Amendment to Rental Inspection Ordinance ORDINANCE 2015-08 Section 150.65(B)(3) AMENDMENT
Current Language: (3) Rental licenses not obtained by February 28, 2016, for any rental property/rental dwelling located within the corporate limits of South Sioux City, shall be required to pay a penalty fee of $10.00 per day, with a maximum penalty of $300.00 per rental dwelling, in addition to the rental license fee. Rental licenses not obtained by February 28, 2019, for any rental property/rental dwelling located within the Extraterritorial Zoning Jurisdiction area of City of South Sioux City, Nebraska, shall be required to pay a penalty fee of $10.00 per day, with the maximum penalty of $300.00 per rental dwelling. Rental licenses which are not renewed by February 28th of each subsequent year after the issuance, shall be revoked. If the rental license is revoked, the property owner will be required to file a new rental license application, including any fees related thereto, together with a penalty fee of $10.00 per day, with the maximum penalty for a rental dwelling being $300.00. Such penalty fee is in addition to any fine imposed as set forth in Section 150.69 (E)(2).

MEMORANDUM
This month of September and October were extremely busy one for the department. September 1st began the big move into the new fire station. Then preparing for and hosting the new station dedication on Monday September 11, 2017. With over 250 guests inside the apparatus bay, the City hosted Nebraska Lt. Governor Mike Foley, Senator Joni Albrecht and a representative from Senator Ben Sasses’ office to participate and speak. Mayor Rod Koch officiating the program, with State Government officials, local dignitaries, a piece of the Twin Towers from 9/11 was unveiled as a fixture in the fire station. The piece of iron represents the Duty-Courage and Honor in the Emergency Services, honoring those who gave their lives on that day of terrorist aggression. Fire Prevention Week beginning October 8-14, the department participated in many activities throughout the City. During the month, fire crews went to each school, multiple times to meet and work with the students on fire prevention activities. Going to all the elementary and some day care schools and facilities. In all, there was just fewer than 800 school aged students that participated in the structured events. Congratulations to Volunteer Lacey Hallstrom, who took the extra time to make contact
with the schools, plan the student activity packets and assist with the delivery of the instructions. In the September City Council Meeting, the consensus of the Council voted to accept the FEMA/SAFER Grant which represents a huge step towards assuring the Citizens of South Sioux City of Medical and Fire protection 24/7/365. This vote approved the additional hiring of five (5) personnel by having three (3) personnel on-duty. There was overall concern and discussion regarding post Grant financial assistance, however programs are under design to assist or be implements to sustainability to augment the operational costs. With the resignation of one Firefighter/Paramedic, we brought on Payne Allen from Hawarden, IA. Payne has been in the fire service for many years and the EMS field as well. With Payne’s abilities and credentials, one of which includes his Instructors license for Firefighter-1 certification. With that, we will have the opportunity to have the volunteers bring their skill base up in hopes to have all the members with their state certification as we move forward. Many more options and adventures are available from his years of experience that will be tapped.

The fourth and second replacement Firefighter/Paramedic was brought on board in October. Qwinn Wright from La Vista, NE brings to the department not only an array of EMS and fire experience, but a returning Hometown pleasure. Having growing up in Jackson then in South Sioux City, he graduated from SSCHS then explored the fire service and refined his skills in firefighting and Emergency Medical Services to bring his expertise to us. We welcome aboard both of these fine individuals to the South Sioux City Fire Department and the community.
Training in October consisted of Grain Bin recovery which was attended by 9 members of the department. A grain bin full of corn was donated for the evening by Gavilon, here is South Sioux City. The training consisted of utilizing the department’s grain bin rescue tube and extraction auger system. Members were strategically placed safely in the bin, and the rescue equipment was deployed to remove the corn encasing the body for safe removal. The Rescue boat went out in the month of October for a reported vehicle in the water on the Iowa side. location and recovery operations were conducted on Saturday, October 21, 2017. Four department members were part of the search and rescue and recovery operations. Fire responses were frequent with two structure fires and two vehicle fires. Both structure fires were destructive with one a complete loss, the other originated in the kitchen. Two vehicle fires, one was discovered fully involved under the Vets Bridge was determined to be arson. The second vehicle fire was a mechanical issue The departments Self Contained Breathing Apparatus (SCBA) systems was delivered and installed in October, and long awaited. This new system replaces our 29 year old Bauer Mfg. system which has limitations to filling breathing air cylinders to meet the demand of modern in-use 4500 psi cylinders. The new system has auto fill and electronic monitoring to assure the purest of filtered air is in the breathing tanks for personnel. Fire staff traveled to Sioux Falls to inspect and conduct compliance inspection to the Rosenbauer fire truck. The new fire truck, Engine -32 should arrive about mid-November once the final appliances are installed and documentation is completed. The Fire Department roster to date is listed at 22 strong, 16 are volunteer personnel. We had one resignation in September, Ashley Lyle who moved to Iowa to be with her family. One member, Zach Daniels completed his EMT schooling. Volunteer Lacey Hallstrom is still going strong in the Paramedic Program which she will complete next spring, 2018. BRING THE FIRE PREVENTION MESSAGE HOME The latest NFPA statistics tell us that over the last 15 years the total number of structure fires has remained relatively constant. Yet fire is still killing more than 7 people per day across our country. Consider these facts:
Approximately 2,650 people die in the United States each year as the result of a fire in their homes.
Fire fatalities occur in the 29% of homes without working smoke alarms, or no smoke alarms.
Lack of fire extinguishers, the most basic of basics is not present.
It remains extremely troubling that the number one cause of home fire deaths is the absence of working smoke alarms. These realities remind us as Fire Chief’s and Public Officials that we must keep

current and lead our communities toward effective home fire safety strategies. 0 . Fire Departments throughout the Nation, took part this past October for Fire Prevention Week. Instructing school after school, on fire prevention measures to children. Those measures taught, were taken home and discussed. It is those school children, which are the future generation that needs to be instructed on the perils of fire and develop preventative measures in the home, workplace and about our busy lives. One of the renewed focuses is on the importance of promoting working alarms in communities. It provides guidance to fire departments for making good choices about implementing risk reduction programs and calls for the replacement of any smoke alarm when it reaches 10 years of age. The latest research encourages smoke alarms with long-life, non-replaceable batteries to be used as an option where battery-powered units are allowed. As a result of recent research, for the first time suggests that community risk reduction campaigns promote the use of smoke alarms powered by 10-year batteries as long as a replacement plan is considered. As public officials, we must all work hard to help our communities respond to the message and have working smoke alarms in all homes. It’s our responsibility as community leaders to educate them
that sleeping with their doors closed allows more time for escape and rescue as deadly smoke, carbon monoxide, and heat in home fires continues to increase. These increases are the result of lighter weight materials derived from the petroleum industry: PLASTICS. Many resources are available in education. Please be a part in educating our, kids and communities about the importance of having fire-safe homes.

The Fire Department proposes to replace the aged communication system to bring it up to code
with the law enforcement center, police, etc. This is an item that should have been considered in
the original project but wasn’t. The department would like permission to get three quotes for this
communication system, including installation costs. The Department did not spend the full
$110,000 allotted for equipment for the station and have approximately $36,000 remaining in
that portion of the project, along with an additional $35,000 that the USDA had set aside if we
would have had to pay interest for interim financing to an outside entity. After reconciling the
numbers, the USDA would allow the balance of the equipment and the additional $35,000 to be
applied for a new communication system for the fire station.
