• Tailpipe emissions standard for NEW light- and medium-duty vehicles
• Since 2012, all new vehicles sold in Minnesota already meet the standard
• More stringent over time = consistent, incremental progress toward cleaner cars

• Requires auto manufacturers to deliver more zero emission vehicles for sale in Minn.
• Battery EVs, plug-in hybrid models
• Minnesota should be on the forefront of receiving new innovation

Applies to new, light- and medium-duty vehicles for sale in Minnesota
• Does not apply to off-road or heavy-duty vehicles or equipment, like farm equipment or semi-trucks
• Does not apply to existing vehicles or used vehicles for sale
• Does not require emissions testing
• Does not require anyone to purchase an EV
• Does not eliminate SUVs or pickup trucks

New LEV-certified vehicles
• Minn. consumers have been purchasing LEV-certified vehicles since 2012.
• If there is a potential price difference in the future, consumers who buy LEV-certified vehicles would essentially break even due to fuel savings.
New electric vehicles
• Battery EVs have a clear consumer benefit from savings related to fuel and maintenance.
• More EVs for sale has not impacted availability of traditional vehicles, including SUVs and pickup trucks, in ZEV states.

Rulemaking process
• December 2020: Notice of the Intent to Adopt Rule with a Hearing published
• New comment period opened – another opportunity for you to give feedback, submit comments and questions
• February 22-23, 2021: Administrative law judge (ALJ) will hold a public hearing
• March 15, 2021: Comment period closes
• Later, the ALJ will issue a decision on whether MPCA may adopt the proposed rule
