The Chief Examiner for the Civil Service Commission opened the recruitment for
ELECTRICAL TECHNICIAN I on March 26, 2017 and closed it on April 27, 2017. The
Chief Examiner received a total of 143 applications. The open/promotional recruitment
evaluated applicants for specified knowledge, skills, and abilities to perform the duties of
the Miscellaneous position of ELECTRICAL TECHNICIAN I, as set forth in the job
announcement prepared in accordance with the Rules and Regulations of this
Commission; and
The Chief Examiner for the Civil Service Commission conducted an
open/promotional examination for ELECTRICAL TECHNICIAN I, on MAY 16, 2017, for

REQUEST FOR FINAL EXTENSION OF ONE-YEAR-OLD ELIGIBILITY LIST
RECOMMENDATION
Approve by motion a one-year extension of the Miscellaneous Employee Eligibility List for SeniorPlant Maintenance Mechanic (Open/Promotional).
DISCUSSION
The Senior Plant Maintenance Mechanic (Open/Promotional) eligibility list was established on June17, 2016, with eight (8) names on the list. There are still six (6) eligible names remaining on the list,so the Human Resources Department is requesting a one-year extension.
It is the practice of the Civil Service Commission to extend eligibility lists, unless the PersonnelOfficer recommends that such lists be abolished for reasons consistent with the principles of meritand good personnel administration.
Having received no objections to the extension, the Senior Plant Maintenance Mechanic(Open/Promotional), with six (6) eligible names remaining on the list, will be extended for one-year, tobe effective from June 17, 2017 to June 17, 2018.
AUTHORITY
In accordance with Rule VI, Section 12 (b) of the Civil Service Rules and Regulations forMiscellaneous Employees - the period of eligibility for appointment from eligible lists shall be at thediscretion of the Civil Service Commission, but shall not exceed three (3) years.

One position is being offered, three positions are currently being recruited, three positions are on hold, and one has an active eligible list. Professional and Diversity Training The Department facilitates training workshops in professional standards, customer service and organizational development. Skill refreshers are routinely provided in subject matter content areas as well. Extensive training was provided to all staff in Fiscal Year 2016-17 on the features and operations of our recently acquired Permit Tracking System. This system allows for web-based application submittals, tracking of the permit review, and plan check review through the process, online issuance of permits, Certificates of Occupancy, Notices of Completion and Acceptance of Public Improvements. As of this report, customers can schedule inspections online. The various training programs that are provided to our staff are not limited to those provided by the City of Stockton. Employees are permitted to seek outside accredited institutions for further training, as well as web-based training programs. Employees are also encouraged to obtain college degrees and credentials to advance themselves. Taken in combination, these programs and opportunities provide an ongoing learning environment where employees’ morale and growth opportunities are fostered. Recruitment Efforts We coordinate our recruitment with the help of the Human Resources Department. Additional recruitment efforts for high-level positions within the department are coordinated via consulting firms. There is emphasis placed on communication opportunities that reach a multitude of elements within the community. Employment openings are posted in publications and with agencies such as The Record, Modesto Bee, Public Sector Job Bulletin ANG, Black Careers, Hispanic Hotline, Asian-Pacific Careers, Central Valley Jobs website, EDD website, and newspapers in the Bay Area. The intent of this extensive outreach is to continue CDD’s climate of diversity while attracting the most qualified candidates. The Human Resources Department also advertises to the community by participating in events such as State of the City, Black Family Day, Juneteenth, San Joaquin County WorkNet Fair, San Joaquin County Housing Authority, and other local and regional job fairs. Summary The Permit Center will continue to support the goals of the City Council and the Civil Service Commission/Equal Opportunity Employment Commission and to make certain that every aspect of the development services function is administered in a fair minded and equitable manner. NOTIFICATION OF ACTION TAKEN BY THE DIRECTOR OF HUMAN RESOURCES TO AMENDTHE PROPERTY ROOM SUPERVISOR CLASSIFICATION
RECOMMENDATION
This item is informational only. No action is necessary.
Summary
This report is to inform the Civil Service Commission of action taken by the Director of HumanResources to amend the Property Room Supervisor classification. Per Rule IV, section 5(b) of theCivil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resourcesshall approve all new or amended class specifications and file with the Secretary of the Commission.
DISCUSSION
BackgroundThe changes were initiated after staff reviewed the classification as a result of a recent need toestablish an eligibility list for an upcoming Property Room Supervisor vacancy. The Property RoomSupervisor classification was established in January 2001, and most recently amended in May 2007.Changes in technology, duties, and minimum qualifications make it necessary to revise theclassification.
Present SituationChanges to the classification include updates to the class characteristics, principal duties, minimumqualifications, and the addition of physical and mental abilities. The duties were updated to includeutilizing a computerized inventory control system to conform with industry standards. In addition, theminimum qualifications were updated to include three years of supervisory and/or administrativeexperience with a computerized inventory control system in property and records processing. Finally,the physical and mental abilities are being added to the classification, which is standard for all Cityclassifications. All of the changes reflect necessary job requirements for this classification.
The draft class spec was provided to Mid-Management/Supervisory Level Unit (B&C) on May 17,2017 for review and concurrence. B&C did not respond by the deadline of May 30, 2017 with anyissues or objections to the proposed class specification amendments.

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees providesthe Director of Human Resources the authority, on behalf of the Civil Service Commission, tomaintain and approve class specifications making up the Classification Plan.
