Clark County is the most populous of Nevada’s 17 counties, with 75.3% of the state’s population residing in the County, and it is the 11th largest county by population in the country. Unincorporated Clark County is home to the Las Vegas Strip. The County provides extensive regional services to more than 2.3 million residents and more than 45.6 million visitors each year.

The County’s cost of living and cost of operations are competitive, with below-average housing and occupancy costs, no personal or corporate income taxes, and one of the lowest effective property tax rates in the nation.

The main economic drivers in Clark County include tourism, gaming, and conventions. Clark County is one of the top resort and convention destinations in the world and attracts millions of tourists each year. The Las Vegas Strip sits at the heart of Clark County and features unequaled attractions such as dancing fountains, a replica of the Eiffel Tower, an erupting volcano, and some of the world’s largest and most beautiful resorts. Fine restaurants, a dazzling array of shops and stores, and luxurious spas offer fun for every vacationer. Las Vegas boasts more than 147,000 hotel rooms, with more planned.

Situated on the eastern portion of the Mojave Desert, Clark County is home to Mount Charleston (the highest peak in the Mojave Desert), Lake Mead (the largest man-made lake in the United States), and Red Rock Canyon National Conservation Area. Southern Nevada is also within driving distance of several national parks, including Grand Canyon, Zion, Joshua Tree, Bryce Canyon, Great Basin, and Death Valley.

The Clark County School District is the fifth-largest school system in the nation and serves 320,000 students. For those seeking higher education, Clark County is home to the University of Nevada, Las Vegas; Nevada State College; and the College of Southern Nevada, among other educational institutions. Various private colleges and the Las Vegas-Clark County Library District also serve as educational resources for residents and visitors.

The Smith Center brings a variety of world-class performances to the area, including the Broadway Las Vegas Series. In Las Vegas sporting events abound such as boxing and mixed martial arts; the Las Vegas Aviators minor league baseball team; NASCAR racing at the Las Vegas Motor Speedway; the Runnin’ Rebels college basketball team; and PGA Tour events. Its first major professional sports franchise, the Vegas Golden Knights, began playing at the new T-Mobile Arena during the 2017-18 National Hockey League season. Additionally, the National Football League’s Oakland Raiders relocated to Las Vegas for the 2020 season.

GOVERNANCE AND ORGANIZATION

MISSION:

To provide responsible, progressive, and results-oriented government that is

responsive, accessible, and accountable to our citizens, ensuring their right to

cost-effective and open government.

Clark County is a dynamic and innovative organization dedicated to providing top-quality service with integrity, respect, and accountability. The County is governed by a seven-member County Commission, elected from geographic districts on a partisan basis for staggered four-year terms. Commissioners biennially elect a chairperson who serves as the Commission’s presiding officer. The Commission in turn hires a County Manager, who is responsible for administrative operations. County Manager Yolanda T. King has served in this role since 2016.

The County is known for its strong ending-fund balance, overall financial strength, and investment-quality credit rating. It retains the best bond ratings of any local government in the state with an “AA+” from Moody’s Investors Service and an “Aa+” from Standard & Poor’s.

Clark County is the largest and most complex governmental agency in the state and provides both regional services (e.g., air quality, social services) and municipal services that are traditionally provided by cities to almost 1 million residents in the unincorporated area. These include fire protection, roads and other public works, parks and recreation, and planning and development.

ABOUT THE DEPARTMENT OF AVIATIONThe Clark County Department of Aviation oversees Harry Reid International Airport, formerly known as McCarran International Airport, and the four general aviation facilities in the airport system. These are owned by Clark County and operated under the policy direction of the Board of County Commissioners, the authority of the County Manager, and the management of the Director of Aviation Rosemary Vassiliadis, as well as two Deputy Directors of Aviation and a Chief Financial Officer. Unlike other departments within Clark County government, the Department of Aviation is a self-sufficient enterprise and operates without County general fund tax revenue.

The Department of Aviation has 1,274 full-time employees and an operating budget of $489 million.

ABOUT THE POSITIONThe Controller is a Certified Public Accountant (CPA) who manages, coordinates, and directs accounting, auditing, purchasing, and materials management functions for the Department of Aviation. This position is responsible for short- and long-term financial planning, including the development and administration of multiple operational, supplemental, and capital improvement budgets.

