We are going to focus on how policing in developing countries is increasingly becoming the responsibility of the international community through peacekeeping in post-conflict societies and numerous other capacity building and reform programs being implemented by international organizations and direct assistance programs.
Goal- allow local law enforcement to eventually administer its own operations, democratically
192 states recognized by UN◦ 25-30 high-income democracies◦ 50 least developed
Significant increase in in both the peacekeeping role of civilian police and other capacity building and assistance efforts
Problems with local police (pre-intervention)◦ Corruption◦ Low pay◦ Militaristic, authoritarian police◦ Political◦ Poor infrastructure◦ Equipment shortage
Goals and principles of police development and reform program:◦ Police must be accountable to the law rather than to
the government.◦ Police must give top operational priority to servicing
the needs of individual citizens and private groups.◦ Police must protect human rights, especially those that
are required for the sort of unfettered political activity that is the hallmark of democracy.
◦ Police should be transparent in their activities
Benchmarks for Democratic Policing (39 in total) Measure 32: Use force in a manner consistent with
principles of minimum force and respect for human life, and have clear policies and controls supporting this.
Measure 33: Exercise proper care of people in custody
There are typically three phases of peace operations:
Peacemaking Peacekeeping Peacebuilding Which are also referred to by the more
general terms of Pacification Stabilization Institutionalization
