To fix these problems, Social Welfare Department (SWD) launched the

“Lump Sum Grant subvention scheme ” and carried out

in December 2000

Under the LSG• SWD will no longer staffing structures , levels

of pay and individual items of expenditure

• NGOs will be given flexibility in develop service.

• No any other external subvention will be given
