Motion 16 passed unanimously. 17 18 Minutes: 19 Commissioner Patrick moved and Commissioner Farrar seconded to adopt the November 10, 2020 Regular 20 Meeting Minutes as presented. Motion passed with Commission Stricklin abstaining. 21 22 Business from the Public: 23 There was no business from the public. 24 25 Comprehensive Plan Update-Goal 2 Draft: 26 Julia Decker, Community Development Manager, summarized written comments submitted by Commissioner 27 Gardner. The following items were discussed: 28
What language should be included regarding Additional Dwelling Units (ADU’s)? 29
Inclusion of the term citizen as opposed to the term community. 30
Availability and use of the original paper Zoning Map and the process to have a digitized copy available. 31
Inclusion of a periodic Comprehensive Plan review requirement policy, including a set timeline. 32 33 Gail Henrikson, Community Development Director, advised this is an original draft version and that today’s 34 comments will be incorporated into the next draft. A second draft will be provided for public comment and will 35 be presented to the Planning Commission for additional review and comment upon completion. 36 37 Special Projects Update: 38 Gail Henrikson, Community Development Director: 39
Short Term Rentals. A workshop has been scheduled with the Board of Commissioners for February 24, 40 2021. 41
Strategic Plan. A second work session was held by the Board of Commissioners on December 1, 2020. The 42 plan will be addressed by the Board at the December 9, 2020 meeting and will go to the newly elected Board 43 of Commissioners in January for final approval. 44 TGM Grant. This project is moving forward slowly. The Intergovernmental Agreement has been signed and 45 public meetings will begin in January. 46
Code Consolidation. The second reading is scheduled for the December 9, 2020 Board of Commissioners 47 meeting. The document has been reviewed by county counsel and may be ready for implementation in 48 January 2021. 49
Resiliency Project. RFQ’s have been requested for a North Coast Business Park feasibility study and Public 50 Works Facilities Needs study. Staff will be meeting on Friday, December 11, 2020 to choose a consultant to 51 go forward with the Public Works Facilities Needs study. 52

Ms. Henrikson demonstrated where to find information on the above-mentioned projects on the county 1 website. 2 3 Julia Decker, Community Development Manager, advised that permits for demolition and grading have been 4 issued for the Arch Cape Deli project and the development permits, building permits and vesting documents are 5 currently under review. 6 7 Gail Henrikson, Community Development Director, provided an updated status for the Meteorological Tower 8 CUP, approved by the Planning Commission earlier this year. The applicant has submitted development and 9 building permits that are currently under review. 10 11 Other Business: 12 Chair Francis informed the Commission that he is retiring and planning to move to Texas in January 2021 13 concluding his 30 years of service to the Clatsop County Planning Commission. Short-Term Rentals

Strategic Plan
• Focus area groups have been meeting to identify and preliminarily prioritize issues to recommend to the Board of Commissioners. The focus groups consist of:
o Infrastructure (Commissioner Thompson) o Economic Development (Commissioner Kujala) o Environmental Quality (Commissioner Wev) o Social Services (Commissioner Nebeker) o Governance (Commissioner Sullivan)
• A Board work session for the strategic plan was held on Tuesday, November 10
• A second work session was held on December 1, 2020. TGM Grant (2019) – Tsunami Evacuation Facilities Improvement Plan
• Consultant selected – July 2020
• Final Intergovernmental Agreement (IGA) in process of being signed by the County Manager
• Notice to Proceed issued December 9, 2020
• Kick-Off meeting scheduled for January 7, 2021 Childcare Code Barriers Project (DLCD)
• The purpose of the project is to identify barriers to residential and commercial childcare facilities in the development codes of selected local jurisdictions in Oregon
• Clatsop County is the only county selected, other jurisdictions are all incorporated cities

• DLCD in process of reviewing county codes to identify areas where county code is not coordinated with ORS; final evaluation from DLCD due August/September 2020
• County to prepare any needed code amendments after that
• Project to be completed in January 2021 Code Consolidation and Modernization
• First Reading scheduled for November 4, 2020, BOC meeting
• Second Reading scheduled for December 9, 2020, BOC meeting
• Approved on December 9, 2020. Ordinance takes effect January 8, 2021. The consolidated Land and Water Development and Use Code (LAWDUC) and a citation cross-reference can be found here.
Resiliency Project
• BOC Work Session held October 6, 2020, 12:00 PM. Consensus to continue due diligence for sort yard purchase.
• RFQs for North Coast Business Park feasibility study and Public Works Facilities Needs study issued.
• McKenzie chosen as consulting firm to conduct the North Coast Business Park feasibility study. Consultant interviews for the Public Works Facilities Needs study to be interviewed by staff on January 6, 2021.
COVID-19 Housing Recommendations
• Recommendations made by the Planning Commission on July 14, 2020
• Recommendations presented to the Board of Commissioners at a work session on August 12, 2020
• No action was taken or direction provided by the Board regarding the recommendations.
• The County Manager stated that staff would meet to determine next steps and schedule the item for another Board work session.
• Community Development staff met with the County Manager and Assistant County Manager on August 24 to discuss next steps in the process. The next step would be to schedule a joint session with the Board of Commissioners and the Planning Commission. However, based upon the Board’s on-going work to develop the strategic plan, and the work to be completed in the five focus areas, the earliest this joint session might occur would be October 2020.
• Disclose all records regarding strings attached to grants from any public or private entity to
the county
RECOMMENDED ACTION Review the list of topics identified in 2019. Determine what topics, if any, should be removed or
added to the list.
Develop a list of its top five topics in order to provide staff with the ability to provide public notice
and schedule work sessions during months when there is no regular business for the Commission
to consider.
