1998Yemen became a party to the United Nation Framework Convention of Climate Change (UNFCCC)

2001 National Communication report. Yemen is completing its National Adaptation Plan of Action (draft already exists)

5 Years Development Plan for Poverty Reduction” (DPPR 2006-2010),the plan doesn’t consider Risk management)

2004Yemen has developed the national report on DRR

Building relations with relevant DRR organizations such as ISDR, Joint UNEP/OCHA, and finally WB.

2007-2010 working with WB/GFDRR to strengthen national system for DRR.

Hazards:◦ Increasing frequency of droughts, flash floods and landslides has been observed in recent years

◦ Earthquakes and volcanic eruptions Vulnerability:

◦ Major urban areas at risk to multiple hazards◦ Communities in the highlands and coastal areas in Yemen are highly vulnerable to climate variability.

Risk management:◦ The National Strategy does not adequately integrate the concepts of climate changes and risk reduction .

◦ There is no national scientific institutions that focus work in these areas .

◦ Lack of scientific assessment of risk to climate change and other hazards

Strengthen national system for risk reduction (with GFDRR FY08-10 track II funds)◦ (i) Country Climate and disaster risk assessment; ◦ (ii) Strengthen the National DRR institutions, including necessary legal and strategic frameworks to ensure inter-sectoral coordination; and

◦ (iii) a series of innovative pilot activities at national and local level Integrating risk reduction in development investments such as public works, social fund and urban development projects

Continued technical assistance and capacity building support to strengthen the national system for DRR

Support pilot projects for risk reduction in sector work (third pillar of national system approach)
