FREEWAY
The circuit is a tar macadam surface of 4.4km in length. The
race will be run in a clockwise direction and will encompass a
section of the banking. The Phakisa Freeway is situated on the R70
between Welkom and Odendaalsrus.
4. Event & Status
The race meeting will cater for the following categories

5. Eligibility – Competitors: The Competition is open to all
drivers who hold current, valid MSA Competition Licences for the
Category concerned. Non South African (foreign) competitors need to
have permission from their home federations allowing them to
participate in this event. Should they not have a licence issued by
their home federation, a one event licence will be issued by MSA.
Proof of adequate insurance must be provided.

6. Eligibility – Vehicles 6.1 The meeting is open to motor
vehicles that comply with the specifications as contained in the
2016 edition of the
MSA handbook and the various regulations appertaining to the
specific championship and event.
6.2 Entries Entries open immediately and close on Friday 12th
February 2016. Entries are to be submitted on the Official Entry
Form provided and accompanied by the full entry fee (Refer GCR 95)
Should the number of entries received for a particular category
exceed the maximum number of starters as determined by the MSA
Safety Commission, the following criteria shall apply:
i. Entries will be accepted, in the order of being received, up
to a maximum of 60 cars only ii. Thereafter, as additional entries
are received, these entries will be placed on a reserve entry
list,
in order of receipt, in accordance with GCR 101. iii.
Competitors whose entries have been placed on a reserve list who
are not permitted to start will
have their entry fee refunded in accordance with GCR 109.

Telephonic entries will not be accepted. Entries may be faxed,
however, should the appropriate entry fee not be received by the
Friday prior to the race meeting, the late entry fee will be
applicable irrespective of the Competitor’s attendance at the race
meeting. Refer to GCR 96.

given and the Stewards of the Meeting agreeing to the change. Refer

Competitors attention is drawn to the provisions of SSR 6. Any
competitors unable to present their vehicles for scrutineering
during this period should make alternate arrangements with the
Secretary of the Meeting. . Competitors may not take part in timed
qualifying or any race prior to the completion of documentation or
scrutineering.
9. Driver’s Briefings Drivers briefings will take place at 07:00
for Supporting Events and at 09:00 for Endurance Race competitors
on Saturday 27th February 2016. Venue :The Media Centre. ALL
Drivers must be present, in person, no representatives accepted, at
the briefing at the stipulated time and venue. Failure to attend a
Drivers briefing at which a roll call will be taken by means of an
attendance register will incur the imposition of a fine of
R100.
10. Notice Board The official notice board is situated at the
Control Tower
11. Tickets
Each Competitor will receive 12 pit tickets for the African 6
Hour and 3 for supporting races. Additional gate entry tickets may
be purchased at R40.00 each. Tickets may be collected or purchased
at Documentation from the Secretary of the Meeting.

13. Prize Giving The prize giving for supporting Events will
take place at immediately after the last supporting race on
Saturday
27th February 2016 once results are deemed to be final. The
venue shall be: Phakisa Media Centre Any competitor not present at
prize giving to receive their trophy will forfeit it. Dead heats
will be resolved as per GCR 275 and SSR 78 Competitor’s attention
is drawn to GCR’s 274, 275, 280 & 281. Trophies for Supporting
Categories will be awarded, based on the total elapsed race time of
competitors where there is more than one race for the category

14. Protests and appeals
Refer to parts IX and X of the 2016 MSA Handbook
Africa Endurance Series 2016 Regulations
In addition to the Supplementary Regulations detailed above,
these basic rules and regulations will apply
as if they form part of said Supplementary Regulations:
1. Eligibility
1.1. The Africa Endurance Series is open by invitation to all
Saloons, Sports & GT and Sports Racing closed wheel cars
complying with 2016 technical regulations as published by MSA or
the FIA in the case of LMP1 & LMP2 cars and GTE-Pro and
GTE-Am.
1.2. Drive trains of a particular vehicle may be changed to suit
Endurance racing, on application to the controllers. 1.3. Drivers
are required to hold an MSA Regional Circuit Licence 1.4. It is the
responsibility of the entrant to prove eligibility. 2. Events. The
Calendar for the 2016 Africa Endurance Series is: Circuit Town

events is R2550.00 per event. 3.2. The entry fee for 6 Hour events

R7650.00 per event. 3.4. Entrants will complete an entry form for
each event. 3.5. All entry fees include MSA fees and transponder
fees for one car and up to four drivers and 10 team member

