1. Relief and Rehabilitation works in flood affected areas

A. Revenue (Disaster Management)

District Collectors are requested to complete the distributionof relief work such as payment of Ex-gratia for the deceasedpersons, payment of Ex-gratia for Houses damaged, Clothing

and Utensils and distribution of Rice and Kerosene. This workshould be completed at the earliest possible and not later

than by 18thOctober, 2009.

Care should be taken to ensure that enumeration is doneproperly and wherever necessary cross - checking is done sothat no eligible beneficiary is left out and no ineligible

beneficiary should get the benefit. All complaints receivedmust be looked into or should be enquired into in this regard.

Enumeration for Crop damage, Siltation of Agricultural land,Loss of Animals, Fishermen losing nets and boats, weaversaffected by inundation of Handloom pits and damages tolooms and yarn and petty shop owners etc should be doneexpeditiously. This should be completed by 25th October,

2009. Sufficient teams should be constituted for this purposeand enumeration should be done properly as per norms.Collectors should review the progress on a daily basis of both

relief as well as enumeration work.

District Collectors should also get the list of all Certificatesthat are lost by each affected family in the proforma given by

Revenue Department and should try to provide all Certificatesin one go through a Single Window within a period of one

Month.

District Collectors should ensure sanitation of the affectedarea and restoration of the Drinking Water schemes andmedi-care of the affected area.

Temporary shelters wherever necessary should be put up incoordination with the Housing Department within the next 10-12 days.

Lot of Relief Material that is coming through the NGOs shouldbe properly distributed on a uniform basis to the extent

possible.

B. Agriculture

a) Crop damage due to recent Floods:

Cyclonic rains received in Andhra Pradesh from 28thSeptember 2009 causing heavy damage to the standingagriculture crop in Kurnool, Mahabubnagar, Krishna, Guntur,

Nalgonda, Rangareddy, Srikakulam, Kadapa andVizianagaram.

Major crops damaged are Paddy, Cotton, Sunflower,Groundnut, Redgram, other Pulses, Castor and Maize withtotal area 24.16 lakh ha.

Total estimated loss in production for Agriculture crops is 9.01lakh tones with a monitory loss of Rs. 857.09 crores.

Total Input subsidy required for Agricultural crops is Rs. 101crores

Subsidy required for supply of 1.16 Lakh qtls of seed undercontingency plan is Rs. 35 crores.

b) Measures taken by the Department of Agriculture:

Control rooms are opened in the Joint Directors of Agricultureoffice in the district head quarters and responsible personswere made in-charge.

The preliminary crop damages are collected from the districts.Detailed enumeration is under progress by forming teamswith revenue and agricultural staff as per the instructions ofDistrict Collectors. Scientists are also deputed from ANGRAU

to assist the department teams in final enumeration work.

Field level officers are instructed to visit the fields and givetechnical guidance and specific instructions like application ofbooster dose of fertilizers, after recede of water as per therecommendations made by ANGRAU scientists. Wide publicityis also being given to the farmers through print media onmeasures to be taken for different crops.

65 officers are deployed from Anantapur, Chittoor and Kadapadistricts to assist the Joint Director of Agriculture, Kurnool forfinal enumeration of crop damages.

15 teams are formed in Guntur district for enumeration andadditional 15 officers are deployed from Prakasam district toassist the Joint Director of Agriculture, Guntur.

17 teams are formed in Krishna district for enumeration andadditional 15 officers are deployed from West Godavari

district to assist the Joint Director of Agriculture, Krishna.

0.61 lakh qtls of seed is positioned under FloodContingency Plan against a plan of 1.16 lakh qtls.

Sufficient stocks of Urea and MOP fertilizers are madeavailable for application of booster dose to the crops inaffected districts.

C. Horticulture

A team has been constituted at the head office for monitoringthe crop enumeration in the affected districts.

Senior officers along with a team of officers from otherdistricts deputed to the affected districts to assist in crop

revival packages and enumeration works.

Contingency plan with an outlay Rs.17.10 crores to cover anadditional area of 57,000 ha. under vegetable crops.

Detailed enumeration of Horticulture crops affected taken upby forming teams with the Revenue & Agriculture Officials, asper the instructions of District Collector.

