Status zThe City offers many opportunities for

community interaction including: Citizens Advisory Board, Community Watches, Coffee with a Cop, Citizen’s Academy, Shop with a Cop, Schiele Volunteer Programs, Schiele Special Events, Schiele Free Tuesdays, Art Committee, Sister Cities Board, Keep Gastonia Beautiful (KGB) Volunteer Programs.

zThe Gastonia Fire Department (GFD) in coordination with The Red Cross and The Gaston County Fire Fighter’s Association participate in multiple neighborhood canvases, checking and installing smoke alarms.

zThe GFD also partners with Habitat for Humanity by installing sprinkler systems in newly constructed habitat homes.

zConmunications staff publicize opportunities thru appropriate channels (FB, citizen newsletters (to be created), media releases, etc.) & follow up with news of what happened, progress/successes, subsequent meetings, etc.

StatusThe Unified Development Ordinance (UDO) sets standards for setbacks, height restrictions, tree planting, etc. Elements of form based code standards have been incorporated into the UDO. For example, CBD, UMU, and non-residential design standards.

and pocket parks such as Heritage Park, Schiele Nature Trail and Play’Scape Children Area, Optimist Club Park, Avon & Catawba Creeks Greenway, Talking Tree Trail at Lineberger Park, and Highland Rail Trail are promoted by the City website and Facebook page and are actively used and or programmed by the City.

Status zThe HOME program has used City owned

vacant property to build new homes and promote neighborhood stability in the Highland Neighborhood (Gateway Village) and adjacent to the York Chester neighborhood.

z The UDO contains a section that has specific standards for infill residential development that allow for flexibility in developing these often space constrained sites. Staff consistently looks for opportunities to promote ordinance amendments as needed to facilitate development in older neighborhoods (for example, allow reduced lot width in the RS-8 district).

zThe Development Incentive Area was established to promote infill development by waiving the Capital Recovery Fees (System Expansion Fees) in the center city area which has existing water and sewer infrastructure.

A number of planning efforts completed over the years have indicated the need for in-street bike facilities and a number of crosswalks and staff has been actively working to integrate these changes when possible into the City’s resurfacing program and also working with the North Carolina Department of Transportation (NCDOT) for including these types of facilities on state roads.

Ordinance is an effort to fight crime and promote quality of life in neighborhoods. The program formalizes how Gastonia Police work with landlords to resolve problems, and outlines procedures for situations in which landlords are uncooperative.

and report any code violations to Code Enforcement.

Status zIn 2011, the Gastonia Police Department

(GPD) began a collaboration with the Gaston County Police Department, Gaston County Sheriff’s Office, U.S. Department of Juvenile Justice, Gaston County Schools, and the Alliance for Children and Youth to create a diversion program that addresses the needs of at-risk youth in our community. Additionally, the program focused on educating adults about the signs of gang prevention and intervention. Working together, the program established partnerships with the ABE/GED at Gaston College and Gaston College Life Skills, Worked with WIA Adult Assistance Program, Youth Works, Day Reporting Center and the Eckerd Program which allowed the placement of 75 youth for treatment over the course of the grant. Additionally, the GPD participates in mentoring programs and interacts with youth while in the schools to encourage youth to succeed in school and to receive an education.

zBeginning in 2014 the Gastonia Fire Department (GFD) began a council approved partnership with Gastonia City Schools to form and support a High School Fire Fighter Training Academy at Hunter Huss High School.

installed in 2011 by Technology Services, has been replaced with one that provides greater bandwidth to the consumers and allows for larger number of concurrent users.

zResearch is ongoing to identify a suitable business case for expanding the City’s fiber infrastructure, such that it benefits the community, is a sound investment and is compliant with the current legislative laws for public-private partnerships.

zAttracting young adults to Gastonia remains a priority, and we will continue to look at ways of using the City’s fiber ring.

branded items through brochures, flyers, annual reports, and merchandise to help promote the GPD and the City of Gastonia. These items have been promoted online, the Gastonia Police Sniper Conference, the Special Olympics Torch Run, Shop with a COP and the K9 Trials. The GPD continues to promote the COP program and the Explorer Program, in the schools and in the community. And since 2014, the department has been involved in a newer form of branding; humbly listening to what the residents experience and need and backing those claims with action. The GPD works to “enhance the quality of life for all” and is willing to listen to the needs of the community and work to meet those needs through everyday actions.