4. Teams and Drivers. 4.1. A maximum of four drivers per
car/entry is allowed for all events. 4.2. A minimum of 2 drivers
must drive the car during a race for the entry to be qualified as a
finisher. Any entered
driver must driver a minimum of 45 minutes and no driver may
driver for more than a total of 4.5 hours at any event.
4.3. Each Team must have a Team Manager who may not be a driver
or a technician. 4.4. A minimum of 3 persons must be utilized to
refuel a car. 4.5. A maximum of 8 people may be on the pit service
lane at any one time including refuelers, drivers, technicians,
lap scorers and a team manager. 5. Tyres 5.1. Tyre type and size
and the number thereof are free. 6. Classes. Classes are based on
declared capacity. 6.1 Saloon Cars:
Class E up to 1300cc Class F 1301 to 1600cc Class G 1601 to
2000cc Class H 2001 to 3000cc Class I 3001 to 5000cc Class J over
5000cc
6.2 Sports Racing Cars:
Class A LMP1 Class B LMP2 Class N over 5000cc Class P 3001 to
5000cc Class R 2001 to 3000cc Class S 1601 to 2000cc Class T up to
1600cc
6.3 Production Sports & GT Cars:
Class C GTE-Pro Class D GTE-Am Class U over 5000cc Class V 3001

6.4 Capacity for classing purposes will be taken as the declared
capacity of the vehicle. 6.5 The penalty for a false declaration
will be exclusion from the event. 6.6 Cars with forced induction
and all Rotary engine cars will be subject to an equivalency factor
of 1.4 by which their
actual capacity will be multiplied to determine a capacity for
classing purposes. 6.7 Forced induction Rotary engines will be
subject to an equivalency factor of 2.0 7. Scoring. 7.1. All
individual drivers competing will be eligible to score points
towards an MSA Africa Endurance Championship
by scoring points as per the scale in 7.2

7.2. All individual drivers competing will be eligible to score
towards an MSA Index of Performance Championship by
scoring points on a 1st to 10 places as per the scale in 7.2.
7.3 Overall Class winners will be announced at the Championship
final. Classes will be scored 1st to 10th as per the
scale in 7.2. 7.4 Six rounds count towards the MSA Africa
Endurance Championship and drivers must enter four rounds to
qualify
to score towards the Championship. Should a round be added to
the 2016 calendar only the competitor’s best six results will count
towards the Championship.
8. Trophies per race meeting. Overall:

1st to 3rd depending on entries 9. Qualification as a finisher.
9.1. A competing car must cross the finishing line on the circuit
after the chequered flag has been shown to qualify as
a finisher. 9.2. The competing car must have completed 66% of
the race distance to qualify as a finisher. 9.3. Race distance will
be defined as the number of laps completed by the leading car in
each class. Should there be
only one car in a class the organisers will determine a race
distance. 9.4. The pit lane exit will be closed 5 minutes before
the chequered flag is shown. 9.5. Only cars that have completed the
race and have been classified as a finisher may score towards Index
of
Performance. 10. In-car timing.
In car timing is permitted and highly recommended. 11. In-car
communications. In car communication (ship to shore) is compulsory.
12. Qualifying.
12.1. Qualification times will only be taken from the official
qualifying session for the event. 12.2. Drivers failing to qualify
in the official session will, at the discretion of the C.O.C, be
placed at the back of the grid
or their relative class.