Assistance to the vegetable farmers in the damaged locationson priority basis @ 75% seed subsidy and other potentialareas/ villages and see that the normal area and productionshould not be reduced.

District Officers in co ordination with A.P. HorticultureUniversity scientists to give wide publicity among the farmerson the package of practices to be adopted for revival ofdamaged orchards.

Seasonal conditions & Horticulture operations

The Horticulture Department officials of all districts have beeninstructed to participate in the Rabi campaigns.

Implementation of contingency plan for vegetables in anadditional area of 57,000 Ha. during Rabi.

Effective Coordination between DWMA & AD(H) for timelyimplementation of pitting & transfer of financial assistance tocommon interest groups under EGS schemes.

Allotment of fertilizers to the Horticulture Programmes on parwith Agriculture crops on priority basis. Campaign based approach for motivating the farmers to take

up gap filling where the survival is less than 75% & 90%respectively for 2nd & 3rd year plantations.

Special focus on vegetable growing villages for establishmentof Post Harvest & Marketing infrastructure.

Prices of Essential Commodities

Continuous supply of vegetables at reasonable prices. Monitoring of seed distribution (@ 75% of subsidy) for

vegetable crop area coverage during Rabi 2009.

Encourage cultivation of high value vegetable crops undercontrolled conditions like Shade nets and Poly houses. Identification of beneficiaries for supply of vegetable minikits

@ Rs.100/- with special importance to cover SC/STs (SC

18%, ST 27%)

Encouraging staggered sowings for continuous availability ofvegetables and to avoid seasonal market glut.

Promote additional area under Onion in Kurnool, Kadapa,Guntur, Mahabubnagar & other potential districts for ensuring

supply during Rabi.

D. Animal Husbandry

LOSSES:

So far 8755 milch animals, 1697 work animals, 33190 sheep &goats and 38711 poultry are reported to be lost. Theenumeration work on cattle losses is under progress.

45290 tonnes of dry fodder has either been soaked or washedaway

101 Veterinary Institutions buildings have been damaged. The total loss to Animal Husbandry Sector so far is Rs.72.91

crores.

Immediate relief measures:

394 veterinary teams have been formed in 5 flood affecteddistricts for providing prophylactic & curative health care,coordination in enumeration and carcass disposal.

Required vaccine and emergency medicines have been suppliedand made available in the field.

Organisation of Cattle Camps:

In Krishna District 45 cattle camps have been organized and19546 Cattle, 2099 sheep are maintained.

In Nalgonda District 7 Mobile camps have been organized and2952 animals have been maintained benefiting 829beneficiaries.

In Kurnool District 7 cattle camps have been organized and3520 animals are being maintained in these camps benefitingabout 1864 farmers.

In Guntur 62519 animals were shifted to safer places and areprovided with dry fodder.

The District Administration in Guntur and Mahboobnagar aresupplying cattle feed in cattle camps.

Apart from feeding health care of animals is also taken care.

Budget Provision:

To provide immediate relief in the affected areas, theGovernment have sanctioned an amount of Rs. 350.00 Lakhs forcattle camps, medicines and vaccines and mobility etc.,

Close vigil by constituting Vigilance Teams to curb misuse /diversion / hoarding / black-marketing and sale ofcommodities at exorbitant prices by some unscrupulous

traders trying to take advantage of the flood situation.

Review of the Relief Material Collection Centres opened inHyderabad, Kurnool, Vijayawada and Tirupathi and in restof the districts at the District Collectorates for accepting thematerial in kind offered by the Donors.

o In the Relief Material Collection Centres, an inventoryfor the material received to be maintained and thematerial to be kept in proper condition fortransmitting to the flood victims.

o Daily report to be sent to the Commissioner of CivilSupplies on the inwards and outwards of the materialto the Relief Material Collection Centres for ensuringproper storage and distribution of the foodgrains etc.

o Rice offered as relief material to be kept in MandalLevel Stockist points of Civil Supplies Corporation andto be sent to the Collectors of the affected districts as

per the directions issued by the Govt. in Revenue(Disaster Management) Department.

o To ensure that the in-charge of the centre is in touchwith the Revenue (Disaster Management) Dept. forissuing necessary directions as regards the dispatch of

the material to the flood affected areas.

