About the Finance Department
Arranged into three divisions: Administration
Provides direction to the department by establishing goals, setting priorities, scheduling and setting timelines and reviewing and evaluating performance .
Financial Services Maintains and manages various financial record-keeping systems. Billing, collection and account maintenance for various receivables due
to the City. Includes payroll, tax billings and data processing.
Parking, Permits & Licenses Processes and accounts for approximately 50,000 parking tickets annually. Processes and accounts for approximately 5,000 permits and licenses, and 1,500 parking ticket dispute notices.

About the Position
The Finance Director/Comptroller is the chief fiscal officer of the City.
Full-time executive management position serves as a key member of the executive team.
Reports directly to the Mayor.
Advanced professional work managing a wide array of accounting functions within the City’s Finance Department.
Considerable interface with all City departments, the City Council and community stakeholders.
About the Position

A Multifaceted Professional
Minimum of ten (10) years of progressively responsible local, state, federal, or private sector experience in accounting, finance or budgeting preferred.
• Bachelor's degree with major course work in business, accounting, finance, or a related field.
• Master's degree in Public or Business Administration preferred.
• Designation as a CPA
• Strong understanding of GAAP
• Strong understanding of the CAFR preparation process
• Considerable executive experience in governmental accounting, and
• Advanced understanding of the municipal government processes and operations.

Compensation and Benefits
Salary: $94,785.60 to $100,464
Vacation: Ten (10) days upon hire and increase on the employee’s anniversary of Years 2, 3, 4 and 16.
Health Insurance: City pays cost of employee’s premium for standard
group health insurance plan (80/20 HMO), or Premium plan (100% HMO) for $34 per month for
single coverage; 40% of premium cost for standard family
dependent coverage. Dental Insurance (voluntary: Effective the first day of
the month following hire date; coverage is optional through Delta Dental.
Sick Leave: 69 hours advanced on the first day of employment; 8 hours of sick leave accrues each month.
Compensation and Benefits
Life Insurance: Effective on start date through MetLife; coverage is $20,000 regular life and $40,000 accidental death & dismemberment. Additional supplemental coverage is optional.
Illinois Municipal Retirement Fund (IMRF): Exempt positions are covered by IMRF.
Vested (eligible for pension benefits) after 10 years of service credit.
Employees who do not vest may withdraw their own contributions upon separation.
457 Plan: City sponsors a deferred compensation plan for benefit eligible personnel. Employees may defer a portion of their wages in this tax-deferred plan.
