NEW BUSINESS 4. FY 2020/2021 Proposed Budget of the City of Crescent City
• Recommendation: Receive budget workshop presentation from City Manager; provide direction regarding FY 2020-21 budget; take action as necessary and appropriate.
CITY COUNCIL ITEMS ➢ Legislative Matters – Consider miscellaneous legislative matters pertinent to the City of
Crescent City. Authorize the Mayor to sign the appropriate letters and/or positions with respect to such matters.
o CARES Act funding request letter ➢ City Manager Report and City Council Directives - Pursuant to Crescent City Municipal
Code § 2.08.200, the City Council may instruct the city manager on matters of importance
to the administrative services of the City and provide direction with respect to subordinates of the City Manager. (Directives from individual Council Members that are not objected to by any member present shall be considered an order of the City Council.)
➢ Reports, Concerns, Referrals, Council travel and training reports – In accordance with
Gov’t Code § 54954.2(a), City Council Members may make brief announcements or brief reports on their own activities. They may ask questions for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda.

Proclamation of the
City of Crescent City and County of Del Norte
WHEREAS, for nearly 70 years, United Nations High Commissioner for Refugees (“UNHCR”) has
provided international protection and assistance to refugees, asylum seekers and other person of
concern and has sought durable solutions to their problems; and
WHEREAS, the UNHCR helps and protects refugees and people displaced by violence, conflict and
persecution and with its partners, provides lifesaving essentials including shelter, water, food, safety
and protection to survive, recover and build a better future; and
WHEREAS, the United States government has resettled refugees in our community, and has granted
asylum to thousands of refugees from around the world who now call the United States home; and
WHEREAS, the refugees who live in and contribute to our communities have rebuilt their lives after
fleeing conflict and persecution in their home countries for fear of their lives; and
WHEREAS, refugees make critical contributions to the economic growth, cultural and spiritual
diversity of our community; and
WHEREAS, many Hmong refugees and their families immigrated to the United States, and today over
600 Hmong Americans call Del Norte County their home; and
WHEREAS, like many immigrant groups before them, Hmong refugees resettled to the United States
to escape war and persecution, to find opportunities, and to better their lives and the lives of their
children; and
WHEREAS, Hmong Americans are helping build a vibrant and diverse community, contributing
socially, politically, and economically to our City and County.
WHEREAS, on June 20, 2000, the United Nations General Assembly created World Refugee Day to
recognize and honor the contribution of refugees throughout the world; and
NOW, THEREFORE, BE IT PROCLAIMED that the City Council of the City of Crescent City and
the Board of Supervisors of the County of Del Norte will join in solidarity with our Sister City of
Rikuzentakata, Iwate Prefecture, Japan, in recognizing June 20th to be World Refugee Day.
BE IT FURTHER PROCLAIMED, that the City of Crescent City and the County of Del Norte join
the efforts to support and recognize World Refugee Day by lighting the Battery Point Lighthouse in
blue lights which symbolize the plight of refugees around the world on June 19th, 20th, and 21st, 2020.
BE IT FURTHER PROCLAIMED, that the City of Crescent City and the County of Del Norte join
with more than 200 other communities around the world in the Cities #WithRefugees coalition to
celebrate welcoming traditions and that we will continue to welcome and support refugees in our
community as they rebuild their lives and discover their new home.