F. MA & UD DEPARTMENT

12 No.of towns were affected in the recent floods. Kurnool town was affected in an unprecedented way. Situation is now normal in all towns. Kurnool town is limping

back to normalcy now.

Special appreciation goes to all Special Officers, DistrictCollector, 19 Municipal Commissioners, Engineers, SanitarySupervisors and Inspectors, 3200 P.H workers, MedicalOfficers, Electrical Mechanics etc., deputed to Kurnool town

who have taken all efforts to bring back normalcy in Kurnooltown.

These efforts should continue till total normalcy is restored inKurnool town.

Rotational Deployment of Sanitary staff and SupervisoryOfficers should continue.

Special emphasis should be given for Sanitation and safedrinking water in all the affected towns.

Deployment of medical teams should be done in order toprevent spread of any water borne / vector borne diseases.

Efforts are being made for funding for permanent restorationworks under JnNURM / World Bank Projects.

2. SEASONAL CONDITIONS AND AGRICULTURAL

OPERATIONS

Rainfall: (as on 14-10-2009)

528.2 mm is received as against normal rainfall of 708.4 mm. Excess Rainfall received in Mahabubnagar (1) district. Normal rainfall received (7) districts of Srikakulam,

Vizianagaram, Visakhapatnam, Kurnool, Anantapur, Kadapa,and Rangareddy.

All the other 14 districts received deficit rainfall. Deviation of rainfall is 25%.Crop coverage: (as on 14-10-2009)

63.91 lakh has been sown as against the season normal of79.07 lakh ha.

Percentage of coverage is 81% as against the season normalas on 14-10-09.

General crop health:

Under Paddy, an area of 18.30 lakh ha is transplanted asagainst the season Normal of 25.53 lakh ha (72%). Condition

of transplanted paddy is satisfactory.

However, due to recent floods 96,599 ha of transplantedpaddy is damaged.

Due to receipt of recent rains the condition of standing rainfedcrops as well as ID crops are satisfactory in other than floodaffected districts.

Agricultural Operations:

Harvesting of early Kharif (summer paddy) is in progress, andharvesting of rainfed crops like maize, jowar, Bajra,Greengram, Blackgram, Groundnut, Sesamum, Soybean isunder progress.

Early sown Redgram is at vegetative to flowering stage. First picking of cotton is in progress in the districts of

Karimnagar, Warangal and Adilabad.

3. H1N1 FLU AND OTHER SEASONAL DISEASES

A. Medical & Heallth

APVVP INITATIVES ON SWINE FLU

10 bedded isolation wards are established in all District and Area

Hospitals.

Medical teams are formed with 2 Doctors and Nursing /Paramedical staff to provide medical services in APVVP hospitalsand to monitor the situation in round the clock.

Isolation wards are kept with the required drugs in stock fortreating patients.

Steps are taken to provide diet to the patients.

Personal protection kits are provided for treating staff.

Training has been given to one Physician/Pediatrician, oneMedical Officer, One Staff Nurse and One Lab Technician incollection of blood samples and throat swabs at Chest Hospital,Hyderabad.

Screening centers are identified in twin cities : Dist.Hospital-King Koti, Area Hospitals-Malakpet, Golconda, Vanasthalipuram

and Kondapur

Instructions are issued to all DCHS to send institution wise dailyreport to the DM&HO and to Commissioner APVVP.

3 months requirement of masks and other items were suppliedto 21 APVVP hospitals.

Pamphlets on SWINE FLU has been printed and supplied 17,000numbers to each DCHS in the state for onward redistribution toall patients and attendants in OP departments at all APVVP

hospitals. The same will be supplied to all the DCHS at regularintervals to create awareness.

Area Hospital, Kondapur, Rangareddy district is kept underproposal to make as APVVP Nodal Hospital for Swine flu patients

with 30 bedded special ARDS Ward [i.e ventilators, centraloxygen etc]. Estimate of Rs. 6.5 Crores submitted togovernment.

