Public Comment Dale Gronemeier, Eagle Rock resident, expressed concerns regarding the lack of oversight by the Public Safety Committee in regards to the McDade case, and asked that the Committee consider adopting a policy for the implementation of a police auditor.
In response to Mr. Gronemeier’s comments, Councilmember Kennedy discussed the efforts taken on his behalf and the Public Safety Committee to provide transparency in the McDade case and suggested that the Committee provide the public with this information. Mr. Kennedy also reiterated his request for a report on the possibility of civilian oversight of the Pasadena Police Department.
Kris Ockershauser, Chapter of the American Civil Liberties Union (ACLU), commended Chief Sanchez and the participants of the Know Your Rights workshop. Ms. Ockershauser voiced her support for a police auditor and expressed her discontent with the report presented by the Pasadena Police Department on opposing Proposition 47 and commended the City Council for taking a position to support Proposition 47.
Genevieve Clavreul, Pasadena resident, expressed her concerns with the recent issues related to Ebola and urged the City to appoint a permanent Public Health Director. She also provided copies of newspaper articles on Ebola. Gary Moody, Pasadena National Association for the Advancement of Colored People (NAACP), spoke on the acquittal of Rashad McCoy and expressed concerns regarding the allegations of misconduct against the assigned detectives in the murder trial of Rashad McCoy

and asked the Public Safety Committee to address the concerns of the community and advocated that the detectives not be allowed to serve in Pasadena. Skip Hickambottom, Pasadena NAACP, commended Detective Carolyn Gordon and Chief Sanchez for their continued commitment and support of the Ambassador Youth Program. Mr. Hickambottom also urged the Public Safety Committee to take note of community members and organizations that have expressed concerns and repeated requests for civilian oversight of the Police Department.

NEW BUSINESS AUTHORIZATION TO ENTER INTO A CONTRACT WITH WATCHGUARD VIDEO FOR REPLACEMENT OF THE MOBILE AUDIO SYSTEM IN POLICE PATROL VEHICLES
Christina Kuo, Project Manager, presented a PowerPoint presentation summarizing the agenda report, and responded to questions. Officer Joshua Jones continued the PowerPoint presentation providing an outline of the benefits of replacing the mobile audio and video recording capabilities in patrol vehicles, and responded to questions.
Following discussion, it was moved by Councilmember Kennedy, seconded by Councilmember Masuda, to approve staff’s recommendation, and forward the item to the City Council for consideration. (Motion unanimously carried) (Absent: Councilmember Madison)
INFORMATION ITEM EMS SERVICE DELIVERY COMPREHENSIVE REPORT (PFD UNIT
RESPONSE ANALYSIS) Calvin Wells, Fire Chief, introduced the agenda item, and Kevin
Costa, Deputy Fire Chief, provided a PowerPoint presentation summarizing the item, and responded to questions. Due to time constraints, the Committee agreed to continue the presentation and discussion on the item until the next scheduled Public Safety Committee meeting.

PUBLIC COMMENT Dale Gronemeier, Coalition for Increased Civilian Oversight of
Pasadena Police (CICOPP), advocated for an independent police auditor to report to the Public Safety Committee, commented on the 2006 Survey conducted by the Police Assessment Resource Center (PARC) that assessed police-community relations in Pasadena and urged the Committee to conduct a new PARC survey.
Kris Ockershauser, Chapter of the American Civil Liberties Union (ACLU), advocated for an independent police auditor that will report to the Public Safety Committee and emphasized the need for a new PARC survey based on the rising issues concerning officer involved shootings across the country.
Genevieve Clavreul, Pasadena resident, expressed her concerns with recent graffiti at her apartment building and also expressed concerns with bicyclist on sidewalks.
Skip Hickambottom, Pasadena National Association for the Advancement of Colored People (NAACP), thanked Chief Sanchez for his continued outreach efforts to the community, spoke on the importance of updating the PARC survey, advocated for civilian independent oversight of the Pasadena Police Department, and emphasized the need to build community trust with oversight of the Pasadena Police Department through the Public Safety Committee.
Councilmember Kennedy reiterated his request for a comprehensive study on the pros and cons of civilian oversight of the Pasadena Police Department, with the study to include the community’s input and comments. Mr. Kennedy suggested that staff look into the formation of the civilian oversight commission of the Los Angeles

COMPREHENSIVE REPORT (PFD UNIT RESPONSE ANALYSIS - INFORMATION ONLY)
Calvin Wells, Fire Chief, reported to the Committee that the Department will not be moving forward with the alternate staffing pilot program outlined in the report due to his recent announcement to retire as Fire Chief, allowing the new Fire Chief to fully review and consider the related issues, and responded to questions.
Chief Wells thanked the City Manager and the City for the opportunity to serve as the Pasadena Fire Chief. Chief Wells introduced the new incoming Fire Chief, Bertral Washington. The Committee thanked Chief Wells, expressing appreciation and gratitude for his many years of service and dedication to the Pasadena Fire Department. Chief Bertral Washington thanked the City for the opportunity to serve as the new Fire Chief. On order of the Chair and by consensus of the Committee the information was received and filed.
LEAF BLOWER ORDINANCE (PMC 9.37) Liza Frias, Public Health Division Manager, Environmental Health
Services, provided a PowerPoint presentation summarizing the agenda report, and responded to questions. Matt Feaster, Management Analyst I, Public Health, continued the PowerPoint presentation summarizing the risk assessment and health concerns of leaf blowers, and responded to questions. Steve Mermell, Assistant City Manager, provided additional information on staff’s recommendations, the frequency of leaf blower complaints, and potential impacts of banning leaf blowers that are used as part of City contracts and by City employees, and responded to questions. The following individuals spoke in opposition to the staff’s recommendations, and asked that all leaf blowers be banned:

Councilmember Kennedy requested that staff provide clarifying information on the findings shown on Page 9 of the PowerPoint presentation related to the emission factors of the push broom when compared to the various types of leaf blowers.

