LeClair. • Operational questions will be answered by Operations Manager Timothy Hall. • Technical questions will be answered by IT Director Drew McKinley. • Finance/bid process questions will be answered by the City of Lewiston’s Purchasing Agent Alan Ward. • RFP Proposals are due February 22, 2019. Mr. Ward will forward proposals to LA911’s treasurer for the vetting process. • Lewiston Auburn 911’s budget process begins towards the end of March 2019. Preferred vendor recommendations will be presented to Lewiston’s and Auburn’s city councils at that time. Once the budget has been approved Mr. Ward will execute the contract and establish deliverable dates. • Pricing sheets are at the back of the RFP document. Return them complete with necessary footnotes to ensure proper weight through the vetting process. Questions from 01/16/2019 RFP Pre-bid Conference Can you describe your current operations? How many channels total do you operate today? And those five primary channels are all VHF? Do you still use ACAL and ATAC? Do you plan on using all 8 licensed channels? One calling channel and one TAC repeater at each site? How old are the consoles? The RFP refers to your VHF repeaters and receivers. It doesn’t mention anything about new antenna systems. Will you require all new antenna systems for the new VHF equipment? Can you provide a feature list for the existing console replacement? There are no power requirements mentioned in the RFP for backup UPS, generators, things like that. Are those things already in place? We can run power cables from the existing D/C plant? Do you want us to add D/C power? They are LTAC correct? Can you provide current load calculations? Is there a requirement for the backup dispatch center to have UPS and generator? You are going with a five site design? Can you restate your coverage requirement for us? Can we get a shape file of the two towns? Are you only requiring one station at the backup dispatch center? Can you get us model numbers and battery capacity of the LTAC power system? As well as the number, rectifiers, and converters? The RFP mentioned 80 inputs for your recorder. Can you provide a list of what you want to record and break it out by what is analog and what is IP? How many recorders do you need? Are you also interested in screen capture and quality assurance? Will the microwave or backhaul be a separate procurement? Will the D/C quote be required to include this microwave load? Can you provide the model information and load requirements? With the new VHF system, you will be requiring new antennas, feedlines, and everything? Will the VHF replacement mirror what you have now as far as sites and receivers? Do you have any particular bogie in terms of coverage guarantees from the five sites? Can you expand on your coverage expectations? Are the users using primarily belt clips or swivel belt loops…? Are all of the radios you will be purchasing dual band? Your 800 mHz channels are closely spaced spectrally. Is there an expectation for a single transmit antenna on the combiner, or are you leaning more towards multiple antennas to be able to accommodate less loss? To date, you only deal with one channel per department? Can you recap the evaluation process? When will the questions from today be answered? Can you provide the contract language to the vendors?
