• Email from Joe Panetta dated October 5, 2012As a result of discussions with members of the State Superintendent’s Advisory Council and legislative staff, the decision has been made to begin distributing the Step 7b funds provided as an allowance for 21st Century Technology Systems under the Public School Support Program to the county boards for expenditure using local purchasing procedures rather than allocating the funds to the various county boards as a part of the Tools for Schools appropriated funding.

As you can see from the Final State Aid Computations for the 2012-13 year, the total allowance, statewide, for this purpose is $7,611,965 for the current year, but certain county boards have already expended a portion of their respective amounts. The balance of the funds will be actually distributed to the county boards as restricted funds under Project Code 08Y8X, similar to other restricted state aid funds, during the remainder of this fiscal year. This will not interfere with the school districts’’ expenditure decisions that have already been planned or submitted.

Pendleton Pomeroy cabling prices are too high.

Due to West Virginia labor laws, Pomeroy, and all other cabling vendors, must pay prevailing wage to all cable installers performing data cabling installations in schools. The prevailing wage for cabling services ranges from $37.65 to $55.97 per hour, depending on which part of WV the work is being completed. Because network cabling represents a significant long term investment, the WVDE requires Pomeroy to use the highest quality network copper and fiber optic cabling available. This ensures a significant return on investment as the useful life of the network cabling is extended many years beyond an installation completed with an inferior product. Current Category 6 cabling standards, which push data rates to 10 gigabits per second over copper cable, have made installations much more complex than the previous Category 5 standards. Cabling services on the TFS contract were competitively bid and determined to be the most cost effective solution proposed. This cabling also carries a warranty of 15 years.

Putnam Pomeroy did inferior work. They did not complete Buffalo HS Project and still have issues that have not been corrected.

The work at Buffalo High School is a bond project that was competitively bid. Bid announcements were advertised in the paper inviting any company to submit a bid. One other company submitted a bid, but their price was considerably higher, so Pomeroy was awarded this contract. This project is being funded by Putnam County Schools and the SBA, so this has no affiliation with the TFS Contract. Any issues that Putnam County has brought to Pomeroy's attention have been corrected or are in the process of being corrected. This is still an ongoing project, so Pomeroy is still working at Buffalo to complete everything on the project task list. Any other issues that arise will be addressed immediately.

Utilizing the TFS Contract would have provided a detailed Scope of Work designed by an RCDD for all installations for the entire project at no additional charge.

The WVDE Office of Instructional Technology was never contacted for assistance on this project.

Tucker Rick Hicks (former Superintendent) indicated Pomeroy told county staff the data cabling needed replaced so they could charge for new cabling.

Tucker County’s cabling had some severe issues that did not meet Policy 6200. Wes Holland and Sterling Beane did a walk-through of Tucker County High School with Jonathan Hicks, Tucker County Technology Coordinator, last year and told the county they would need to use their TFS Funds to begin correcting the issues. Once Jonathan saw the issues he agreed. Jonathan also contacted Wes this year and asked to spend his TFS money on upgrading infrastructure throughout the county. It was not Pomeroy who told the county they had to correct cabling issues. The issues were identified and corrected in order to comply with State Board Policy 6200.

Tucker County’s FY2013 TFS Allocation is $48,099. The allocation amount is the maximum Pomeroy would receive via TFS Funding. There is not a way for Pomeroy to receive more funds or benefit by trying to sell cabling over any other item. The total is the same if they sale all computers or any combination of contract items.

Wood Fire Marshal cited cabling at one school as attached to conduit in ceiling.

The WVDE and Pomeroy contacted Bob Mathews, Technology Director, to determine the school in question. Bob Mathews could not identify the exact location, but indicated this was an old issue with a couple of schools in the county, approximately 10-12 years old. Bob indicated the Fire Marshal has been notified several times the cabling will be corrected, when the cabling is scheduled for replacement. The cabling in question has been confirmed that it was not installed by Pomeroy.

Wood School has non-plenum VGA cabling that was installed by Pomeroy. This cabling is in violation of fire code and should not have been installed.

The WVDE and Pomeroy contacted Bob Mathews, Technology Director, to determine the school(s) in question. Bob Mathews has not identified the exact locations.

The cables in question are non-plenum rated long VGA cables installed from the ceiling mounted data projector to the computer location. The cables were supplied by Wood County and believed by the county to have been installed by Pomeroy.

Any cable installed above the ceiling in which the open ceiling is used for cold air return must have Plenum rated cabling installed. Once Wood County provides a list to Pomeroy and the WVDE, any of the VGA cables confirmed to have been installed by Pomeroy will be replaced at Pomeroy’s expense.

The WVDE now requires all VGA cables being installed above the ceiling be Plenum rated, when the TFS Contract is used for installation.