In response to Councilmember Kennedy’s request, Steve Mermell, Assistant City Manager stated he will further review the study in which the data was gathered and will return to the Committee with any additional information. The Committee briefly discussed the measures taken to address Ms. Sagatelian’s concerns. Steve Mermell outlined for the Committee the efforts taken by staff to address the concerns raised within the parameters of the ordinance. The Chair and Councilmember Masuda stated support for staff’s recommendations to maintain current regulations outlined in the PowerPoint presentation. Vice Mayor Robinson requested that Mr. Mermell return to the Committee with any additional information found in response to Councilmember Kennedy’s request. On order of the Chair and by consensus of the Committee the information was received with direction to staff.

DISTRICT ATTORNEY JACKIE LACEY’S PROPOSED COMPREHENSIVE DIVERSION PLAN (ORAL PRESENTATION)
Police Chief Sanchez provided an oral presentation summarizing
Jackie Lacey’s proposed Comprehensive Diversion Plan, an alternative sentencing program aimed at diverting mentally ill, low-level offenders from jail into psychiatric treatment, and asked that the Committee consider supporting the initiative.

The Chair stated her support for the proposed initiative and moved to forward to the full City Council for consideration of requesting that the Mayor write a letter of support for the proposed initiative. (Motion failed due to lack of a second) Councilmembers Masuda and Kennedy requested that the agenda item return to the Public Safety Committee when more information is made available. Following discussion, on order of the Chair, and by consensus of the Committee, the item was tabled to allow time for Chief Sanchez to return with additional information.

PUBLIC COMMENT Dale Gronemeier, Democrats of Pasadena Foothills, requested a public hearing for discussion of an independent police auditor, a position in the City unanimously endorsed by the Democrats of Pasadena Foothills that would report to the Public Safety Committee and provided Councilmember Robinson with a letter expressing their support. Kris Ockershauser, Pasadena Chapter of the American Civil Liberties Union (ACLU), spoke on the ACLU’s activities regarding the Pasadena Police Department and stated the ACLU’s support for a public hearing to discuss an independent police auditor. Wes Reutimann, Day One, expressed concerns regarding the delay in receiving a response from the Rose Bowl Operating Company (RBOC) to their proposed recommendations outlined in the Rose Bowl Community Prevention Council (RBCPC) PowerPoint presentation, presented at the July 28, 2014 committee meeting. In response to Councilmember Kennedy’s concerns regarding delayed response, Steve Mermell, Assistant City Manager, stated he will follow up and urge the RBOC to return to the Committee with an update. Michelle White, ACLU expressed concerns with the number of cancelled Public Safety meetings and the number of special meetings. Juliana Serrano, Coalition for Increased Civilian Oversite of the Pasadena Police (CICOPP), spoke on behalf of All Saints Church and requested civilian oversight of the Pasadena Police Department. Tarek Shawky, Pasadena resident, expressed his appreciation for the Pasadena Police Department and also stated the need for progressive and forwarding thinking as it relates to a discussion on civilian oversight of the Department.

Skip Hickambottom, Interdenominational Ministerial Alliance (IMA) and National Association for the Advancement of Colored People (NAACP), expressed concerns regarding the delay in releasing the Veritas Audit Report, and stated the support of IMA, NAACP and ACT for a public hearing to discuss civilian oversight of the Police Department. Ed Washatka, ACT and CICOPP, spoke in support of a public hearing to discuss an independent police auditor. Councilmember Kennedy reiterated his request for staff to provide a cost estimate to conduct a comprehensive study on the pros and cons regarding civilian oversight of the Pasadena Police Department.

INFORMATION ITEM VERITAS ASSURANCE GROUP, INC. PERFORMANCE AUDIT OF DETECTIVE OPERATIONS
Police Chief Phillip Sanchez introduced the agenda item and provided an overview of the audit process used in the Veritas Assurance Group Performance Audit Report, and responded to questions. Commander John Perez provided a PowerPoint presentation summarizing the key findings and recommendations of the Veritas Audit Report, and responded to questions. Chief Sanchez acknowledged the concerns of the public speakers, noted that additional audits of the Pasadena Police Department will be commissioned in the future, and the Department will bring forward a request for funding to the City Council to hire an independent investigator to review the seven (7) recommendations that were not adopted and return to the Committee with information on the findings of the review. The Chief highlighted the continuous improvements implemented prior and during the audit process.
Councilmember Kennedy expressed his concerns regarding the findings outlined in the Veritas Report that stated there was a lack of training, oversight, and accountability within the Department. Mr. Kennedy also expressed his concerns with the Public Safety Committee’s ability to provide a robust oversight of the Police Department. In response to Councilmembers Masuda’s and Madison’s questions regarding the recommendations not adopted by the Department, Chief Sanchez explained the role of the independent investigator to review the seven (7) recommendations, and noted that a timeline for the investigator’s findings will be established through the proposed contract. The Chief also noted that with regard to the findings of the Veritas Report, the Department will report back to the Committee in the future to review progress on compliance and training in the Department with regard to those recommendations. The Chair expressed her confidence in the Police Chief Sanchez, and the actions of the Department to implement the recommendations outlined in the Veritas Report. She also commended Chief Sanchez on his efforts to address and resolve the community’s concerns. In response to comments made by members of the public, the Chair requested assistance from various organizations to help community members navigate the Police Department’s complaint process in order to allow the Public Safety Committee and/or the Police Department to take any necessary actions. Following discussion, on the order of the Chair, and by consensus of the Committee, the information was received and filed.
