, Health Budgets

• Increased need for Police, Fire, EMT Services • Impacts on vulnerable populations: Elderly or Low Socio-

Economic Populations • Potentially easier to address regionally than on an individual

municipal scale • Regional correlations between economy, transportation

access, housing availability, etc.

health needs which can be addressed by municipal public health boards and other health initiatives occurring within the region.

• The assessment focuses on community health conditions, as well as health care access issues, and is organized around five prevalent health sectors- Chronic diseases, Infectious diseases, Environmental and occupational health, Health-related behaviors, and Injury and violence

As a regional planning agency, if we play to our strengths, we can perform basic research and analysis, survey populations on needs, etc., & facilitate dialogue among a wide variety of stakeholders that begins to develop strategies to address problems, look for underlying causes, etc.

Smoking has been in the news lately. Winchendon demonstrates 25 to 30% of its adults are smokers. Westminster looks to be in the 15-20% range. Several towns to the east are less than 10%. Are there correlations to other demographics, education, housing costs, # of convenience stores, # of bill boards?

Mass CHIP has quite abit of data available as well. So We feel that Public Health and Regional Planning are an inevitable duo. And with that I want to introduce three folks from the Carson Center in Ware who will talk about their approaches and experiences with Substance Abuse and addiction in the East Quabbin area.

Edward Schreiber is the Coordinator of the Addiction Treatment Services at the Carson Center-Valley Human Services in Ware. �He is a researcher, public speaker, author, and also teaches at Lesley University.  He has coordinated methadone treatment and outpatient programs.   Kate Christiansen is a Senior Clinician in the Addiction Treatment Services, Carson Center at Valley Human Services in Ware.  Kate has worked for many years In a wide range of addiction treatment services.   Tucker is a part of the Mobile Addiction Resource Team, which brings information about addiction to organizations and settings like this.  Tucker has worked for 5 years with adults living with chronic mental illness, in nursing homes and in hospices.  Now he assists in the Addiction Services at Carson.

If there is one lesson I’ve learned from my family’s experience and from praying my way to try to make sense of it, it’s that the shadow is us. What we hide hides us. What we fear creates fear.