12.3. A minimum qualifying time may be applied. 13. Safety Car
Period.
13.1 During the race, pitting for driver change or refuelling is
allowed during safety car periods. 14. 60KpH Board. (Virtual Safety
Car) 14.1. A 60 board along with a yellow flag will be shown which
means that all cars shall drop to an estimated speed of
60kph and shall hold position until a green flags replace the
60kph board. Cars may pit during a 60kph period as per 13.1 All
Safety car rules are applicable during this period..
14.2. This board will be used to assist the recovery of vehicles
should they fail during the event and need to be
returned to the pits for repair so as to continue the event. 15.
Fuel. 15.1. A maximum vehicle fuel tank capacity of 100L is
allowed.
15.2. Only Petrol and Diesel based fuels are allowed. 15.3.
Methanol based fuels are not permitted. 16. Refuelling. 16.1. Only
refuelling equipment described in Appendix “A” of these regulations
may be used. 16.2. A minimum of 3 crew members may refuel the car
whilst the car is on Pit Road at all times before or during the
event. 16.3 Drivers may remain in a car during refuelling if the
team has on standby a minimum of four 9kg fire and these are
within easy reach of the pit crew. These are in addition to the
hand held fire-extinguisher used by the re-fueler in 16.7. All
fire-extinguishers must carry a current sold by date or a current
service date.
16.4 Drivers may be changed during this process and a second
suitably attired driver may assist in the driver change
during the refuelling process. The Team Manager may not assist
in this process. 16.5 If a team cannot meet the criteria of 16.3 a
driver may not remain in the car and a driver may not enter the
car
until the refuel operation is complete and the driver is advised
by the Team Manager that it is safe to enter the car.
16.6 The car engine must be shut down during refuelling and may
not be started until refuelling is complete and
advised safe to do so by the Team Manager. 16.7 As a minimum,
one person shall man the fuel nozzle into the car, another shall
hold a 9kg or greater fire
extinguisher at the ready and another shall man a manual fuel
shut off valve at the base of the refuelling rig, if a refuelling
rig is being used.
16.8 The refuelling persons shall be attired with a fire proof
balaclava, fire proof gloves and a fire proof suit or overall. 16.9
An incoming or outgoing suitably attired driver may take any of the
three refuelling positions but not in addition to. 16.10 The Team
Manager may advise on but may not take part in any refuelling
operation. 16.11 No refuelling is allowed in the Pit Garage. 16.12
No manual, electric, hydraulic pumps or pressure devices are
allowed to refuel a car. 16.13 Cars may be refuelled by gravity
feed only. 16.14 Bulk fuel must be stored behind the Pit Garage and
may not be in the Pit Garage or Pit Front at any time except
to refuel the fuel rig. 16.15 Bulk fuel containers may not be in
the Pit Garage or the Pit Front during the race. 16.16 Fuel
spillage of any nature will subject the car to a drive through
penalty. 16.17 Contravention on any of the above items 1 to 14 will
be penalised by exclusion from the event.

16.18 The refilling of fuel rigs with electric pumps is not
permitted. Only manual or air pressure pumps may be used. 17. Pit
Lane. 17.1 Only 6 technicians are allowed to work on a car whilst
it is stopped in front of the Pit Garage on Pit Lane. 17.2 The Team
Manager may only advise on the Pit Lane. 17.3 Drivers may be part
of the 6 technicians but not in addition to. 17.4 No mechanical
work is allowed on the car whilst it is being refuelled. 17.5
Wheels may be changed on the Pit Lane. 17.6 Brake Pads and other
serviceable items may be changed on the pit lane 17.7 Lubricants
may be checked and topped up on the Pit Lane. 17.8. Cars may not be
push started during the race and the penalty for doing so is a
drive through penalty. Cars may
be assisted with a push to ease the pull off. 18. Pit
Garage.
18.1 Car engines may not be started in the Pit Garage. 18.2 Cars
must be pushed into and out of a Pit Garage. 18.3 There is no
restriction on how many people may work on a car in a Pit Garage.
18.4 No fuel may be stored in the Pit Garage. 18.5 No smoking,
alcohol or children under the age of 16 (sixteen) is/are permitted
in the Pit Garage at any time. 18.6 If any major components are
changed during the race approval must be obtained from the Chief
Scrutineer to
rejoin the race. 19. Pit Wall.
19.1 Only four people from a team are allowed on the Pit Wall
during a race and practices. 19.2 Each Team will be issued with 3
(Three) Pit Lane accreditations and 1 (One) Team Manager
Accreditation and
only persons carrying these lanyards will be allowed onto the
pit wall. 19.3 The Pit Lane exit will close 5 (Five) minutes before
the finish flag is displayed. Once the Pit Lane exit is closed
items 19.1 and 19.2 will be derestricted. 20. Formation Laps.
20.1 15 Minutes Prior to the start of the race, the pit lane will
be opened. 20.2 Competitors may complete an installation lap and
form up on the grid in starting order. 20.3 Should an additional
installation lap be required; the competitor may do so by driving
down the pit lane. 20.4 The pit lane exit will be closed 5 minutes
before the scheduled start time. 21. Lights. 21.1. Irrespective of
the lighting regulations contained in the cars category eligibility
regulations all vehicles
competing will be required to have the following operating at
scrutineering and during the event: 21.2. Two operating Headlamps
or Front Lamps. No part of these lamps may protrude higher than any
point of the
bodywork between the front point of the car and the front point
of the cockpit area. It is highly recommended that all cars in
classes LMP1, LMP2, GTE-Pro, GTE-AM, Classes C and D and Classes N
through to Z be fitted with a headlamp pulsing system which will
pulse at a minimum of 2 times per second and remain on when
activated for a minimum of 3 seconds. This will become mandatory
for 2017.