B. Tribal Welfare

Action taken to prevent & control Swine-Flu (H1N1) and

other diseases

There are (1313) TW Educational Institutions in the State. Ofwhich, (442) Hostels, (599) Ashram Schools and (272)

Gurukulam Institutions.

A total of (3,05,514) ST boarders are availing educationfacility in all the (1313) TW Educational Institutions puttogether. (1,72,599) boys and (1,32,915) girls.

Soon after the reopening of TW Educational Institutionsduring 2009-10, this Office had issued detailed instructions in

the form of precautionary measures to be taken for studentsecurity and health in the form of a circular vide D1/5717/09,

dated 13-07-2009, quoting National Human RightsCommission Report in case number 39250/24/2006-07-

WC/FC.

This office had also issued circular instructions (CircularNo.F1/740/2009, dated 28-08-2009) for regular medical

checkup of all the boarders of Hostels and Ashram Schools.

A small printed booklet containing the precautionarymeasures to be taken to upkeep the tribal students healthand their security was also sent to all the district offices for

guidance and compliance.

Commissioner, Tribal Welfare had issued instructions (CircularRc.No.F1/740/09, dated 30-04-2009) on advance measuresto be taken to prevent any outbreak of epidemics during

2009-10 and also communicated guidelines for health action

plan to be followed in tribal areas.

Further, the Honble Minister for Tribal Welfare and RIADreviewed with all Project Officers of ITDAs and Director,Health on the action taken on prevention and control of

epidemics, referring to newspaper reports, on 02-09-2009and again with DDs/DTWOs on 03-10-2009.

4. Housing

Physical Achievement

26.62 lakh houses have been completed against 61.00 lakhhouses under all the phases of INDIRAMMA. Overallpercentage completion is 43.63 %.

Top 5 performing districts areo Kadapa - 62 %o Krishna - 59 %o West Godavari - 58 %o East Godavari and Guntur 57 %

5 Least performing Districts areo Mahboobnagar - 29 %o Warangal - 30 %o Medak - 31 %o Rangareddy - 32 %o Nalgonda - 34 %

System Changes

In order to streamline the implementation of the programmeand also to check the irregularities noticed, the followingrevised system of implementation has been put in place

o Assistant Engineer to visit all the GPs under hisjurisdiction every fortnight as per fixed tour programme.

o Assistant Engineer should record in the measurementbook the details of all cases which have become eligible

for the payment and get authentication for the same inthe beneficiaries meeting.

o Dy EE has now been made responsible for payment. DyEE generates the payment as per the measurementbooks submitted by the AE along with recommendation

of beneficiaries.

o Payment to be finally authorized by the ProjectDirectors.

o Pay slips giving details of amount recommended forpayment to be given to the beneficiaries at the time of

release of payments.

o Beneficiaries pass book to be distributed to all thebeneficiaries.

o Payment to the beneficiaries to be made only throughindividual accounts after 31-10-09.

Not sanctioned but started houses and not Started Houses

Detailed instructions have been issued to identify all suchhouses which have already been started but not yetsanctioned.

All such eligible cases with complete documentation should beplaced before the Gram Sabha for authentication.

Similarly large number of sanctioned houses have not yetbeen started even after lapse of more than one year.

Details of all such cases should be given to the GramPanchayat to decide about cancellation of such houses.

For all cases which Gram Panchayat finds fit for cancellation,a written statement from the beneficiary shall be taken thatshe is not interested and it may be cancelled.

Execution of not started SC/ST Houses (Phase-I)

It has been decided to take up the departmental constructionof SC/ST houses in the villages having more than 100 notstarted houses under phase-I of the INDIRAMMA programme.

In four districts having large number of such cases Prakasham, Mahboobnagar, Warangal and Khammam- it has

been decided to create separate divisions by redeployingengineers in the corporation.

The persons deployed in these specially created divisions willwork exclusively for the specific project without getting

involved in the regular housing works.

Reconstruction of houses damaged due to Flood

Honble CM has announced that new houses will be taken upfor all the houses which have completely collapsed orextensively damaged making it unfit for living during therecent floods.

Enumeration of all such houses should be taken upimmediately and District Collectors can give sanction for newhouses under IAY.

