The Concrete Manufacturers Association
NPC, (CMA) 2016 Awards for Excellence com-
petition drew a bumper crop of entries, which
at 123 was almost double the 77 entered dur-
ing the last competition. Images and entry de-
tails of the competition’s six categories are
displayed here and provide a valuable refer-
ence document on some of the country’s
most prestigious construction projects.
The awards are judged on photo-
graphs and written motivations. In pag-
ing through this electronic booklet one
is immediately struck by the standard
of entries which is high and in some
cases extremely so. It is quite clear
that CMA members made every effort
to ensure that their photography was
of a very high standard and that their
motivations were concise.
As anticipated, Aesthetics Commer-
cial attracted by far the most entries,
reeling in an impressive 50 projects.
Submission numbers in the other
categories were as follows: Aes-
thetics Residential 12; Community
Upliftment nine; Technical Excellence 26; In-
novation 15; and there were 10 entries in the
Precast for Life category which is aimed at
projects 10 years and older.
Entries closed on October 16th the judging
took place on November 23rd at the Johan-
nesburg offices of PPC Cement, the main spon-
sors of this year’s event. Six trophies, one for
each category, and up to three commendation
awards can be made in each category. However,
awards are only made if the judges deem the en-
tries to be worthy of an award. The results will
be announced at a gala dinner ceremony at Sum-
mer Place in Johannesburg, on April 23rd 2016.
Since they were first staged in 1985, the
Awards have become the undoubted highlight of
the precast concrete industry’s calendar.
They provide an excellent vehicle for
Southern African designers and project
developers to establish themselves as
trendsetters across several disciplines,
and in doing so, to gain national
recognition. The CMA is justifiably proud
of the superior attributes of precast
concrete which, once again, is evident
in this year’s competition – attributes
which are certainly on a par with those of
our global compatriots.
MEMBERSHIP
The Awards for Excellence competition
is open to all CMA members. Mem-
bership is in turn open to all man-
ufacturers of precast concrete
products and there are five mem-
bership categories: producer; non-producer;
associate; contractor; and cement produc-
ers. For CMA membership purposes, precast
concrete is defined as a concrete product
cast in a re-usable mould or form, cured in a
controlled environment, transported to site
and lifted into position.
Membership is granted on the basis of the
following:
• Production takes place in a purpose-built
manufacturing facility
• A quality assurance system is in place
• Occupational, health and safety (OHS)
procedures are in use
• Technical and engineering competence
• Financial stability
• Environmental compliance.

SAFEGUARDING EXCELLENCE
IN PRECAST CONCRETE
The CMA is the primary representative of
the precast concrete industry in Southern
Africa. First established in 1972 as the
Concrete Masonry Association, it is a
non-profit organisation which promotes
excellence in the manufacture and use of
precast concrete products.
The Association promotes precast con-
crete to architects, engineers, builders, con-
tractors and property developers. The pooled
knowledge of its members, many of whom
are market leaders, fosters an environment
which encourages the development of cost-
effective and community-friendly products.
The correct application of its member’s
products, their compliance with the CMA
‘Quality Cast in Concrete’ mark and the
maintenance of industry standards underpin
all CMA activities.
To this end all producer members are
obliged to operate to recognised quality man-
agement systems. Furthermore, they are
encouraged to hold accredited product cer-
tification in compliance with the CMA Mark
of Approval or the relevant SANS standard.
Alternatively, they can obtain CMA Accredi-
tation.
Since inception the CMA has, in collab-
oration with its members, published numerous
manuals, brochures and step-by-step guides
on the practical use of precast concrete
products. These are available to members
and the public at a nominal charge.

THE JUDGESTHE JUDGES
The CMA Awards for Excellence competition
is judged by top professionals from diverse
backgrounds to ensure that no Awards cate-
gory is given an unfair weighting. Impartiality
is key to any judging process and one of the
ways in which the CMA achieves this is by
making sure that none of the judges are pro-
fessionally involved with any of the projects.
If, by any chance, they are involved, they are
obliged to sit out that particular category.
Neutrality is further ensured by excluding
any form of branding i.e., the names of the
companies and professionals involved with
the projects from the written motivations
which are used for the judging.
