National levelo Focus on implementation

rather only planning: 1000s of CAPs, 100s of LAPAs developed but limited attention on implementation

o Identify agents for implementation: there are clearly spelled out goals, objectives and optimistic targets

Regional (South Asia) levelo Foster exchange of

knowledge: We already have a number of good practices to learn from each other

International negotiation levelo Heed to the national

priorities: Development agencies working in /supporting their own preferences

o Speed up the process: CC negotiation has taken lot of time
