Highest level of development Demonstrates self-discipline Displays civility and sense of

community Does good because it is essential

for democracy Internally motivated

Acts on their own

Conformity

Appropriate and acceptable level of behavior Complies with requests Cooperates with others Conforms to expected standards

Externally motivated Acts for reward Acts to avoid consequences

Bullying

rules and standards Obeys only when confronted