21.2.2. One operating Brake Light. 21.2.3. If Front and rear
working indicators were originally fitted to the vehicle or as per
category regulations, these
must be operational. 21.2.4. A maximum of two additional front
facing spotlights may be fitted. These may not be one piece LED
Strip
lights covering more than 75% of the distance between the two
main headlamps. 21.2.5. A maximum of two forward or left hand side
facing marker may be fitted in a non-white colour. 21.2.6. Lights
must be turned on when advised by race officials by way of a LIGHTS
ON board which will displayed
at the start line for 3 Laps. 21.2.7. Non-compliant vehicles of
any of the above will be black flagged and must return to the pits
for repairs to the
lights and be inspected by an official of the meeting for
compliance prior to returning to the circuit. 22. Communications
and Timing.
22.1.1. The event will operate as an internet based system and
there will be no paper records.
22.1.2. Teams must be equipped with the necessary Lap Tops, PCs
etc. to log onto the internet or Wi-Fi to follow the
progress of the event and to receive instructions. 22.1.3.
Screens will update immediately and every 30 seconds. 22.1.4. The
Pit Lane Director will back up and enforce any instructions
received from the C.O.C. 22.1.5. The Pit Lane Director will ONLY
communicate with the Team Manager. 22.1.6. Each driver shall have a
separate timing transponder which must be changed at every driver
change during
practice sessions and the race. 22.1.7. Transponders may not be
fitted to a driver’s helmet. 23. Car Recognition.
23.1. Every effort will be made to use the race number as
advised by the entrant on the entry and these numbers will be
recognised on a first form come first served basis.
23.1.1. Entries for the 3, 6 and 9 hour events will retain their
race number for all events. 23.1.2. It will be the responsibility
of the Team to make sure that the car is fitted with the correct
number as advised
by the organisers where a number change is required. 23.1.3. It
is compulsory to fit to the car decals showing the drivers name and
Country of Domicile. 23.1.4. The organisers reserve the right to
fit sponsors decals to a car. 24. Documentation &
Scrutineering. 24.1. Documentation, scrutineering and qualifying
will take place on Friday preceding the Saturday of each event
unless advised otherwise.

African Endurance Racing – Appendix A - Fuel Rig Regulations -
2016
A. FIA approved single and twin fuel nozzle systems.
The refuel systems must carry a current FIA label of approval as
per appendix 252-7 of the FIA Regulations which is available on the
FIA website as a down load. IT IS THE RESPONSIBILTY OF THE ENTRANT
TO PROVE THAT THE SYSTEM IS FIA APPROVED.
B. Non FIA Fuel Rigs with a stand-alone Fuel Tank.
1. Only a single refuelling hose system may be used.
2. The fuel delivery hose to the car must be fitted with a
shutoff nozzle at its exit to the car fuel tank entry port. The
shut-off valve may be of the trigger type or by manual lever. The
internal diameter of any hose on the system may not exceed 38mm
I.D. A 33mm restrictor must be fitted to the delivery hose.
3. All hosing used must be to S.A.B.S standards.
4. The fuel storage tank maximum capacity allowed is 200L. 5.
The top of the fuel storage tank may not be higher than 2000mm from
the rig base at ground level.
6. The maximum external diameter of the fuel storage tank at any
point may not exceed 1000mm. 7. The fuel rig tank must be fitted
with a vent pipe on top of the rig fuel tank and the vent pipe
shall
have a flame trap fitted to its outer end. The vent pipe shall
be of a minimum of 13mm internal diameter and a minimum length to
1000mm from fuel tank top to flame trap base.
8. A manual shut off valve must be fitted between the fuel tank
and the outlet hose directly at the tank end.
9. The fuel rig must be earthed to ground via a minimum 10mm²
earth cable.
11. The car being refuelled must be earthed via a detachable
cable.
C. FIA and other approved Fuel Churns.
1. FIA approved Fuel churns as supplied by race parts suppliers
and as used by various FIA race series may be used.
2. Tuff-Jug fuel churns may be used
D. Non FIA approved Fuel Churns. 1. Non FIA approved fuel churns
may be used as long as they meet the requirements of the event
scrutineers as follows:

3. The churn outlet nozzle must be a minimum length of 200mm and
the internal diameter of the delivery nozzle may not exceed
33mm.
4. The churn must be fitted with a shut off valve between the
churn and the outlet hose.
NO other fuel systems will be allowed unless approved by the
organisers before a race meeting. Non complying entries will be
declined on race day and there will be no exceptions. Copyright as

Race 2 of the Interprovincial Sports Car Challenge will consist
of the first hour of the 6-hour race. After completion of the first
hour of the 6-hour race, a “1 Hour Completed” board will be
displayed at the start/finish line signifying the end of the second
ISCR race. All ISCR competitors NOT continuing in the 6-hour will
come into the pits. The results will be determined by positions of
the ISCR race at that point.