The CMA Awards is all about the pursuance
of excellence in the manufacture and applica-
tion of precast concrete and, as has always
been the case, awards are only gained, when
in the opinion of the judges, they are merited.
They are not made gratuitously as this would
defeat the objective of the Awards. And as al-
ways, although the standard of award entries
was high, and in some cases exceptionally so,
there were instances this year where awards
were not made.
This year’s judges included a landscape
architect, an architect, a quantity surveyor
and two civil engineers. The results of the
judging will only be revealed on April 23rd
when the Awards gala dinner takes place at
Summer Place in Johannesburg.
What follows are brief professional pro-
files on the judges.
ANTOINETTE DE BEER PROFESSIONAL
LANDSCAPE ARCHITECT
AND ENVIRONMENTAL
PLANNER
Antoinette de Beer is
currently the acting pre-
sident of the Institute for
Landscape Architecture in South Africa (ILASA).
She is also a registered professional with SA-
CLAP (South African Council for the Landscape
Architectural Profession) and established her
own practice, ARLA Consulting, in June 2012
Antoinette graduated with a Bachelor of Land-
scape Architecture honours degree from the
University of Pretoria in 2004, and in 2010 she
was awarded her Masters in Landscape Archi-
tecture from the University of Cape Town (UCT).
As a student she was awarded several schol-
arships and graduated first in her class at UCT,
receiving the ILASA Prize for Best MLA thesis
which explored the spatial manifestation of intan-
gible cultural heritage aspects within the historic
Bo-Kaap district of Cape Town.
During her postgraduate studies, she gained
valuable experience working for OvP Associates
Landscape Architects in a wide range of land-
scape planning, design, detailing, documentation
and implementation projects, including Green
Point Stadium.
Her numerous landscape-related activities
have included part-time lecturing on landscape
design at UCT and second-year studio master
at the Cape Peninsula University of Technology
(CPUT). She has also worked as external exam-

architecture and the urban environment. He is
currently media manager for Paragon Architects
which involves writing, photographing and editing
online content about the firm and its work.
BERT VAN DER HEEVER QUANTITY SURVEYOR
Bert van der Heever wears
several professional hats.
Besides being managing
director of quantity sur-
veying consultancy, Bert
van den Heever Boure-
kenaars Ingelyf, he is managing director of inter-
net consultants, Intercyber cc, webmaster of
ASAQS’s web site, editor of the Weekend Prop-
erty and Construction newsletter and is co-owner
of GoLearning, an online CPD-training provider for
the quantity surveying profession.
Bert qualified with BSc.QS from the University
of Natal in 1975 and he was awarded a Masters
in Business Leadership from the University
of South Africa in 1982, having specialised in
project and property management.
He worked as a freelance scriptwriter for Liti-
rol Press in Durban from 1970-1976 and was em-
ployed by the KwaZulu Development Company from
1976 to 1981, initially as chief quantity surveyor
and later as chief technical advisor on projects.
He moved to Vanderbijlpark in 1981 where he
took over the branch office of a Durban firm of
quantity surveyors and project managers, later to
become Bert van der Heever Bourekenaars Ingelyf.
The firm was a category winner of the 2010
iner at CPUT. In addition, she has served on IL-
ASA’s National Executive Committee (NEC) for
four years before becoming the president for the
2013-2015 term. While serving as president she
represented ILASA at several national and inter-
national events, steered the NEC and took part
in the Department of Public Work’s programme
to encourage school learners to study towards
professions within the built environment.
Antoinette has also collaborated with EPLA
Consulting, OvP Associates Landscape Archi-
tects, Megan Anderson Landscape Architects
and FC Holm Architects & Landscape Architects
on several projects such as the Upington Refer-
ral Hospital, KOVACS Residences at UWC, the
Bellville Waste Management Facility, the Groote
Schuur Estate Infrastructure Upgrade and the
Wesbank Gateway in Vredenburg.
HUGH FRASERARCHITECT
Hugh Fraser graduated
with a BArch from the
University of the Witwa-
tersrand (Wits)) in 1987.