This position provides division-level management over various fiscal activities of the Department. This includes multiple financial record-keeping and reporting systems as well as related functions. The Controller also plans, organizes, assigns, supervises, reviews, and evaluates the work of professional, technical, and office support staff. They recommend the selection of staff and coordinate training and professional development. Crafting and implementing goals, objectives, policies, procedures, and work standards for the Department under the direction of the Assistant Director of Finance is also part of the Controller’s job.

This position ensures financial compliance with GASB accounting standards; county and state ordinances and regulations; the County Debt Management Policy; the Department’s Bond Ordinance and Airline Use and Lease Agreements.

Other responsibilities for the Controller include:) Coordinates the development of the Comprehensive Annual Financial Report at each year-end to maintain the Department’s Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officer’s Association (GFOA).

) Coordinates the annual external audit process.

) Supervises purchasing and materials control activities.

) Reviews and approves materials requests and requests for payment.

) Develops and reviews reports of findings, alternatives, and recommendations.

) Directs the maintenance of accurate records and files.

) Prepares and directs the preparation of a variety of written correspondence, reports, procedures, and other written material.

) Serves as a member of various committees and task forces related to areas of expertise.

) Familiarity with Cost Center accounting, allocations, and reporting structures.

OPPORTUNITIES AND CHALLENGESDuring the first year, the Department of Aviation’s new Controller should focus on learning the organization, cultivating the team, becoming familiar with departmental processes, and taking current departmental goals and objectives to the finish line. Within the first three years, the Controller should move forward the Department of Aviation’s strategic plan objectives while also ensuring that financial processes and procedures demonstrate continuous improvement and efficiencies.

IDEAL CANDIDATEClark County Department of Aviation seeks an experienced manager, with honesty and integrity, who is knowledgeable in the principles and practices of general, governmental, and fund accounting to serve as their Controller. This person should be familiar with the methods of financial reporting and financial statement preparation; budget development and administration; municipal revenue bonding procedures; Federal FAA grant policies and procedures, and Federal PFC policies and procedures; contract negotiation and administration. The next Controller will be experienced in the computer applications related to the work, records management principles and practices, and techniques for dealing with a variety of individuals at all levels of responsibility.

The ideal candidate will be skilled in managing a comprehensive and multifaceted financial record keeping and reporting system. They will be able to plan and administer a complex operating and capital budgeting system, as well as prepare valid projections of airport revenues, expenses, debt service, airline passengers, airline weights, and airline operations. The Controller will be able to develop complex financial models to determine actual and projected airline rates and charges in accordance with the Airline Use and Lease Agreements. This person will understand the various funding sources available to the Airport and recommend the appropriate funding source for each capital project. The chosen candidate will be skilled in interpreting, applying, and explaining intricate federal, state, and local laws related to the areas of responsibility; preparing clear and concise reports, correspondence, and other written materials; using initiative and independent judgment within general policy guidelines; and using tact, discretion, and prudence in dealing with those contacted in the course of the work.

The Controller will be knowledgeable in employee supervision, including planning, organizing, supervising, reviewing, and evaluating the work of others. They will be able to train employees and develop and implement goals, objectives, policies, procedures, and work standards. This person should be a leader who can establish employee performance standards and expectations and ensure accountability in meeting them. The new Controller will be a team builder and team motivator who will foster a climate of continuous improvement and high morale.

EDUCATION AND EXPERIENCE

COMPENSATION AND BENEFITS

Candidates must have a bachelor’s degree in Accounting, Finance, Economics, Business, Public Administration, or a related field and five years of full-time professional experience in finance/accounting, two years of which were in a supervisory/management role. The incoming Controller must be a Certified Public Accountant (CPA). Possession of an advanced degree in an appropriate field and experience in airport finance and budgeting is highly desirable. GASB or FASB experience preferred, with experience implementing new financial guidelines. An equivalent combination of formal education and appropriate related experience may be considered.

Maintaining a principal place of residency within Clark County and providing proof of compliance with Nevada motor vehicle registration and drivers’ license laws is required within 90 days of employment.

Employment with the Department of Aviation is contingent upon a pre-employment drug examination, completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID’s upon acceptance of job offer. Examples of acceptable ID’s include a Passport, Driver’s License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

Clark County offers a competitive salary range of $84,032-$130,208 a year for this position, based on experience and qualifications. The County provides a full range of leave and insurance benefits. A retirement plan is provided through the Public Employees’ Retirement System (PERS) of Nevada. Retirement contributions are paid to PERS by the County. There is no state income tax, no employee social security withholding, and 9-hour workdays with every other Friday off.