Housing Corporation will take reconstruction in all suchvillages where more than 70 % houses have been either

completely collapsed or substantially damaged making thehouse unfit for living.

Complaint Redressal System

During last six months, 3906 complaints have been receivedthrough the Complaint Redressal System.

Out of these, 1475 (38 % ) has already been enquired intoand solved.

In respect of serious allegations, through verification is beingtaken up through independent agencies.

Special Officers have been requested to enquire into all thecases involving corruption.

Instructions to the District Collectors

Focus to be given to complete houses which are at advancedstage i.e. RL and LL.

Ensure the fortnightly visit of the AEs to the Gram Panchayatsand distribution of beneficiary pass book

Closely review the opening of the individual accounts eitherbank or post office- to ensure that the accounts are openedbefore 25thOctober.

Identification of all started houses belonging to eligiblebeneficiaries but not yet sanctioned and authentication by

Gram Sabha to be completed before 25th

October as perinstructions given in the circular dated 18-09-09

Identification of all registered and not started houses throughGram Panchayats and submission of proposal for cancellationbefore 25th October as per instructions given in the circulardated 18-09-09

Special focus on the departmental execution of SC/ST housesin the four districts- other districts shold also draw action plan

Suitable land to be identified by the District Collectors to takeus reconstruction in such villages

5. CIVIL SUPPLIES PRICES OF ESSENTIAL COMMODITIES

Prices of essential commodities to be monitored daily andanalysed.

To ensure that the dealers do not increase the pricesparticularly in the flood affected districts taking advantage

of the flood situation.

Price Monitoring Committees constituted under the Districtand Mandal level should meet once in a week and review

the availability and price situation of essential commodities

in the open market, PDS, hoarding, black-Marketing etc.

and to bring to the notice of the Government for necessary

redressal.

Inspections on the traders to be conducted to unearth thehoarded stocks.

6. Kalyanamasthu

A. Endowments

It is decided to organize Kalyanamasthu V Phase on 28thOctober, 2009 in all the 294 Assembly Constituencies(Excluding flood affected districts of Kurnool, MahaboobNagar, Krishna and Guntur.

The time fixed for Muhurtham is 09.20 AM 09.32 AM. It isDhanista Nakshatra on Vrishika Lagna on 28thOctober,2009.

The time left for organizing the programmes is limited. Atime bound schedule has to be drawn and followedscruplesly.

Government has issued G.O. RT.No. 1449 dt: 30-09-2009and the same was sent to all the District Collectors.

The objective of Kalyanamasthu is to provide assistance tothe middle class and lower middle class families in gettingtheir marriages at free of cost with the blessing of Lord

Venkateswara.

So far 4 (Four) phases of Kalyanamasthu have conductedsuccessfully and more then 26,000 marriages were

organized and the District Administration is well aware ofthe programme.

This time collectors have been given full powers inorganizing Kalyanamasthu and money is alreadytransferred to the Joint Account of the Collectors by theTTD.

TTDs have sent the publicity material like Wall Posters,Pamphlets, marriage application forms to the districtsalready.

All the District Collectors have already conductedAvagahana Sadas in their districts during last three days

and they were found very useful.

TTDs has appointed a lision officer for each district and hewill be in touch with District Collectors.

District collectors are requested to appoint a suitable officerfor each constituency.

Please send the approximate number of marriages to TTDthrough lision officer of TTDs.

Collectors are also requested to give wide publicity throughGram Panchatyat officers, Mandal level officers, Divisionallevel officers, women groups, Angan Wadi workers, Cable

B. Tribal Welfare

In pursuance of the discussions held in the meeting on 09-10-2009 convened by the Executive Officer, TTD, this Office hadissued Circular instructions vide Rc.No.E1/9748/2009, dated

14-10-2009 to give wide publicity to this Programme to beheld between 9.20 am to 9.32 am on 28-10-2009 in the tribalareas, while gearing up suitably the staff under their control,

for collection of as many number of applications as possiblefrom eligible tribal youth and to furnish them to theconcerned District Liaison Officers of TTD under intimation to

the District Collector to make the Programme a grand success

for the benefit of tribals.

It was also informed that the headquarters of each AssemblyConstituency are proposed as venues for performingmarriages in tribal areas.