In addition to prac-
ticing architecture, he
taught the subject at
Wits and the University of Johannesburg for 15
years. He then worked at the Cement and Con-
crete Institute as well as Glass South Africa.
This experience positioned him favourably to
explore the architectural potential of glass and
concrete more deeply.
Hugh has travelled extensively to research
and document the built environment. He uses

Southern African Institute of Steel Construc-
tion: Steel Awards, for project management and
quantity surveying work on the 1 200 pupil Meet-
se-a-Bophelo primary school in Mamelodi.
Bert has always had a keen interest in re-
gional development and was a director of Vaalgro,
a Section 21 company formed to stimulate de-
velopment in the Vaal. He is also past-chairman
of a small scale farming project, Lema O Kotule,
and a founding member of Vaal Community Radio
90.6FM. He resigned as chairperson of the advi-
sory board to the Jeugland Old Age Home at the
end of 2014 in order to devote more time to the
ASAQS during his tenure as president.
MPHIKELELI ABEDNIGO (ABE) THELACIVIL ENGINEER
Abe Thela is registered
as a professional engi-
neer with the Engineering
Council of South Africa.
He has been a director of
Nyeleti Consulting (Pty) Ltd since 2000 and cur-
rently heads its municipal services division.
Having graduated with a BSc (Civil Engineer-
ing) from the University of the Witwatersrand in
1988, he has had 26 years post graduate experi-
ence ranging from design, contract documenta-
tion and the administration of public and private
sector projects.
His career began in 1988 with Murray & Rob-
erts as a junior construction manager and in
1990 he joined Ove Arup as a junior engineer.
He returned to the University of the Witwa-
tersrand in 1992 to undertake a graduate diplo-
ma in engineering.
In 1993 he joined African Consulting Engineers
as an associate and between 1994 and 2000 he
held various posts with Africon: senior engineer;
associate; and finally, director.
He was the team leader for the construc-
tion progress audit of the Soccer City Stadium,
a project worth over R3billion in construction
value and he has also been project leader on nu-
merous infrastructural projects, too many to
mention here.
Abe’s chief professional interests lie in mu-
nicipal services and infrastructure development.
He is the current president of Consulting Engi-
neers South Africa (CESA) and over the years he
has served on various CESA committees, having
chaired its Finance & Staff as well as its Mem-
bership & Constitutional Affairs committees
MALCOLM PAUTZCIVIL ENGINEER
Malcolm Pautz is the
president of the South
African Institution of Civil
Engineering (SAICE). He
has several qualifications
from the University of the
Witwatersrand including a BSc civil engineering
(1993), a graduate diploma in engineering (1994)
an MSc in engineering (1999) and an MBA (2002)
from Wits Business School.
He joined SAICE in 1996 and has served as an
executive board member since 2004.
During his first job as a civil engineer at Port-
net in Durban, and later, through technical design
experience at Transnet’s design office, Malcolm
developed an interest in the commercial side of
civil engineering, an interest which resulted in an
associate directorship at KPMG Advisory (Pty)
Ltd, where he is involved with its Global Infra-
structure and Major Projects Group.
Malcolm has worked for Nedbank Capital – In-
vestment Banking in its infrastructure, energy
and telecommunications division and for the Na-
tional Treasury’s Public Private Partnership (PPP)
Unit where, as senior project advisor, he was in-
volved in the development and implementation of
several PPPs.
In 2002, Malcolm was instrumental in launching
the newly founded Construction Industry Develop-
ment Board. He managed the development of the
industry procurement processes, systems and
procedures, including developing, promoting and
delivering essential best practices in the coun-
try’s procurement for infrastructure delivery.
An expert in project appraisal, project and cor-
porate finance, risk management, project develop-
ment and procurement, Malcolm has provided stra-
tegic input and comment to various organisations
and parties actively involved in improving delivery
in developing countries. He has also presented
papers at several international conferences.
He is currently working with young engineers,
encouraging and guiding them to take more re-
sponsibility and ownership within SAICE and
the industry. In addition, he is also involved in
kick-starting research for SAICE’s 2016 Infra-
structure Report Card (IRC), for which he is the
convener. Malcolm is also a fellow of SAICE and
an affiliate member of the American Society of
Civil Engineers.