GPD officer work as mentors in the schools and provide presentations during career days to encourage youth to stay in school and become police officers.

zGPD officers work with homeless youth and the Gaston County Schools to provide needed resources to kids who are hesitant to stay in school due to the lack of basic needs.

zThe GPD has utilized the Erwin Center, Phillips Center and Lineberger Park on many occasions to offer programs to youth that allow them to work with police officers and hear the importance of staying away from guns, gangs and drugs.

zOfficers work with Mental Health providers to learn about the needs of youth in our community to have mental health disorders and then teach other officers how to best approach and assist our community battling with the many different illnesses.

StatusThe Water Treatment Plant (WTP) Renovation Project will restore the WTP capacity to 27.3 MGD and will allow the re-rating study to be completed to increase the permitted capacity to 30 MGD.

StatusThe 2002 Water Master Plan indicated that a new 22 MG water plant would be needed by 2013. With the building market crash of 2007 and changes in water use patterns, the actual water use in the TRU System was growing slower that the projections in the master plan. The reduced water demand and improvements in water treatment technology could allow the existing water treatment plant to remain in service for a longer period. In 2012, TRU commissioned Pease Engineering and Architecture, PC to complete a Water Treatment Plant Study to study the options for future water treatment for the TRU System. The study evaluated the options of building a new 30 MG water plant in a new location versus upgrading the water plant on the existing site. The study indicated that the cost to construct a new 30 MG water plant would be $216,878,000 versus $120,681,000 to rehabilitate and upgrade the existing water plant. An additional option was added to the study to use adjoining city-owned property for the water plant rehabilitation project. This option reduced the estimated cost to $105,681,000 resulting in a $15,000,000 savings. This option was selected.

A. Complete a re-rating study on the existing water treatment plant to increase capacity, and extend operation capacity for at least 10 years without additional treatment capacity from a second facility.

B. Conduct further study to determine if the water treatment recommendations found in the 2002 Water system Master Plan remain viable, specifically the construction of a new 22 mgd water treatment plant at a site located away from the center of the City and the abandonment of the existing plant.

StatusThe chlorination points at the WTP have been relocated to improve water quality in the distribution system. The Water Plant Renovation Project includes Membrane Filtration that will improve water quality.

the additional tank in the western side of the service area has not occurred.

zStaff has advocated for this new facility and promoted the protection of the scenic views of this area during previous rezoning petitions for new development in this location. The UDO contains a placeholder for a scenic view overlay district in the event that the City Council would want to adopt some protections in specified geographic areas for example the areas surrounding Crowders Mountain. Crowders Mountain State Park is protected by the State Park Zoning District.

We also provide $500 to officers who speak Spanish and can assist with translations.

StatusThe GPD Dive Team was disbanded in 2015 due to lack of need in the current region. The GPD Bomb team continues to operate regionally and is called out on a regular basis. The team trains per Federal and State standards. The GPD works collaboratively with the Gastonia Fire Deparment (GFD) in reference to HazMat training and collaborate for Emergency Operations Center (EOC) training. HazMat training is provided to all sworn and non-sworn personnel while in in-service training.

The study was approved by NCDENR. This is the first surface water plant project in North Carolina with membrane filtration without additional treatment before the membrane filters. Status zThe Gastonia Police Department (GPD) began

a multi-jurisdictional SWAT team in 2006 and continues to maintain this effort. The concept was extended to the Bomb Team as well. The GPD continues to collaborate where appropriate on grant applications with the Gaston County PD and Gaston County Sheriff’s Office to address needed equipment, technology and to address systemic problems in our community. The GPD worked with the COG and Developmental Associates to create Assessment Centers for promotional process. The GPD works with UASI in reference to interoperability communication.

zThe City has four (4) voting members on the GCLMPO’s Technical Coordinating Committee (TCC) including planning, engineering, public works, and Gastonia Transit.

StatusThe Gastonia Police Department has received grant funding from the NC Governor’s Highway Safety Program to address speeding throughout the City of Gastonia. The Gastonia Police Department is working in conjunction with Traffic Engineering to address traffic calming, specific to road hump projects. The department has partnered with Traffic Engineering on the solar speed signs and their locations, in addition to collecting speed and count data using road plates. We are sharing that data on a share drive. The GPD has also provided Traffic Engineering with an older RADAR device to place in their vehicle to assess areas that may need a traffic speed study conducted or to collect quick data on speed in a particular area of interest.
