The City is also continuing with funding and completing a number of tasks that are outlined in the Parks Improvement Plan (PIP). Funds were first granted in fiscal year 2016 (FY16) to start undertaking projects in this plan and funding has been allocated again for fiscal year 2017 (FY17). Residents can expect to see continued improvements in the operational and maintenance care of the parks which includes replacement of playground equipment, renovated turf, painting, enhanced landscape beds, and more. In addition, a new restroom facility will be constructed in Astin Park and a number of our park pavilions will receive necessary repairs or replacement.

Renovations at the Neal Recreation Center have also continued into FY17. The Center has replaced the elliptical and treadmill machines; replaced and added width to the wall padding in the gymnasium; will install a new dividing net in the gym; and will replace the flooring in the lobby, hallways, and a number of rooms within the Center.

Meanwhile, the Recreation Division is gearing up for another banner year. 2016 saw record participation in a number of programs and we look for that to continue into 2017 with the addition of a number of new programs. With the addition of a Recreation Programmer, the department can focus on developing additional programs to help better meet the needs and expectations of our residents. Please keep watch for these programs for people of all ages. These will be posted on our City website, Twitter, Facebook, and other media outlets.

Over the past year, the Parks and Recreation staff enjoyed a renewed emphasis on parks and recreation in the City of Bryan which was reflected in many projects and programs undertaken throughout the year. Some of these projects are continuing into 2017.

As we entered the new year, we started 2017 with the addition of two full-time positions; one in the Recreation Division and one in the Parks Division. These positions were needed, requested, and thankfully granted by the City Council. Both of these positions were filled in anticipation of the new year and the new employees are off and running in their job assignments.

We are also anxiously anticipating the conclusion of three projects and their opening or re-opening within the first three months of the year. The first of which will be our new 17,500 square foot skate park and related amenities in Williamson Park. This will be followed by the completion and opening of an eighteen (18) acre expansion of the Bryan City Cemetery. Finally, we are scheduled to reopen the Bryan Aquatic Center (BAC) in March. The BAC is undergoing a $1 million renovation to the pool and filter house which includes the replacement of the liner with plaster, stainless steel gutters, renovated slide, zero entry area, new filters and pumps, and more. Additional information about the opening of these facilities is included in this Activity Guide.

Even though the above projects are nearing completion, the schedule for the department and its staff is not slowing down. At the end of 2016, the City signed contracts with two consulting firms for the design and development of two neighborhood parks. It is expected that the design for these parks will be finished in late spring and construction of the parks will occur over the summer and fall months. These new parks should be ready to open by the end of the year. One of the parks to be developed is located within the Siena subdivision off Old Reliance Road and is a 3.72 acre parkland site. The other is a 9.67 acre parcel located in the Edgewater subdivision on the west side of the community.

Part of the reason is because we believe Bryan is a great place for families and kids. We have cool parks and innovative recreational programs and camps to challenge kids of all ages.

In Bryan,

we say that we have

The Good Life, Texas Style.

You can be anything you

want to be in Bryan.

Except bored.

Our parks system covers 51 properties totaling 700

acres. But it’s what we do with that turf that’s amazing:

Sure, we have a bounty of baseball and soccer fields,

but we also have inline hockey rinks, skateboard parks,

splash pads, walking trails, two dozen pavilions for

picnicking and reunions, and four terrific pools.

You’ll even find the unusual: We have a tremendous

number of horseshoe pits for amateurs and pros alike.

Even handicapped-accessible pits are easy to find.

An indoor tennis facility? Ours is the only one in the

region. We even make sure our annual Holiday Magic

event features a snow hill for our powder-deprived

residents. And a family camp out in a park? Yep, under

the stars, by the campfire and making s’mores.

NOTE & FLOAT WATER SAFETY PROGRAM

Bryan Parks and Recreation is beginning its second year of a water safety campaign to help inform the public about water safety and increase safety at our facilities.

Drowning is the number one cause of death for children under the age of 4 and is the 3rd leading cause of death among children under age 14. It occurs quickly and silently and 88% of drowning victims were under some sort of supervision at the time of the incident and 75% of victims were missing for under 5 minutes.

Formal swimming lessons can reduce the risk of drowning up to 88% for children aged 1 to 4 years.

Bryan Parks and Recreation is proud to partner with the Aquatic Safety Group’s National Note & Float ™ Water Safety Campaign to offer lifejackets to patrons using our facilities.

This program targets parents with children who cannot swim. The heart of the program is first identifying all non-swimmers who enter the facility, and then fitting those swimmers in an appropriately sized lifejacket.

As a part of this program, Water Wings or “Arm Floaties” are not allowed at Bryan Parks and Recreation aquatics facilities. Only US Coast Guard approved personal flotation devices will be allowed to be worn in the pools.

The program will follow 6 simple steps:1. ALL non-swimmers must check in at the facility with a parent/

guardian prior to or upon entry to the facility.

2. Parents/guardians and non-swimming children should receive written and verbal site-specific water safety instructions along with “Learn to Swim” information.

3. Parents/guardians will be advised to SUPERVISE their children and keep them within arm’s reach.

4. Non-Swimmers seven years of age and under (or less than 48 inches tall) must wear a clearly identifiable wristband and a United States Coast Guard Approved lifejacket Type III, and remain in designated shallow water areas. They must also be within arm’s reach of a parent/guardian (at least 18 years of age) who is in the water with the child.

5. Non-swimmers ages eight through twelve must wear a clearly identifiable wristband and a USCG-Approved Lifejacket Type III, and must be actively supervisor by a swimming parent/guardian (at least 18 years of age).

6. Anyone who wishes to access deep water (greater than five feet deep) must pass the facility swim test or wear a USCG-Approved Lifejacket Type III.

THE NATIONAL

There will be three levels of wristbands to note children at our facilities:

The City of Bryan Note and Float Program will follow a “traffic light” system defined as follows:

Red - Stop!Must have a parent in the water within arm’s reach at all times and must be in a USCG approved life jacket at all times in the pool and on the pool deck. If you see a child with a red wristband unattended, please notify a lifeguard immediately.

Yellow - Caution! Can be in the water without a parent and can dog paddle and/or float on their own, but they are not yet ready for deep water or to go down the slide. If you see a child with a yellow wristband headed toward deep water, please notify a lifeguard immediately.

Green - Go!Has passed the facility swim test and is able to access all areas of the pool.

If a lifeguard must enter the water to perform a rescue on an individual, the person will be noted with a red wristband and floated in an appropriately sized life jacket if available.

Bryan Parks and Recreation is committed to providing a fun and

safe environment for all swimmers of all ability levels.
